1. Work Shift ● Day shift (M-F), with Saturday as a makeup day.

2. Traffic

● From Jan. 3-5, there will be temporary single-lane closures on Noblestown

Road between Cooks Road and the Robinson Township Municipal Building

for crews to safely build an access road to the construction site. Flaggers will

be controlling traffic during daylight hours.

3. Earthwork ● Pre-blast surveys will be going out for all properties within 1,000 feet of blasting

areas.

4. Roadway and Bridge Work ● Roadway and bridge work is planned in early 2019.

5. Gas/Oil Wells ● There are gas/oil wells within the 55A2 project that will be capped and plugged.

This work has not yet been scheduled.

6. Noise/Dust/Runoff Control ● Preliminary clearing is ongoing to prepare for access and mobilization.

WEEK ENDING DECEMBER 28, 2018 SECTION 55B • CECIL AND SOUTH FAYETTE TOWNSHIPS IN WASHINGTON AND ALLEGHENY COUNTIES Contractor: Fay

1. Work Shift ● Double shifts, five days per week (M-F), ending at 10 p.m. with Saturday as a

makeup day. No work was scheduled during the week of Christmas. Work will resume on Jan. 2, 2019.

2. Traffic ● There may be 10-minute stoppages and single-lane closures on S.R. 980 from 8

a.m. to 4 p.m. for overhead bridge work. These restrictions will not occur during periods of adverse winter weather.

● Upper Laurel Hill Road will remain closed until paving can take place in the spring.

3. Earthwork ● Major excavation work will continue at the eastern end of the project near Laurel

Hill Road. This activity will take place during day and evening shifts. ● Blasting for the major excavation is complete. There remains a possibility that

blasting will be required for the excavation of Pond 3B along the east side of S.R. 980. The contractor will give a 30-second horn blast, wait 30 seconds and repeat. There is one minute between the time of the first horn until the actual blast occurs. Usually five to 10 minutes after the blast, and upon review of the blast area, the all-clear siren will sound.

4. Roadway and Bridge Work ● Concrete pavement is not anticipated to start again until spring. ● No concrete placement on the bridge deck is planned until spring. ● It was determined that paving Laurel Hill Road during this time of year may be

detrimental to the quality of the future township road. The contractor will be responsible for maintaining access through the winter for residents affected by the work.

5. Gas/Oil Wells ● Well pad construction and equipment mobilization will continue. ● This work has shut down for the holidays and will resume on Jan. 2, 2019.

6. Noise/Dust/Runoff Control

● Two water trucks are working throughout the project area to control dust during dry periods.

● A street sweeper is on-site and will be deployed to clean public roads as needed. ● Erosion and sedimentation control measures are in place, functioning and

inspected weekly, as well as after every rain event.

WEEK ENDING DECEMBER 28, 2018 SECTION 55C1-1 • CECIL AND SOUTH FAYETTE TOWNSHIPS IN WASHINGTON AND ALLEGHENY COUNTIES Contractor: Beaver Excavating Co.

1. Work Shift ● Single 10-hour shift (M-F), with Saturday as a makeup day.

2. Traffic ● Millers Run Road (S.R. 3001), Cecil-Sturgeon Road (T-842) and Cecil-Reissing

Road (T-840) are closed.

● S.R. 50 has long-term single-lane closures that will be in effect for motorists

traveling in both directions on S.R. 50 between S.R. 978 and S.R.1001 (Reissing

Road) for approximately 0.4 miles. The right lane in each direction will be closed.

3. Earthwork ● Major excavation work continues between Cecil-Reissing Road and

Cecil-Sturgeon Road and for the embankment at Abutment 1 west of Millers Run

Road.

● Blasting is occuring between Cecil-Sturgeon Road and Millers Run Road. The

contractor will give a 30-second horn blast, wait 30 seconds and repeat. There is

one minute between the time of the first horn until the actual blast occurs. Usually

five to 10 minutes after the blast, and upon review of the blast area, the all-clear

siren will sound.

● Mine grouting operations continue west of Cecil-Reissing Road at the 48-inch

culvert area. Mine grouting operations have commenced east of S.R. 50.

4. Roadway and Bridge Work ● Substructure work continues for the bridges that will span Millers Run Road and

S.R. 50.

● Construction of a 9-foot-by-9-foot box culvert will continue. Concrete needs to be

placed at the headwall at the outlet side of the 9-foot-by-9-foot box culvert. This

culvert is located adjacent to the former Cecil-Reissing Road.

5. Gas/Oil Wells ● All gas/oil well work is complete for Section 55C1-1.

WEEK ENDING DECEMBER 28, 2018 SECTION 55C1-2 • SOUTH FAYETTE TOWNSHIP IN ALLEGHENY COUNTY Contractor: Trumbull Corp.

1. Work Shift ● Day shift is working Dec. 26-29.

2. Traffic

● Hickory Grade Road is closed, and traffic is being detoured. Construction vehicles access the work site between S.R. 50 up Parks Road and onto Hickory Grade Road.

● Construction vehicles also use Bowman Road to access two work-site entrances.

3. Earthwork ● Earthwork is ongoing at the far east end of the project between old Coal Pit Run

Road and County Line Road. ● Large-scale earthwork continues on the hilltop adjacent to S.R. 50, in the valley

adjacent to Parks Road and at Hickory Grade Road. ● A 12-foot-by-5-foot cast-in-place concrete box culvert is being installed at Coal

Pit Run. ● Blasting will continue on the hilltop adjacent to S.R. 50, as well as at Hickory

Grade Road. ● For all blasts, the contractor will give a 30-second horn blast, wait 30 seconds

and repeat. There is one minute between the time of the first horn until the actual blast occurs. Usually five to 10 minutes after the blast, and upon review of the blast area, the all-clear siren will sound.

1. Work Shift ● Day shift (M-F) 10 hours, with Saturday as a makeup day.

2. Traffic ● Morgan Road is closed to traffic between Morganza Road and I-79. Traffic is

being detoured using County Line Road.

● Intermittent traffic stoppages and/or single-lane closures of Morganza Road may

occur as the contractor performs work. Flagging is provided and will be provided

when construction vehicles cross Morganza Road.

3. Earthwork ● Construction of erosion and sedimentation basins and ponds is taking place.

● Delivery of Type B rock borrow is occurring.

● Construction of future Morganza Road embankment is ongoing.

4. Roadway and Bridge Work ● Preparations for roadwork are beginning.

5. Gas/Oil Wells ● Preparations for well removal are beginning.

6. Noise/Dust/Runoff Control ● Erosion and sedimentation control measures are in place, functioning and
