Minutes of the Last Parish Council Meeting2.1The minutes of the Parish Council meeting held on 7th October were proposed by

Matters Arising and Not Appearing Elsewhere on the AgendaNone

Presentation on First Responders & Public Access DefibrillatorsLiz Topps (NHS) and Debbie Leadbetter (Community First Responders) gave an

informative presentation.Liz briefly went over the First Responder scheme, and what they receive training to do. She pointed out that first responders do not make clinical decisions. First responders cover a large area. It was noted that the Tadley area has an extremely good FR service, with 24/7 cover. FR are despatched at same time as ambulance crew. Cllr Richards noted that 3 volunteers have come forward for the FR scheme, all of whom have contacted Debbie and LizDefibrillators - the following points were made:

Defibrillators kept in security coded locked cabinet When 999 is dialled, ambulance control room give code and

instructions on how to use Defibrillators search for heart rate automatically, and will not apply

shock unless necessary Defibrillators can be used more than once on any patient –

dependent on circumstances Units will reset themselves after use. Pads will need to be

more expensive units One unit will cover population area of 200-600m, depending on

density of population, and age.The process now is for SPC to decide if a defibrillator is required, and also to decide on how to fund it (BHF funding), and how it should be set up within the community. There would also need to be some familiarisation training.Cllr Spillane proposed that the Council put together a proposal for a defibrillator in the parish, with other community groups being approached for funding. This proposal should be ready for the next Council meeting. Cllr Mahaffey seconded the proposal, and it was carried unanimously.

Clerk’s Report and Correspondence6.1 The Clerk presented the proposed dates for 2014 meetings. These were

7.1 See Appendix APavilion – The clerk noted that the Pavilion Committee are now happy to pay the retention money to the builder. However, this has been held back to date as there is some unhappiness that the fencing has been left in place. This has been left in place to allow the ground to settle properly before cars start parking on it. It is anticipated that this will be removed sometime in December. Cllr Spillane proposed that the retention should not be paid until the fence has been removed. Unanimously agreed. It was felt that ground was now settled enough to allow traffic on it.The Chairman of the Pavilion Committee has also requested that a barrier or bollards are placed to prevent people from parking too close to the building. He also asked about an extra emergency access point by the Pavilion, which he states is a mandatory requirement. Cllr Spillane stated that a formal plan and proposal is required for access point and fence/bollards. Clerk to return to Pavilion Committee with this.Cllr Richards asked when the weather vane would be erected – Cllr Spillane said that Steve Yeo is dealing with this, and it should go up soon.Roman Site Panel – the Council noted that further consideration was being given to parking near the Amphitheatre. Cllr. Pragnell stated that she had told the Panel that although this Council recognised the lack current arrangements created significant difficulties in the area they were unlikely to approved formal parking arrangements.

Village Hall – work has started on the hall, and is due to finish on 4th February.Community Speedwatch – Cllr Pragnell noted that 42 first letters have been sent out following deployment on 30th October. She will try to get the count for the year by the end of the year. A number of vehicles are speeding and turning into the pavilion car park to collect school children – it was agreed that a letter should be sent to the School asking that they remind parents that the village is a 30mph area. Actionincreased to 16 for year for admin purposes. AWE have a SID that they can lend out to parishes, and would be prepared to lend Silchester a SID for the foreseeable future. Silchester PC would keep equipment. This means the Baughurst equipment would not need to be hired, and deployments could be carried whenever possible. Cllr Pragnell observed that the Council needs to ensure that SID is suitable for purpose – the Baughurst unit is now rather clunky and has limitations on the speed it can record. Council was happy for Cllr Pragnell to follow this proposal through.Cllr Pragnell acknowledged the very hard work that Tony Roberts has put into scheme. Cllr Spillane also acknowledged that volunteers are doing an excellent job.Need to remind highways about redoing speed monitoring – clerk to contact.Playground Association – an AGM is planned in the near future.

