REPORT ON THE PROCESS FOR UPDATING THE BASELINE FOR THE FIVE CIF INDICATORS

PILOT PROGRAM FOR CLIMATE RESILIENCE (PPCR)

I. INTRODUCTION

1. The State of Bolivia is participating in the Pilot Program for Climate Resilience (PPCR), an integrated program to improve the management of water resources by according priority to three subbasins. The program’s strategy is intended to lay the foundation to address climate change in Bolivia, and was designed with guidance from the government, in collaboration with the InterAmerican Development Bank, World Bank Group officials, and other development partners.

2. The Administrative Units of the Climate Investment Funds (CIF), as the financing entity of the PPCR, have developed tools to ensure that the pilot programs provide reports on the advances made and progress achieved at the country level and at the project/program level.

3. With the conclusion of Phase 1 of the PPCR, the M&E Project Unit has been assigned1 the task of updating CIF Indicators 1 and 2 using the methodology proposed by the Fund and developing indicators 3, 4, and 5 based on strict application of the CIF “PPCR Monitoring and Reporting Toolkit” guide.

4. On June 13, 2014, a Scoring Workshop was held to evaluate PPCR Indicators 1 and 2, in accordance with CIF guidelines and methodology, based on a predetermined program, which is included in the annexes.

II. METHOLDOLOGY AND MATERIALS

5. The methodology for the organization of the workshop and analysis of the indicators is based on the tools provided by Chris Fischer (World Bank), the August 16, 2013 Workshop to determine the baseline for PPCR indicators, the slides from this workshop, the basic documentation provided by the project office on the CIF PPCR Monitoring and Reporting Toolkit, the basic Excel document entitled “PPCR Monitoring and Reporting CIF,” the slides on “PPCR Monitoring & Reporting in 7 Steps,” as well as the support information on the www.climateinvestmentfunds.org/cif/measuringresults website.

A workshop was organized to analyze Indicators 1 and 2 (the agenda appears in the Annex) with the participation of 15 officials from the different entities (the list of participants appears in the annex). The PPCR Coordinator presented the institutional objectives, background, and implementation of the PPCR (illustrated with slides—see annex) at the workshop. Following this, the PPCR M&E official discussed the ultimate objective of the workshop related to the baseline survey and the corresponding analysis of the indicators in general and Indicators 1 and 2 in particular, specifying their rationale, reasons for measuring them, technical definition of each indicator, the analysis methodology, and the procedure for completing the initial tables before filling out the final matrix. A presentation was also done of the initial tables with the questions corresponding to each indicator, including the “coordination mechanism” table.

For the completion of the national matrices in final form, a proposal was made at the workshop to carry out this exercise with all the participants. The result was in-depth analyses and contributions that support these scores.

Also, in the end, the completion of the criteria underlying the scores of 0 to 10 (0 = no, 5 = partially, and 10 = yes, completely) by representatives from the sectors attending the workshop were agreed upon for each indicator. All the matrices for Indicators 1 and 2 were completed.

7. Lastly, the participants jointly presented the achievements, discussed in Indicator 2 and the workshop was concluded as planned.

8. To complete the information in Indicators 1 and 2, it was agreed that a personal visit would be made to other sectors that did not attend, outside the workshop context. As a result of this visit, the baseline was expanded to include two other sectors—irrigation and potable water and basic sanitation.

9. The work on Indicators 3, 4, and 5 was conducted in accordance with the CIF “PPCR Monitoring and Reporting Toolkit” guide, which sets forth the technical procedure for expected results, their rationale, reasons for measuring, technical definition, methodology, data sources, responsibilities for monitoring, reporting, and quality assurance.

The basis for the information used to fill out scorecards 3 and 4 was the database prepared for the Annual Plan for Hiring Consulting Firms and Individual Consultants for the Bolivia PPCP—Phase 1, January 2012 to June 2014 (provided by the PPCR Procurement Official), and the procedure for completion was coordinated among the team, the office, and the M&E official for the project. A consensus was ultimately reached on the results on the corresponding scorecards.

Table 5, related to Core Indicator 5, was completed with information compiled from the project beneficiaries with the support of statistical data from the 2012 census—Unit for Social and Economic Policy Analysis (UDAPE) report as of December 2013.

III. RESULTS

10. The results of the workshop are presented in the scorecards for Core Indicators 1 and 2 and comments are made as follows:

Indicator 1. Degree of integration of climate change (CC) into national and sector planning

The weighted national score stands at 26 percent, which is considered low, given that the partial scores for each question are no higher than five, with the assumption being made that the level of integration of climate change into national planning is low.

The average score of the hydrometeorology sector stands at 42 percent, which is considered average, suggesting a moderate level of integration of climate change into the sector.

Similarly, the weighted score of the water resources sector stands at 44 percent; with a unanimous assumption being made that there is a certain level of integration of climate change into the sector, but that the process needs to be adjusted and refined.

In the irrigation sector, a certain degree of integration is assumed to exist, through such entities as the PIACC and PAC.

The Potable Water and Sanitation Sector indicates that policy instruments related to the efficient use of water are being developed and that the application of these policies is underway. Consequently, its average stands at 24 percent.

Indicator 2. Evidence of strengthened government capacity and coordination mechanisms to mainstream climate resilience

The average weighting of the criteria and scores at the national level stand at 47.5 percent, which is considered average, reflecting to some degree strengthened government capacity.

In the case of the hydrometeorological sector, the final score stands at 55 percent. Sector representatives indicate that there are mechanisms that incorporate climate change adaptation into sectoral activity via institutional regulations.

The situation in the water sector is not, however, promising, given that the weighted score of 27.5 percent, which is considered low, is attributable to minimal dissemination mechanisms on this topic, with improvement being reflected in an isolated manner only.

In the irrigation sector, there is evidence of a lack of awareness of documentation related to climate variability. Sectoral policies are being established; its score is 30 percent.

According to the Potable Water and Basic Sanitation sector, documentation exists related to the topic, which is, however, still under review. Policies and standards are nonetheless being applied in the sector.

With regard to coordination mechanisms, there was unanimous agreement regarding the absence of an officially established mechanism and the fact that coordination is limited to personal and informal actions only.
