Wednesday March 6, 2019 6 STATE TIMES NEWS JAMMU: Governor Satya Pal Malik and Dr. Jitendra Singh, MoS, PMO on Tuesday launched the Pradhan Mantri Shram Yogi Maan Dhan (PM-SYM) Scheme, a pension scheme for unorgan- ised sector, at the Convention Centre here. Khurshid Ahmed Ganai, Advisor to Governor; Jugal Kishore Sharma, and Shamsher Singh Manhas, Members of Parliament; Chander Mohan Gupta, Mayor JMC were among the dignitaries present on the occasion. Lauding the initiative of the Union Government in conceptualising this exclusive scheme, Governor described it as a significant step towards benefitting the workers in Country's un organised sector. Governor on the occasion of launch of PM-SYM, announced that the first month instalment on behalf of registered beneficiaries will be contributed by the State Government. Noting that the Scheme has been launched with the high- ly laudable objective of providing social security coverage to labourers and work- ers in the unorganised sector, he observed that the Government will make the best possible effort to ensure that benefit of the newly launched Scheme reaches every eligible beneficiary in the State. Dr. Jitendra Singh described PM- SYM as a mega pension yojana having potential to bring social transformation in the unorganised sector in India where in 10 crore labourers and workers are expected to avail the benefit of this Scheme within next five years making it one of the largest pension schemes of the world. He said that the 'Scheme' has also targeted the youth of India with the pur- pose to aware them about the need of financial planning when young in order to secure their old age Khurshid Ahmed Ganai, Advisor to Governor, highlighted main features of the Scheme and informed that this pen- sion Scheme shall provide workers and labourers in the Unorganised sector, an assured monthly pension of Rs. 3,000 from the age of 60 years on a monthly contribution of a small affordable amount during their working age. Saurabh Bhagat, Commissioner Secretary Labour and Employment Department, while welcoming the Guests, gave a detailed description of the Scheme. Governor handed over PM-SYM Cards among the beneficiaries on the occasion. A large number of workers and labour- ers were present on the occasion. TSEWANG RIGZIN LEH: Masters working under Rashtriya Madhyamik Shiksha Abhiyan (RMSA) in Leh district staged a protest demonstration at the Chief Education Officer's office Leh on Tuesday demanding release of their pending salaries, which have not have been paid since November last year. Masters submitted an en- masse joining report to the CEO office after reopening of schools and warned authorities that they would not resume their duties till issue of their pending salary and promotion cases are resolved. "Our salaries have not been released since November last year and same has not yet been streamlined with the 7th Pay Commission recommenda- tions. Despite assurances from all quarters over the months, the issue has not been resolved till date," Stanzin Sherap told reporters here. The protestors further said that masters working under RMSA have been constantly suffering due to pending salary budget since imple- mentation of 7th Pay Commission recommenda- tions. "Unlike others employ- ees, the benefit of 7th PC has not been given to us and monthly salary from June to October 2018 was released as per 6th Pay Commission. Since then, funds on account of salary from November 2018 to till date has not been sanctioned," the aggrieved teachers of Leh district stat- ed in a letter addressed to the Chief Education Officer Leh. They further alleged that the situation has made their lives miserable and dif- ficult to survive from many aspects like repaying bank loans, payment of children school-fee etc. "Despite frequent interac- tions with the higher author- ities to resolve the issues, it is quite unfortunate that we have been kept deprived of our right without any fault. Hence, we are submitting our joining report to your office and will not resume duty at the place of postings till release of pending salaries and permanent solution for regularly pro- moted masters working against contractual posts is formulated," the masters informed officially on record. CEC, LAHDC Leh, Jamyang Tsering Namgyal told media that he was aware of the issues and has already taken it up with higher authorities. He informed that State Government has earmarked an amount of Rs 1000 crore to clear all pend- ing salaries and hoped that same will be released after uploading on Budget Estimation, Allocation & Monitoring System (BEAMS). "I have taken up the matter with higher authorities and the pending salaries will hopefully be released within few days. However, the issue should not be generalised. It's a problem with RMSA alone," the CEC