ORMOC CITY – Two major drug personalities in this city were killed over the week by police operatives after they attempted to fight back at them. On the other hand, the house of a sister of Eastern Visayas drug lord Ker-win Espinosa yielded suspected marijuana and designer drugs.

First to bite the dust was Mario Dumaguit, husband of Dis-trict 4 barangay chairman Jocela Dumaguit, who was shot dead in a raid of their house in Sitio Tagay-tay, Brgy. Mabini on Thursday, August 10. He was killed after he shot PO3 Cryus Canoneo who was forced to retaliate. Canoneo had on a bulletproof vest and was unharmed.

The dead Dumaguit is No. 1 on the city’s watchlist and consid-ered a high value target, level 2 in the region, said PNP city director Sr. Supt. Ramil Ramirez in a phone interview.

As of press time, the latest fatality is Ervin “Nokie” Guino, who was killed during a buy bust operation late afternoon of Saturday, August 13. To recall, alias “Nokie” was the first big-time drug personality in the city to “surrender” himself to Mayor Richard Gomez, and was accom-panied by Tambulilid Barangay Chairman Max Jaballa himself in doing so, during the first wave of surrenders early July. He was No. 7 on the Ormoc city watchlist.

TACLOBAN CITY, (PNA) – The plan of the Depart-ment of Transportation (DOTr) to divert Tacloban-Manila flights to Clark International Airport in Pampanga faces strong op-position from government officials, business leaders, and travellers in Eastern Visayas.

The Philippine Cham-ber of Commerce and In-dustry (PCCI) Eastern Vi-sayas aired its concerns after Transportation Sec-retary Arthur Tugade an-nounced in a Senate hear-ing Wednesday that the three airlines – Cebu Pacific, Philippine Airlines, and Air Asia – agreed to transfer all Tacloban-Manila flights to Clark.

“We are just waiting for the finalization of this plan now that the three carriers agreed to transfer all Taclo-ban flights on a given time,” Tugade said.

On Wednesday, the regional PCCI chapters drafted a resolution to “re-consider and desist from implementing the full re-routing of all Tacloban-Manila flights to Clark in-ternational Airport.”

“The planned rerout-ing of all Tacloban-Manila flights by the three carri-ers serving this route to Pampanga is expected to cause grave negative im-pact on the fragile regional economy and effectively kill the tourism industry’s growth potential of East-ern Visayas,” the business group stated.

The major reasons cited that will hurt the tourism industry are higher airfares, increase land transporta-tion cost, adjustment of airfreight cost, longer travel time, and inconvenience to passengers.

The DOTr init ial ly planned to make Tacloban-Manila flights as pilot for rerouting to curb conges-tion at the Ninoy Aquino International Airport in Manila.

“If the DOTr really wishes to make a signifi-cant immediate impact in minimizing the congestion at Manila International Air-port, then it should consider other routes with really high flight volumes in the Visayas such as Iloilo, Ba-colod and Cebu with more than 50 plus flights per day combined,” the business chamber pointed out.

“Another option is to study the moving of more international flights to Clark instead of domestic flights.”

VILLABA, LEYTE – “This is a dream come true!” thus said Barangay Sam-bulawan Chairwoman Tessie Mayot during the turnover rites of the rehabili-tated farm-to-market road in her village leading to the national highway.

Just recently, Leyte Provincial Agrar-ian Reform Program Officer-II (PARPO-II) Renato Badilla turned over to the local government unit (LGU) the 3.42-kilo-meter rehabilitated road in Barangay Casili-on going to Barangay Sambulawan in this town.

Mayor Juliet Larrazabal said that with the rehabilitation of this road, farmers in this area will now find it easy transporting their harvests to the town proper for trading.

But to Barangay Chairwoman Mayot who was elated with the completion of this project, stressed the comfort and safe travel of her constituents and those from Barangays San Francisco, Capiñahan, New Balanac and Cahigan who are like-wise passing this way, aside from the easy transportation of their products, now that this road has been improved.

She narrated the discomfort and risk they experienced since her childhood days when passing thru the spillway during rainy days.

According to her water overflows in the spillway that they had to lift their

skirts not to get wet.They dreamed this road would be

repaired but never thought it would be realized until the Department of Agrarian Reform (DAR) thru the second phase of the Agrarian Reform Community Project (ARCP-II) took responsibility of it.

DAR-8 Regional Director Sheila En-ciso explained that Barangays Casili-on and Sambulawan are part of the Villaba agrarian reform community (ARC) with 2,178 agrarian reform beneficiaries (ARBs) which qualified them for this project.

Aside from the ARBs, more than 3,000 population from six barangays are estimated to benefit too from this project implemented under the Program Beneficiaries Development component of the Comprehensive Agrarian Reform Program (CARP), she added.

Badilla meanwhile disclosed that the total cost of this project is P 11-mil-lion with P 4.7-million loaned from the Asian Development Bank (ADB), while P 6.3-million was shouldered by the LGU.

He emphasized to the recipient LGU the latter’s responsibility in the main-tenance of the said project. According to him, if properly maintained in good condition within 10 years this project will be converted into a grant. By Jose Alsmith Soria

“Remember that after super typhoon Yolanda, tourism was the first sector to recover and provided jobs to disaster victims. It was the only sector that posted growth in our re-gional economy,” Tiopes recalls in a mobile phone interview.

“The rerouting plan will discourage tourists to visit not just Leyte, but the other five provinces since Tacloban Airport is the gate-way of the region.”

The official wondered why the transportation de-

partment chose Tacloban for the pilot rerouting when disaster-stricken communi-ties are “still picking up the pieces” after the 2013 super typhoon left a trail of destruction.

“It’s better to have their pilot flights in established tourist destinations since people will really go there... The idea of traffic deconges-tion is good, but not at the expense of our people,” said National Economic and Development Authority Regional Director Bonifa-cio Uy.

The NEDA off icial echoed the tourism depart-ment’s concern saying that tourism has been one of the region’s economic drivers. In 2015, the region’s econ-omy grew by 3.9 percent.

Of the three sectors contributing to the Gross Regional Development Product, the service sector posted the highest accelera-tion at 6.8 percent, largely driven by tourist influx.

For the first quarter of 2016, tourist arrivals inched up by 14.4 percent to 146,013 from 127,661 a year ago. The increase in tourist arrivals generated tourist receipts of Php1.34 billion, up by 35 percent compared to the first quarter last year.

After the DOTr’s pro-nouncement, netizens in Eastern Visayas have staged an online protest against the plan by using the hashtag #NoToClarkForTacloban-Flights on social media.

TACLOBAN CITY -The Department of Health in Eastern Visayas have re-corded 13 deaths and 2,587 cases of dengue as of July this year.

In the region, 45% of the cases came from the provice of Leyte. Based on the report of the DoH, eight municipalities were affected with this epidemic.

Dengue cases in the region increased by 223% as compared to the same period of the previous year and has been the alert and epidemic threshold in most weeks.

BIR targets 8.5B for 2016TACLOBAN CITY --From the month of January to June this year, the Bu-reau of Internal Revenue Regional Office 8 have collected 3, 945, 936 that is close to 4,524,364 goal for the first half of the year.

This year, the BIR tar-gets 8,670,915 billion pesos tax collection. According to BIR RR-14 Assistant Re-gional Director Teodoro G. Galicia, eighty percent of the total amount of the taxes collected comes from Withholding Taxes.

