Dean Andrew reported the feeling of the Executiv e

Committee that size was not the most important consideratio n

in assessing the value of the Summer Session . The Joint

Board of the College of Education had recommended to th e

Minister of Education that the minimum educational qualificatio n

for elementary teachers should be raised from two to thre e

years after University entrance, and if this recommendatio n

were approved and put into effect, the registration a t

Summer Session would probably decrease .

Report on the VictoriaCollege Summer Session

The report on the 1961 Victoria College Summe r

Session was also returned to the agenda . It was noted that

registration at Victoria College would be affected by th e

same circumstances as that at the University .

British Columbia SchoolTrustees Association

A request of the British Columbia School Trustee s

Association for representation on the Senate had been referre d

to the Executive Committee . Dean Andrew stated that th e

Committee recommended that no ad hoc changes should be made

in the membership of Senate until the Senate Committee on

University Academic Organization had completed its study o f

more urgent problems and was in a position to examine th e

composition of Senate as a whole .

Candidates for Degree sand Diplomas

Lists of candidates for degrees and diplomas a t

the Congregation on October 26th, as recommended by th e

various Faculties, were circulated at the meeting . The

Registrar reported that the total was 562, compared to 50 4

in 1960 .

About thirty students at Victoria College ha d

completed requirements for the degrees of Bachelor of Art s

or Bachelor of Education during the Summer Session . Of

these, thirteen had requested that their degrees be conferre d

at the University in the Autumn Congregation, while th e

others were prepared to wait until the spring of 1962 .

the Faculty of Applied Science beapproved as recommended.

Since the Department of Mining and Metallurgy had

for some years been concentrating most of its attention o n

Metallurgy, with consequent limitation of work in Mining ,

the Faculty of Applied Science recommended that a ne w

Department of Mining and Geological Engineering should b e

established in the Faculty of Applied Science, and that th e

name of the Department of Mining and Metallurgy should b e

changed to the Department of Metallurgy .

Dean Myers stated that this would involve certai n

minor budget changes, but no increase in cost . He proposed

to recommend to the Board of Governors, if the change i n

Departments were approved, that the Head of the Departmen t

of Geology should also head the Department of Mining an d

Geological Engineering .

The Faculty of Graduate Studies had approved an d

recommended to Senate the following new courses :

Dean Scarfe explained that the new courses in

Education were actually changes in content of present course s

to a more advanced level, resulting from Senate's earlier

approval of an undergraduate course, Education 482 .

Following discussion on the effect of introduction

of new graduate courses on the existing undergraduat e

programme, it was moved

Dean Gage stated that the Executive Committe e

had been handicapped in its discussion by lack of informatio n

on the facilities available, and the courses and fields o f

study proposed . In addition, the Committee felt that as a

matter of policy, proposed new programmes should be studie d

in some detail by the Executive Committee before they wer e

presented to Senate .

of a Ph .D . programme in Geography beamended to approval in principle ,subject to a detailed report at thenext meeting from the ExecutiveCommittee following its study of th eproposal in consultation wit hrepresentatives of the Faculty o fGraduate Studies, the Dean of theFaculty of Arts and Science, th eHead of the Department of Geography ,and others concerned .

Additional Extra-sessionalCourses

At the request of the Faculty of the College o f

Education, the Department of University Extension recommende d

approval for the offering of two additional single-ter m

courses in Education in Chilliwack and one in Nanaimo during

1961-62 .

Reports of Committee s

University Academic Organization

A report and recommendations on admissions polic y

approved by the Senate Committee on University Academi c

Organization in the interests of higher education in British

Columbia had been circulated prior to the meeting . In

addition, a summary of the effect of the proposed regulation s

on freshmen entering the University in 1961-62 was distribute d

at the meeting . Dean Gage presented and explained th e

proposals .

Points raised during the discussion which Senat e

felt should be borne in mind included the necessity for

flexible interpretation of the regulations during the firs t

year they became effective, the 1960 proposal of the Boar d

of Examiners that minimum academic qualifications fo r

admission to the University should be raised by increasin g

failure rates, and the desirability of increasing the number s

of qualified students who entered the University and o f

providing alternative forms of higher education for student s

likely to benefit from it .

The three proposals of the Committee, in wordin g

which might be amended for use in the University Calendar ,

were as follows :

1 . Only those students will be admitted from Grade XI I(B .C .) to the next Winter Session who, as a resul tof recommendation or written departmenta lexaminations in June, obtain full standing inGrade XII . This would delay the acceptance by th eUniversity of those students who complet edeficiencies by means of the August supplementals .

2. Students enrolled in Grade XIII (B .C .) will be givenno credit by the University unless thay pass in atleast three of the required five subjects in th edepartmental examinations conducted in June ; thos ewho do not do so will be required to complete th efull programme by Senior Matriculation before thei rapplications for admission to the University wil lbe considered .

