Mark your calendars for the 17th Annual Emergency Management Higher Education Symposium scheduled for June 1- 4, 2015 at the Emergency Management Institute, Emmitsburg, MD. Information posted to the symposium section of the Hi Ed website will include the symposium announcement, application, call for papers/presentations and student volunteer information.

Symposium Invitation Packages for 2015

The HI Ed program staff has sent invitation packages for the 17th Annual EM Hi Ed Symposium. When Submitting the application make sure the application is completed, signed and returned to the NETC Admissions office at [email protected]. The applicant’s signature is the only signature required on the application. Deadline for submitting applications is May 8, 2015. Applications received after this date will not be accepted. All non-U.S. citizens attending the symposium must have a security clearance conducted and completed before they are accepted. A security clearance takes 8-12 weeks to complete. Non-U.S. applicants must submit a completed and signed application by February 13, 2015. Applications received after this date will not be accepted.

Application Information - Course Code - E0392 Annual EM Hi Ed Symposium

Everyone attending or presenting at the Emergency Management Higher Education Symposium must submit an application and be notified of acceptance. Individuals without an accepted application will not be granted admittance to the NETC.

Individuals applying to the symposium will be required to register using the FEMA Student Identification (SID) number. This number will be used in place of the Social Security Number (SSN) on your application form. The SSN number is no longer required. If your symposium application does not contain a SID number it will not be processed by the Admissions office. Non-U.S. applicants are also required to have a SID number on the application.

Obtaining a FEMA SID number? Step 1: To register, go to https://cdp.dhs.gov/femasid Step 2: Click on the “Need a FEMA SID” button on the right side of the screen. Step 3: Follow the instructions and provide the necessary information to create your account. Step 4: You will receive an email with your SID number. You should save this number in a

secure location. Forgot or misplaced your number? You can also use the SID website to retrieve your number.

Good afternoon CEMHS Colleagues,

Happy Friday! One of our roles as CSU system wide affinity group is to engage and courage scholarship and researchers from around the CSU and California to collaborate and partner together in academic pursuits that benefit the university and community. Towards that goal, we are seeking several dedicated co-authors to work on one of two journal articles:

1. "Building Partnerships and the Process of Designing, Developing, and Implementing Emergency Management and Homeland/Cyber Security Academic Programs and Career Pathways"

2. "Trends and Future Directions of Collegiate Emergency Management, Homeland/Cyber Security Education, Training, and Workforce Development in the United States"

DHS CENTER FOR FAITH-BASED AND NEIGHBORHOOD PARTNERSHIPS WEEKLY REPORT FOR 1/12/15 - 1/16/15

Key Issues and Achievements for the Past Week:

DHS Center delivered keynote address to New York Disaster Interfaith Service.

DHS Center met with Robert Wood Johnson Foundation regarding an interest in increasing positive interactions between first responders and youth of color via youth preparedness related activities.

DHS Center met with Ashleigh Chapman, President/CEO and Alana Martinez, with the Alliance for Freedom, Restoration and Justice on their work in combating human trafficking and the development of their church and community toolkits. 

DHS Center participated in the Trauma Responsive Congregations Community of Practice monthly meeting and provided an update on activities during National Slavery and Human Trafficking Awareness Month.  

DHS Center, as part of its Building Resilience with Diverse Communities (BRDC) engagement process, participated in the following meetings:

met with representatives of NJ Office of Emergency Management, along with NJ Office of Homeland Security and Preparedness (NJOHSP); to understand how we can incorporate strategies to reach youth with access and functional needs as well as incorporate teen community emergency response in our efforts in the target communities

presented at the NJ Governor's Commission on Service and Volunteerism, along with NJOHSP; discussed service opportunities to support for the Dr. Martin Luther King weekend, and met afterwards with key commission members about ways we can partner on youth engagement strategies in the target communities

presented at the Ocean County Municipal Emergency Coordinators, along with NJOHSP; to promote BDRC and FEMA Corps