7.2County Councillor Report – see Appendix A

7.3 Borough Councillor Report – See Appendix ACllr Gardiner gave his report.The storm in October was not as bad as feared, although there were some trees down in the Borough.Local Development Framework – a report is due this month on the recent consultation. Cllr Gardiner noted that Old Down is now a conservation area, but has been listed as a possible access road for Manydown. This is under discussion.James Arbuthnot, the local MP, is standing down at the next election. The local Conservative Association is currently selecting a new local candidate – the open primary is to be held on 17th November at 2.30 at Sherfield School. Pre-registration is required with the local Conservative Association.Poppy seeds in Eastrop – areas in Eastrop Park have been marked out and poppies seeds will be planted to flower next year. An area of about 200 sq meters it to be seeded.Cllr Tucker noted that the official ratification of new Faulkners Link road is today – this road connects Newchurch Road to Southdown.

7.4Chairman’s Report – Cllr Spillane gave his report. He attended the HALC AGM recently. Simon Haynes, the Police Commissioner, was the guest speaker. Cllr Spillane noted that policies have altered since Mr Haynes’ election.Cllr Spillane also noted that the Silchester Association have been approached by Studio Lamberts, who are doing series on Best Village winners – this is a reality style show. Cllr Spillane has further details if anyone is interested.

Open ForumMr Pratt noted that low level radiation used to run through Padworth to Whitchurch but was redirected through Silchester Brook via the sewage works. He asked that the Council keep eye on the situation as there seems to be some radiation pollution. Peter Hughes noted that the level is far less than was being directed through Padworth. However, there is some concern that these levels may be rising. Cllr Spillane suggested approaching Thames Water and the Environment Agency to speak about the sewage works at a future Council meeting. Clerk to approach Thames Water and the Environment Agency.

ActionCllr Mahaffey highlighted his concerns about proposed development in Minchens Lane, Bramley. This will be for around 200 houses. The current LDF will not be ratified for another 18 months, and it appears that the developer is looking to get permission granted before this is in place. Cllr Mahaffey noted that infrastructure is already overloaded in Bramley, and this would exacerbate the problem. There is a consultation day in Bramley on 7th November. Bramley PC have already complained that this is not enough time to inform all residents, and Cllr Mahaffey is very concerned about the development. He asked for an agenda item at the next meeting. Cllr Pragnell asked if BDBC would deal with application – Cllr Gardiner confirmed they would. Cllr Tucker noted that Bramley PC are hoping to get a neighbourhood plan in place, to avoid sudden large developments such as this. Cllr Mahaffey observed that Bramley PC are not hopeful of stopping development. Cllr Gardiner noted that BDBC are looking at the issue of developments being submitted before approval of the LDF, but that if the development is turned down by BDBC and goes to appeal, it will probably be approved. This has already happened elsewhere in the borough. Silchester PC are happy to support objecting to development, but are anxious to do so through correct channels. Cllr Spillane to attend the consultation, and will update Council at the next meetingMick Oram observed that a new roundabout is being placed outside Bramley Camp with s.106 money (Campbell Road Estate). An extra access is being put into field opposite for tractors – he questioned why this was necessary.Mick Oram noted that the bin by the bus shelter should be got rid of as there is one nearby in any case. He proposed leaving the big bin by the seat, and possibly moving it to by the bus stop. The bin between the play area and the pavilion is now damaged as the bottom has rusted away and it has no lid; this bin is used extensively and needs replacing. Clerk to get in touch with BDBC.

The Common9.1Church Fete – the Clerk has received a request for permission to hold the

Church Fete on the Playing Field on Saturday 21st June 2014. They have also asked whether it would be possible to park some cars on the field (stall holders and/or visitors). Church Fete unanimously agreed. Car parking discussed under next item.

9.2Parking on the Common – Fete parking – there was issue with how this was done last year. However, as the field was not wet, there was no damage. Cllr Richards proposed agreement to parking on the field, with a final power of veto resting with Paul Evans and Paul Hearn (of the football and cricket clubs respectively) on the morning of the fete. This was seconded by Cllr Mahaffey, and unanimously agreed. Number of vehicles to be limited to numbers to last year’s numbers. Clerk to confirm with Fete Committee

The Clerk has received a request from the new owner of the Lovegrove plot to potentially buy the land directly next to the plot. The reason given for this is that he has some commercial ideas for the plot, but this would require some off-site parking. Cllr Richards noted that the amount of common land cannot be reduced, so if the land is sold it would need to be replaced elsewhere. Cllr Spillane believed that this may have changed, and that this should be investigated. A lease could be considered once the question of selling has been resolved.

