Note to the user

This template is applicable only for grants approved up to and including June 2016

The grant agent should use this template to provide additional details and justification when the supervision fees1 are expected to exceed the standard guidance approved by the Board of Directors (see Annex 1).

Supervision fees are the costs for program management and administration by the grant agent to support the implementation of the ESPIG funded Program, including costs for the period of grant implementation as well as six months prior to the start of grant implementation and six months following the end of implementation. The grant agent should strive to ensure that costs are kept to the minimum necessary to fulfill its role as grant agent.

The grant agent should attach an Expenditure Report and submit the completed request to the Secretariat:

The term ‘supervision fees’ is used and applied for grants approved prior to the second round of applications in 2016, and refers to a fee allocated in addition to the grant amount to cover the costs of the grant agent other than headquarters’ costs covered by agency fees. For grants approved at or after the second round of applications in 2016, the costs of the grant agent to perform the role must be financed from within the overall country allocation, and is referred to as grant agent costs. Revisions to the grant agent costs are subject to the reprogramming provisions outlined in the ESPIG Policy.

The table4 below provides an indication of the range of supervision costs that would be generally acceptable to GPE. Requests for amounts that are higher than those outlined in the table will need to be appropriately justified.