presented at the NJ Muslims Leaders Forum, along with NJOHSP, which was organized by the Muslim Youth Network and the US Attorney's Office in NJ.  The forum brought together over 75 Imams, school principals and nonprofit organization leaders from the northern NJ Muslim Community. Main issues were teen isolation and relations with law enforcement. DHS Center and FEMA Corps were able to bring engagement opportunities for youth into the conversation, and as a result, the team has been asked to present at several schools. Imams' council is working on hosting an event on youth/young adult engagement for several mosques

assisted the Tzu Chi Buddhist Relief Foundation in Cedar Grove, NJ in their weekly their food distribution for over 500 families

Longer Term Issues/Flags:

DHS Center continues to work in support of the DHS Blue Campaign to coordinate DHS components planned events and activities surrounding National Slavery and Human Trafficking Prevention Month in January 2015. This includes internal and external communication (media, social media, websites, articles, blogs), speaking engagements and any other known events.

DHS Center will meet with DHS Immigrations and Customs Enforcement/Student Educational Visa Program about the changes to the school certification process and the impact on faith-based schools.

DHS Center continues to work closely with DHS and FEMA on the implementation of executive order 13559.

DHS Center will attend FEMA's National Strategy on Youth Preparedness Education affirmation event on January 28, 2015. DHS Center would like to coordinate efforts among faith-based centers in ED, HHS and DOJ to engage stakeholders in youth-preparedness related activities in support of the strategy.

DHS Center was contacted by the Lions Club International - Adam McGriffin, Department Manager – Global Partnership Relations at Lions Clubs’ World Headquarters, to discuss potential partnerships with the center. If other centers have engaged with the Lions club please contact Marcus Coleman.

DHS Center received a message from Sean Smith, Chief Executive of Security Operations with The Potter's House of Dallas Inc., who expressed their organization would like to move forward with an intensive engagement with the DHS Center to prepare their house of worship and engage strategically with FEMA going forward to promote preparedness among the faith community. The Potter’s House is engaged with various faith-based and neighborhood partnership centers.

DHS Center will continue its on-site visits with FEMA regional voluntary agency liaisons in support of their engagement role with voluntary and faith-based organizations active in disaster.

FEMA seeks comments to Public Assistance Simplified Procedures Thresholds IAEM FEMA is seeking public comments from state, tribal and local governments, private non-profit organizations and interested members of the public regarding the agency's recent analysis and findings, and subsequent revision of the monetary thresholds for a small project, also referred to as simplified procedures thresholds, of the Public Assistance program. Feedback is sought on specific questions to inform any future revisions to the project thresholds that are updated annually based on the Consumer Price Index. Comments are due on Jan. 20, 2015 and may be submitted electronically at Regulations.gov. Following the passage of the Sandy Recovery Improvement Act of 2013 and the accompanying Disaster Relief Appropriations Act of 2013, Congress directed FEMA to evaluate its simplified procedures thresholds and immediately implement the recommendations. On Jan. 29, 2014,

FEMA issued its report to Congress that recommended several changes to the threshold and outlined FEMA's reasoning for those recommendations. On Feb. 26, 2014, FEMA published a final rule amending both the minimum and maximum simplified procedures threshold for disasters declared on or after Feb. 26, 2014.

US House passes security funding bill blocking immigration actions Reuters U.S. House Republicans drew a hard line against President Barack Obama's executive immigration initiatives, voting to block them as they passed a Department of Homeland Security spending bill. The vote sets up a potential showdown in coming weeks over funding for the sprawling agency that secures U.S. borders, airports and coastal waters. The bill's immigration provisions also could hamper Republicans' efforts to boost their appeal among Hispanic voters in the 2016 presidential election. READ MORE

State Ebola protocol table available as a new reference IAEM The Centers for Disease Control & Prevention’s Office for State, Tribal, Local, and Territorial Support (CDC OSTLTS) Public Law Program and Office of the Associate Director for Policy compiled a table of state-by-state Ebola protocols to help law and policy makers prepare for and respond to Ebola-related situations. The table will be updated as states continue to modify their Ebola response protocols.