The tax collection for the first 6 months of this year has a short fall of -12.78% or 578, 428,000. This decrease was attributed to the less rehabilitation works done almost three years af-

ter Super Typhoon Haiyan last 2013.

Although, on the year 2014, tax collections in East-ern Visayas have increased because of the on-going rehabilitation projects.

Last year in the same period, the BIR noted a significant decrease of their tax collection. From 767, 584,000 goal to be collected, they only collected 3,178, 352 billion pesos which is equivalent to 24.15% de-crease.

Of the six RDOs in the region, RDO-88 Tacloban City has the biggest tax collections amounting to 1,604,544.

According to National Statistician and Civil Reg-istrar General of Philippine Statistics Authority Dr. Lisa Grace S. Bersales, some of-fice of the PSA is open on Saturdays to accommodate the public who are getting their civil documents.

The office of the PSA here in Tacloban need not be open on Saturdays, yet they open as early as 7:00 o’clock in the morning to ac-commodate the applicants.

C AT B A L O G A N C I T Y -President Rodrigo Roa Duterte, the Commander-in-Chief of the Philippine Army paid visit to officials and members of the 8th Infantry Division at Camp Lukban, Catbalogan Samar on August 8 Monday.

In his short speech in front of the 500 Storm Troopers, he said that he wanted the presi-dential planes to be used as an air ambulance for the military.

As he will use commercial planes like Cebu Pacific and Philippine airlines for his trip.

He also reiterated that he is against the use of landmines by the members of the New People’s Army.

“I would insist that we

should talk with or without Sison or with or without the Pulitburo,” he said.

Duterte assured the army that in his term they will enjoy his full protection. “Protektado kayo sa panahon ko.”

Meanwhile, the President also warns oligarchs who are not paying the right taxes to the government.

Like the drug list which he divulge to the public recently, he will also bare the names of rich people in the country who are not paying taxes.

“To (the) rich, pay your taxes. I will be announcing formallt (the list of tax evad-ers) but would like to have the list completed.”

He will invite the rich tax

evaders and if they will not come, he will send the police and ask why are you not pay-ing the right taxes.

The President wasn’t able to visit the four wounded sol-diers at Camp Lukban Hospital because of the chopper they used from Davao encountered a problem and that they should leave the camp immediately.

The four members of the 8th ID who are now recuper-ating at Camp Lukban Station Hospital are PFC Jose Re-nier Malificiado, CPL Michael Porten,PFC Jeanel Enanor, and PFC Mark Anthony Ramasta.

I BELIEVE it is a basic skill we all have to learn, and a very relevant one at that, given our present circumstances, whether in the personal or social level, wracked as it is by many confusing and complicating elements.

When problems, pressures, concerns and difficulties seem to drown you, you always have a way of tackling them effec-tively. Just rev up your will, facing them boldly and moving on no matter what.

When temptations comes, when hu-man weakness drag you down, when mistakes seem to tear you apart, again just toughen your will, and you will have a way of saying no to temptations, of bearing the weaknesses, and of confidently facing the consequences of your mistakes.

When you have to enter into a com-mitment, and when you feel weary to be faithful to such commitment amid the ups and down of life, just shore up your will. You can fearlessly enter into such a com-mitment and confidently manage to meet the requirements of consistency.

Our will is a great weapon in our armory, a real treasure among the natural endowments of our humanity. Together with our intellect, it is our chief spiritual faculty that enables us to transcend our human, earthly and material-bound condi-tion. It is what enables us to get engaged with the supernatural dynamics of grace that we all need, considering that our life is a life always with God.

With it, we can liberate ourselves from the morally-blind impulses of our physi-cal and biological condition that is ruled mainly by hormones, instincts, passions, etc. It also enables us to transcend the complicated play of different forces in our social and political environment.

With it, we can choose to be optimis-tic or pessimistic, to love or to hate, to be happy or sad. With it, we can choose good or evil, to go alone the ways of virtue or of vice. We can keep ourselves hopeful or wallow in self-pity and depression.

How important, indeed, that we re-ally take good care of our will! It is what allows to live our life with God and with everybody else, as is proper to us, avoid-ing the dangers of self-centeredness and self-absorption.

We are not going bananas by extol-ling the beauty and power of our will. All these affirmations have their basis on our Christian faith. From the Compendium of the Social Doctrine of the Church, we have the following most enlightening point:

“Man is open above all to the infinite—God—because with his intellect and will he raises himself above all the created order and above himself, he becomes indepen-dent from creatures, is free in relation to created things and tends towards total truth and the absolute good.” (130)

The big problem we have at the mo-ment is that many of us are not taking good

THE DEPARTMENT of Health (DOH) aims to remind everyone to take care of our lungs this month of August as we observe the National Lung Month.

The lungs is an important organ in the body as it gets oxygen from the air we breath, to be used in the body (metabolism). Four of the common causes of hospitaliza-tion and death among Filipinos are some diseases of the lungs. These are pneumonia, tuberculosis, asthma and COPD.

Pneumonia is characterized by cough, fever and phlegm production. It is usu-ally caused by the bacteria Streptococcus pneumonia and is diagnosed by chest Xray. Bacterial pneumonia can be treated by an-tibiotics. Pneumonia severity depends on the virulence of the bacteria, the immune status of the patient or both.

Low risk pneumonias are treated as outpatient basis, while moderate to high risk pneumonias needed to be treated in a hospital setting. There are a lot of causes of bacterial pneumonias but only one type of bacterial pneumonia has a vaccine. Pneumococcal vaccination (for the bacte-ria Pneumococcus) is advocated to those 50 years old and above. It can be given to younger patients who have other diseases such as HIV, lupus, COPD, asthma, dia-betes or cardiac/vascular diseases. There are 2 types of Pneumococcal vaccines. The best way to prevent getting infected is to be vaccinated with both. For the less com-mon fungal and viral pneumonias, a more targetted treatment is indicated.

Tuberculosis is still common in our country, even if all Filipino babies are im-munized with BCG. It is manifested by cough more than 2 weeks, weight loss, loss of appetite, night chills, night sweating and even coughing out of blood. Vaccination may not totally prevent tuberculosis infec-tion, but it can decrease its severity. Thus, BCG is part of the free vaccines given to ba-bies for free as part of the Fully Immunized Child Program of the DOH. Tuberculosis and its complications remain to be one of the causes of death in both the pediatric and adult populations.

Asthma is a reversible condition of the lungs characterized by normal lung functions with episodes of attacks or exacerbations. It is manifested by cough, wheezing and shortness of breath. Asthma is predominantly inherited. The most se-vere forms of asthma are (1) fatal asthma - a type of asthma requiring maximal care and mechanical ventilation (respirator) and the outcome is death; (2) near-fatal asthma which is the type of severe asthma which also requires maximal care and mechanical ventilation, but the outcome is survival. Celebrities with asthma are Arnel Pineda and Kim Chu.

COPD stands for Chronic Obstructive Pulmonary Disease. It became famous a few years back when comedy king Dol-phy died of severe pneumonia which is one of its outcomes and complications. It is primarily caused by cigarette smoking. But even passive exposure to cigarette smoke or smoke from firewood/charcoal can also cause COPD. A study in China on housewives using firewood shows high prevalence of obstructive lung defects in their lung function tests or spirometry. It is manifested by asthma like symptoms of cough, wheezing and shortness of breath. It is diagnosed by spirometry or lung function studies and treated with oral bronchodila-tors or inhaled medications. An important way to prevent it is avoid or quit smoking.

