My dear fellow exporters,
The Council presented the suggestions received from its members on the Annual Supplementto the Exim Policy for the year 2008-09 before the Director General of Foreign Trade (DGFT),New Delhi on November 02, 2007. In the submission, the Council pointed out the devastating effectthat Rupee appreciation has had on Indian engineering exporters. We have suggested to theGovernment a series of steps such as creation of a Foreign Exchange Stabilization Fund, greaterfinancial reforms, among others, for negating the effects of Rupee appreciation on Indian exporters.We have also suggested that the Service Tax exemption notification on Service Tax paid on postproduction exports should be enlarged to include taxes paid on foreign commission, participationin exhibitions abroad etc.; extension of DEPB scheme till 2010 when GST is expected to beintroduced; adoption of a list of best practices identified by the Council by all states in India forVAT refund; introduction of a raw material policy so that the SME sector can receive raw materialsat competitive price as also increases in DEPB and Drawback Value Caps; as also inclusion ofMica and Mica Products in FPS.
The DGFT officials including Shri R. S. Gujral, Director General of Foreign Trade were sympatheticto the effects of Rupee appreciation as also other suggestion that were made by the Council. Inparticular, they informed that with regard to enhancement of DEPB and Duty Drawback Value Capsas well as fixing of SION norms, the Council should request its members to make the necessaryrepresentation in the prescribed format i.e. Ayaat Niryat Form together with supporting data andshould then forward it to the DGFT and the Ministry of Finance so that these issues can beaddressed.
I would also like to point out that the RBI has extended the 2% interest subvention benefit on exportcredit from December 31, 2007 to March 31, 2007 while it has also liberalized the rules for bookingforward contracts to enable SMEs to benefit from hedging of foreign currency risks. While theseare, indeed, most valuable policy initiatives by the RBI, it is important that banks implement thepolicies announced by the RBI. It may be mentioned that banks are yet to operationalize the RBIannouncement that interest be paid on EEFC accounts. We have brought this up to the noticeof the DGFT also and do hope that the RBI will follow it up with the banks.

Preamble
EEPC India endeavours to foster exports of India�s state-of-the-art Engineering Industry into the global market.
Accordingly, EEPC is pleased to announce one of its major events � INDEE, St. Petersburg � to be held in Russia at
Lenexpo Fair Grounds in Gavan, St. Petersburg, Russia during 11-14 March, 2008. This is a major step forward to enter
into the Russian market.
Council is organizing this INDEE in association with Petersburg Technical Fair, organized by M/s. RESTEC Exhibition
Company, established in 1990 and is one of Russia�s top five exhibition companies. RESTEC holds over 100 events
including about 20 Russian collective expositions at the international exhibitions in Germany, France, UK, Italy, Finland,
Sweden and other countries on the annual basis. RESTEC�s exhibition activity in Russia have been awarded by Russian
Federal Ministries.
Petersburg Technical Fair is international specialised exhibitions held simultaneously under one roof � Metallurgy, Casting,
Tools, Metalworking technology, Compressors, Pumps, Valves and Bearings.
Over 300 companies from 16 worldwide countries participated in Petersburg Technical Fair during March 2007. More
than 10,500 visitors from 150 Russian Cities and 12 Countries visited this mega event.
Council has booked 2500 sq. mtrs. of space in Hall No. 8A of Lenexpo Fair Grounds at St. Petersburg.
India has been declared �Partner Country� at this Exhibition.

About Russia
Russia ended 2006 with its 8th straight year of growth averaging 6.7% annually since the financial crises of 1998. Althoughhigh oil prices and a relatively cheap Rouble initially drove this growth, since 2003-04 consumer demand and, morerecently, investment have played a significant role. A number of important reforms in the areas of tax, banking, labour
and land codes have raised investor confidence which led to surge in FDI to 14.6 billion US$ in 2005.
India and Russia :
Russia and India enjoy long standing historic relations. Immediately prior to the collapse of the Soviet Union, India wasthe largest trade partner. However, after its disintegration, total trade between India and Russia dropped drastically. Since2001-02 there has been no growth in India�s overall export to Russia. However, there has been a surge in import fromRussia to India. Since 2003-04, India�s trade balance with Russia is negative and on the rise.
In the engineering sector a growth is observed in export from India to Russia � 68% in 2005-06 over 2004-05. The majorareas of growth are :
- Manufactures of Metals; - Machinery and Instruments;
- Transport Equipments; - Machine Tools;
- Items of Iron and Steel.
In view of the present economic boom in Russia, imports to Russia are increasing significantly. In order to increase India�sshare in Russia�s global imports, it is being planned to organize an exclusive Indian Engineering Exhibition (INDEE) inSt. Petersburg.

Built up booth of minimum 9 sq. mtrs. are available which includes :

Larger booth in multiple of 3 sq. mtrs. are also available.
Participation Charge
One side open booth : Rs. 19,000/- per sq. mtr.
Two side open booth : Rs. 20,900/- per sq. mtr.
Due to limited availability of 2 side open booths, allocation will be done on first-come-first-served basis subject to receiving
full payment.
Payment & Cancellation
Full payment should be made along with Application Form, duly filled in latest by 15th November, 2007. The payment should
be made by way of Demand Draft drawn in favour of �Engineering Export Promotion Council� payable at New Delhi.
Reservation requests will be considered only after receiving 100% payment. 50% cancellation charge applicable if
reservation is cancelled before 15th December, 2007. Any cancellation after this date would result in 100% forfeiture.
Acceptance of application and allocation of space will be at the sole discretion of the Council.
Shipment of Exhibits
In order to facilitate shipment of exhibits, Council will appoint a Shipping Agent.
Selection Criteria
Final selection of the participants will be done by a Committee based on the criteria such as Accreditation to the International
Standards (like ISO, QS, etc.) foreign collaboration, annual export, and exports to Russia.
Travel and Hotel Accommodation
Council will assist participants in locating suitable air lines and hotels at St. Petersburg, Russia at negotiated rates through
accredited Travel Agents. However, participants are free to stay and travel through their own agencies.
Visa
Council will issue a recommendation letter for the representatives of the company participating in INDEE for the grant of
visa to visit St. Petersburg for the show. EEPC will not give any guarantee for the grant of visa to any participant, as this
is the sole discretion of the Russian High Commission in India.

MDA Grant
All eligible participants will be entitled to MDA grant under Focus CIS Programme of the Ministry of Commerce, Governmentof India as per the MDA Guidelines effective from April 01, 2006.
Assistance would be permissible on travel expenses by Air in Economy Excursion Class fare and/or charges of built upfurnished stall subject to an upper ceiling of Rs. 1,50,000/- (Rupees One Lakh Fifty Thousand only).
Further, eligibility for MDA grant is subject to exporting companies having FOB value of exports up to Rs. 15 crores in thepreceding year, having completed 12 month membership with EEPC with regular filing of returns and fulfilling otherconditions, details of which can be obtained from respective Regional Offices of EEPC.

Reservation and Cancellation

Preference would be given to those individuals having valid USA visa. If USA visa has been refused in the recent
past, participation will not be accepted.
Selection Criteria

Benefit of the Member-exporters
EEPC is organizing this event under the MAI Scheme of Ministry of Commerce, Government of India. Therefore no MDA
grant would be available. The rates mentioned above are highly subsidized as per MAI Scheme of Government of India.

Engineering Process Outsourcing from India
Engineering Process Outsourcing (EPO) services from India will be a key element of the country's engineering export
strategy, and the development of the EPO sector will have a far-reaching impact on India's engineering industry as a
whole. This was stated by Shri Kamal Nath, Minister of Commerce and Industry, at the meeting of the Parliamentary
Consultative Committee of the Ministry of Commerce and Industry. �The EPO market in India has the potential to exceed
US$ 40 billion by 2020, which will catapult India's market share in this category to 30% from the current 12%. And to
tap the EPO market all the important stakeholders, including Government, service providers and trade bodies will need
to boost investments in infrastructure and improve marketing efforts�, he said. Engineering goods exports from India have
crossed US$ 5 billion in the first quarter of the 2006, showing a growth of 20%. But it has the potential to grow at a
rate of 30% annually.
India has already proved its capability in the field of IT services and is a successful business process outsourcing (BPO)
nation. After the success in the IT and BPO sectors, India is now a sought-after destination for outsourcing services
in other areas as well. They include specific types of knowledge transfer like legal, tax and accounting services, etc.,
all grouped under Knowledge Process Outsourcing (KPO) services.
Engineering knowledge transfer had once been a part of KPO services. But growing demand for such services and because
of their highly technical nature, EEPC has grouped them separately as engineering process outsourcing (EPO). Engineering
Process Outsourcing (EPO) is an emerging high-growth opportunity for India. For manufacturers across various industry
sectors, it is an attractive option because of increasing pressure resulting from shorter product life cycles and the strain
on their internal resources. Also, EPO comes with a host of benefits for the outsourcing organization.
India�s technological capabilities, a large pool of good English-speaking engineers backed by a well developed IT and
telecom infrastructure, and the wage cost arbitrage makes India an attractive destination for those wanting to outsource
engineering processes. Global organizations have identified the engineering talent available with India and are outsourcing
both low- and high-end services from the country.
The growing demand for engineering processes have led to the setting up of engineering centre by overseas and domestic
organizations to tap the country�s engineering talent. India�s burgeoning economy also makes it a strategically important
destination for foreign direct investment (FDI) in setting up captive centre for research and development (R&D) activities.
The global EPO opportunity is expected to grow manifold in the years to come, thus making it an important services
export focus area. Besides India, the other countries that can competently handle EPO services are countries like Brazil,
China, Philippines, etc. They too have similar advantages and are fast competing with India in the export of EPO services.
What prompted EEPC to prepare this report was (i) the nascency of the EPO industry in India, (ii) its huge potential,
and (iii) the competition that India faces from other countries in engineering process outsourcing services. This strategy
paper outlines the industry�s structure, assesses the market potential and details the approach and strategy for growth
of EPO exports from India.

Approach and Methodology
The approach to the study included a combination of secondary and primary research followed by analysis. The secondaryresearch included Deloitte World Wide resources, AFF database, Worldwide Web and relevant journals.
The primary search consisted of contacts with about 33 respondents in major Indian cities (Bangalore, Mumbai, Kolkata,Delhi and the NCR). They included engineering service providers and related industry associations. This was followedby data collation and analysis of the information gathered from the primary and secondary research.

Engineering Process Defined
An Engineering Process (EP) is defined as a complete engineering design cycle activity for a product or a service fromthe conceptualization stage till the pre-manufacturing stage including the development of the prototype. It also extendsbeyond the manufacturing stage : this includes applications like product life cycle management (PLM) solutions and productre-engineering solutions, etc. Engineering processes also entail design and R&D activities across industry sectors likeautomotive, aerospace, telecom, utilities, etc. Besides the design elements of a product or service, the engineering processalso include the infrastructure, equipment and processes used in delivering the service.

Major Industry Sectors that Outsource Engineering Processes
The global R&D expenditure is considered to be a fair indicator of the expenditure on EPO services in various industrysectors. A detailed analysis of various secondary sources and primary sources shows that the major industry sectorsin which the bulk of expenditure on EPO services happens are :
� Electronics and Telecommunications
� Automotive
� Aerospace and Defense
� Utilities and Industrial Construction
The largest spend is by the electronics and telecom industries which together account for about 40 per cent, followedby the auto sector at 29 per cent, aerospace at 9 per cent, utilities and industrial construction at 9 per cent, and heavyengineering at 2 per cent. The remaining 10 per cent is outsourced to other industry sectors. This 10 per cent is heldby sectors like ship building/marine engineering, architectural services, materials, mining and industrial conglomerates, etc.
Major Spenders on Engineering Processes
The global R&D spend is a fairly representative indicator of the expenditure on engineering processes and is spread acrossvarious industry sectors. Besides the R&D spend in the engineering sectors, non-engineering sectors like IT, Pharmaceuticals,Biotech, and Chemicals who do not constitute a part of EPO, spend a significant amount on R&D. A detailed analysisof the R&D expenditure by various secondary sources is presented in Annexure - II. (Please refer to Annexure - II forsector-wise breakdown of R&D expenditures in various industry sectors including non-engineering sectors like IT,Pharmaceuticals, and Chemicals).

Analysis of Industry Sector-wise R&D expenditure through various sources
According to the report by Technology Review, September 2005, the global R&D expenditure of the top 150 companies
in the year 2004 adds up to about $ 280 bn. This was more than 30 per cent of the global R&D expenditure of $ 922 bn
in the year 2004. According to the report, the expenditure in the pharmaceutical sector is the maximum at 25 per cent
followed by the automotive sector contributing 24 per cent. If we club the spending on telecom, semiconductors, electronics/
electrical and computer hardware, the total share of the electronics and telecom sector in R&D spending come to 30 per
cent. The aerospace sector takes the next place with 5 per cent. (It is important to note that this figure is from corporate

spending only. A considerable part of the R&D spend in the aerospace industry comes from the defence sector.) Exhibit 2A

UNCTAD�s World Investment Report 2005 gave this breakdown of the R&D expenditure of 700 of the top MNCs : 34 per centcame from the electronics and telecom, 18 per cent from the automotive sector, and 3.9 per cent from aerospace anddefence. According to the study Globalization of engineering services conducted by Booz Allen Hamilton, the global expenditure onengineering services distribution among the various industry sectors place automotive at 19 per cent, aerospace and defenceat 8 per cent & high-tech and telecom at 30 per cent. Exhibit 2C (above) shows the industry sector-wise R&D expenditure.Similar observations are made by a survey by Clentifica on the R&D spending of the top 100 companies. The industry sectoranalysis of the spend suggest that about 23 per cent of the spent was accounted by the automobile sector, electronics andtelecom put together was 38 per cent and aerospace and defence at about 4 per cent. EPO Value Chain
Traditionally, outsourcing engineering work has been limited to low-end and labour intensive jobs. Organizations outsourced
jobs that involved lower levels of complexity or intensive labour like digitizing engineering data, conversions from 2D
to 3D, technical manual writing, etc. But with increasing globalization and the growing levels of domain engineering expertise
of the suppliers, outsourcing has risen significantly. Shrinking product life cycles, and increasing pressure to lower costs
and retain engineers involved in core engineering activities has led to global engineering outsourcing moving up the value
chain over the years. Overall, engineering process work involving lower levels of complexity is still being outsourced
in higher volumes. It will, however, be incorrect to pinpoint an application in the value chain that is being outsourced
more because the drivers to outsource the extent of engineering processes changes with the product and the strategies
of the organization.
Outsourcing Strategies
An outsourcing organization may adopt different engineering outsourcing strategies as per requirements. The outsourcingstrategy of an organization can be a function of :
� Cost of the EPO services
� Availability of domain competence with the vendor
� Criticality of the IPR involved
� Impact of the outsourcing function on the functionality of the final product
Outsourcing Strategies can be broadly classified into four Categories
� In-house development (not out-sourcing) : meeting the engineering requirements in-house, i.e., within the organizationand not outsourcing
� Offshore outsourcing to owned engineering centre (Captive Outsourcing) : off shoring EPO services to owned captivecentre, which are located outside the country of the outsourcing organization
� Outsourcing onshore: onshore outsourcing is where the services are outsourced to a third party engineering organizationbut located within the country
� Outsourcing offshore : outsourcing of engineering processes to a third party engineering organization, which is locatedoutside the country of the outsourcing organization

Major Regions Outsourcing Engineering Processes
On the basis of primary and secondary sources, the major countries outsourcing EPO services are :
� North America (US)
� Western Europe (France, Germany, UK)
� Japan
Emerging markets outsourcing engineering processes are :
� Canada and Italy
It was also observed that the major markets, which constitute for most of the demand for engineering processes, areindustrially developed economies where the industries fund for innovation and hence their share in the global R&D spendis also the maximum. The contribution to the global R&D spends by America and Europe alone was close to 57 percent in the year 2005 while Japan accounted for 13 per cent of the global R&D spend in the same year (2006 GlobalR&D report, R&D Magazine September 2006). Also, the global R&D expenditure by these developed countries as explainedabove forms an additional bearing to the primary and the secondary findings that US, Japan and Europe (UK, France,and Germany) are the major countries from where the bulk of the EPO work originates. The global R&D expenditurecontribution of 70 per cent by the big three markets (US, Japan and Europe) does not necessarily mean that theircontribution towards global outsourcing of engineering processes is also in the same ratio. Engineering process outsourcingby these developed countries is in fact much higher than their share of the global R&D expenditure.
The R&D expenditure of China and India is quite high. Though China�s R&D expenditure is as high as Japan�s, it is not anindication of China�s expenditure on EPO services. The reason is that MNCs have opened a large number (more than 700)of R&D centres in China (and in India too). For an indication of the potential for EPO services (demand side), an analysisof the global R&D expenditure was done after excluding the R&D expenditure done by China, India, Brazil, Russia, Taiwanand Mexico � the major countries that supply EPO services to global markets. Exhibit 8 shows the global R&D expenditurebreakdown. This will indicate potential EPO business areas.

A Description of the major countries Outsourcing EPO Services
North America (the US) : The US stands at the apex of the global R&D spend. It has a well-developed automotive,
aerospace and electronics industry, which caters to global markets. With an annual spending of $ 320 bn in 2005, the
US contributed more than a third of the global R&D expenditure of $ 978 bn. The US also contributes the maximum
to global engineering process outsourcing. The result has been that the considerable experience the US has gained over
the years about outsourcing encourages them to outsource even more. In fact the first R&D centre established by a
foreign company in India was by Texas Instruments (TI) at Hyderabad in 1985. To increase their technological base,
US organizations significantly invest in captive centre also known as Offshore Development Centre (ODC) in India and
China. US MNCs like GM, Ford, Dell, and Fluor Daniel have set up R&D centre in India. The international expenditure
of US organizations on R&D has risen continuously with more then $ 21 bn spent in the year 2002. This was 13.3 per
cent of the total American R&D spent in that year (World Investment Report 2005). While being present in emerging
economies like India and China through captive centre, US organizations also outsource a significant amount of EPO
services to third party vendors located in these locations. The recent services contract awarded to HCL Technologies
to provide engineering support to Boeing�s 7E7- Dreamliner is an important example of an American major outsourcing
critical engineering service to an Indian EPO organization. Boeing works with HCL Technologies to co-develop entire
software that will run navigation systems and landing gear to the cockpit controls of the 7E7.
Western Europe (Germany, France, UK) : Western Europe is the second largest market after the US for outsourcing
engineering processes to the world � in 2005 Germany spent $ 59.68 bn, France $ 41.36 bn and UK $ 36.37 bn. The
expenditure of these three countries put together accounts for more than 14 per cent of the global R&D spend next only
to the US which contributed 37 per cent in 2005 (source: R&D Magazine September 2006). Western Europe has a well-
developed automotive and aerospace industry with global companies like Daimler Chrysler, Bosch, Airbus, and Rolls
Royce. Outsourcing by these organizations has risen with rising global demand and reduced product life cycles. West
European organizations have in the past demonstrated an increasing global R&D spends. UNCTAD�s survey from
November 2004-March 2005 conducted for the world�s top 700 spenders on R&D showed that while most of the
organizations had increased their international R&D spend in the past, West European organizations showed the highest
levels of internationalization of R&D. Among the top three West European spenders, Germany�s R&D internationalization

has been the most prominent. The international R&D spending of German organizations grew to $ 12 bn in 2001, a 130
per cent jump from 1999. In 2004, of the 45,000 R&D employees working in German organizations, 49 per cent worked

