122 nd McClure Bean Soup Festival and Fair!
In September our little town of McClure comes alive with the sights, sounds, lights and laughter to celebrate the 122 years of “The McClure Bean Soup Festival and Fair.” The theme for all Pennsylvania Fairs for 2013 is “Harvest Your Dreams”. We invite you to “Harvest Your Dream” by showcasing your prize-winning vegetables, fruits, canned goods, wines, flowers, and so much more. Show off your prize winning rabbit or show off your blue ribbon horse at the Horse Show. Your dream of “Harvesting” that winning ribbon will come true! Any day spent at a fair is a good day. Each fair is different, yet for everything that is unique with each fair, they all operate with the same purpose – to showcase the best that is made and grown in PA and educating their visitors about agriculture. Stop by our fair and see Pennsylvania’s agriculture at its best. Whatever you want to see or favorite fair food you desire, you can find it in 109 flavors across PA. Support your fairs. Pennsylvania’s #1 industry is agriculture. We would like to take this opportunity to express how proud we are that our 2010 Fair Queen, Casey Shawver, represented the agricultural industry as the 2012-13 Pennsylvania State FFA President. Congratulations on a job well done! As always, our fair would not continue to grow without the many hours that our “Valuable Volunteers” give to us every year! Our fair officers and committee members contribute many volunteer hours and many fundraiser events to continue the progress of our fair. You will find our volunteers in the exhibit hall, soda stand, souvenir stand, cake wheel and many other areas of our fair! Another important part of our fair is our many sponsors. Year after year, we have individuals and businesses sponsor our many contests that we have during fair week. We, the Fair Officers and Committee Members extend a warm THANK YOU for your continued support and would like to welcome you to attend our fair. Mark your calendars and join us for a week of “Harvesting” Agriculture at its finest! Join us for a week of fun, food, and fellowship with your friends and family at Cold Springs Grove!

On her journey to represent the agriculture industry, our past 2010 Fair Queen, Casey Shawver served this past year as Pennsylvania’s State FFA President. She was elected on June 14, 2012 during the State Convention at Penn State University. Casey is the 20 year old daughter of Clayton and Billie Shawver of McClure, and is a 2011 graduate of Midd-WestHigh School.Inherroleasastateofficershetookaleaveofabsencefrom college to represent the nearly 8,000 PA FFA members for an entire year. As part of her duties, she planned leadership conferences, presided over state conventions, and visited chapters with students studying agricultural education in over 150 schools across the commonwealth. She met with numerous business and industry leaders, state representatives, and senators to discuss agriculture education and the industry. She also had the opportunity to work closely with all staff located in the Department ofAgriculture, including Secretary Grieg. When discussing her experiences she said “An opportunity like this only comesonce in a lifetime. This year was strictly dedicated to service, togivebacktotheorganizationthatskillfullycraftedmeintothepersonIamtoday.Allthespeakingskills,professionalism,and leadership I’ve all gained from being in the FFA.” Casey is
aformermemberoftheMidd-WestFFAChapterwhichcurrentlyboastsover120members,makingitone of the top 4 largest chapters in the state of Pennsylvania! Her futureplans includefinishingherdegreeatPennStateUniversitymajoring inPlantScienceswith a focus in agronomy or horticulture. She plans to pursue a career in the agricultural industry. Congratulations on a year well spent, Casey!

1. All exhibitors agree to be bound by the rules and regulations of the McClure Bean Soup Festival and Fair.2. All exhibits must be registered in the Exhibit Hall. Exhibits may be entered at the exhibit hall on Saturday, September 7th, 12:00 noon until 4:00 p.m., Sunday, September 8th, 1:00
p.m. until 7:00 p.m., and Monday, September 9th, 9:00 a.m. until 7:00 p.m. ALL PERISHABLE items should be entered Sunday, September 8th or Monday, September 9th. The Exhibit Hall will be closed Tuesday, September 10th. The Exhibit Hall will remain closed until 6:00 p.m. or until judging is completed.
3. Chairpersons reserve the right to bar from competition animals, vegetables, flowers, and other articles decided inferior quality and those not possessing sufficient merit to warrant recognition.
4. Premiums shall be given for meritorious exhibits. In case there is no competition the judges may give the award the exhibit is worthy to receive. The decision of the judge will be final.
5. Reasonable care will be taken to protect all exhibits on display from damage but the Fair is not held responsible for accidents, loss, damage, theft, or otherwise, whatever may be the cause or extent of the damage or loss.
6. Any exhibitor may be required to prove ability to reproduce entry in any department in the presence of a qualified person.7. All entries must have been grown, produced or made since the last fair by the person whose name appears on the tag as exhibitor.8. It shall be the responsibility of the exhibitor to properly name the article that is being entered. Any items improperly entered will
be disqualified and will not be judged.9. Premium checks will be mailed. Checks must be cashed within 60 days of check date or they will be invalid. No checks will be
rewritten.