As we observe the National Lung Month, let us remind our love ones, spe-cially those who smoke to quit smoking, not only for their own sake but for the whole family.

WEDNESDAY, WE were on the way to “malaking lupa” to do a museum tour and meet with some possible investors in Ormoc City. That would be the day when the news broke about some P88-million worth of shabu was found at the ancestral house of the controversial Albuera Mayor.

On Facebook, I watched with keen interest how the things would unfold over the issue. By Saturday, there was an announcement from the police chief that they had checks in their possession which could offer valuable information as to who Kerwin Espinosa have been dealing with and who’s on the payola. It is quite interest-ing to note that the same policeman, who himself downgraded Espinosa as “not the number 1 drug personality anymore” just late last year, would now be basking in media spotlight.

Anyway, that musing was just segue, the real issue being the checks.

A friend would pop up on my PM as to what I could say about this. I honestly told him I was surprised that Espinosa, and whoever his benefactors, protectors and patrons are, would deal in checks. That’s traceable and from what I have heard of Espinosa’s operations, he always dealt in cash. Sometimes, it’s been said, he would pay for big transactions with a mix of big and small bills, some crumpled and with fish scales still sticking to it, indicating the money did not come directly from the bank but has passed so many hands.

Anyway, let’s just wait and see how this plays out. Already, there is an air of dis-content on the “list” that President Duterte came out last week, saying it was just a “dud,” even while there is nary a whimper on the deaths of various drug personalities hereabouts. The sentiment in Ormoc City is kinda “they deserve it,” at the same time salivating on when the names of the real protectors would surface.

Ormoc is a small city (and Albuera which could be considered its suburbs), and it is not hard to do 1+1 = 2 math. It’s just a matter of knowing who one’s friends are and getting the answer.

Let’s just hope that the list that comes out from the “checks” is not “sanitized” to exclude those we know are the real protectors, and “muddled” to include those who are clean. Pardon my continued skepticism of all these, but it’s not easy to ignore the “ties that bind” in the Filipino culture where “utang na loob” could be everlasting.

After the sensational raid, it was fol-lowed by the news of the deaths of two known drug personalities. One of them was Mario Dumaguit, who is the husband of District 4 barangay chairwoman. At one time, I remember, he was also barangay chairman.

These people have been the subjects of many raids, but have always managed to get the cases dismissed. It was also always a wonder to me why the mayor then, did not file administrative cases against them.

The court needs a suspect to be “guilty beyond reasonable doubt,” something that a few technicalities can derail. However, administrative cases are different. If the house of a barangay official is raided and yields positive for illegal drugs, guns, and whatever, that makes him or her liable ad-ministratively. They are public servants, for God’s sake, and should be made account-able for their actions.

As they say, our officials should live lives beyond reproach, may they be baran-gay chairmen only. After all, the barangay chairmen are the leaders of the basic units of our way of governance, and all their actions are deemed to be accountable to

IN OUR SCIENCE, a microscope is an indispensable tool that’s why we spend countless hours learning how to operate and maintain it properly. Only with the microscope can we examine the microbial world (fungi, bacteria and even nema-todes among others) and cells and other structures that they colonize.

We teach our students to hold the mi-croscope properly (carrying this metal and glass device with two hands, for instance) and handling them carefully, because in our laboratories, microscopes are very expen-sive and the higher the magnification, the greater the cost.

Now, how would you react if you receive in the mail what looked like a standard manila envelope, but inside was a device that could quite possibly revolu-tionize the way we view the microscopic world? I’m referring to the Foldscope, an origami-based optical microscope that is small enough to fit inside your conference bag.

The Foldscope (foldable microscope) has received some well-deserved media attention. It seemed like there was a lot of potential for this invention. To test it, a field researcher decided to assemble this paper microscope and travel to the Peruvian ama-zon in search of unknown species.

During his time in the Amazon rainfor-est, he was able to investigate tiny insects, mites, fungi and plant cells from 140x to 480x magnification without requiring a large and expensive conventional micro-scope.

He investigated bizarre structures on a plant such as leaf galls that are sometimes created by insects; they usually have to be taken back to a lab and inspected in detail under a microscope. Using the Foldscope in

the field, he observed that these were in fact due to insect larvae, which burrowed into the leaf and regulated the mechanism of the plant to produce galls. Even with macro photography, he couldn’t get much detail of the larva, but at 140x magnification under the Foldscope he was able to document the morphology of this unidentified insect.

The research team behind this inven-tion wanted to “democratize science” by developing tools that are able to scale up to match problems in global health and science education, and they are doing just that with the Foldscope.

Foldscope can be assembled from a flat sheet of paper. Although it costs less than a dollar in parts, it can provide over 2,000x magnification with sub-micron resolution (800 nm), weighs about 9 g, is small (70 × 20 × 2 mm3), requires no external power, and can survive being dropped from a tall building or stepped on by a person. Its minimalistic, scalable design is inherently application-specific instead of general-purpose gearing towards applications in global health, field based citizen science and senior high science education.

This microscope is cheap, easy to use and applicable whether you’re a curious young student, a medical professional in the field or someone who is interested in the numerous tiny things that surround us.

The researchers will be starting with phase 2 of the project shortly, which will involve much larger production runs and possibly with higher magnification. Hope-fully, it will still be within the $1 range of the first Foldscope. That’s just about less than PhP50 only.

CONASS OR Concon? The former is Con-stituent Assembly and the latter Consti-tutional Convention. The first is consid-ered much cheaper because it will use the present Congress (17th Congress) to be the delegates; the latter is much gruelling and costlier because it will have an elec-tion of delegates which will entail time and resources. The expense is calculated to be about P7 to P8 billion. The Conass is cheaper because the delegates are now in office. It would have been good to use the present members of Congress -- the House of Representatives and the Senate -- but what could be bad is when vested interests enter into the picture. Some of the Legisla-tors who have been there for a long time might insert a provision or two which has nothing to do with national interest. This is the big question.

Pres. Rody who is in favor of the Conass and who has been a Prosecutor and Mayor for a long time knows this. Hence, he is proposing a special committee com-posed of legal luminaries -- SC Justices, Law Deans of various Universities and former Judges -- will review and supervise the various proposals that will be taken up by the body and see to it that any proposal adheres to what is right and proper. He wants this particular system because it saves us from paying for the incidental cost. P7 to P8 billion is not chicken feed. It can be seen that Pres. Rody himself is guided by the common good. He has no vested interest. Look at what is happening now with his advocacy against crime and the illegal drugs, there is now a new land-scape when the local government units are joining in and doing the very job that Pres. Rody advocated in his campaign to capture Malacanang. The people are ecstatic over the results. Criminality statistics lowered all over the archipelago.

Who would believe that such a person

as Pres. Rody who hails from much ma-ligned Mindanao is showing an illusion bordering on the ideal. Yes, we might even achieve the elusive Utopia which is what people have been trying to capture since time immemorial. Maybe because we are just as mortal as any Tom, Dick and Harry who make an effort to always catch what turns out to be a will o’ the wisp, a seeming ghost that seems to be there but gone in an instant. Man plans to do good but end up doing another. Look at what is happening in the countryside, the promise of Pres. Rody to curb criminality and the illegal drugs is turning the whole country upside down. Several Mayors (was it 50/) are on the take and any time now he will name 27 of them. It seems this corner received information that Cebu City Mayor Tommy Osmena and Quezon City Mayor Herbert Bautista are coddlers among others. Wow!! Shabu is the reason that make people lose sight of their goals just because of the money it achieves to continue the quest for another term.