added. While acknowledging the problems being faced by masters under RMSA, Joint Director Education Ladakh, Tashi Dolma said that the problem was caused by pro- cedural delay due to several reasons and further hoped that the pending salaries would be released within days. Department of Culture; Zulfikar Ali, Representatives of Archaeological Survey of India and Sanrakshan Heritage Consultants Private Limited attended the meeting. Governor gave approval to the Master Plan for Conservation and Adaptive Re-Use of Mubarak Mandi Palace Complex as per the proposed Zoning(A-F) which includes Central Courtyard, Knowledge Centre, Interpretation and Collection Galleries, Lifestyle, Experiential Spaces, and Crafts Centre. Execution of these sub projects will be funded under Jammu and Kashmir Infrastructural Development Financial Corporation Ltd. for an estimated amount of Rs. 66 crore. Governor observed that the Mubarak Mandi Palace Complex represents the unique and rich cultural heritage of Jammu and Kashmir and its repair and renovation should be done by observing com- plete heritage norms and using material similar to the old construction mate- rial. He stressed appropri- ate maintenance of Parks and Gardens in the com- plex and directed Sh. Sanjeev Verma to identify suitable parking space for the visitors and residents of the adjoining areas. On being informed about the progress of preserva- tion and shifting of archival records to old information building, and to date completion status of various buildings in the Complex, Governor emphasised on expediting digitization of the archived records belonging to the Dogra period and throwing open to visitors the part of the Complex which gets completed. Governor advised Samphel to fully develop the potential tourist places of Jammu region so that tourist and pilgrim traffic could be diverted to the scenic places of Jammu. According Mela Officer, more than 1.6 lakh pil- grims visited the holy town during the three day Mela. On the concluding day of the festival, traditional Dangal was organised here at High School Ransoo. A large number of tourists and local peo- ple witnessed the event. Around 20 wrestlers from across India partici- pated in the contests of which the highest bout with a cash prize of Rs 16000 was bagged by Nisar of JKP from Doda. Two young female wrestlers, Poonam Sharma and Rehana Akhtar also participated in the dangal and won huge applause. STATE TIMES NEWS JAMMU: National Conference on Tuesday called for simultaneous elections to Lok Sabha and Legislative Assembly in Jammu and Kashmir, say- ing that recent incident- free conduct of Panchayat and civic polls in the State stands testimony to con- ducive atmosphere for the democratic exercise. A three-member National Conference delegation, led by Provincial President Devender Singh Rana, comprising Sajjad Ahmed Kichloo and Javed Rana, met the Election Commission team headed by the Chief Election Commissioner Sunil Arora here and put forth the demand of National Conference for immediate elections to Legislative Assembly. "Duly elected and repre- sentative Government has no alternative, no matter how experienced the Advisors assisting the Governor in running the administration may be," Rana told the visiting team adding that even the worst of the elected Government is better than selected dis- pensation. He said that the state is passing through a difficult phase with border shelling taking toll of peo- ple in forward areas. To mitigate their problems and to meet challenges being faced by the State, the need for elected govern- ment is all the more impor- tant, he said. "Sagacity demands hold- ing of elections on immedi- ate basis, as any delay will only deprive the people of their own government," Rana said, hoping that the Election Commission of India will take a call on this keeping in view the demo- cratic aspirations of people of the State. He said that restoration of democracy is in the larger interest of people and the State, espe- cially in view of the obtain- ing situation. Given the multitude of issues faced by the people, there is immense need of a popular government so that the elected representatives can reach out to them and address their problems, he added. The Provincial President said that holding of elec- tions without further delay will go a long way in improving the situation, as attempts of communalism and regionalism besides voices of jingoism has potential of vitiating the peaceful atmosphere. These tendencies can be checked only by the chosen representatives of the peo- ple. Reposing full faith in the institution, Rana also exud- ed confidence that the ECI will ensure free, fair and transparent elections. Rana recalled how the elections to Legislative Assembly were conducted in Governor's Rule during the tenures of L K