Minutes of Meeting #9, 145 T, November 2, 2010
Summary:- The GC discussed and passed Bill 40-14.- The GC discussed Bill 40-15.The meeting was called to order at 3:48PM.Chairman Justin Katiraei (12) informed the council that it would move into discussion
on Bill 40-14. Representative Alexander Daniel (11) informed the council that he had spoken to a lot
of his constituents in the past year and that they had felt disconnected from the GC. He believed that this bill rectified this problem. He stated that there were a lot of areas in which the GC and improve and a lot of ways in which the GC can inform its constituents about what is going on in the GC. He said that Section 4 of this bill would make the constituents feel “that the GC is part of their community and that they are apart of the GC.” He presented examples of non voting representatives in the United Nations and in The Congress to explain the concept of non voting representatives in this bill. He said, “This is a transparency and cooperation bill between students and constituents and also between the GC and the administration.”
Representative Rachel Ha (10) asked how attendance would be taken for the non voting members.
Representative Daniel answered that Secretary James Ruben (11) or whoever is the secretary that session would take attendance and that taking attendance would incentivize people to get involved in the GC, especially if they are running for a position the following year.
Student Body President Willie Stern (12) informed the council that Erica and he both support the bill and that Erica and he plan on hosting a student-faculty-administration forum within the next month.
Dr. Delanty addressed the section regarding mass emails. She said that, generally, from an administrative point of view, the administration lets things go along until they are not working. She said, “Mass emails were not working.” She stressed that mass emails need to go through an administrator or faculty member before being sent.
A friendly amendment was proposed by Representative Katie Birenboim (11).Representative Birenboim said, “I think it is somewhat sad that we need to make
legislation to increase transparency.” Representative Birenboim expressed her support for the accessibility to the minutes added by this bill and her support for the addition of non voting members.
Representative Jessica Bernheim (11) expressed her support for the bill but said that she did “have some problems with the bill.” She added that the actions in Section 2 waste paper and that she believed Section 4 was unnecessary.
A friendly amendment was proposed by Representative Jay Rappaport (9).Representative Mr. Williams said that, “from the sound of things, section 5 might not
go through with the administration…This section would give the administration a reason to kill the entire bill.”

The GC passed Bill 40-14 by a vote of 26-6-0.Representative John Liss (12) said, “For the last four years, the word transparency has
been passed around. The truth is, the majority of students don’t care. We need to talk about issues that students actually care about.”
Representative Bernheim introduced Bill 40-15.Representative Eric Singerman (12) asked why Bernheim believes this bill should be
the action of the GC and not a club.Representative Bernheim responded that the GC needs to take action and that this bill
would “have a greater impact on the broader community.”Representative Charles Scherr (10) asked if people not on the GC would be able to be
on the proposed committee. Representative Bernheim responded that they would be. She added that this bill gives
the GC “the potential to work with the entire school and really make a difference.” Andre Manuel (Class of 2012) asked they council, “If you were a parent of a lower
school student would you want a group of teenagers dealing with the problems of bullying or professional adults dealing with the problems?”
Representative Bernheim responded that this committee would not deal with current bullying problems but rather try to prevent bullying from occurring. She added, “We are older students and are really cool to these younger kids. We could have a real effect of them.”
Representative Mrs. Hartmann said that she though that this bill was more something a club should do and not something that we should have to mandate through the GC.
Representative Bernheim said that she had already spoken to Dr. Kelly about this idea. She also made clear that bullying was not the only thing mentioned in the bill. She explained that there was an aspect of the bill that involved the Upper Division GC helping the Middle Division GC.
A motion to adjourn was made and passed.The meeting was adjourned at 4:32PM.