This corner considers it unbelievable that good mayors become blind to their original goal of rendering good service to the people. Can we jump to the conclusion that the devil in us is the very reason why we end up on the wrong end of the ideal? It is also unbe-lievable that an Osmena is doing it! Is it for the money? Certainly not! Maybe it is for power? Can we there-fore say that according to the theory of Prince Machiavelli who lived in the 18th Century(?), power corrupts and absolute power corrupts absolutely. Can we there-fore conclude that Machiavelli hit it on the nail and his theory is now a reality? Can we say he was a genius? To think that the theory was made two centuries ago and is still achieving results much more than what it was envisioned.

ASIDE FROM the presently being fo-cused anti-illegal drugs war declared by President Duterte, he seems bent on implementing next other measures and programs to combat and minimize other vices and “defective” inclinations of Fili-pinos, such as illegal gambling and too much drinking in public places.

President Duterte has announced that he will later address and stop other forms of illegal gambling like “jueteng” and end also on-line gambling franchised by PAGCOR, the government corporation only allowed to operate gambling casinos, which is pro-liferating in the country now. To curtail unlimited drinking in public places he is proposing to impose a curfew on serving liquor in public places up to 1:00 am only. Well and good, and our best wishes to the President for these moves.

Now to focus on other behavioral at-titudes or one can even term them as char-acter defects of our populace that results to some major community problems like the throwing and dumping of thrash and garbage just anywhere and even into pro-hibited places in rivers, creeks, and into the sea and bays. Another unhealthy and scan-dalous problem is urinating anywhere in public places, street corners and on vacant walls of buildings, especially at nighttime.

But these local and community prob-lems do not require presidential attention

and orders but only need the concerns and actions of local elected officials such as mayors, governors and councilors of LGUs in solving these problems.

Aside from passing local ordinances and rules penalizing these illegal and un-healthy acts with fines and imprisonment, the concerned officials of LGUs must also address the other aspects of the problems and the reasons why people still keep doing them despite the penalties imposed. On the indiscriminate throwing of trash and prohibited dumping of garbage, many of the cities and towns lack accessible garbage receptacles/containers where people can easily deposit their trash & garbage. On the need of people to personally relieved themselves, there is an apparent lack of ac-cessible public comfort and toilets built in towns and cities for the need of travelling people. So there is a physical and infrastruc-ture side of these community problems that local officials must address also and not only to correct the behavioral attitude of people. One can cite that in Ormoc City the public comfort rooms/urinals in the bus/van terminals are maintained and supplied with clean water, but still they are insufficient and not available in other public areas.

Pokemon Go!!!FILIPINOS HAVE been “travelling across the land, searching far and wide” to catch Pokémon follow-ing its official release here in the Philippines on August 6, 2016. Downloaded by over 100 million users, this year’s biggest mobile game called Poké-mon Go has become the most played smartphone game today.

Philippines is one of the 15 new countries where the hugely popular game has been made available since its debut release in selected countries on July 6, 2016. Philippine players may now go to the app stores of their respective platforms (android and iOS), search for the app, install the game, and join the craze.

These days you can’t read the news without see-ing headlines about Pokémon Go. If you scroll through Twitter or Facebook, you’ll come across what appear to be normal pictures—inside their house, in the fridge, or above the tree—and can expect to find a Pokémon in it. Despite how playing it can be a drain on battery and cellular data, everyone started to join the bandwagon of ”gotta catch ‘em all!”

The upsidePokémon Go is a free-to-play, location-based game

developed by Niantic for iOS and Android devices. In the game, players use the mobile device’s GPS capability to locate, capture, battle, and train virtual creatures called Pokémon that appear on the screen as if they were in the same real-world location as the player.

The game works by using your phone’s GPS for your real-world location and augmented reality (AR) to bring up those cool-looking Pokémon on your screen, overlaid on top of what you see in front of you. And you—the digi-tal you (called avatar)—can be customized with clothing, a “team” and other options, and you level up as you play.

Players excitedly whip out their phones whenever they walk a couple of yards down the street, round a cor-ner, or enter a new place, in search of new Pokémon. As players move around the map, their avatar move within the game’s map. Features on the map include PokéStops

and Pokémon gyms.

PokéStops are pre-determined landmarks that pro-vide players with items such as eggs, Poké Balls, and po-tions and can be equipped with items called lure modules, which attract wild Pokémon. Different Pokémon species are found in different areas of the world; for example, water-type Pokémon is generally found near water. When a player encounters a

Pokémon, they may view it either in augmented reality (AR) mode or with a live rendered, generic background. AR mode uses the camera and gyroscope on the player’s mobile device to display an image of a Pokémon as though it were in the real world.

If the timing is right, wild Pokémons leap out at you, giving you a chance to catch them with a Pokéball. When you capture a Pokémon, it gets added to your Pokédex, a sort of Pokémon database, where you can personalize them later. After reaching level 5, you can go to your local “gym” and battle your Pokémon against other trainers who are also real people.

The downsideAlong with the game’s popularity are controversies.

Since its official release here in the Philippines, Pokémon Go has sparked a frenzy among users who have taken to the streets with their smartphones. The craze comes amid President Rodrigo Duterte’s bloody crackdown on crime that has left hundreds of suspects dead.

There were news reports of Pokémon Go players be-ing involved in accidents and robberies, some are hoaxes and some are true. In line with this, the Philippine Na-tional Police issued a statement warning Pokémon players to stay safe while playing this game. PNP Community relations group chief Gilbert Cruz advised Filipinos to go “Pokémon-hunting with at least one friend”. He told people wandering the streets hunting virtual monsters: “Don’t go to crime-prone and dimly-lit areas. Always be alert.”

The police further reminded players that hunting pocket monsters in public places could expose them to real monsters -- thieves. An in-game lure allows players to attract other players into certain locations. This could be used by thieves by setting a lure on secluded areas, awaiting for their victims.

The recorded robberies, car accidents, and other misfortunes cannot entirely be the fault of Pokémon Go, as developers do not lack advice for users playing outside. When they first boot up the game, the loading

screen will say: “Remember to be alert at all times. Stay aware of your surroundings.” The real problem lies in some players’ lack of awareness to their sur-roundings and focusing only on their gadgets, the officer said.

Aside from the real world-risks, Pokémon Go can also be a threat to the cyber security. Not downloading the app from trusted sources such as the Google Play Store and Apple App Store can bring you a trojanized versions.

There are also online scams that awaits users who scour the Internet for cheats and hacks, as with other popular games like Clash of Clans. Scammers are already on top of this, as fake websites have started popping up offering Pokécoins and other power-ups to advance in the game in exchange for filling out surveys or visiting questionable websites. Surveys may seem harmless, however, they can collect a lot of personally iden-tifiable information about you, which could be used in identity theft. Remember, if it sounds too good to be true, it probably is a scam. As of now, there is no legitimate way or “hack” to get Pokécoins except for buying them in the app.

It’s also always important to evaluate what an app wants to access when it is installed. Sometimes, granting permis-sion to access areas of your device can leave your personal information exposed as well as that of others. If it doesn’t make sense to you, such as an app requesting permission to access your phone and SMS capabilities, always deny the app access to that part of your phone.