3. What will I win if I am awarded a prize? If you are awarded a ribbon and placing, check in this publication under the class to determine the premium amount. Premiums will
only be paid to those number of placings listed under the class in this publication. All checks will be mailed.

RULES: 1. Moondust Meadows or McClure Bean Soup Festival and Fair will not be responsible for any accidents that may occur during
the show or any articles lost or damaged. 2. You assume the risk of equine activities pursuant to Pennsylvania Law. 3. No equine showing signs of a contagious or infectious disease will be admitted to any event. 4. Age of horse will be based on calendar year starting Jan. 1 of year foaled. Horses foaled in 2012 will be 1 yr. old Jan. 1, 2013. 5. All exhibitors must display their numbers on their backs or on both sides of their saddle blanket in plain view for the judge. 6. Refunds will be issued only in the event of illness or injury to horse or rider. 7. The announcers stand must be notified of a tack change before your class. 5 minutes will be allowed. 8. The judges’ decision will be final in all classes. Judges will decide on the patterns. 9. The Show Committee reserves the right to cancel or combine any class. 10. A pattern may or may not be used in an equitation class at the judge’s discretion. 11. In Western Pleasure classes, a bosal or snaffle bit may be used on a horse 5 yrs. or younger and may be ridden with two hands. Horses 6 yrs. or older will be ridden with a shank bit and ridden with one hand. 12. Proper riding attire is required in order to be judged. Long-sleeved western type shirt, jeans or show pants & boots
must be worn by western exhibitors. Short-sleeved western type attire will be allowed in gaming classes only. Appropriate English attire will be required for English classes. In hot weather, the judge may not require jackets. 13. All riders 18 and under must wear ASTM-approved hard hats when showing in speed events. The judge will not
penalize a rider for wearing protective head gear in a pleasure or equitation class. 14. All exhibitors must pay for classes when signing up or leave a blank signed check at the sign-up stand to be completed at the end of the day. 15. Riders unable to control their horses will be considered unsafe and may be dismissed from the ring at the discretion of the judge
and/or show committee.

HORSE HEALTH RULES1. A Certificate of Veterinary Inspection dated May 1, 2013 or after is required.2. Equine Infectious Anemia (EIA) - All horses must be official ELISA or AGID (Coggins) test negative within one year of admission to the show. The negative test report must accompany the horse. The negative test must have been conducted within 12 months of the opening date of the show. The negative test report must be issued to the current owner of all horses, including pulling teams and must include an accurate description of the horse including age, color and sex, plus any other reliable identification such as tattoos, distinctive marks, etc. Solid color animals must be identified by some method of unique identification such as a lip tattoo, brand or at least two (2) distinct markings.3. Horses should be immunized to prevent contagious respiratory disease (e.g. Equine influenza, EHV and Triple E) not less than 15 days before the show.4. A current rabies vaccination administered by a licensed veterinarian is required for animals 3 months of age and older. Rabies vaccinated equine animals must be accompanied by a legible, completed rabies vaccination certificate or the information must be on the CVI.

RULES: 1. In selecting vegetables for exhibition, choose such specimens that would bring the highest market price. Do not select the
largest; select medium size specimens. Avoid mixing varieties. 2. The following factors are generally used by an expert vegetable judge. A. Trueness to variety type. Pick specimens from one variety. B. Uniformity in shape, size and color. C. Pick a perfect specimen then select the others similar to it. Never mix specimens of varying maturities. D. Protect from dirt, disease, infection, and mechanical damage. Select specimens that are perfect and show no blemishes. E. Condition and maturity. Be sure that exhibits are of high quality. F. Vegetables can be lightly washed. Remove soil using a soft cloth or brush. G. Tomatoes should have stems removed. H. Carrots, beets, etc. should have tops removed from vegetables leaving about 2” stem. I. Potatotes should be washed. 3. Read premium material carefully, following all rules and regulations. If an entry calls for 5 specimens, be sure to exhibit that

any other fair in 2013. 3. Entry must be a plate of six (6) cookies, brownies, or bars made from “scratch” (no mixes). 4. Cookie, Brownies or Bars entry must feature chocolate or cocoa as a main ingredient. 5. At least two ingredients must be PA Preferred™ products Ingredient is to be identified as “PA Preferred™” with its
brand name in the cookie-brownie-bar recipe. All package labels from the PA Preferred™ product(s) used, including the name of the product, must accompany the recipe. Look for the blue and yellow PA Preferred™ logo on the ingredient packaging to ensure that the product was produced in Pennsylvania. Please note some packaging may not have the blue and gold logo. 2013 McClure Bean Soup Festival and Fair Queen Contest Rules The purpose of the Fair and Queen competition program is to encourage the promotion of agricultural fairs and to create better
relations between youth and adults in both rural and urban settings. The McClure Bean Soup Festival and Fair Queenis expected to represent the festival and fair with pride and dignity, and to exhibit the highest of principles at all times.
EACH CONTESTANT MUST: 1. Be a female who is a U. S. citizen and a resident of Pennsylvania. 2. Be at least 16, but no older than 20 years of age as of June 1 of the year entering the pageant (2013). 3. Be the certified representative from the local fair where she was crowned (for state competition). 4. Have not been a former local Fair Queen winner, nor a former State Fair Queen contestant. 5. Not hold any other title for any other commodity group or pageant. 6. Have her parents’ or guardians’ consent to compete in this contest and the State competition. 7. Be single, have never been married, have had not been pregnant nor given birth to a child. 8. And must not marry, nor get pregnant during her reign. 9. Be of good moral character (at the discretion of the Committee). 10. Be able to meet all time commitments, Queen obligations and dress code as set forth by the PA State Fair Queen Program. 11. Attend rehearsal.
CANDIDATES WILL COMPETE IN THE FOLLOWING AREAS: 1. A typewritten essay entitled “What My Fair (McClure Bean Soup Festival and Fair) Means To My Community” must be
submitted, maximum 300 words. 2. A personal interview with a panel of three judges prior to stage competition on Saturday, September 7th, 2013. (business attire) 3. Poise and presentation (appearance and neatness) during the contestant introductions (evening gown attire) on Sunday,
September 8th, 2013. 4. A 3-5 minute speech informing others “Why You Should Come To My Fair” that will be delivered to the judges and the
public in attendance at the contest at 2:00 p.m. on Sunday, September 8th, 2013 (evening gown attire).
RESPONSIBILITIES OF THE MCCLURE BEAN SOUP FESTIVAL AND FAIR QUEEN: 1. Be on hand at all areas of the McClure Bean Soup Festival and Fair to distribute ribbons, trophies, etc., as coordinated with the
Pageant Committee. This responsibility begins on Sunday, September 8, 2013. 2. Represent the McClure Bean Soup Festival and Fair in parades and other functions throughout the area during her reign. 3. Represent the McClure Bean Soup Festival and Fair in the Pennsylvania State Fair Queen Pageant during the 2013 Pennsylvania
State Association of County Fairs in Hershey in January, 2014 at the expense of the McClure Bean Soup Festival and Fair Association. The winner of the state competition will be awarded a $2,000 scholarship.

All contestants will receive an individual gift. In addition, cash prizes will be awarded as follows:Queen - $500 • 1st Runner Up - $250
One half of the cash awards will be presented at the end of the fair. The second half will be presented at the end of their reign if all responsibilities and obligations have been fulfilled throughout their reign.

The exact schedule for Sunday, September 8th will be determined by the number of contestants who enter.
Contestants will report to the backstage area of the stage, where they can set up their areas to dress, do make-up and hair, etc. Contestants can have one person with them in this area, and must provide their own mirror(s), etc. Electric outlets are plentiful in the dressing room, but contestants need to bring their own extension cords.
Interviews, with contestants in business attire, are private with only the panel of three Judges, and will begin on Saturday, September 7th, 2013. Exact times for the interviews will be announced. In addition, an exact schedule for the pageant day will be determined by the number of contestants who enter. Contestants will receive a letter in the mail concerning scheduling for both days.
The 2013 McClure Bean Soup Festival and Fair Queen will be named at the conclusion of this competition, and will assume her duties immediately.

It’shardtobelievethatanotheryearhaspassedbysoquickly.Itfeelslikejust yesterday that I was standing up on the stage presenting my speech for the opportunity to compete and represent the McClure Bean Soup Festival and Fair. Ineverrealizedhowmuchhardworkwentintopreparingfortheannualfestivitiesand activities until I became queen. I have many great memories of the Bean Soup over the years. I’ve been coming to the Bean Soup since I was a small child and I can remember my grandparents pushing me around in a stroller. Throughout my rein of being the McClure Bean Soup Queen, I had the opportunity to meet many new friends and participate in different events and activities. Some of the events included the Bean Soup parade where you could just see all the little girls faces light up when they see you in that big crown, helping at the food auction during the fair, helping with the Vera Bradley Bingo fundraiser,working thecakewheelat theStrawberryFestival andvisiting theelementaryschooland readingabook to thechildrenaboutwhere their foodcomesfrom.WhenIwasvisitingtheelementaryschooloneofthechildrenaskedme if IwasonAmerican Idol. Itwassocute.Othersaskedmehow Igotmycrown and what I had to do. It was very rewarding to teach the children about agriculture and where their food comes from and just seeing how happy they werethatIwastheretalkingtothem.Ialsohandedoutformstothestudentsatthe school to promote our poster contest for this year’s Bean Soup Fair Poster Contest. Then there was my favorite parade that has lots of fun memories thisyearwhilepromotingtheBeanSoup.ThatwastheDutchDaysParadein
Richfield,wheretheparentsofourTeenyBean,MaKennaFranquetvolunteeredtousetheirrangerandpullatrailerfloatbehindgiving thegirlswaterballoons tocool thespectatorsoff, including the judges.Ofcourse,getting thejudgeswithwaterballoonswasDale’sidea.However,theymusthaveenjoyeditbecauseourfloatwon$70inthatparade.ThankyoutoDaleandAngFranquetformakingitpossibleforthegirlstoparticipateintheparadeandmakingfun memories for us all. Then there was the opportunity to compete in the State Fair Queen Pageant held at the Hershey Lodge and Convention Center in Hershey, Pennsylvania. That was an experience of a lifetime where I made friends and memories thatIwillneverforget.Preparingfortheweekendandcompetingagainstfiftysixothergirlswasabitstressfulattimesbutitwasagreattime.IcanremembermymomflaggingdowntheUPSmaninBeaverSpringsonourwaytoHersheybecauseoneofmygownsdidn’tcomeanditwasinaboxonhistruck.Itwastimeslikethosethatgaveusagoodlaugh in midst of everything. Through this experience, I met many new friends from various counties, got to spend time withlastyear’sPennsylvaniaStateFairQueen,DrewAnnBrubakerandofcourseIdrovemymomcrazywhileshewastrying to support me and prepare me for all the events during competition. I will always hold those memories within my heart and have made new friendships that may last a lifetime. Interviews are with a panel of three judges. The exact date/time will be determined by the number of contestants. Exact times for the interviews to be announced. Contestants will receive a letter in the mail concerning scheduling for interviews and the pageant day.
Contestants will report to the backstage area of the stage, where they can set up their areas to dress, do make-up, and hair, etc. Contestants can have one person with them in this area, and must provide their own mirror(s), etc. Electric outlets are plentiful in the dressing room, but contestants need to bring their own extension cords.
The 2013 McClure Bean Soup Festival and Fair Princess will be named at the conclusion of this competition, and will assume her duties immediately. In addition, the winner and alternate will each receive cash awards: $225 and $100 respectively. One half of the cash awards will be presented at the end of the fair. The second half will be presented at the end of their reign if all responsibilities and obligations have been fulfilled throughout their reign.

2013 McClure Bean Soup Festival and Fair Little Miss Bean Contest RulesThe purpose of the Fair and Little Miss Bean competition program is to encourage the promotion of agricultural fairs and to create better relations between youth and adults in both rural and urban settings. The McClure Bean Soup Festival and Fair Little Miss
Bean is expected to represent the festival and fair with pride and dignity, and to exhibit the highest of principles at all times.

Most Photogenic ContestTo be held during the pageant competitions on September 8, 2013. This competition will be held near the stage area. For Queen, Princess, Little Miss Bean and Teeny Bean contestants to participate, they need to provide a 5 x 7 or 8 x 10 picture of themselves. Please bring this picture to the rehearsal (Saturday, September 7, 2013). Voting will begin at the start of the Pageants (2:00 p.m.). Each contest will close at the end of each individual pageant. For example, the queen Most Photogenic contest will end at the close of the Queen pageant. The winner of the Most Photogenic Contests will then be awarded their sash and trophy at that time.
How the contest works:
Rules: 1. Photos must be 5 x 7 or 8 x 10. Photocopies are acceptable. Vertical pictures are recommended. 2. Owner’s name, address and phone number are to appear on the back of the photograph. 3. Photos will be on display for voting during the pageant competition. 4. Deadline for entry is Saturday, September 7, 2013.
The contestant whose photo receives the most votes (one cent equals one vote) will be the winner.All forms of US currency are acceptable.
Contestants should pick up their photos at the end of all pageants.(McClure Festival & Fair Committees will not be responsible for any pictures not picked up at the end of the pageant.)

