• Requires wastewater discharge = water beneficial use/water body classification
• You need WWTP to be allowed a discharge of Class C or Class B to marine or inland waters

• Sewerage is reticulation or conveyance networks • Combined Storm and Sewerage System• Stand-alone conventional sewerage system
• Discharges from septic system can be connected to sewerage
• Sewerage flows to Centralized Wastewater treatment plant designed to meet primary parameters (BOD, Coliform, Nutrients, pH, Oil and grease etc)
• Industrial wastewaters must be pre-treated to meet CWWTP design criteria in order to connect to a sewerage network
• Septage can be treated to CWWTP with sludge primary treatment• Hauled by suction trucks directly to CWWTP or• Discharged to the nearest manhole or sewage pumping station in a sewerage network

• Sewerage/septage with Centralized WWTP is more effective to protect waterways than onsite WWTP
• It is cheaper to connect to sewerage than to build and operate/maintain onsite WWTP
• However, sewerage networks and centralized WWTP system is not a clear requirement in Clean Water Act
• But connection to sewerage is required in highly urbanized cities.
• There is no volumetric threshold in CWA in regulating discharges
• Onsite WWTP is required by DENR in every commercial establishments
• Household domestic sewage is not regulated directly by DENR
• LGU must have NSSMP with DPWH and DOH- section 7-8 CWA
• LGU Ordinance = Mandatory connections- RA 7160-Local Govt Code