There is no doubt that this game will be among the most addicting games in the history. Just remember not to get car-ried away with all the hype. A once-in-the-lifetime Mewtwo isn’t worth risking your life. By Jhay Gaspar

in the eyes of a LapazenaORMOC CITY – The moment I was asked if I wanted to make an article about the famous Lake Danao, I said yes without blinking an eye. Of course, I wanted special people to accompany me there.

After having our sumptuous lunch in the city proper on a rainy afternoon, we drove about 12 kilometers before we reached the lake’s Development Area 3. What caught my attention were the wild flowers growing on the road-side, some of them I have only seen for the first time.

There were dahlias in pink, purple, white, yellow and red, sunflowers, green ballflowers, blue hydrangea flow-ers and roses in almost all colors that are in full bloom everywhere you see.

We first stopped on a slope where a flower farm was located. A boy named Gio showed us where we can take better pictures. He said that they just finished harvesting the flowers in summer and started replanting.

For those who are planning to get married, or will be hosting a special occasion, I recommend that you check out this place. You will surely get a good deal with your money.

The next thing to watch for is the gardens of the lo-cals. I was amazed with how they grew lettuce and other vegetables in hanging soda containers. Plants grow well here since the temperature can be compared to that in Tagaytay and Baguio.

I was in awe when we reached our destination. The lake was so green with pristine waters. The huts and floating cottages complement the virgin forest. One could only imagine having his prenup shoot taken here.

We then prepared to have our small picnic in one of the floating cottages and started chatting with a group of women who manage the area. They belong to one of the people’s organizations, which make the visitors feel welcome.

They offer boat tours for only P150 per hour and freshly cooked meals upon request. They serve fried, sisig and batter-coated clams for only P100 per serving. The sauteed “pako” or fern salad are to die for.

You may go fishing, kayaking and swimming, or simply enjoy the view just like what we did.

We also met the city government’s planning team who were assessing the area for its development plan. Ira Bantasan, the team head, said that the lake is now part of DENR’s protected area management plan, wherein it was divided into three.

According to her, they intend to work on organizing the tours by putting up a parking area and visitor’s cen-ter. Other structures such as restrooms, souvenir shops, jetty landing and viewing decks are also their priority.

Jivelin Ebohene, a member of the AGYLA organization here welcomes the proposed changes, since according to her this will encourage more tourists and increase their income.

As we bade goodbye to them, we promised to go back and try horseback riding and camping. It’s a pretty good place to stay overnight and be close to nature, away from the busy city streets.

Lastly, for foodies like me, do not forget to drop by a small kiosk that sells oven fresh salvaro, banana muffin and banana torta. They cook them through the traditional “pugon” that makes the food more special.

USES TO SUBMIT THEIR WATER SAMPLES FOR BACTERIAL-OGICAL EXAMINATION; AND FOR OTHER PURPOSES

The Sangguniang Panlungsod in regular session duly convened hereby ordained;

Section 1. Short Title. This Ordinance shall be called and referred to as “An Ordinance Regulating Water Supply For Safe Human Con-sumption and Utilization”

Section 2. Coverage. This ordinance shall cover and include all water dealers and water sources for domestic, commercial, industrial, institutional and agricultural uses.

Section 3. Regular Test of Water Samples. There shall be a monthly test on samples taken on-site from the target water sources by the City Sanitation Inspector using the COLILERT 18 LABORATORY EQUIP-MENT for bacteriological examination.

Section 4. Mode and Manner of Laboratory Tests.4.1. The City Sanitation Inspector and the City Medical Technologist

are hereby authorized to conduct the laboratory examination of water samples and inspection of sanitation of premises of water refilling sta-tions/ stores and water sources.

4.2. In consultation with the City Health Officer, the City Sanitation Inspector shall make and issue regular schedules of inspection of water sources and establishments and / or collection of water samples includ-ing all barangays by cluster in the City.

4.3. The City Sanitation Inspector shall collect water samples on-site at the specific location of water refilling stations/ stores and water pumps, wells including the water reservoirs of , and random households served by the Borongan Water District or similar entity; and rain water receptacles.

The container of the water sample shall be clean and marked of its source, owner, establishment, time and date of collection.

(a) The water sample shall be tested for any bacteria contamination using the COLLILERT 18 LABORATORY EQUIPMENT.

(b) If the test result is negative or without bacteria contamination, the owner/ operator/ manager of the household or establishment shall be notified accordingly.

(c) If the test results is positive or with bacteria contamination the owner/ operator/ manager of the household or establishment shall be notified accordingly. Chlorination shall immediately be done with the assistance of the City Health Office.

(d) In the second case above, a second tests of Water Sample after chlorination shall be done to affirm or negate the first results.

(e) In the event that the second test result is still positive or with bacteria contamination, a third and final test of water sample shall be done to make sure the accuracy of the consistency of test results of con-tamination. When and if the result is still positive, the relocation of the water source shall be required.

(f) In the case of water refilling stations/ stores, water sample from the water source shall be tested and again the “finished product” shall be tested for any bacteriological contamination.

The same procedures in paragraphs (a), (b), (c), (d), and (e) above shall apply.

Section 5. Confirmation of Test Result. The Medical Technologist of the City Health Office , who shall have undergone skills training on the operation and accuracy of Colilert 18 Laboratory Equipment and its test results; shall certify to the accuracy of the report of the City Sanitation Inspector in the prescribed FORM of the City Health Office.

Section 6. Environmental Laboratory Fees shall be collected after each laboratory examination of water samples from as follows:

6.1. Water dealers, main store P300.006.2. Water dealers, each branch P200.006.3. Water District P500.006.4. Water pumps and wells selling water supply P300.006.5. For Subsequent or 2nd and 3rd test of water samples in Section

4.3 (d), and (e) only 50% of the regular rate shall be collected.6.6. EXEMPTIONS. Refilling stations, water pumps and wells

not otherwise selling water supply shall be exempt from payment of laboratory fees.

Section 7. Payment of Fees(a) Upon receipt of the tests Result/s by the water dealer a Revenue

Collection Clerk from the City Treasurer’s Office shall collect payment of fees and issue official receipts and thereafter remit the same to the Office of the City Treasurer on the same day of collection of fees.

(b) The City Sanitation Inspector, when and if authorized by the City Mayor and duly deputized by the City Treasurer may, as circum-stances warrant, collect the fees, issue official receipts and likewise remit

the same to the City Treasurer within three (3) working days.Section 8. Safeguards During Stormy Weather or Calamities.(a) During or in the aftermath of stormy weather conditions such

as continuous heavy rains with flooding, typhoons , storm surges; and after earthquakes with or without tsunami or tidal wave or landslides, the City Health Office shall conduct tests of samples of all water supply including cisterns to determine any bacteriological contamination free from fees in Section 6 hereof.

(b) In coordination with the City Fire Marshall, fire trucks of the City Fire Station shall be used to deliver water rationing to affected households in barangays accessible by road network cost to beneficiaries.

(c) For drinking and other household uses, the water in the trucks shall, before delivery, be tested and certified by the City Sanitation Inspec-tor and Medical Technologist as safe from bacteriological contamination.

Section 9. Prohibited ActsIt shall be unlawful for any person, individual or juridical, to do

the following acts, to wit:9.1. When the water supply to households, commercial, industrial

or institutional uses shall have been adequate 24/7 or 24 hours, seven days a week and stabilized, it shall be unlawful to construct wells with or without water pumps of all types within twenty-five (25) meters radius to the household or establishment septic tank.

9.2. Refusal to allow the City Sanitation Inspector and/ or Medical Technologist of the City Health Office to inspect the premises of the water refilling stations/ stores and water sources and collect water samples for bacteriological tests.

9.3. Refusal to pay the Environmental Laboratory Fees on the same working day when the Report on Test Result is received by the water dealer.

9.4. To introduce into any water source tapped for human consump-tion and/ or utilization or into “finished product”, any contaminant as may be verified and upon recommendation of the City Health Office.

9.5. To damage or destroy or to cause to damage or destroy, directly or indirectly, water tanks, reservoirs and their tributaries, pumps, water pipes and similar public or private utilities which would cause to harm the health, hygiene and sanitation of the general public.

9.6. Electric or motorized water pumps connected to piped water supply of the Borongan Water District or similar entity, shall not be used to fill water tanks or reservoirs with capacity of fifty-two (52) gallons or more during the period, five o’clock (5:00 a.m. ) in the morning until six o’clock (6:00 p.m.) in the evening to allow households without such electric or motorized water pumps access to continuous and sufficient water supply.

9.7. Failure to replace worn out plastic water-jugs or similar water containers owned by water refilling stations/ stores as verified and recommended by the Sanitation Inspector.

9.8. Accepting worn out plastic water jugs or similar containers of consumers for refill by water refilling stations/ stores.

Section 10. Penalties10.1. Violations of any of the prohibited acts in Section 9 hereof,

shall be penalized to pay the Administrative Environmental Fine thus:First offense for each violation ………. P500.00Each second and subsequent violations ………. P1,000.00The total fines of more than one (1) violation shall not exceed Five

Thousand (P5,000.00) Pesos.10.2. Community Service(a) Except for the Prohibited Acts in Sec. 9.1., 9.2., 9.4., and 9.5.,

first offenders may choose to pay the corresponding fines or may render a one (1) day Community Service for each violation in their respective barangays.

(b) The Community Service shall be complied within seven (7) calendar days after receipt of due NOTICE.

10.3. Violations by Business Establishments:(a) On the second (2nd) violation of any of the prohibited acts in

this Ordinance by any business establishment, suspension of its Business Permit for fifteen (15) days shall be imposed in addition to any admin-istrative fines consequential thereto; and within which to comply the requirements in this Ordinance so violated.

(b) Failure to comply the requirements in paragraph 10.4 (a) above shall be deemed as tantamount to a third (3rd) violation of this Ordinance and shall be meted the penalty and requirements in paragraph 10.4 (c) below.

(c) On the third (3rd) violation of any of the prohibited acts in Section 9 above by any business establishment, revocation of its Busi-ness Permit shall be imposed in addition to any other penalty; and shall be allowed to apply a new for Business Permit only after attending an orientation conference with the City Health Office and compliance of the requirements in this Ordinance.

10.4. In the event that such violations may ultimately reach litigation in the proper court, the attendant imprisonment not exceeding one (1) year may be imposed and the assessed fine/s therewith at the discretion of said court.

10.5 In the case of the water refilling stations/stores, Borongan Water District and similar juridical entities, the owner/ operators, Chairman of the Board of Directors and Manager shall be liable and accountable of any of the violations in their respective business establishments and

subject to the penalties hereof.Section 11. Definition of Terms. For purposes of this Ordinance,

the following terms are defined as follows:11.1. Water dealer – includes commercial water purifying/ refilling

stations or stores selling wholesale and / or retail in plastic water jugs or similar containers and water district or entity selling piped water supply

11.2. Water pumps – include “jet-matic” and “pitcher” types hand pumps; electric motor driven pumps; and deep wells commonly known as “artesian” wells

11.3. Open shallow dug well – as the name connotes with or without casing of any kind using a bucket to fetch water therein

11.4. Fire trucks – vehicles of the City Fire Station that supply wa-ter to barangays or households during emergency rationing in times of calamities or its aftermath or extreme lack of water supply.

11.5. Colilert 18 Laboratory Equipment – a portable medical equip-ment used to test water samples for bacteria contamination such as E-Coli and coliform the result of which can be obtained within eighteen (18) hours.

11.6. Chlorine – a nonmetallic chemical used to treat water as disinfectant.

11.7. Chlorination – to treat water with chlorine to make it potable for human consumption or use.

11.8. Finished product – refers to “Purified” water in plastic water jugs or similar containers in water refilling stations/ stores

11.9. Cistern – any underground tank for storing water for house-hold, commercial, industrial or institutional uses

11.10. Septic tank – a tank in which waste matter is disintegrated by bacteria

11.11. E- Coli – a rod-shaped bacterium from waste matter includ-ing human wastes such as coming from seepage from septic tanks that causes intestinal illness

11.12. Coliform – the other forms of bacteriological contaminant from the other forms of waste matter.

11.13. Rain water receptacle – a container usually connected to a roofing or similar structure of a house or building used for collecting water when it rains.

11.14. One (1) Day – a total of eight (8) hours during the day time. No community service shall be rendered during night time.

11.15. Community Service – Barangay activities under Clean and Green Program to include planting of trees, ornamental shrubs and flower plants, mangroves; clearing drainage canals and barangay streets and roads; and protection, rehabilitation and / or development of water resources.

Section 12. Separability Clause.In the case where any provision in this Ordinance is declared un-

constitutional or not valid by competent authority, the other provisions remaining as to meet the purpose and intent of this Ordinance, shall continue to be in full force and effect.

Section 13. Repealing Clause.All existing Ordinances of Borongan City including any local Ex-

ecutive Orders which are inconsistent with this Ordinance are hereby amended, modified or rescinded accordingly.

Section 14. Effectivity.This Ordinance shall take effect fifteen (15) days after its approval.APPROVED, 22, JULY 2016

ORMOC CITY – A “drug lord”, listed as the No. 2 in the regional watchlist, died during a raid at the Leyte Regional Prison or “Abuyog Penal Colony” early morning of August 11, Wednesday, by the Criminal Investigation and Detection Group (CIDG).

The inmate was iden-tified as one Edgar Allan “Egay” Alvarez. CIDG-8, now headed by Supt. Mar-vin Wynn Marcos, imple-mented a search warrant issued by Executive Judge Janet Cabalona of the Re-gional Trial Court-Branch 33 in Calbiga, Samar. Alva-rez was originally convicted for murder.

Supt. Marvin Marcos, who led the operation, said that around 4:17 a.m. of Au-gust 11, when his men were about to serve the warrant, Alvarez drew his .45-cali-ber pistol and immediately fired at the police.

Alvarez also lobbed a grenade at the police but failed to explode, prompt-ing the operatives to fire back, killing him.

During the search, the operatives confiscated a .45-caliber pistol, a .38-cali-ber revolver, a hand gre-nade, big pack of dried marijuana leaves, and a yet undetermined but large quantity of shabu.

Marcos said Alvarez

was among of the high-profile convicts of National Bilibid Prison who were transferred to the Abuyog Penal Colony.

Marcos, however, said they found no laboratory inside the LRP as been al-leged. Inmates told them the drugs came outside, sent via commercial courier.

A report at the Freeman published two days later after the raid states that “an official of the National Bureau of Investigation-8 had confirmed that, some-time in 2011, a composite team of the NBI and PDEA raided the LRP in Abuyog, in response to reports of rampant proliferation of shabu with the presence of a shabu laboratory, but they failed to find illegal drugs inside the jail.”

