Introduction

Stirling Council seeks to create a Framework of provider organisations to deliver a programme of community based Holiday Fun Clubs, which are free at the point of access and which combine a fun activity with a healthy and nutritious meal for Primary School aged children who might otherwise be at risk of food insecurity during the school holidays.

This application pack includes the following information:

Section D asks for information specific to the Holiday Fun Club application. To facilitate the evaluation process, applicants are requested to submit responses in a Word Document format.

Background and ContextFood insecurity is an increasing problem both locally and nationally.

‘food insecurity’ as defined in the “Dignity in Practice Report” by Nourish Scotland and the Poverty Truth Commission means the full spectrum of experiences from worrying about accessing enough food, making compromises to quality or quantity of food eaten to going without.

Household food insecurity is: ‘The inability to acquire or consume an adequate quality or sufficient quantity of food in socially acceptable ways, or the uncertainty that one will be able to do so.

The wide geographical spread of the Stirling Council area covers both urban and rural populations with varying levels of affluence and deprivation. The Council acknowledges an increased risk of food insecurity in areas of multiple deprivation. Free School Meals and other education related allowances and benefits go some way to addressing this during term-time, but the school holidays, particularly amongst families whose children are in receipt of these benefits, can be a very difficult time.

In response to this, the Council has delivered a one-year pilot programme to offset some of these risks for families. The pilot acknowledged the importance of community and focussed on dignity and avoiding stigma. In April 2019, the Council extended the provision in partnership with third sector organisations. A fund, which facilitated 49 Fun Club sessions and delivered 800 meals from 14 organisations was successfully administered by Stirlingshire Voluntary Enterprise (SVE).

The Council acknowledges that Holiday Fun Clubs cannot be internally resourced across the area, but acknowledges is an urgent requirement to provide a similar programme for Summer 2019 and other school holidays in the 19/20 Academic year.

In response to this The Council seeks a flexible framework agreement to deliver 3 key outcomes that align closely with Council priorities:

Primary aged children who might otherwise be at risk of food insecurity during the 2019 school holidays have a nutritious meal provided for them in a community setting in a way that avoids stigma.

Extra-curricular activities are offered in a community setting which offer children a range of play opportunities, that may include sports, arts and crafts, games, music, drama and connections with other children and the community.

Holiday Club provision was provided in Bannockburn and Borestone during the original pilot. The framework seeks to maintain provision in these legacy communities and through the application of learning from earlier programmes the Council recognises the need to increase availability of meals in areas at levels 1 or 2(deciles) SIMD.

Applications are invited from third sector, social membership organisations to deliver a series of Holiday Fun Clubs, initially for Summer 2019, extending to other school holidays in 2019/20.

Scottish Council for Voluntary Organisations (SCVO) describes social membership organisations as having a two-tier structure where the board is elected by, and accountable to, a wider body of ordinary members. SCVO also outlines the types of organisation that may be described as membership organisations namely: voluntary associations; companies limited by guarantee; industrial and provident societies and Scottish Charitable Incorporated Organisations (SCIO)

The intention is that the framework will provide inclusive, community-based activities across the Council area, with a specific focus on areas of increased deprivation, for children of primary school age who might otherwise be at risk of food insecurity during the school holiday periods.

Applicants should outline a proposal and costing schedule in the format detailed in the application pack, to provide a programme of community based, extra-curricular activities with a nutritious meal to children otherwise at risk of food insecurity. Proposals should consider the requirements outlined below and should demonstrate Best Value in the provision of these requirements.

Service Requirements

1. Through the creation of this framework agreement the Council aims to develop Purchaser/ Supplier relationships with local organisations to provide children with a choice of accessible Fun Clubs during school holiday periods.

2. In fulfilment of this, organisations are asked to outline a universal and inclusive, offering, which can target those in most need whilst focussing on maintaining dignity and removing stigma.

3. Holiday Fun Clubs should offer children opportunities to socialise, learn new skills, try new activities and enjoy nutritious food in a fun and safe environment.

Activities: 4. Appropriate Registration with the Care Inspectorate is a pre-requisite for

sessions in excess of 2 hours. The Council recognises that applicant organisations may not hold such registration and for this reason will only purchase 2 hour sessions. Applicants will be asked to cost their proposal on this basis. Where an organisation holds such a registration and can offer a longer service, it will be at the discretion of the Council whether or not to purchase the longer session.

Food 5. Applicant organisations should consider how to approach the delivery of

nutritious meals and this should be reflected in the proposal. Organisations may choose to provide meals directly as part of a cooking activity, provide a packed

lunch or link with partner agencies, including Stirling Council catering services to purchase supplies. Proposals should outline approaches and evidence any opportunities for collaboration where these may exist.

6. It is a condition of this Framework that successful applicants’ premises are registered, or in the process of registering, with Stirling Council Environmental Health Service.

8. Applications should clearly describe the activity, with consideration to resources required and should detail the number of children who will access the Holiday Club.

9. Applicants may wish to consider the attached Case Study, which is and is intended for guidance purposes and is neither prescriptive nor exhaustive.

Costs and Resources:10.The activity and food provision should be clearly articulated with consideration

given to the resources required to deliver. Organisations should consider the capacity and suitability of any venue and appropriate staffing/volunteer ratios in relation to delivery of safe planned activity.

11.Applicants should provide a costing schedule that outlines a total cost per session for the proposed service comprising detail for 5 costed elements, namely: Building, Staff, Management, Food and Activity. A unit cost

representing the cost per child per session, based on the total cost per week and proposed number of places per session is also requested.

12.Within the 5 costed elements of the unit cost, we may consider contribution towards the following costs:

Food – up to a maximum of £3.20 per headStaff – including sessional worker costsBuilding – costs for hire/ janitorial and cleaning services etc. Activity – Transport, Equipment or supplies e.g. First Aid kitManagement – Management Fee (may include costs associated with Insurance/ PVG/ Training etc.)

13.The 5 costed elements of the unit cost will not consider: Items for individual beneficiaries: e.g.: payment to individuals, scholarships,

items of personal clothing for specific individual, equipment not for shared purpose;

Fundraising events; goods or services secured in advance of the framework start date; Projects where beneficiaries are not resident in the Stirling Council area;

Routine repair and maintenance costs; Endowments, loan payments, bank interest charges. Pre-existing activities or services, funded or purchased by the Council, however

this arrangement may be used to supplement on, complement or develop existing activities that receive funding from other sources.

Any other costs deemed not to be directly associated with delivery of the service.

Future Provision / Call Off Process 14.Appointment to this framework is no guarantee of future business. The proposal

should outline the general offering, where and when the activity will take place and the cost as outlined.

15.Given the time constraints for Summer 2019, the evaluation process will also consider the allocation of business for the summer programme. As such, organisations are asked to provide a proposed timetable for this holiday period within their proposal. It is intended that the Contract will start on Monday 1st July 2019 and provision will begin on Monday 8th July 2019. Annex 1 (Project Costs and Proposed Timetable) should be completed with this information.

16.The process for allocation of future business / Call Off for future holiday periods will be finalised and communicated to successful providers in preparation for October 2019.

17.To assist with mapping and targetting provision, organisations should consider

accessibility; how replicable their offering is in other locations across the Council area, collaborative opportunities and may wish to be flexible in their approach to allow delivery across the Council area.

Booking Process18.Successful organisations will have an accessible, booking system and should

use their usual communication and advertising methods to promote individual Holiday Fun Clubs. The format of booking process is at the discretion of individual organisations, but there is an expectation that processes may be adapted to ensure priority is given to the target group.

19.Obligations under General Data Protection Regulations means that we are unable to share user information, but the Council will link closely with schools as a conduit for promotion and support with booking process etc. to those individuals identified as being most in need.

20. In addition to the above, the Council will promote available Holiday Fun Clubs online and using their normal communication routes and throughout the network of schools. The Council will request that the children most in need receive notification in advance of a wider circulation. This advance notice should allow identified families to access the choice of clubs earlier than the wider circulation meaning that places allocated on a first come first served basis are taken by those in most need.

Policy / Procedures21.Organisations will have their own GDPR compliant policy in place for handling

information.

22.Organisations will have a safe recruitment policy for staff and volunteers, which should include Protection of Vulnerable Groups.

23.Organisations will have a Child Protection Policy or procedure, which will safely meet the requirements of vulnerable children attending the Holiday Fun Clubs.

24.Organisations should ensure that an appropriate process is in place to manage parental consent in relation to activity related tasks including, but not limited to application of sunscreen; toileting; photographs, video and social media.

25.Where organisations are unable to comply with this, the Council can provide assistance on this process and can provide approved forms to meet this requirement.  Proposals should indicate whether a process is in place or if there is a requirement on the Council to support organisations in this.

26.Organisations will hold appropriate insurances, including Public Indemnity Insurance as outlined in the Short Form Terms and Conditions. Where a specific insurance is not held, organisations may be asked to demonstrate the reasons why these are not in place.

27. It is a requirement of the framework that a qualified First Aider and First Aid kit is available at each session. Stirlingshire Voluntary Enterprises may be able to assist with referral to training providers.

Monitoring and Evaluation28.Applicant organisations will submit monitoring reports in a format to be agreed.

Monitoring reports will be requested in the 4 weeks immediately following each holiday period.

29.The monitoring process will be supported by Stirling Council, Strategic Commissioning Team. Information requested may include: Management Accounts /Statement of Income and Expenditure re. funding received; Actual Uptake vs Bookings received. Statistics in relation to users, numbers and home postcode. User feedback. This information aligns with the Key Performance Indicators identified during the development of this Framework, will inform future planning and service redesign.

30.As part of this monitoring and evaluation process. Organisations agree to be visited, by a Council Officer, at the Fun Clubs. Where possible the Council will give advance notice of the visit, but where circumstances do not permit this, organisations may be subject to an unannounced visit.

31.Organisations agree to contribute to a Lessons Learned exercise following the Summer 2019 programme.

32.Where actual uptake is less than the number of places purchased. The organisation agrees to the recovery of associated costs. The service recognises that some costs are fixed notwithstanding uptake, e.g. venue hire, insurances etc. and that these elements of the unit cost may not be recoverable. A cost recovery exercise will be undertaken as part of the service monitoring which will follow each holiday period. The Council will not undertake a cost recovery without first having discussion with affected organisations.

Assessment ProcessAn Assessment Panel has been established to consider proposals for the Holiday Fun Clubs programme 2019. The panel will include representatives from:

With support from Stirling Council’s Strategic Commissioning team and Stirling Council’s Finance department as required.

Please note:

The application process is for admission to a framework with no guarantee of business. Allocation of business may be subject to negotiation.

Each application will be scored independently by members of the Assessment Panel, who will then agree a moderated score and recommendations.

The maximum score available for each proposal is 100% Proposals will be scored on an 80/20, Quality/ Price basis. The weighting of each question is noted on the application form. Pease note that questions D1 and D2 will not be scored: Any question not attempted will be given a score of 0. Responses must not contain any personal information or identifiers. If examples

are given relating to specific individuals, these must be anonymised and responses must not contain any personal information or identify individuals. If pseudonyms are used this must be clearly indicated (e.g. “not his/ her real name”). Failure to comply with this instruction will result in a score of 0.

There is a quality bar of 50%. Applications scoring 50% or less will not be recommended for funding.

Projects will be scored on the basis of the Assessment Panel appraisal of the information provided in the submitted application.

Once all applications have been scored, the Assessment Panel will meet to evaluate applications and agree if/how each corresponds with the outcomes of the Holiday Fun Clubs. These organisations will form the Framework and call off decisions will be taken to distribute the uptake for the Summer 2019 programme.

Appendix 1: Case StudyA Holiday Fun Club was provided in Bannockburn over five weeks during the school summer holidays in 2018. The Club ran on Mondays, Wednesdays and Fridays from 11am-1pm and was aimed at primary school aged children.

Information about the Fun Club was provided to the local primary schools. The schools discreetly provided invitations to those children who the schools considered would benefit most from the Club. They could then register for the club in advance. This meant that all of the appropriate information about them e.g. allergies, contact information, etc. was available. Children were also able to come along and register on the day as long as they had the appropriate paperwork and parental consent.

Children were offered a choice of food when they arrived each day and this allowed the kitchen to prepare appropriately. We found that some children would arrive and register later in the morning and so asking for a couple of extra portions of different options to be made up each day proved useful.

A range of different activities were provided. Children enjoyed arts and crafts, sports, bike handling skills, science experiments and some basic “cooking” sessions where they learned to make things like dips and pate.

The children were asked for very general feedback every day. There were three tubs on the way out of the clubs. One had a smiley face; one had a neutral face and one had a sad face. Children put a counter into the tub next to the face that represented how their day had been. Feedback was overwhelmingly positive and working with the children over the five weeks was a real pleasure and a privilege.