Center for Domestic Preparedness invites emergency managers to network via LinkedIn IAEM The Center for Domestic Preparedness (CDP) has announced its new LinkedIn presence, which offers a platform for emergency responders and training officers to get the latest news on new courses and to network with CDP instructors and alumni. The CDP's primary mission is to train state, local and tribal emergency response providers, as well as federal government, foreign governments, and private entities. A popular aspect of the courses is the opportunity to obtain hands-on training with a multi-disciplined audience. In addition, the CDP is the only civilian facility that trains with toxic chemical and live biological agents. The center also has the only hospital facility in the United States dedicated solely to training hospital and healthcare professionals in disaster preparedness and response. The new CDP LinkedIn page includes details about upcoming courses and class seat availability; links to photos and videos of CDP hands-on training; and a forum for potential students to ask questions prior to CDP training.

The George Washington University establishes new GW Center for Cyber and Homeland Security

IAEM The George Washington University has established the GW Center for Cyber and Homeland Security (CCHS), which integrates and builds upon the activities of two existing policy centers within the George Washington University: the Homeland Security Policy Institute (HSPI) and the GW Cybersecurity Initiative. This new center will build on the longstanding track record of these two entities and continue to engage in policy-relevant research and analysis on critical issues and challenges related to cybersecurity, counterterrorism, and homeland security. The new center will be governed by a Board of Directors and a Policy Advisory Committee, and will continue HSPI's longstanding Senior Fellows program. It will carry out its work through four standing task forces that will shape the center's research and policy agenda and whose members will be drawn largely from the ranks of its governance committees and Senior Fellows:

Bill Proenza retires as regional director of US National Weather Service, Southern Region IAEM A long-time IAEM member, Bill Proenza retired on Jan. 3 from his position as regional director of the U.S. National Weather Service (NWS), Southern Region, Fort Worth, Texas (1998-2014). IAEM-USA President John "Rusty" Russell noted, "Director Proenza recognized emergency managers as key customers, and he greatly and directly enhanced the ability of the nation's emergency managers to make lifesaving decisions during severe weather events." Throughout his career, Proenza received numerous awards, including IAEM-USA's 2008 Career Excellence Award and the American Meteorological Society's 2001 Francis W. Reichelderfer Award. On his retirement, Proenza said, "I have been greatly honored to have served as a regional director since 1998 in one of the most dedicated agencies in the U.S. government, an agency with many critically important weather support missions, including a paramount focus on the highest calling of any profession, the protection of life ... I am so proud of the NWS' close partnership with the men and women of the emergency management community, ... who enable a lifesaving effective preparedness and response to…severe weather and other high impact/dangerous events ... The enormous value of this relationship again proves that civil service closest to the people serves best." Jeff Walker, CEM, named as UMC's West Ohio Conference disaster coordinator IAEM IAEM congratulates Jeff Walker, CEM, IAEM-USA past president (2012-2013) and director emeritus of the Licking County (Ohio) Office of Homeland Security and Emergency Management, for being named United Methodist Church's (UMC) West Ohio Conference disaster coordinator for 58 counties and 1,145 churches. After his retirement as county director of emergency management in January 2013, Jeff became the district coordinator for the UMC Capitol Area South District for Disaster Response. Jeff's 14 years of experience in emergency management and 38 years of experience in law enforcement will strengthen UMC's West Ohio Conference efforts to support the needs of disaster survivors. IAEM member Michael J. Fagel received ASIS inaugural Security Book of the Year Award IAEM ASIS International honored IAEM member Michael J. Fagel, PhD, CEM, CH S-IV, with its inaugural Security Book of the Year Award at the ASIS International 60th Annual Seminar and Exhibits, held in Atlanta, Ga. Fagel's award-winning book, Crisis Management and Emergency Planning: Preparing for Today's Challenges, was published in 2014. The book presents advanced emergency management and response concepts to disasters not often covered in other publications. It includes coverage of planning and preparedness, public health considerations, vulnerability and impact assessments, hospital management and planning, sporting venue emergency planning, and community preparedness including volunteer management. UN: States, donors must do more to tackle rising disaster risk Reuters via Yahoo News As economic losses from disasters rise around the world, more effort is needed to reduce the risks from extreme weather and earthquakes in every area, from infrastructure to health, the United Nations disaster prevention chief said. Margareta Wahlström, head of the U.N. Office for Disaster Risk Reduction, said in an interview that a new global plan to protect people and assets from disasters, due to be approved in March, aims to ensure "a much stronger link than we have had in the past between development and disaster risk." IAEM The voting on the proposed IAEM-Global Student Council (GSC) Bylaws amendments ends Friday, Jan. 16, 2015, at 5:00 p.m. U.S. Eastern time. Visit the voting area to learn about the changes recommended by the IAEM-GSC Board, which completed a comprehensive review of the bylaws this year. New recertification requirements now in effect IAEM As announced, the new recertification requirements were implemented in January 2015 for candidates scheduled to recertify in 2015. If recertification candidates started an online recertification application prior to Jan. 5, 2015, the application is tied to the old recertification requirements. To take advantage of the new recertification, candidates should add a new recertification application, which will incorporate the new sliding scale of requirements. Recertification candidates should save any information from the old recertification application prior to beginning the new application. If an extensive amount of work has been completed on the old recertification application, please contact Kate McClimans before proceeding.