Marcos made no men-tion about Alvarez’s being the source of No. 1 EV drug lord Kerwin Espinosa, al-beit added that Alvarez’s operations were mostly in the Waray-speaking areas of the region, from Tacloban to Samar, while Espinosa han-dled the Cebuano-speaking areas of Eastern Visayas, including parts of Cebu and Bohol.

He added that there were suspicions that the drugs came from Peter Co, who, at one time, was de-tained in the same jail be-

fore moved back to Bilibid. The CIDG-8 will also be tracking the source of Al-varez’s supply through the commercial courier.

Regarding the warden and jail guards in the Penal Colony, Marcos said they will face possible adminis-trative sanctions and might be “re-shuffled” because of the outcome of the raid.

Meanwhile, drug per-sonalities here have inti-mated that the Mindanao group here were the ones getting their supply from the LRP, which led to the killing of Simban Limbona last year, in a raid. Another

player at the same baran-gay, Ervin “Nokie” Guino was ignored, and continued his trade distributing Espi-nosa’s drugs.

“Nokie” would be the first to surrender to the au-thorities after Pres. Rodrigo Duterte came into power, accompanied by Tambulilid barangay chairman Max Jaballa himself. That, Petitioner is legal age, married, Fili-pino, born in Brgy. Pawa, La Paz, Leyte, and now residing in # 1312 De La Paz St. Poblacion District 4, La Paz where she can be served with summons and other processes of this Court;

That the Petitioner has the capacity to sue and to be sued;

That being the cus-todian of the records sought to be corrected, the Office of the Local Civil Registrar (LCR) of the Municipality of La Paz, Leyte includ-ing the Certificate of Live Birth of SARAH O. LUYA-BALAIS is hereto impleaded as public re-spondent.

That since she en-tered school for the first time, Petitioner intro-duced to school Janu-ary 11, 1957 as her date of birth or her birthday and from then on she consistently used it as her date of birth in whatever dealings and transactions she made;

That her parents specially her mother was even very much a part of indicating January 11, 1957 that such is the month, date and year when she was born and so the Petitioner from then on had been using January 11, 1957 as her complete date of birth from school records up to her practice of profession as physician including in the other transactions that her date of birth is required;

That when she se-cured a copy of her Cer-tificate of Live Birth, she was surprised to note that under column no. 6 for the date of birth what was indicated therein was August 9 , 1956 which was not correct;

That the error in the year of her date of birth August 9, 1956 instead of January 11, 1957 that lat-ter being the correct one, is supported by the fact that in some important records of her life greatly affecting her identity she was and still uniformly using January 11, 1957 as her date of birth even up to now that she is already a Medical Doctor;

That January 11, 1957 as her date of birth is likewise indicated in her Voter’s Identification Card;

That as regards the entry of her first name, the original spelling of her first name was SARA (without the letter “H”) as shown in her Certifi-cate of Baptism, but since early school time she has been using SARAH, the one with letter “H” up to the time she gradu-ated in Bachelor of Sci-ence in Medicine and further and in fact, up to the present she still con-sistently using the first name SARAH. So that, after marriage, SARA LUYA-BALAIS and SAR-AH LUYA-BALAIS is one and the same person who is the petitioner;

That the conflict-ing dates of birth by the petitioner, namely, August 9, 1956 in her Certificate of Live Birth and January 11, 1957 in her Baptism, school, practice of profession and other transaction involving the Petitioner

have been a burden and inconvenience on her part explaining, clarify-ing and convincing that the SARA O. LUYA in the Certificate of Live Birth with the date of birth of August 9, 1957 and the SARAH O. LUYA in her other records with the date of birth of January 11, 1957 who later on married to MARLON O. BALAIS on June 11, 1987 now using the full name SARAH O. LUYA-BALAIS is one and the same person who is the petitioner in this case;

That for the sake of TRUTH and UNIFOR-MITY, correcting the er-roneous entry in birth from August 9, 1956 to the correct one which is January 11, 1957, and her first name from SARA to SARAH which refers to one and the same person who is now SARAH O. LUYA-BALAIS the per-son who is the same to the Petitioner in this case, that she now would like to correct her Certificate of Live Birth;

That this Petition is not intended to hide any true identity that may violate the existing laws but only for the sake of TRUTH by correcting the erroneous entry in her Certificate of Live Birth. That the Petitioner has a high reputation to pro-tect who is well-known physician and Municipal Health Officer (MHO) of La Paz, Leyte;

That the petitioner respectfully pray that after due hearing an Or-der be issued directing the Local Civil Registrar of La Paz, Leyte and the Civil Registrar General, Philippine Statistics Au-thority (PSA) to correct, cancel and delete the wrong entry in the Cer-tificate of Live Birth of SARA O. LUYA with Local Registrar No. 122 so that under the column date of birth (column no. 6) the entry of August 9, 1956 be replaced and in lieu of it the January 11, 1957 be entered therein;

That the petitioner further pray that the Peti-tioner shall from now on consistently use SARAH as her first name cor-recting the entry in the column of her first name (column no. 3) replacing SARA the former being the first name she con-sistently use up to the present;

Finding the petition to be sufficient in form and substance, let the hearing of this case be set for September 8, 2016 at 8:30 o’clock in the morn-ing, before this Court.

That the reason unknown to the peti-tioner the records of her birth with the Local Civil Registrar’s Office of Javier, Leyte as well as the Philippine Statistics Authority (PSA) more particularly as to the date of her birth is “December 12, 1995” and not “De-cember 12, 1994, which is her true and correct date of birth;

That the petitioner discovered these errors in her Certificate of Live Birth issued by the Office of Local Civil Registrar of Javier, Leyte and the Phil-ippine Statistics Author-ity (PSA) only recently

when she secured a copy of her certificate of live birth from the Philip-pine Statistics Authority (PSA) since the same was needed by her school;

That due to this mistake in the entry of the year of her birth in the petitioner’s certificate of live birth, petitioner will definitely encounter some serious problem in the future;

That in all her other dealings, whether pri-vate or public, petitioner would always indicate her date of birth as “De-cember 12, 1994” and not “December 12, 1995”;

That her younger sister Shirly Camposano was born on September 2, 1996 and it would be unlikely that immedi-ately after petitioner was born on December 12, 1995, petitioner mother would immediately con-ceive petitioner’s young-er sister,

That this petition is intended neither to es-cape from any criminal, civil nor prejudice any other persons but merely to straighten the records of birth of the petitioner particularly her date of birth in her Certificate of Live Birth from “Decem-ber 12, 1995” to “Decem-ber 12, 1994”;

That petitioners re-spectfully prays unto this Honorable Court that after due notice, publi-cation and hearing an Order be issued directing the Office of the Local Civil Registrar of Javier, Leyte and the Philip-pine Statistics Author-ity (PSA) to correct her birth from “December 12, 1995” to “December 12,1994”;

rights and obligations as their legitimate daugh-ter. Further it is prayed that her last name be changed from “LUENA to TRUDELL so that her full name will now be CHEL SEAH MARIE BENDECIO TRUDELL.

Finding the petition being sufficient in form and substance, let the initial hearing be set on OCTOBER 19, 2016 at 8:30 o’clock in the morn-ing at which date and time all interested person may appear and show cause, if any they have, why this petition should not be granted.

Let copy of this Order published at the expense of the petitioner once a week for three (3) consecutive weeks in a newspaper of general circulation duly autho-rized by this Court after a raffle had been con-ducted by the Branch Clerk of Court.

