8th February: First day of the meeting was prepared as an open day for local authorities and media. After the welcome word from Professor Janusz Pempkowiak, Director of the Institute of Oceanology of Polish Academy of Sciences, and introduction to the project by Jacek Bełdowski, presentations were given according to the agenda.

During Panel session 1. “CWAs in the view of Baltic Sea Strategy and National Policies” Elena Kolosova from the Baltic Sea Region Programme Joint Technical Secretariat presented the Interreg programme expectations for the project outcomes.

Jens Sternheim introduced the Germany’s Program on Underwater Munitions and its report on the status of munitions in German Marine Waters.

In Panel session 2. “Environmental issues of dumped military material and remediation actions” Matthias Brenner from Alfred Wegener Institute for Polar and Marine Research and Thomas Lang from Thünen Institute of Fisheries Ecology, presented environmental impact of marine munitions on biota, basing on the results from previous and ongoing studies. Matthias Brenner talked about blue mussels and Thomas Lang about fish, as ecological indicators of exposure to Chemical Warfare Agents.

Mateusz Szala from Military university of Technology presented current knowledge about environmental transformations of explosives, their degradation products and their toxicity.

During the Panel session 3. “Management Issues for areas containing dumped warfare material” Claus B ttcherӧ presented Germany’s Action Plan on the management of marine areas containing dumped warfare materials. Terrance Long talked about issues covered by International Dialogue on Underwater Munitions.

In the end Dieter-Winfried Sauer presented how Plasma-Oven for burning of organic and inorganic chemicals, could be used for marine munitions inactivation.

9th February: On the second day of the meeting technical aspects of project realization were mentioned. Presentations were given according to the agenda.

On the beginning Katarzyna Flis (Financial Manager, IO PAN) presented financial issues connected with project budget and eligibility rules. Katarzyna Flis described the rules for expenditure accounting, costs and contracts, gaining offers, invoice payments, recalculations of national currencies and budget lines. Also information was given about ongoing specification of budget line concerning shipping costs. Katarzyna Flis mentioned, that the full beneficiary guide will be issued shortly by Interreg Programme Office. Once it is available, project coordinator will send the link to the document via email.

Katarzyna Fidler from external project office “Fidler biuro projektów” involved in project preparation, presented information about clarifications – specified time of project phases and for the reports. Discussion was made on how should be the implementation period counted if different project partners start their activities in different time – 1st March should be counted as implementation phase beginning, despite the contracting phase finalization. Also information was given about the structures of partnership agreements and subsidy contact, including national legal aspects. Time was given for Project Partners do give their comments and annexes for partnership agreement before 17.02.2016. Subsidy contract, which is the most important annex to the PA template was presented, and it seems that the only information that will be introduced to the template is the financing info on the whole project, as well as exact timeline. Since the implementation date is fixed at 1st March, no timeline changes will be introduced. Another annexes to the PA are the work plan and spending plan. Spending plan draft is already produced, and will be send out by project office. Work plan is attached as an annex to this document

Jacek Bełdowski gave a presentation about communication in the project. Presentation included description of communication structure and strategy, description of main aims of communication and target groups, which could be involved as associated partners and advisory body.

Steering committee was chosen including representatives of all project partners:

Representatives of Chalmers University of Technology (Sweden) and Lithuanian Environmental Protection Agency are to be chosen, as no representatives were able to join the project kick-off meeting.

That part of the meeting was followed by detailed description of each project Work Package. Information presented at the session was included into project work plan

WP2: Paula Vanninen from VERIFIN, as a Work Package Leader, presented the tasks of WP2. Paula Vanninen introduced the main goals to be achieved within the WP2 what was followed with detailed presentations given by particular PP representatives involved in WP2.

Paula Vanninen and Martin S derstr m talked about activities 2.3. and 2.4in whichӧ ӧ realization Military University of Technology will be involved together with VERIFIN.

Jacek Fabisiak from Polish Naval Academy, was talking about WP2 activities 2.1. and 2.2. dealing with munition status and leakage models, their main contractors, methods, tasks for other partners, planned experiments and duration of their works.

Hannes Vainionpaa described in details Neutron activity Analyses that will be performed in activities 2.1. and 2.2.

John Aasulf Tørnes, from Norwegian Defence Research Establishment (FFI), presented FFI’s contribution to WP2, and described their tasks in activities 2.1., 2.2., 2.3., 2.4. ,2.5. and 2.6.

Jaromir Jakacki from IO PAN, prepared a presentation about leakage models for chemical transport estimation which was used in CHEMSEA, and will be further developed for DAIMON.

Grzegorz Siedlewicz (IO PAN) presented information about analysis of toxic metals originating from munitions, wchich will be analyzed within activity 2.3.5.

Matthias Brenner presented the contribution of Alfred Wegener Institute for Polar and Marine Research in the realization of activities 2.5. focused on toxic effects of munitions to marine biota.

