Proposed Site
Eden Boys’ Leadership Academy (EBLA), Birmingham East is a newly founded 800 place boys’ school run by Star Academies. It is proposed that a new school will be constructed on a site on Alum Rock Road, which is due to open in early 2021.
CONSTRAINTS
The scheme has been prepared having taken account of a number of key constraints relating to topography, past uses, flood risk/drainage and current uses surrounding the site. The constraints plan identifies the key issues that have influenced the location of the proposed school.

The proposed site layout has been developed in response to a number of constraints and opportunities that have informed the building position, access arrangements and views.
The proposed orientation of the building has been carefully considered to minimise neighbouring residential properties on Alum Rock Road and Ludlow Road being overlooked.
The orientation and location of the building on the site also create the opportunity to consolidate the hard play, hard games courts, service yards and parking in a way that maximises the ability of the rest of the site to be used for external sport. Maximising the area of usable playing field is a key benefit of the site layout and is consistent with Birmingham promoting opportunities for sport in the run up to the 2022 Commonwealth Games.
All site access is via Alum Rock Road, which includes separate pedestrian access to prevent pedestrians and vehicles from coming into conflict.
The planting treatment of the site boundary is very important for setting the character of the school and integrating it successfully into its surroundings. Larger tree species are proposed for Alum Rock Road in order to reinforce and reinstate the tree lined character of Alum Rock Road. Formal lines of trees are also proposed along the residential streets of Rockville Road and Alderson Road in order to help create the feel of a residential avenue.
On the boundary with Ludlow Road, a more irregularly spaced band of trees, set 3 to 4 metres in from the boundary, help reduce inter-visibility between the site and the rear of the residential properties.
ACCESS TRAFFIC AND PARKING
Accessibility
Owing to its location, in Alum Rock, the proposed school is well placed to take advantage of a wide range of existing sustainable travel infrastructure:
• There is a wide network of cycle routes in the vicinity of the site. An advisory on-road cycle route is present along Brook Hill Road, Alum Rock Road (between Brook Hill Road and Foxton Road) and Foxton Road. The cycle route on Alum Rock Road passes along the site frontage;• There is a controlled pedestrian crossing on Alum Rock Road, to the west of the junction with Foxton Road and there are additional pedestrian crossing facilities in close proximity to the site. These would facilitate pupils walking to and from the proposed school; • There are bus stops located on both sides of Alum Rock Road, in the immediate vicinity of the site and further bus stops on Belchers Lane to the east of the site, and Bridge Road to the south west of the site; and• A Travel Plan is being prepared, which will seek to encourage and facilitate sustainable travel by both pupils and staff.
Access and Parking
A new vehicle access is proposed from Alum Rock Road, located between Foxton Road and Brook Hill Road. This will facilitate access to a 94 space car park and drop-off area within the site boundary. Through the provision of a drop-off area within the site, it is intended that all pupil drop off and pick up will occur within the site and not along Alum Rock Road. Consideration is being given, through discussion with Birmingham City Council Highways Officers, to amending parking restrictions on Alum Rock Road on the site frontage to further enforce this.
A second vehicular access is proposed for the service yard to the north west of the site. This would keep the main access where pupils congregate separate from service vehicle movements.
Methodology
A Transport Assessment is being prepared to accompany the planning application. There is an ongoing dialogue with Birmingham City Council Highways Officers to ensure that the methodology is agreed and appropriate. This takes into account work undertaken to date on the site with regards to previous planning applications, as well as reflecting the observed operation of the existing Eden Boys’ School in Perry Bolt. The Transport Assessment considers, amoung other things:
• The anticipated level of trips generated as a consequence of the development proposals;• Likely catchment and routing of trips associated with pupils travelling to and from the school;• The impact of school trips upon the operation of junctions along Alum Rock Road through modelling of junctions; • Road safety along Alum Rock Road; and• Servicing and pupil drop off / pick up arrangements, to ensure that these occur within the site.