ActionFirst World War CommemorationsCllr Mahaffey has received responses from the Council parish magazine article

on this subject. One noted that any commemoration should be appropriate to the event. A simple service at the War Memorial in addition to usual armistice service was suggested. Another suggestion was for an evening of war poetry and associated performances. The PC were concerned that this may not be appropriate. Cllr Mahaffey suggested that a lasting commemoration may work – a research project to get some memories of those in village, possibly with funding from the Council. Cllr Spillane followed this up by suggesting a village project locating households that were in the village and who the families living in those houses at time of outbreak of WW1, along with some research into what physically going on in village at the time. This could be then be used for further research over the next four years on the social impacts of War on the village. Cllr Mahaffey stated that he would like to see the village museum resurrected, and that this project could kick start this. It would be more focused on more recent history, not Roman Silchester as the museum was previously. Cllr Gardiner noted that there is a lot of grant money available for this kind of project. He also noted that it would be a good starting point for and WW2 commemorations in the future. Cllr Tucker verified that the new interpretation was intended to replace the old museum, and that care should taken to ensure that there is no cross over with the planned visitor centre at the Roman Wall car park. It was also noted that the old museum building may take a lot of work to make it usable. Cllr Spillane and Cllr Mahaffey to submit formal proposals at the next Council meeting,

It is not clear which trees they are planning to remove. It was noted that trees are likely to be quite old. Action12.1 New Homes Bonus – this has now been considered by BDBC. Cllr

Gardiner advised that £25,000 is now only guidance as a minimum bid. Projects will be considered on their own merit. Silchester PC to wait to see what Tadley Town Council formally propose before making any decisions.

Highways13.1 Issues – the salt bin in Bramley Road has recently been struck by a car.

A new bin is on order, and should be fitted in a safer position in 2-3 weeks.

Finance15.1Payments Approval and Reconciliation – See appendix B.

The Clerk noted that a sum of £67 has not been reconciled. This is the quarterly phone bill for the clerk, which has already been debited, but has not yet been reconciled so that it can appear on the reconciliation for this meeting. Otherwise, the payments for the month are all normal. It was proposed by Cllr Richards, seconded by Cllr Monger and unanimously agreed to approve the payments for November.

15.2Acknowledgement of receipts – there have been no receipts. However, the Clerk noted that the HCC grant money is due for the Pavilion sewage work.

15.3Pavilion Overspend – the Clerk has been in touch with the Pavilion Committee, who stated that the overspend on the block paving was due to extra work being carried out to put in a ramp for disabled access, which was not originally quoted for. Cllr Richards proposed payments of full amount. Cllr Pragnell seconded. Unanimously agreed. Clerk to process. Clerk

15.42014/15 Budget – See appendix C.The Clerk presented the proposed 2014/15 budget. She went over the

timetable, and pointed out that limited grant and Council Tax grant is likely to be the same as last year. However, the final decision by BDBC will not be until December. The budget assumes a 2.5% increase in precept – however this is not a formal proposal at this stage. Cllr Richards noted that SID rental has always come out of village projects, but should have its own budget. Cllr Richards proposed a budget of £500 plus SLR rental for the year for traffic calming. This was seconded by Cllr Pragnell and unanimously agreed. It was proposed by Cllr Mahaffey to accept the budget with proposed revision. This was seconded by Cllr Pragnell and unanimously agreed. The final decision on the precept request will be made at the next meeting.Cllr Spillane noted the budgeted overspend for this year, and stated that the level of reserves needs to be address (as noted by the internal auditor). This will be discussed at the next meeting.