Thomas Lang from Thünen Institute of Fisheries Ecology talked about activity 2.5 focusing on the toxic effects of munitions on fish.

WP3: Benedykt Hac from Maritime Institute in Gdańsk, was leading the WP3 session as the Work Package Leader. He described main activities of WP3 and introduced main project partners involved in this project. Also a detailed description of MIG equipment was given to show the abilities for fulfilling project tasks.

John Aasulf Tørnes, (FFI), presented FFI’s contribution to WP3, and described their tasks in activities 3.1., 3.2., 3.3. and described the dumping sites located within Norwegian waters.

Miłosz Grabowski presented the equipment of Institute of Oceanology of Polish Academy of Sciences and described the tasks it will be used for.

3.1 Study in the Gulf of Finland will be performed jointly by SYKE, VERIFIN and Finnish Navy, with help of IOPAS and PNA if needed

Study in Little Belt will be performed by IOPAS, with help of PNA and TI-FI if needed

3.2 Wreck study will be performed by MIG in cooperation with FFI, and PNA if needed

It was decided, that further info is needed regarding wrecks in Maeschar area, which should be obtained from Chalmers, and/or associated partner SMA.

Regarding wrecks in Arendal – the scope of work in this area may be limited, if better tools are not found, since cable length in MIG is not sufficient to perform ROV operations in the area. MIG and FFI will collaborate to resolve those problems

3.3 Will be done by IOPAS, with PNA, help of MIG when needed

10th February: On the third day of the meeting participants continued with discussing Work Packages.

WP4: Terrance Long (IDUM) and Jacek Bełdowski (IO PAN) chaired the WP4 panel sessions, as both IDUM and IO PAN are leading main activities within thin Work Packages.

Terrance Long talked about potential cost/benefit analysis which could be performed regarding to different management strategies. Jacek Bełdowski described the Pilot studies and assessment of risk evaluation.

Thomas Lang described TI Fe contribution to evaluating of safety risk for humans – activity 4.4. and its outputs.

WP5: Technical University Clausthal and Polish Naval Academy are main project partners leading the Work Package 5.

Bartłomiej Pączek (PNA) gave a presentation about Decision-aid software – key elements, concepts, modules and requirement for the data from particular project partners, which will be necessary.

Matthias Reuter (TUC) lead a discussion about how and which data could be shared in public to avoid misusing of the outcomes.

After discussing all Work Packages, the steering committee meeting was held.

Jacek Bełdowski listed all the steering committee members and stated, that Chalmers University of Technology and Lithuanian Environmental Protection Agency should also chose their representatives.

Discussion was made on the structure of projects Advisory body and splitting it into two groups – connected with management and scientific. A list of possible Advisory body members was given by Jacek Bełdowski:

A discussion was made the need of identifying one particular person in those institutions to get in contact with. There is a need for verification of who would really want to be involved and have influence on the projects and its outputs.

Jens Sternheim suggested that the leaders of other projects concerning chemical and conventional weapons could be invited to cooperation and promised to provide contacts to German project leaders.

Jacek Bełdowski described possible cooperation within other projects and possibility of cofounding of additional research.

Chalmers University of Technology and IO RAS are applying for project from Swedish Institute, which could help to collaborate with DAIMON. Also IO RAS applies for their national project – if this is successful, the steering committee should decide how our cooperation should look like in terms of data exchange and taking part in cruises.

Support letter from DAIMON could be given to any Institutions that would like to apply for funding – if the results could be used as an added value for DAIMON.

A decision was made that each WP leader should get a list of all WP contractors/doers from each institution including e-mail address and tasks in the projects. WP leaders provided with such lists should prepare detailed plans for project realization.

So far Microsoft Office Project planner is used to prepare project’s schedule. Jacek Bełdowski asked other project partners for suggestions of different software which could be used for project planning and preparation of Gantt’s charts – opened question!

Draft version of detailed project plan will be prepared and sent to all project partners, who will be asked for comments, remarks and suggestions for changes. Every WP leader and activity leaders should give detailed information if any activity is connected and dependant on others and needs the data from other WP to better prepare the time schedule for project realization and avoiding elongating of the project implementation phase. The file is attached to this minutes, in form of MS Project source file and outline in PowerPoint. MS project file can be opened by free MS project viewer, available at Microsoft site.

Next project meeting will be organized by Technical university of Clausthal in Clausthal. The meeting is planned for September, however Jacek Bełdowski suggested, that it should be held in October – after receiving first results from cruises that will take part in September. Matthias Reuter declared to that will take all PP requests into account and will chose the best time (however he suggest that the meeting should be made after 6 months of project implementation).

On the future project meetings the steering committee will have much more responsibilities and matters to solve, so it is important that the steering committee meetings were organized better and earlier, to avoid situations that someone from the committee will have to leave the meeting earlier. Steering Committee meeting should be planned in the agenda accordingly to all SC members requests and suggestion after previous contact.

Presentations from the Kick-off meeting should be provided to all project partners.