Furnish copies of this Order and the pe-tition to the Solicitor General, Makati City, and the Provincial Pros-ecutor, Naval, Biliran Province, the petitioner and counsel as well, and the Regional Director of the Department of Social Welfare Development Office for that office to conduct a social case study report, and to sub-mit other relevant papers within 60 days.

care of our will. We just allow it to drift to anywhere the wind blows. It can be dominated simply by our biological impulses, if not by our human frailties instead of being ruled by the impulses of God and his grace.

We can even say that many are not conscious that there is such thing as our duty to take care of our will, forming it well, nourish-ing it with the proper knowledge, values and virtues.

Thus, we can see an abundance of cases of people who are stuck in immaturity, being gripped by the impulses of their hor-mones or easily fooled and lost in the maze of our social and highly sophisticated technological life.

Those who may be lucky because of their superior human endowments can succumb to pride, arrogance, sophistry, pedantry, malice, etc. That happens when they fail to ground their will on its proper source and orient it to its proper object which is none other than God’s will.

Let’s always remember what St. Paul once said: “I have learned to be self-sufficing in whatever circumstances I am. I know how to live humbly and I know how to live

in abundance. I have been schooled to every place and every condition, to be filled and to be hungry, to have abundance and to suffer want. I can do all things in him who strengthens me.” (Phil 4,11-13)

We can practically say that our life depends on how our will turns. We can either love God and others, or we can just be by ourselves, doomed to self-love. That’s why we have to be good in taking care of our will, revving it up everyday, so that it starts and ends only with God. Email: roycimagala@gmail.com

Maybe, out of “delica-deza” he will distance away from making any com-ment but can we say he will not allow it? Of course this is just a conjecture but it could be an ill wind. How about other issues from the other Legislators who are into the logging business or into the mining business or in the hotel business or into tourism? Let us say that they will be guided by the ideal but a little bird tells me that it is not true. However, the propo-sal to create a panel of advisers as

proposed by Pres. Rody could be a better idea. Whatever it is, Pres. Rody is doing great guns! He is the man of the hour.

This pertains to the Intestate Estate of the late VIRGINIA T. MARTINEZ and ESTER T. MARTI-NEZ who allegedly died without a will. TACLOBAN CITY – The office of the Department of Foreign Affairs (DFA) in Tacloban City is now requir-ing the passport applicants to go online to schedule their appointment. This initiative of DFA Manila started last July 1 to lessen the long lines of the waiting applicants outside their office.

According to DFA Tacloban Consular Head Karen Terado, the online appointment system aims to have an efficient pro-cess of applicant’s passport. They just need to go to online by logging in at https://www.passport.gov.ph and follow the procedures.

Terado said that Senior Citizens, infants, persons with disabilities and OFWs do not necessarily need to apply online because they are their priority. Although their office still ac-cepts walk-in applicants because they are still in the transition period, they encouraged the public who are going to apply for a passport to apply online and follow the procedure.

The Regional Consular Office accepts a maximum of 180 appointments a day before the implementation of the online appointment system.

But this new online appointment system hasn’t reach Rowena G. Sabandal, 32 y/o, a single mother, a resident of Brgy Taglibas, Matalom Leyte who travelled all the way from their residence to apply for her passport in Tacloban City.

Her cousin who encouraged her to apply as a domestic helper in the Middle East told her the requirements for hav-ing a passport. She loaned 5,000 pesos for the process of her application but only to find out that she lacks require-ments –her NSO birth certificate and NBI clearance. She travels more than 4 hours just to reach the office of the DFA in Tacloban City.

She went to the NSO on Tuesday with 361 as her prior-ity number. She was accommodated at 2:00 o’clock in the afternoon. Their place has no internet signal. She was not aware that the Department of Foreign Affairs now requires online appointment system since July 1.

“Sana magkaroon ng NBI at NSO office sa Baybay o sa Maasin para hindi na ganun kahirap para sa mga nasa mala-layong lugar nakatira gaya namin,” said Sabandal.

Leyte SP supports regularizationTACLOBAN CITY –Leyte Vice Governor Carlo P. Loreto supports the Senate Bill filed by Senator Ralph Recto which aims to regularize those casual employees in the government which has been serving for five years.

The Senate Bill No. 59 aims to automatically grant civil service eligibility to casual employees who rendered at least five years of continuous and efficient service

According to Loreto, the bill filed is a good sound legisla-tive measure because casual employees of the government who qualifies for the position will have their benefits like Pag-ibig and SSS.

In the Sangguniang Panlalawigan itself, they have 54 casual employees and 9 job orders. They would add 30 mil-lion pesos annually in their budget in case all their casual employees will be regularized in their job.

In the government, there are 78,842 casual employees or 53.1% and 31, 882 or 21.5% contractual employees.

“Permanent employees are very small. Yung mga casual or contractual employees, pag hindi nagpre-perform ng maayos tanggal agad nang wala man lang benepisyo,” Loreto said.

Loreto believes that the legislative measure is based on President Rodrigo Duterte’s campaign speeches to end con-tractualization in the country. By Lottie Salarda

TANAUAN, LEYTE – Ev-eryone was in high spirits as the seven contingents in this municipality show-cased their dancing prow-ess in their street parade and dance competition during the 25th Pasaka Fes-tival on Sunday, August 14.

Loca l and fore ign guests were wowed by each performance and their colorful props, which De-partment of Tourism (DOT) Regional Director Karen Tiopes, chairman of the judges, admitted to have given them a hard time in declaring the champions.

The Tribu Maglalara of Tanauan School of Craft-manship and Home Indus-tries emerged as the cham-pion for the high school category and bagged some minor awards such as the best in stretdancing, best in musicality, best in costume, best in float and best in cho-reography.

They also won a total of P35,000 for their cash prize, while the Tribu Mangirisda from Tanauan Nat’l High School and Tribu Kabuyo-nan of of Tanauan School of Arts and Trade received P15,000 and P10,000 respec-tively for winning second and third place.

For the elementary cat-egory, the Tribu Buyongan of Tanauan I District was declared as the champion, while the Tribu Kagurangan of Tanauan II District won second place. They received P15,000 and P10,000 respec-tively.

Isabella Balboa from the Tribu Mag-irinop of the Assumption Academy was proclaimed as the Festival Queen.

Meanwhile, Mayor Pel Tecson said more than en-tertaining Tanauanons and their guests, their goal is to educate the people of the town’s history, culture and tradition.

like trees without roots, we want the youth to appreci-ate our past to drive us for a better future,” he said.

RD Tiopes also stressed that it is important for the audience to see beyond the presentations.

TACLOBAN CITY - After being devastated by Super Typhoon Yolanda in 2013, the city government here has pushed for the Tree Planting and Growing Program, which piloted Barangay Tagpuro on Tuesday, led by Mayor Cristina Romualdez, together with the Sanggu-niang Panlungsod officials, department heads and entire city work force.

Various sectors of Tacloban, INGOs, and Barangay Tagpuro officials, also helped in planting 500 trees of dif-ferent species from Talisay, Mahogany, Bituon and Tuog to mention some.

In an interview, Mayor Cristina disclosed that the City intends to plant more fruit bearing trees in other barangays, which can provide food for marginalized Taclobanon.

Planting trees will spare us from flood and provide us a clean and healthy air and environment, she said. She likewise encouraged Taclobanons to plant more trees “Kaya magtulungan tayo mag tanum hin mga kahoy para aton kaupayan” (we should help each other by planting more trees for the betterment of everybody).