IAEM-USA Emerging Technology Caucus sponsors IAEM members-only Feb. 27 webinar on social media monitoring in action IAEM IAEM is offering a members-only webinar on the topic of "Social Media Monitoring in Action: Napa Earthquake," scheduled for Feb. 27, 2015, 1:00 p.m. EST. Sponsored by the IAEM-USA Emerging Technology Caucus, the webinar focuses on social media monitoring and engagement work during actual incidents. Speaker Jennifer Lazo, CEM, who managed local Red Cross social media networks and organized a group of digital volunteers following the August 2015 Napa earthquake, will share examples of how intelligence gathered from social media was acted on, as well as lessons observed during the earthquake aftermath. Following on from the success of our Inaugural ‘Planning for Climate Change’ Conference in December 2014, on the 25th June 2015 in London at the University of London and 12th March 2015 in Dublin at Dublin Chamber of Commerce we are staging two Conferences entitled 'Planning for Climate Change'.  Details can be found at the Conference Website. The key focus of both days is to debate and discuss the key issues that face Communities when it comes to adapting to climate change and addressing the problems and opportunities that Climate Change brings.  On the two days we plan to have up to 10 speakers plus up to 100 delegates per day.

Disasters.Data.Gov The White House Office of Science and Technology Policy and the White House Innovation for Disaster Response and Recovery Initiative has launched a new public resource - disasters.data.gov - to foster collaboration and continual improvement of disaster-related open data, free tools, and new ways to empower survivors, first responders, and all levels of government with critical information and resources.

Some highlights:

"Types of Disasters" Landing Pages : Categorizes open data sets, apps, and tools to make relevant resources easier to find.

Apps & Tools : The portal includes apps and tools that can be deployed at minimal cost by first responders, emergency managers, volunteer organizations, survivors, and other stakeholders. FEMA's Disaster Assistance Improvement Program (DAIP) has released a new website (DisasterAssistance.gov) to help survivors navigate the disaster recovery process. DAIP helps survivors by shortening the time required to apply for assistance and reducing the number of forms that need to be completed. Survivors can also upload documents, check the status of their application, access information and resources, all through the website. On DisasterAssistance.gov, survivors can:

Find more than 70 forms of assistance from 17 federal agencies; Get the latest information on declared disaster such as wildfires, hurricanes, floods and

earthquakes; Find information about evacuating; accessing shelter, food, water and medical services; and

assistance locating loved ones and pets; Locate local resources in and around the whole community; and Share resources via social media.
