PURPOSE:The purpose of this report is to seek Council’s approval for the continued partnership for the Inland Queensland Roads Action Plan (IQ-RAP)

OFFICER RECOMMENDATION:That Central Highlands Regional Council approve the ongoing commitment and partnership to the Inland Queensland Roads Action Plan

REPORT:

Background Central Highlands Regional Council has been an active participate in the IQ-RAP process since it’s conception.

Regional Development Australia (RDA) initiated this project, based on economic opportunities and threats. The road network in regional Queensland carries most of the general freight task, but for all road users road access, road and bridge quality and road safety have been issues. In particular, productivity losses have been a major on-going issue. Rural local governments also rely heavily on road funding, but have suffered from a lack of certainty on future funding. Regional economies are seeking more economic diversification through tourism, but road access is often an impediment.

IQ-RAP brought together 28 local governments, 5 RDA Committees and RACQ to develop a strategy that takes a long-term, network-wide approach to road planning and investment with the common goal to improve regional sustainability, productivity and safety on Queensland’s inland road network.

RDA has provided the Secretariat and project management services for IQ-RAP since the project commenced in 2013. The Working Group, made up of representatives from Regional Roads and Transport Groups (RRTGs), RDAs and RACQ, has operated as a committee in making key decisions at regular teleconference meetings.

The Working Group Executive of Cr Rick Britton, Cr Jane McNamara and Cr Tom Gilmore and RDA have led the advocacy engagement to secure funding commitments to IQ-RAP. More than $1 billion has been committed to priorities identified in the 2016 Inland Queensland Roads Action Plan and the 2018 Inland Queensland Road Network Strategy.

Discussion/Current issueIQ-RAP have written to Council on 8 September 2020 seeking Council’s commitment to continue to be a partner in the project.

The letter included a 2020/21 Partnership Proposal which has been included as an attachment to this report. The proposal addresses the following topics:

The proposal requests Council’s continued commitment to the partnership at a cost of $7500.

CONSIDERATIONS / IMPLICATIONS:

Communication/Engagement:Council has been an active partner with IQ-RAP and have been involved in all consultation around the plan.

Risk Assessment: Council would miss an opportunity to be part of a regional group that advocates for funding for our road network and in turn provide critical links to industry.

Members Bowen Basin Regional Roads Transport Group Dear Member Inland Queensland Road Action Plan (IQ-RAP) 2020-2021 Funding Proposal As the Bowen Basin RRTG representative of IQ-RAP partners from our region on the IQ-RAP Working Group (WG), I am pleased to provide you with the attached 2020-2021 Funding Proposal for the next year of IQ-RAP so we can continue to collaborate as a strong and united voice to secure funding for our road networks. As it is a long process to confirm partnerships, secure the funding, engage the consultants, undertake the extensive work to prepare the new, updated strategy and detailed recommendations, it is important that we move quickly now. The attached proposal prepared by RDA Townsville and North West Queensland includes information on the deliverables, tentative timelines, the high level budget and contributions sought. I look forward to your advice by 18 September in regard to your commitment (subject to your internal processes) to continuing in this partnership. I will provide consolidated feedback from our RRTG to RDA by 21 September and invoices will be sent out on 23 September. I understand you may still have a formal process to approve the expenditure but hope that we can lock in all partners and payments in October so that we can get on with the big job ahead of us. We still have around $4 billion of road upgrades required for our combined network over the next 15-20 years! Should you have any further enquiries please do not hesitate to contact the undersigned. Progress to date - Key milestones 2013 - 2020

• 2013 December – convened a forum in Longreach to engage and assess interest in collaboration on road issues

• 2014 August – convened a forum in Mount Isa on the way forward

• 2015 – financial partners came on board, the first plan was developed

• 2016 February - Inland Queensland Roads Action Plan 2016 launched with 33 local governments, 5 RDAs and RACQ as partners

• 2016-2018 - advocacy based on the above Plan, work commenced on the update of the Plan

Scope of works – driven by our vision

The IQ-RAP vision - to increase the quality and accessibility of the road networkcontributing to Australia’s productivity, quality of life, safety and equityoutcomes.