Appendix A – Reports

Clerk’s Report/CorrespondenceFurther to the decision last month to engage a Tree Warden from a short list of two, I am happy to confirm that Chris Lee has now taken on the role. Further to a request to investigate the pollution incident in Silchester Brook, I have been in touch with the Environment Agency. They were able to confirm that an incident is under investigation, but as it is an ongoing issue, they were unable to discuss any details. A decision on enforcement is expected either at the end of November or in mid-December. I will be able to obtain more information at that point.Cllr Harrison has asked me to remind Council that there will be an orienteering event on the Common on 17th November 2013 (for which the Council has already given permission), and that there will be notices displayed on the Common and in Pamber Forest in the run up to the event, informing people that it is being held.

Pavilion CommitteeNo written report

Roman Site Panel A meeting of the Panel was held on Wednesday, 23rd October, 2013. It was reported HCC and English Heritage (EH) have had a meeting to discuss the future of the site. It has been agreed that a new sign will be on display at the entrance to the Site (by the gate to Roman Town car park) showing that the two organisations are working together. In addition a website is being set up and further details will be circulated in due course. Other points noted were that new panels are being prepared for the front of the three obelisks and the new leaflet Calleva Atrebatum – Roman Silchester - is being printed and will be distributed within the parish.

EH have inspected the stone steps leading down to the watercourse crossing Church Lane and have agreed they present a hazard. EH have decided that for the time being the steps should be closed and walkers directed to the lower path round the area. Meanwhile EH will work on creating a set of wooden steps, in-filled with gravel, to sit on top of the current stone steps.The first stage, clearance of the southern end of the Church pond, has been successfully completed and the northern end will be treated in 2014.

Professor Fulford reported on a very successful season with work proceeding on the Iron Age level. Insula III had proved very interesting with signs of Anglo Saxon remains.

The dates given in last months report for next year’s dig were incorrect. The dates are 7th July to 16th August. Thereafter the site will be closed and backfilled. An exhibition is planned showing the results of the Town Life Project at the Willis Museum in the autumn of 2015.

No further vehicle crime has been reported in either car park since April this year.

As reported at the last meeting consideration is still on going for parking arrangements by the Amphitheatre. Although it was recognised that currently the number of cars parking on the bend during the summer months does represent a danger to visitors Mortimer West End PC indicated they did not want any further parking within their Parish, whilst SPC expressed concern that any such arrangement would encourage more cars down Wall Lane which is undesirable. EH, HCC and the Englefield Estates have been asked to consider options and report back at the next Panel Meeting.

Richard Massey, who has represented EH on the Roman Site Panel for many years, has given the Panel notice that he will shortly be leaving EH to take up a new position at Cotswold Archaeology. SPC would like to acknowledge all that Richard Massey has contributed to the safe keeping of the Roman Site and wish him well in his new appointment.

The next meeting will be held on Wednesday, 9th April, 2014.

In view of the number of vehicles speeding and then turning into the Pavilion Car Park to collect school children it would be helpful if SPC could write to the school to ask that all parents be reminded of the 30mph limit through the village.

Baughurst PC have pointed out that our agreement states that deployments will be charge at £100 per 4 deployments. It would therefore be helpful if volunteers could undertake one further deployment in the current calendar year bringing the total number of deployments to 16 in 2013.

A meeting has been held with a representative from AWE to discuss the possibility of the loan of a SID. This would be on the basis that the SID would be kept at a volunteer’s home within the village and available for the use of CSW volunteers as and when required. It is envisaged that such a loan would be for the foreseeable future based on the success of SPC’s operation to slow down traffic. Our insurers have given a figure of £25 to cover the cost of loss or damage to the SID. AWE is currently looking at the purchase of a SID, under the terms of a Section 106 agreement. The Council’s agreement in principle to this arrangement is sought.

AWEMDP Site Exercises planned for November There are a number of exercises planned during November at the AWE Aldermaston and Burghfield sites. Such exercises are routine and no action need be taken.A number of Ministry of Defence Police (MDP) demonstration exercises are planned as follows:

This patrol will make sure that no alarm is given to horse riders that might be in earshot of blank firing and will liaise with any members of the public who might become aware of the exercise.