Jha decades ago, Gen K V Krishna Rao in 1996 and as lately as in 2008 by Governor N N Vohra in backdrop of Amarnath land row agitation. "We see no reason why the smooth and simultaneous elections to Lok Sabha and Legislative Assembly cannot be held now under the present dis- pensation, especially in wake of smooth conduct of Panchayat and urban local bodies' polls," Rana told the Commission, hoping that an early decision will end political uncertainty in the State. NC delegation meets EC; seeks simultaneous LS, Assembly polls in J&K STATE TIMES NEWS JAMMU: Congress President, Rahul Gandhi on Tuesday reviewed post -Pulwama attack situation in Jammu and Kashmir and ongoing tension between India and Pakistan, during a meeting of senior leaders from J&K held at the Union capital. AICC President, accompanied by the Leader of Opposition in Rajya Sabha, Ghulam Nabi Azad and AICC General Secretary, Ambika Soni (MP), Incharge J&K, took feedback from Pradesh Congress leaders and expressed concern over the tense situation along borders. Rahul took stock of present situ- ation along the International bor- der and the Line of Control and security scenario in the State. Many important issues were also discussed in the meeting. The party leaders also had detailed discussion over the ways and means to be adopted for further strengthening the party at grass root level in the State. The senior AICC leaders asked PCC functionaries to reach out to masses, especially border dwellers and render helping hand to them. Expressing party's resolve to fully support the Union Government at this hour, the Congress leaders said that entire country is one against terrorism and asked the cadre to gear up their activities and remain vigi- lant against designs of divisive forces. State Congress leaders call on Rahul, Azad; discuss issues STATE TIMES NEWS JAMMU: A Division Bench of State High Court comprising Chief Justice Gita Mittal and Justice Sindhu Sharma on Tuesday directed F.A Natnoo, AAG and Vishal Bharti, Dy.AG to ensure that reply on behalf of four respondents shall be posi- tively filed during the course of the day. The court direction came in a Public Interest Litigation filed by Sudesh Langeh seeking quashment of Jammu and Kashmir Prevention of Beggary Act, 1960 along with Jammu and Kashmir Prevention of Beggary Rules, 1964 alleg- ing that the same is uncon- stitutional as it violates the Fundamental Rights guar- anteed under Articles 14, 19, 20, 21 and 22 of the Constitution of India. DB further observed that Vishal Sharma, ASGI has submitted that P.S Chandel, CGSC would appear on behalf of fifth respondent and that the reply on his behalf shall be positively filed within three days from today. DB further directed that in the meantime counsel for the parties may exam- ine the Division Bench Judgment of Delhi High Court dated August 8, 2018 passed in W.P.(C ) No. 10498/2009 and con- nected writ petitions which covers the issues raised herein. STATE TIMES NEWS JAMMU: A Division Bench of State High Court comprising Chief Justice Gita Mittal and Justice Sindhu Sharma on Tuesday directed Member- Secretary, J&K State Legal Services Authority (JKSLSA) to file status report before the next date of hearing with regard to programmes which were to be undertaken by the dis- tricts administrations of J&K for educating the chil- dren regarding sexual vio- lence, culpa- bility of young offenders as also issues relating to the cyber offence, as it was directed by the DB in its order dated February 6, 2019. The court direction came in a Public Interest Litigation (PIL) filed by Advocate Shivan Mahajan against child abuse. After hearing Advocate Parimoksh Seth for the PIL, the court observed that the status report on behalf of the State shall be filed in the Registry during the course of the day. Let the same be so filed with an advance copy to the coun- sel for the petitioner who may examine the same and make submissions on the next date of hearing. DB further observed that Member-Secretary, J&K State Legal Services Authority has not filed the report in terms of its last order dated February 6, 2019. Reposing full faith in theinstitution, Rana also exud-ed confidence that the ECIwill ensure free, fair andtransparent elections.

Rana recalled how theelections to LegislativeAssembly were conductedin Governor's Rule duringthe tenures of L K Jhadecades ago, Gen K VKrishna Rao in 1996 andas lately as in 2008 byGovernor N N Vohra inbackdrop of Amarnath landrow agitation. "We see noreason why the smooth andsimultaneous elections toLok Sabha and LegislativeAssembly cannot be heldnow under the present dis-pensation, especially inwake of smooth conduct ofPanchayat and urban localbodies' polls," Rana told theCommission, hoping thatan early decision will endpolitical uncertainty in theState.