- DEPARTMENT 22 -GARDEN TRACTOR PULLS
RULES: 1. All contestants must be able to control their own tractors, and must sign a release form before they will be able to compete 2. All contestants must wear a D.O.T. approved helmet, long pants and no open toed shoes 3. Entry fees must be paid in full before competing 4. Tractors may be pulled only once in each class 5. All pulls will start from a tight chain 6. Any fighting, foul language or other actions detrimental to the family type image that we wish to present to the public will NOT be
tolerated, disqualification forfeiting of fees and your being asked to leave will result, any further problems will be handled. 7. No alcoholic beverages permitted 8. Tires must be rubber, no dual, chains, studs, or any other performance enhancing devices to the tire 9. Weights may not extend beyond the rear most part of the tire 10. Anything falling off the tractor while pulling will result in disqualification 11. No part of the weights, brackets, hitch, or rollover devices may interfere with the sled or chain from sled 12. Hitches may not extend past the most rearward part of the tires and must have a 1.5” hole 13. Drivers must have at least one hand on the steering wheel and buttocks in the seat at all times during the pull, and no fingers
under the fenders 14. Judges decisions are final 15. PROTEST: A $100.00 protest rule will be in effect. All protest must be in writing and include the rule in question, protested
tractor and operator if you know their name and your name
Procedure for protest- the tractor owner will be approached and have the ability to conform they are illegal at which point they are disqualified and lost entry.
If they wish to be checked an independent puller along with a tech and promoter if available will check the rule and tractor in question and decide if the rule was broken. (Protesting driver and crew are not eligible to be part of the check and will not be in the pit of the driver in question during the checking) ONLY the rule in question in writing will be checked.
If a contestant refuses to be checked then it is assumed that they are illegal, all fees will be forfeited along with any prize money for the day.
Where does the $100 go. If they are illegal you get your money back, if they are legal they get $75 and the other $25 will be put in a fund to purchase more tech tools.

This year’s contest will promote the importance of food safety and utilize the theme: “Fun Safety on the Fairgrounds.” The poster exhibits at each fair will further promote the Food-Safety concept as visitors view the individual entries. The poster should contain items pertaining to food safety and any or all of the items listed below:

2013 FOOD SAFETY POSTER CONTESTThe Pennsylvania Department of Agriculture will conduct a statewide poster contest at the agriculture fairs or any participating schools during 2013. Each fair/school should hold its own contest and submit one certified poster from each age group to the state level for additional judging and cash prizes.
CRITERIA FOR THE STATE CONTEST: 1. Only one poster may be submitted per student, per age group. There will be three state competitions: ages 8-11, 12-14, and
15-18. Students must be in one of these age groups as of June 1, 2013 to qualify.
2. The poster size must be 14 1/2 x 22 inches, equivalent one-half of a standard poster board. Other sizes will not be accepted for judging at the state level.
3. This year’s theme is “Food Safety On The Fairgrounds”. Students should use this theme on their poster.
4. Only one poster per age group per fair may be forwarded for the state competition. Each Fair Secretary or School Teacher is responsible for sending the poster and certification for each age group. The poster and certification can be given to the Fair Administrator at the PSACF fall zone meetings or mailed to: Fair Administrator, Department of Agriculture, 2300 North Cameron Street, Harrisburg, PA 17110-9408
5. Posters will be evaluated on use of the theme, visual appearance and creativity in relation to the exhibitor’s age.
6. Checks for $100, $75, and $50 will be presented by the Pennsylvania Department of Agriculture to the top three individuals during the Pennsylvania State Farm Show in 2014. Winners will be notified in advance and invited to attend an awards presentation. Only winners will be required to provide their social security numbers for award disbursements.
All posters will become the property of the Pennsylvania Department of Agriculture for possible futurepromotional activities for the Pennsylvania Farm Show and Pennsylvania Showmen’s Association.
Any duplication of posters from previous years will be disqualified.
