SECTION 1: COMPLETING THIS FORM

The Stage 1: Outline Project Application Form assesses the eligibility of your project for European Regional Development Fund (ERDF) funding.

Please refer to the LCCF Guidance for Applicants document when completing this form. You can apply on an individual basis or in collaboration with other eligible organisations. Details of which organisations are eligible can be found in section 4.0 of the guidance.

Please note, the Lead Applicant is responsible for the overall management and delivery of the project including: the flow of funding between partners (if applicable); the provision of evidence to support claims; quarterly progress reporting and the retention of key project information up to at least the end of 2027.

Please ensure you:

Describe the project in as much detail as is possible at this stage Explain the difference ERDF funding will make to the project e.g. increase the scale of the project,

improve the quality of the project, enable the project to happen etc Provide details of match funding Indicate which cost model(s) will apply to the project and the amount of ERDF funding requested.

Applicants can embed diagrams into their project application forms.

When your application is complete, please, sign, scan and send a copy (include the title ‘Stage 1: Outline Project Application’ in the subject heading) electronically, in PDF format, to [email protected] by midnight on Friday 21 February 2020. Applications received after this date will not be considered for ERDF funding. All information received will be treated as confidential. If your application meets the eligibility criteria, you will be invited to complete the Stage 2: Full Project Application form. Please note, an invitation to complete the Stage 2 application form is NOT a guarantee that your project will be granted funding as the LCCF distributes ERDF funding on a competitive basis.

'Outcomes' are the changes achieved as a result of the support, e.g. increased productivity, adoption of new technology and processes.

be achieved as a result of ERDF funding. Please indicate the amount of ERDF funding required to enable your project to proceed as outlined in this application and explain why this funding is needed. Only project costs for Procurement and Direct Staff Cost + 15% will be eligible. No other project costs will be eligible.

Please note: The ERDF is a ‘gap’ fund and funding of last resort. ERDF funding should be the minimum amount

required to allow the project to proceed. To this end, additionality must be clearly evidenced for your project. Please refer to the LCCF Guidance for Applicants for further information on match funding – refer to Section 7.1.

Direct Staff Costs attract an additional 15% Flat Rate as a contribution to indirect costs generated by the project. Refer to the European Structural and Investment Funds 2014-2020 Programmes National Rules on Eligibility of Expenditure (referred to as National Rules) for further information.

The LCCF can support the costs of staff directly involved in delivery of the project only if they spend 40% or more of their contracted time on the project.

Direct Staff Costs include staff gross pay, employer’s national insurance and pension contributions. The LCCF can contribute up to 50% of the eligible costs of projects delivered in the Lowland & Upland

Scotland area (LUPs).
