Older adults and those with underlying health issues are most at risk of contracting COVID-19. Many will incur significant expenses related to sheltering in place or taking other measures to protect their health. Older adults with fixed

or limited incomes, and those with few resources, may face foreclosure, eviction, and other financial challenges in the near and long term.

This Practice Tip focuses on the protections that have been put in place recently

to protect consumers at risk of financial harm. Many of the protections put in place for consumers in response to the COVID-19 pandemic mirror those adopted by governments after a major disaster.

FCC: COVID-19 Telehealth Program Application Portal

On Friday, April 10, 2020 , the Federal Communications

Commission announced information regarding the

Commission’s COVID-19 Telehealth Program Application Portal

opens on Monday, April 13 at 12:00 p.m. ET . The COVID-

19 Telehealth Program will provide $200 million in funding,

appropriated by Congress as part of the Coronavirus Aid, Relief,

and Economic Security (CARES) Act, to help health care

providers furnish connected care services to patients at their

homes or mobile locations in response to the COVID-19

pandemic.

A webinar presentation to assist applicants in preparing their

applications will be available on Monday, April 13, 2020 at 11:00

a.m. ET on the COVID-19 Telehealth Program page

at www.fcc.gov/covid19telehealth.

April 8, 2020 Message from JABA CEO, Marta Keane: Being Carriers of Hope

JABA staff members have been doing an amazing job of staying connected with our members, clients, families. And they all appreciate it. It may look and feel different, but they are continuing to provide great services and supports to the seniors in our community. And the preschoolers who attend our Shining Star Preschool. The Adult Care Centers and Community Senior Centers teams are working together to identify needs and keep connected. Indeed, we received this nice message

from Brenda Wilson, a geriatric care manger with over 30 years of experience: "I just wanted to tell you how impressed I am with services you offered at the Adult Care Program and now in reaching out to some of your clients at home. One of my Geriatric Care clients was so happily using your services prior to COVID-19. We chatted recently and I was so pleased to hear that Danielle [Flippin,Charlottesville Adult Care Center manager] had been

reaching out, sharing resources and activities for home use.You folks are the best!" Community Senior Center managers and activities assistants are planning a monthly print newsletter for their members. And they are also putting together Cheer Kits to be sent out soon. We are also finding more of our members are identifying the need for home delivered meals. Although “independent”, the threads that hold that together are starting to unravel during this challenging time. So we are glad to get our Mom’s Meals delivered. And Emily Foreman, our nutrition manager, is working with the Senior Food Bag Program at the food bank to get more support, especially in the Scottsville and Esmont areas.

Speaking of the food bank, the Blue Ridge Area Food Bank found that many of their volunteers were unable to continue assisting. So Winter

Broadhurst, our volunteer coordinator, connected some of the volunteers who offered to help us with food deliveries with those at the food bank. On

April 7 JABA & JAUNT volunteers joined BRAFB staff at the Nelson County Heritage Center [photo left, courtesy BRAFB] to help lead a low-touch Mobile Food Pantry distribution. On our Facebook pages, Kelly Langan, our activities coordinator for the Charlottesville Adult Care Center, did a live demonstration baking her famous banana bread [Watch], with wonderful show tunes playing in the background. And Danny Harris, our Nelson County Community Senior Centers manager, led viewers through a live exercise program [watch] from Healthy Steps. We may have budding TV personalities! Meanwhile, our friends at The Center have a number of online fitness programs for seniors available.

I was reading an article by author, Jack Kornfield and I thought it had some wonderful thoughts that would apply to our current situation. He felt that the reality of interconnection might be highlighted now. We need isolation to see how much we need one another. He points out that we have a a choice about how we respond. If we respond with greed, hatred, fear or ignorance, it brings more suffering. If we respond with generosity, clarity, steadiness and love, then we radiate compassion for all. April 16, 2020 is National Healthcare Decisions Day (NHDD), which exists to inspire, educate and empower the public and healthcare providers about the importance of advance care planning. And as Nathan Kottkamp, founder of National Healthcare Decisions Day, wrote recently, “…the importance of advance care planning is VERY real right now.” Indeed, here in the Charlottesville area, the Central Virginia

Advance Directives Collaborative (CVADC), a group of 50+ individuals 20+ area organizations, has been working collaboratively to raise awareness about the importance of advance care planning. New Grant Opportunities: Innovations in Nutrition Programs and Services

ACL has released two new Innovations in Nutrition (INNU) Funding Opportunities Announcements (FOAs) to conduct research and demonstration projects that enhance the quality, effectiveness, and outcomes of nutrition programs and services within the aging services network.

Funding Opportunity: ADRC Critical Relief Funds for COVID-19 Pandemic Response

ACL is announcing a $50 million funding opportunity to support efforts by Aging and Disability Resource Centers (ADRCs) to prevent, prepare for, and respond to the COVID-19 emergency.

The novel coronavirus has disproportionately affected older adults and people with disabilities. This funding will support ADRCs in their work connecting these populations to community resources, ensuring coordination across state and local agencies, and addressing pressing needs resulting from the pandemic including social isolation, food insecurity, and access to personal care services.

The funding is the result of the Coronavirus Aid, Relief, and Economic Security Act signed into law last month. All states and territories are eligible for funding and encouraged to apply. Funding will be distributed based on population estimates of individuals who are age 60 and older and individuals of all ages who have disabilities.

Seed Grants Available for the Creation or Expansion of Supportive Services to Grandparents and Other Relatives Raising Children

Proposals due Wednesday, June 10, 2020

The Brookdale Foundation Group has issued a Request for Proposals for the creation or expansion of supportive services to grandparents and other relatives raising children. Up to 15 programs will be selected to receive a seed grant of $15,000 ($10,000 and $5,000 respectively), contingent upon progress made during year one and potential for continuity in the future. Ongoing technical assistance will also be provided. Any 501(c)(3) or equivalent not-for-profit organizations can apply.

Selected applicants will be required to attend an Orientation and Training Conference, as guests, to be held October 22-24, 2020, in Teaneck, NJ.

Global Survey: Supporting Caregivers During the COVID-19 Pandemic

Do you or your organization provide respite care or other supports for family caregivers? The University of Wisconsin-Madison wants to hear how the COVID-19 pandemic has impacted your work.

The purpose of this survey is to understand the global impact of the COVID-19 pandemic on respite care services and identify best practices for supporting caregivers during this time. For reference, the survey uses the American terms “respite” for “short break” and “caregiver” for “carer.” Survey responses will be summarized and made available to other respite care partners in order to help promote shared learning.

This survey is part of a research project being conducted by Kim Whitmore, PhD, RN, CPN, Assistant Professor, School of Nursing, University of Wisconsin – Madison, USA. Project partners include the BREAK (Building Respite Evidence and Knowledge) Exchange, the International Short Break Association, and ARCH National Respite Network and Resource Center.