3. Students from other provinces and other countrie swill be admitted only at the Senior Matriculatio nor higher level, and then only if, in addition t omeeting the entrance requirements of the Universit yof British Columbia, they also meet the entranc erequirements of the university or universities o ftheir own province or country . Consideration wil lbe given, however, to admitting at other level swell qualified applicants from other provinces o rcountries where Senior Matriculation is not offered .

The Kerrisdale Hi-Y Teens of Magee High Schooloffers scholarships to members beginning studie sat the University. Winners are selected on thebasis of academic achievement throughout the schoo lterm and consistent participation in Hi-Y Teen sactivities .

South Vancouver B. C . Branch 16 Canadia nLegion Bursaries

Two bursaries of $125 .00 each are offered tostudents entering the University from DavidThompson or John Oliver High School, Vancouver .Preference will be given to sons and daughters o fveterans . The awards will be made on the basi sof academic standing and need .

The Russell Food Equipment Limited Scholarship

A scholarship of $350 .00, the gift of Russell Foo dEquipment Limited, will be awarded annually to ahigh ranking student taking a dietetic major andentering the Fourth Year in the School of HomeEconomics . The award will be made to a studentwho has maintained high academic standing in th ethree previous years, has demonstrated persona lqualities appropriate for a professional dietitian ,has spent at least one University summer vacatio nin the dietary or food service department of a napproved institution, and will complete professiona lpreparation through interneship . The selection ofthe winner will be made by the School .

The awardwill be made to the student who, in the opinionof the Department, has the best record in th epractical and theoretical aspects of game managemen tand needs financial assistance to continue hi sstudies .

The Comitas Club Bursary

Proposed Faculty of Dentistry

The President referred to the approval given b y

Senate in 1956 to Dr . J . B . Macdonald's Prospectus on Denta l

Education, and the recommendation of Senate at that time t o

the Board of Governors that they urge the Government t o

implement the report and establish a Faculty of Dentistr y

at the University as soon as appropriate financial and othe r

arrangements could be made without prejudice to existing

Departments of the University . The Board of Governors had

recorded a similar position .

At the request of the University, and in

co-operation with representatives of the College of Dental

Surgeons of British Columbia, Dr . Macdonald had returned t o

the province in the summer of 1961 to review the situatio n

with respect to dental training . Dr. Macdonald had conclude d

that the need for more dentists was greater now than it had

been at the time of his earlier visit, and that there was

training facilities in Canada .

Dr . Mather added that Dr . Macdonald, in additio n

to re-iterating his previous recommendation that a Facult y

of Dentistry be established, had brought up to date hi s

estimate of capital and operating costs, and had stressed

that the Faculty should not be established unless th e

University were assured of adequate funds for both capita l

and operating costs in addition to the funds at presen t

provided or visualized for the future for other purposes .

Report on Registration ,Winter Session, 1961-62

Copies of a report on registration by Facultie s

and years for the Winter Session 1961-62 were circulated

at the meeting. The Registrar commented that the mos t

noteworthy change from 1960-61 was an increase of 30% in

registration in Second Year Arts and Science, and an

overall increase of more than 20% in the Faculty of Art s

and Science . Total registration as of mid-October was

13,063, compared to 11,657 at the same period in 1960 .

Alexander Russell Lord died September 14, 1961, i nVancouver at the age of 77 . Dr. Lord devoted his lifeto the cause of education in British Columbia . principal and then as a provincial inspector invarious districts until 1936. At that time he wa sappointed principal of Vancouver Normal School ,a post that he held until his retirement in 1950 .After his retirement he lectured first at th eVancouver Normal School and later at the Facult yof the College of Education of the University o fBritish Columbia .

He well merited his distinction as one o fthe Province's foremost educators, and he wa saccorded recognition for his deep interest i nand contributions to education . He was a memberof the Senate of the University from 1936 unti lhis retirement . In 1948-49 he held the presidenc yof the Canadian Educational Association . In 1950he was granted the Fergusson Memorial Award fo rhis "outstanding contribution to education i nBritish Columbia" . In the previous year he ha dbeen an educational adviser to the United Nations .The University of British Columbia recognized hi sdistinction by awarding him the degree Doctor o fLaws, honoris causa, in 1948 .

While he concentrated his efforts upo neducation at all levels, he did not forget hi sresponsibilities to the community as a whole .He was president of the Children's Aid Society ,and he chaired a special committee on drugaddiction under the auspices of the Communit yChest . For many years he was a governor o fUnion College of British Columbia .

With the death of Alexander Russell Lor dwe have lost one of the pioneers of education i nthis Province .

The following day the President had gone t o

St . John's, Newfoundland, along with the heads of all th e

other universities and many of the colleges of Canada, t o

the opening of the new campus and new buildings of th e

Memorial University of Newfoundland . Mrs . Eleanor Roosevel t

had officiated at the ceremony . The University had als o

held its first Convocation for the award of honorary degrees .

Copies of the programmes and local newspapers were on displa y

in the Board and Senate Room . The President commented

particularly on the support given by the Premier an d

Government of Newfoundland to their University .

On October 12th, the President had delivered th e

Samuel Robertson Memorial Lecture at Prince of Wales Colleg e

in Charlottetown .