IEME 2007 : The Experience
The first-ever IEME was organized in the India Expo Centre, Greater Noida in January 2007. The experience of the first
IEME was extremely encouraging. This was the first time that the Council organized a Buyer Seller Meet with an Exhibition
which offered the overseas delegates a first hand view of the Indian exhibits on display. The Buyer Seller Meets were
attended by 248 overseas buyers from Africa, Latin America, ASEAN + 2, CIS, America and European region. 179 Indian
companies participated in the BSM and displayed their products in the Exhibition. US$ 13 million worth of orders were
booked by the participants and US$ 46 million worth of enquiries were generated. The foreign buyers established 819 new
contacts with their Indian counterparts and revived 68 old contacts for closer business interaction.
The 2nd IEME 2008
The Council has booked 3,500 sq. mtrs. space for organizing the Exhibition in Hall No. 3 of HITEX Fair Ground, Hyderabad.
The participation will be limited to 100 Indian companies only. The exhibition will be primarily focused on serious Business

Payment
Full payment should be made along with Application Form, duly filled in latest by 16th November, 2007. The payment
should be made by way of Demand Draft drawn in favour of �Engineering Export Promotion Council�.
Reservation requests will be considered only on receipt of full payment.
Cancellation
Any request for cancellation received on or after 23rd November, 2007 shall result in forfeiture of the amount paid on this
account.
Selection Criteria for Indian Participating Company
Final selection of the participants will be done by a Committee based on the criteria such as Accreditation to InternationalStandards (like ISO, QS, etc.), foreign collaboration, and annual export.
Selection Criteria for Overseas Buyers
In order to ensure that buyers of repute and interest are invited to attend the proposed BSM, the Council has devised aquestionnaire, which will be circulated through Council�s Overseas Offices, Indian Missions, Associations and Chambers ofCommerce to the prospective buyers. On receipt of the filled-in questionnaire, the Council would finally select the buyerskeeping in view the interest of member-exporters so that one to one meetings may result into some concrete business at theend of the meet.

Council undertake wide publicity campaign for this event through various media in India and abroad through its overseas
offices.

Trade hereby makes the following amendments in Handbook of Procedures, Vol. I (RE-2007) :
1. The following subpara is added at the end of Para 3.20.1, Para 3.21.1, and Para 3.22.2 of Handbook of Procedure Vol. I
(RE-2007) :
"The above procedure shall be applicable only in respect of EDI enabled ports. However, in case of exports through
non-EDI ports, separate application shall be filed consolidating all shipments for each port. Such application for non-
EDI shipments shall not be treated as supplementary application even if periodicity (Apr-Sept or Oct- Mar periods) is
repeated.�
2. The following subpara is added at the end of Para 3.23.3 of Handbook of Procedure Vol. I (RE-2007) :
"The above procedure shall be applicable only in respect of EDI enabled ports. In case of exports through non-EDI
ports, the port of registration shall be the port of exports.�

Anti-Money Laundering Guidelines
Attention of all Authorised Persons is invited to the Anti-Money Laundering guidelines for Authorised Money Changers
issued vide A. P. (DIR Series) Circular No.18 {A.P. (FL Series) Circular No. 01} dated December 2, 2005 and A. P. (DIR
Series) Circular No. 39 {A. P. (FL Series) Circular No. 02} dated June 26, 2006. In view of the difficulties expressed
by Money Changers Association in implementing some of the guidelines, it has been decided to amend the following
instructions of the aforementioned circulars (the Circulars).
(a) In terms of paragraph 4 (c) of the Annex to A. P. (DIR Series) Circular No. 39 {A. P. (FL Series) Circular
No. 02} dated June 26, 2006 requests for payment in cash by foreign visitors/non-resident Indians may be
acceded to the extent of USD 2000 or its equivalent. This limit has been raised to USD 3000. All other
provisions of paragraph 4(c) of the Annex to the Circulars remain unchanged.
(b) In terms of paragraph 6 of Annex to A. P. (DIR Series) Circular No.18 {A. P. (FL Series) Circular No.
01} dated December 2, 2005, relationship with a business entity like a company/firm should be established
only after obtaining and verifying suitable documents in support of the name, address and business
activity, such as certificate of incorporation under the Companies Act 1956, Memorandum of Association,
Articles of Association, registration certificate of a firm (if registered), partnership deed, etc. It has now
been decided that in addition to the above mentioned documents, PAN Card may also be accepted as
a suitable document for establishing the relationship with the company/firm. All other provisions of
paragraph 6 of the Annex to aforementioned circular shall remain unchanged.
2. Authorised persons may bring the contents of this circular to the notice of their constituents and customers concerned.
3. Necessary amendments to the Memorandum of Instructions to Authorized Money Changers are being issued separately.
4. The directions contained in this circular have been issued under Section 10(4) and Section 11(1) of the Foreign Exchange
Management Act, 1999 (42 of 1999). Non-compliance with the guidelines would attract penal provisions of Section 11(3)
of the Act IBID.

Exim Bank extends Line of Credit to finance a Power Project in Rwanda
Exim Bank of India has extended a Line of Credit (LOC) of US$ 20 million to the Government of Rwanda to finance the
construction of a hydro power project in that country. Government of India's LOCs to developing countries are routed through
Exim Bank. This is the first tranche of the US$ 80 mn Line of Credit approved by the Government of India, to the Government
of Rwanda.
This is the first ever LOC extended to Rwanda, which will be utilized for setting up the hydro power project. Exim Bank will
pay 100% invoice value upfront to Indian Exporters, upon shipment of machinery/provision of services, from India, for
execution of the power project in that country.
Besides promoting India's exports, Exim Bank's LOCs enable demonstration of Indian expertise and project execution
capabilities in emerging markets.
With the signing of this LOC Agreement, Exim Bank has now in place 80 Lines of Credit, covering 84 countries in Africa,
Asia, Latin America, Europe and the CIS, with credit commitments amounting to US$ 2.7 bn, available for utilization for
financing exports from India. Exim Bank's LOCs afford a risk-free, non-recourse export financing option to Indian exporters.

Members may be aware that Engineering Process Outsourcing (EPO) is gaining eminence all over the world and is expected
to grow to US$ 40 billion by 2008. India is emerging as fore-runner in Engineering Process Outsourcing Industry and
the current market size is US$ 3.2 � 3.4 billion.
We are pleased to inform you that the Council has been given the responsibility to promote Engineering Process
Outsourcing by the Ministry of Commerce and Industry. The Council has already begun work in promoting EPO from India.
It may be noted that the Council has commissioned A. F. Ferguson & Co. ( now Delloite & Touche) to carry out a detailed
study on the current state of the Engineering Process Outsourcing Industry in India and its potential for growth in the
future. This study was made on the basis of the request from the Ministry of Commerce and Industry, who were very
keen to assess where the Indian Engineering Industry was also moving from manufacturing to the services end as is
the case elsewhere in Indian industry.
The study has recommended a series of steps for the future development of the EPO industry. Accordingly, based on
the recommendation of the Panel Sub-Committee of the Council, the Working Committee of the Council has constituted
a new Panel namely �Engineering Process Outsourcing Panel�. This new Panel, like various other Panels functioning
under the Council, will look at the various recommendations made by the Study and prepare a roadmap for achieving
the potential that exists in India�s EPO industry. The Panel will work closely with other similar organizations as also
the Ministry of Commerce and Industry among other things; draw up a plan of action for undertaking promotional efforts
viz. Buyer Seller Meets, Fairs and Exhibitions, which could be partly funded by the Central Government thereby helping
India�s EPO industry to attain the potential.
