CONFIRMED MINUTES of AGM Monday May 13 th 2019 The Clerk opened the meeting welcoming District Cllrs David Ashcroft and Ken Carter from the newly formed Binsted Bentley and Selborne Ward and members of the public. The Clerk asked for nominations for the role of Chairman, Cllr Robin Warnes proposed Ron Neil Seconded by Cllr John Retallack. No other nominations were received. Clr Ron Neil duly signed the Declaration of Acceptance of Office of Chairman. The Chairman took the chair to continue the meeting The election of Vice Chairman moved to the June meeting. 19/028 District Councillor’s report:District Cllr David Ashcroft introduced himself and thanked the council for the invite. He thanked the new councillors for standing. It was promised that communication would be sorted between them both for future meetingsDistrict Cllr Ken Carter reported that Blacknest Golf Club had been REFUSED their planning permission. The clerk confirmed that she had spoken to the case officer regarding continual advertising and use of the facilities and it was in the hands of the Compliance team.

19/029 Questions from the public (including those received by post or e-mail).Nothing in writingIan Salisbury (past Cllr) congratulated councillors for standing. He had enjoyed his time as a councillor and was amazed at what we had achieved. He reminded councillors that people who disagree with you are not your enemies. He felt that the last few years had seen a marked improvement in communication and wished everyone good luck

19/030 Finance and Governance Bank Reconciliation (Feb & March 2019) Appr RW Sec JR List of Payments (up to April 30th 2019) Appr RW Sec AM End of Year accounts 2018/19 Cllr Melvin raised a couple of queries, these

were answered by the Dep Clerk. APPR AM Sec ES Clearwater contract: The Clerk confirmed that our contract ends at end of

May and that a meeting had taken place with Mark Higgins from Clearwater. The proposal is to not renew the existing contract (£1200) The new contract would cost £200, this would involve the Clerk and Dep Clerk attending a one day course (£285 each) to be trained in water testing. The total cost for a new contract would be £200 for an annual visit by Clearwater plus £586 training. The Council asked that we confirm with our insurance company that they are happy with the set up. Prop RW, Sec RN subject to Insurance company approval.

BT Broadband upgrade: Quotes had been received to upgrade our Broadband. After discussion it was agreed that Cllr Coney would look into BPC’s setup and report back to June meeting.

19/031 Working Party ReportsBinsted Rec & Pavilion: Cllr Melvin reported that the next step is to produce a paper showing 3 proposals for the Pavilion. AM is awaiting comments back from users. Next step will be to look at funding/grant options. A meeting is due to take place with architects to look at options. The clerk asked that a letter be held on file that the services of Ben McDonald are being given free.The Telephone Box: Cllr Woollen explained that with james Isted (past cllr) they had put together a costing for renovation of the box. The Clerk confirmed that a conversation had already taken place with SDNP regarding earmarking these funds from S106 monies.Prop RW Sec ES all agreed.Cllr Savory to investigate the BT Phone Box on A325 at BHO.

19/032 Clerks Notices: Tree report: In recent high winds a Larch tree snapped off. Marco

Ripamonti Forestry Services kindly arrived and cleared debris to one side and made secure. The clerk had received a quote to fell the Larches. After discussion it was agreed to ask Marco for a quote to “Umbrella” the Larches with the intention to plant appropriate trees in between.

Pavilion/Alcohol: Following comment in a previous meeting from a parishioner regarding an alcohol restriction on the Pavilion, the Clerk

contacted a local solicitor who, free of charge, visited the Pavilion on March 11th 2019 and went through all documents and confirmed by letter there is no restriction to the sale of alcohol.

Pavilion Doors damage: During the recent high winds both the entrance door into Pavilion and the left hand Veranda door have been damaged.Discussion followed and quotes were made available for main door. Councillors agreed to fix the main door themselves to make secure. Veranda glass has been replaced. Cllr Warnes also mentioned the glass in the Pavilion is not toughened. This could be achieved by placing a film over the glass. It was agreed that he would obtain a quote for next meeting