IQ-RAP objectives:

• Sustainable jobs - in local government, local businesses

Multi-criteria assessment (MCA) was used to prioritise road projects into five year tranches based on agreed criteria:

• Economic value – added TraNSIT

• Safety – added AusRAP

• Strategic intent

• Access

• Social value

16,200 km of inland roads were assessed and thegap analysis identified:• Nearly 3,000 km of strategically important roads require

upgrading over 18 years

• More than 300 bridges and culverts require upgradingover 18 years

There is a mix of national, state and local roads:

• National - 16.8% of road length

• State – 69.8%

• Local – 13.4%

Scope of works - the road network will be re-confirmed*, a new gap analysis undertaken based on current data from TMR on road conditions (we will need to request this as in previous years) and a new MCA process will be undertaken to prioritise the road projects over 15+ years.

* A road can be added if of strategic importance to freight movements

Advocacy – achieving recognition and funding of IQ-RAP priorities

In September 2018, the Federal Opposition committed $500million to IQ-RAP with the Opposition Leader Bill Shorten putting into his media release “Federal Labor’s commitment to making this substantial investment in Queensland’s vital roads and highways follows the strong advocacy and work of the Inland Queensland Roads Action Project which brings together 28 local governments, five RegionalDevelopment Australia committees and RACQ”

The LNP coalition then countered on 27 March with the announcement by the Deputy Prime Minister of ROSI ($730 million with about$500+ on IQ-RAP), the largest ever single commitment to funding of roads in western Queensland. IQ-RAP Deputy Chair Cr Jane McNamara was invited to the announcement.

In public forums the former Minister for Northern Australia Senator Matt Canavan frequently recognised the good work of the IQ-RAP to influence their decisions and complementing the work of CSIRO on TraNSIT including on the northern and beef roads.

In the last state election the LNP Party stated “The LNP supports IQ-RAP because, like you, we want to build road and bridges Queensland needs….I want to commend the IQ-RAP Working Group along with the 33 supporting councils for their work and advocacy for increased funding in Inland Queensland..”

In the same election the PHON Party stated in their policy statement “ One nation has met with the RACQ and Inland Queensland Road Action Plan Group (IQ-RAP) to discuss the future of our State. The Inland road network is in urgent need of funding and maintenance, as well as future-proofing against natural disasters. ..One Nation will work with IQ-RAP partnerships, Federal Government and State Government to prioritise the scope of works needed to repair our road infrastructure…and...commit to a program to upgrade and maintain inland regional Queensland roads…”

PURPOSE:The purpose of the report is to seek support from Central Highlands Regional Council (Council) to endorse Councillor Janice Moriarty with undertaking further study at University of Southern Queensland.

OFFICER RECOMMENDATION:That Central Highlands Regional Council support Councillor Janice Moriarty in undertaking research through University of Southern Queensland on the community engagement network or Community Reference Groups within the Council region.

REPORT:

Background Councillor Janice Moriarty has been undertaking post graduate study for a number of years.

The Community Reference Group (CRG) process that is imbedded at Council is renowned as being leading practise regarding community engagement in a Local Government setting. The process has been used as a platform for other Local Governments to base their community engagement processes on.

Discussion/Current issueCouncillor Janice Moriarty has requested that Council provides approval as part of her Doctoral Candidate studies through the University of Soutern Queensland to undertake research on the community engagement network or the CRG’s that Council has established to build community capacity.

It is anticipated that the research will provide valuable insight about the unique ways that Council conducts community capacity building in a rural Local Government setting.

Councillor Janice Moriarty will continue to update Council as key research milestones are achieved.

CONSIDERATIONS / IMPLICATIONS:
