Letter From The Mayor

Dear NeighborsSPRING! The promise of warmer

weather is beckoning us outside as our community comes alive from its

winter rest. I, for one, am more than ready for open windows, fresh air and the scents of spring!

My Administration and our City Council have been busy budgeting for our projects and operations this year. In addition to the projects we have planned and funded the County and State will be contracting major road work to be done in Lyndhurst as well. Two weeks ago the County’s repaving of Cedar Road began at South Green Road and is headed east. The first leg of the project will repave up to Legacy Village and then will continue east to I-271. It is expected that traffic will move much more slowly than normal, so avoiding Cedar Road may be a good idea for the time being. As we get updates on this project, we will post on the ENews and may, depending upon the issue, put out a recorded voice message announcement. The Cedar Road project is much needed and well overdue but it will present a challenge for thousands who travel that east-west corridor daily. The State will be working on Richmond Road replacing concrete panels from Mayfield Road south to Meadow Wood. This should not provide major traffic disruption. We are fortunate

this work is being done and should plan our travels accordingly.

For the first time we have planned a State of the City Address for MONDAY, MAY 6th which will follow a BRIEF Council meeting beginning at 6:30 pm. This very informative event will be held at the Lyndhurst Community Center, 1341 Parkview Drive. Please set aside a little time to learn more about our City and its governance at this forum where you will have opportunity to ask questions. Of course, refreshments will be served!

We will, as always, have our Concert in the Park Series, so please check (and save) the calendar in this magazine issue for the dates of these concerts – free ice cream will be served! We will also have our 3rd National Night Out event on Tuesday, August 7th with hot dogs/ice cream/entertainment and fun for the entire family! I hope to see you at all our great events this summer!

BICYCLE HELMETSBicycle helmets are highly recommended for all riders and passengers. At our Community Center, we sponsor a Using Your Head Bicycle Helmet Program through our affiliation with the Injury Prevention Center at Rainbow Babies and Children’s Hospital, which allows us to provide bicycle helmets for $10 each. Each Bell Sports helmet is individually fitted – for adults and children over 2 years of age – by appointment only by calling 440.449.5011.

BLOCK PARTY REQUESTSBlock party requests can be submitted at City Hall at least two weeks before your event. A visit by Fire, Police or even the Mayor and Councilman can be arranged as well!

CHILD CAR SEATSFree safety checks for child car and booster seats are available – by appointment only – at our Fire Department by calling 440.473.5139.

DOGSDogs are not permitted to run at large. Owners are required to pick up dog waste immediately. Nuisance dogs should be reported to Lyndhurst Police non-emergency at 440.473.5116.

Every house or business has an assigned identifying number that displays its address. Although these numbers are important for the mailman and guests

visiting you, house numbers are crucial for emergency personnel when responding to the location of an emergency.

In the event of an emergency, are your home or business address numbers visible to emergency responders?

Address numbers are not only convenient for finding addresses but necessary for emergency responders to locate those in need. Minutes matter so be sure that fire, ambulance, and police personnel can quickly find your address.

Lyndhurst Fire/EMS and Police are equipped with many tools to shorten their arrival time. However, visible address numbers are imperative for a quick reference. The harder it is to find the numbers, the longer it will take emergency personnel to arrive at the scene.

Take a moment to drive around after the sun has gone down and try to find a particular address that is unknown to you. It is not very easy. Emergencies can happen to anyone, anywhere, at any time – including during a blizzard or in the middle of the night.

Area residents and business owners are encouraged to take a few moments to install address numbers or examine existing numbers. Here are some basic guideline to follow:

• Numbers need to be a minimum of 4 inches high and in a contrasting color to their immediate background. Brass or bronze numbers are difficult to see.

• Numbers must be displayed on the front of the home or business and visible from the street.

• If the building is located more than 45 feet from the front lot line, the numbers should be displayed on a gate

post, fence, mailbox, or another appropriate place that will make it visible from the street from all directions.

• Numbers cannot be obstructed by shrubs, trees, decorations, etc.

• Consider illuminating your address numbers so that they are visible at night. Reflective numbers can be helpful, as well.

• It is not recommended to post the numbers on the front door or the garage door as you may have it in the open position eliminating or restricting visibility.

• Although numbers displayed as words or “fancy” numbers may look unique, it may be difficult to read and is more appropriate to display the numbers in an easy-to-read numerical format.

• Maintain your house numbers.• If your numbers accumulate dirt, wipe them off to

keep them clear and visible.• If you have painted numbers, touch them up as they

begin to fade or chip.Do your part to help yourself and have your house or

business numbers displayed near the front door, under a light in a size and color that is easily visible from the street. And if you live in a rural area maintain your house number sign that is near your driveway. Don’t let it get covered with snow in the winter.

If the numbers on your house are not visible or easy to read, it will take emergency personnel longer to reach you. Those extra minutes spent trying to locate a property can mean the difference between life and death, so take the time now to be sure your numbers are visible from the street.

With this focus in mind, the District is pleased to share with you some of the accolades, pursuits and achievements of students from Charles F. Brush High School.

Charles F. Brush High School is home to a wide variety of dynamic and successful accomplishments on both an individual and student organization level. Earlier this school year, Julia Kiefer, a senior at Brush High School, was named a Commended Student for the 2019 National Merit Scholarship Program. This ranks Julia among 34,000 students nationwide who have achieved such a high level of academic success, having placed in the top 50,000 scorers out of the 1.6 million who participate in the SAT/Preliminary National Merit Qualifying Test. Owen Seddon, a junior at Charles F. Brush High School, was recently invited to the 2019 Individual Player National Championship Quiz Bowl Tournament in Chicago, Illinois, making him one of only 96 students to earn this opportunity in the entire country. In addition, Brush High School was proudly represented at the 24th annual Ileen Kelner Juried High School Art Show, as Jake Young, Krystal Simmons, Julia Kiefer and Sloane Boukobza joined a select group of more than ninety students

from 24 Cleveland-area schools to have original artwork submitted and featured at the prestigious exhibition. A number of our talented art students also earned Gold Key Honors and had their artwork displayed at the Cleveland Institute of Art earlier this spring. The Brush High School Mock Trial Team at Charles F. Brush High School had a successful season, notching hard-earned victories against nearby schools along the way, in pursuit of developing the next generation of legal minds. Finally, Brush High School joined every building in the District, by blending cultural awareness along with a positive co-curricular activity, through the second annual Black History Living Legends Chess Tournament. This special event assembled students from nearly ten school districts in Welser Gymnasium for an afternoon of chess competition, after inviting and recognizing the achievements of 15 notable African American women in and around the Northeast Ohio area.

Undoubtedly, the students of Brush High School are being prepared for their futures while developing the skills that will make them contributing members of a global society. These examples of positive student success stories are a few, among many, that are taking place in the South Euclid Lyndhurst Schools.

Total hip and knee replacements have come a long way.

“The surgery is basically the same for both

inpatient and outpatient procedures,” says orthopaedic surgeon Michael Bloomfield, MD, who sees patients at Cleveland Clinic Hillcrest Hospital. “If your doctor determines that you’re a good candidate, there are several advantages to outpatient joint replacement surgery.”

1. Better pain management At Cleveland Clinic, about 90 percent of joint replacements are performed under a short-acting spinal anesthetic which numbs the patient from the waist down for about two hours.

Patients also receive a peripheral nerve block, a long-acting local anesthetic around the surgical site which controls pain for up to two days after surgery. Use of narcotics, such as morphine and fentanyl, is limited because the drugs can cause nausea, dizziness and other complications.

2. Lower infection riskSpending less time in the hospital may lower the chances of infection in the surgery site.

3. Recovery at homeOutpatient joint replacement surgery usually includes one overnight stay in the hospital. Being discharged the next day allows patients to recuperate in the comfort of their own home.

4. Faster, more aggressive physical therapy

Physical therapy begins the day of surgery and continues when the patient returns home. A physical therapist works with each patient to help regain full function in the joint.

When considering outpatient joint replacement surgery, patients should take four factors into account: overall health, level of mobility and activity prior to surgery, motivation to follow physical therapy instructions, and support system.

“In most cases, patients who have outpatient hip or knee joint replacement surgery tend to recover more quickly if they follow rehabilitation protocols and have help from family and friends,” says Dr. Bloomfield.

History

We buried the Euclidville/Lyndhurst centennial time capsule next to the gazebo in Lyndhurst Park. It is to be

opened in August 2117 and contains artifacts from each department of the City, a variety of timely memorabilia and a personal letter to the future Lyndhurst from Mayor Patrick Ward.

As the Lyndhurst historian, I put my entire collection of photos, old Fire Department films from the 1930’s thru the 1960’s and my tape recording of the 1991 Lyndhurst Home Day

complete from beginning to end. Both of my Lyndhurst history books, a Brush High School fall athletic program from 2001-2002, all of the historic Brush Alumni newsletters I wrote and several other historic publications, photos and various items, that I thought the “futurefolk” of Lyndhurst might enjoy, were also included.

Conceived in early May, two old friends and Lyndhurst kids, Mayor Patrick Ward and myself (your hometown historian) put a plan into action. With the Service Department leading

the way, the 14-inch, stainless steel and airtight box was loaded and buried during a rainy October 11, 2017. A carved granite marker was placed so we don’t lose our time capsule.

That is important as through my research for this project I learned that of the approximately 10,000-15,000 time capsules buried, roughly 80% are lost or forgotten with the passage of time. I also learned that Paul Revere and Samuel Adams buried a time capsule in 1795 in the cornerstone during the Massachusetts State House construction. This is regarded as the first time capsule in the United States, occurring during George Washington’s presidency. Consequently it was opened in 1855, cleaned up and reburied with several additions. The cigar box sized metal capsule, contained mostly newspapers and coins when it was reopened in 2014. The masterpiece was a copper plate, engraved by Paul Revere himself.

In 1936, the father of the modern time capsule, Thornwell Jacobs, who was inspired by the 1920’s era of opening Egyptian tombs and the scarcity of daily objects found within, created the first modern time capsule named the “Crypt of Civilization.” Its specific purpose was to collect and preserve daily life and artifacts of the 20th century. To be opened in 8113 (it will then be the same approximate age as the pyramids are now) and taking four years to construct, it is located at Oglethorpe University, outside Atlanta, Georgia. This is also where the International Time Capsule

Society is based. Since 1990, these folks study and register time capsules, ours included.

All the participants involved, worked hard to approach the burying of this time capsule with professionalism and historical context. We have the best materials for the box and its buried 4 feet down, below frost line, with excellent drainage. Placed in a busy area of the park, it awaits its opening, a reminder to the generations of future Lyndhurst residents who visit our park that our Community of Neighbors has a rich history of which we are proud.

The City of Lyndhurst’s Weekend Rubbish Program began Saturday April 6 and will continue every Saturday and Sunday (11:30 a.m. to 3:30 p.m.) through November 24. This service enables residents to bring rubbish, yard waste and Hazardous Household Waste (HHW) to the service garage for disposal. Drop off your HHW such as paints,

pesticides, long tube fluorescent bulbs and household cleaners to the service garage during weekend rubbish hours or Monday through Friday 7 a.m. to 3 p.m. year round. Bring your HHW for disposal in the original sealed containers. This program is only for Lyndhurst residents and only for trash generated in Lyndhurst, please bring proof of residency.

The Service Department wants to thank our residents for an extremely successful year of curbside recycling and yard waste pickup. The recycling markets have changed drastically which requires us all to pay closer attention to those items we put in our recycling bins. All residents were mailed a card with a Recycling Magnet last November. Another mailer will be sent out soon. Please refer to these mailings or our City website for the latest information. We ask for your continued commitment and support in to make our 2019 efforts successful. Our planet will thank us! Remember - when in doubt, throw it out! The City’s current recycling agreement allows us to accept the following items:

On behalf of the Lyndhurst Municipal Court, I am proud to share with you the Court’s accomplishments in 2018 and I am excited to

outline some of its goals for 2019.

The Court Operated Under Budget and at a Surplus

The Court operated in a fiscally responsible manner by underspending its allocated budget and finishing 2018 with a surplus. The Court was able to accomplish this without raising court costs.

Fines imposed by the Court are distributed among the six municipalities in the jurisdiction. The Court collected $24,000 more in fines than the year prior and this was not generated through the imposition of higher fines but through improved efforts to collect unpaid fines and court costs in cases from the past several years that had been left delinquent.

The Court also collected an additional $46,000 in court costs in traffic and criminal cases, which are used to fund the daily operations of the Court.

Jail Costs Substantially ReducedIn response to a statewide initiative calling for bail

reform, the Court reformed its bail practices to reduce the number of individuals sitting in jail awaiting trial simply because they cannot afford bail. Individuals charged with minor, non-violent offenses that do not pose a threat to the community are released on reasonable or personal bonds. Reducing the jail population not only alleviates the unnecessary financial strain on those individuals charged with criminal offenses but it also provides financial relief to each municipality responsible for the cost of housing these individuals.

The Court’s bail reform produced substantial savings to each municipality in the jurisdiction through reduced jail operation costs. For those municipalities that house their own prisoners – Lyndhurst, Highland Heights, and Mayfield Heights fewer – inmates results in reduced costs related to staffing, meals, medical costs, laundry and other jail-related expenses.

Lyndhurst reported a 46% decrease in jail days in

2018 compared to 2017. Despite housing 20% more prisoners; Highland Heights saw its total jail hours decrease by more than 40%. Similarly, Mayfield Heights experienced a 27% reduction in jail days in 2018 from the prior year.

Gates Mills, Mayfield Village and Richmond Heights pay a daily rate to house prisoners in other jails. These municipalities saw a reduction in their jail costs as well. Gates Mills’ jail costs were reduced by 33% while Richmond Heights realized a 15% reduction in its jail costs. While arrests in Mayfield Village increased by 4% in 2018, the Village saw a 20% reduction in its jail days.

Community OutreachMuch of the Court’s community involvement in 2018

involved our youth. The Court recently hosted a mock trial for students from Memorial Junior High School. Mr. Bell’s students did a fabulous job. The Court looks forward to hosting future mock trials for Memorial students.

The Court spoke to the third graders at Millridge Elementary School about the judicial branch of the government. The Court also showed its support for the D.A.R.E. programs by speaking at D.A.R.E. graduations at elementary schools throughout the jurisdiction.

The Court’s community outreach also extended to our senior citizens. The Court, with the assistance of local law enforcement, spoke to senior citizens about current scams against the elderly and ways to avoid them.

Modernizing the CourtOne of the Court’s main goals this year is an

overhaul of the Court’s website to make it more functional and user-friendly. The Court will begin accepting online payments in 2019, making it more convenient for individuals to satisfy monetary obligations to the Court and anticipates a correlating increase in revenues by offering this convenience.

The Court will also implement electronic filing, which allows case documents, such as pleadings and motions to be filed with the Court electronically. These improvements will not only make the Court more accessible but will also improve efficiency.

It is the Court’s hope and expectation that these goals will be met in 2019. In doing so, the residents of Lyndhurst and the other member communities will be better served by their Court. I am thankful for the opportunity to share with you the Court’s accomplishments in 2018 and its goals for the year ahead. Thank you.

Did you know that National Volunteer Week is April 7-13? The Community Partnership on Aging benefits from the work of over 200 volunteers who know

that volunteering is about giving back: helping others and the community at large. Do you know that volunteering is also good for you? We are seeing a growing number of articles and research projects that document the personal benefits derived from volunteering, such as:

Volunteering time makes you feel like you have more time. Wharton Professor Cassie Mogilner wrote in the Harvard Business Review that her research found those who volunteer their time feel like they have more of it. This is similar to other research showing that people who donate to charity feel wealthier.

Volunteering helps you have a healthier body. A Corporation for National & Community Service report noted: “Research demonstrates that volunteering leads to better health… those who volunteer have lower mortality rates, greater functional ability, and lower rates of depression later in life than those who do not volunteer.” Comparisons of the health benefits of volunteering for different age groups have also shown that older volunteers experience greater increases in

life satisfaction and felt that there were more positive changes in their health as a result of their volunteer activities than younger volunteers.

Volunteering makes you happy. When researchers at the London School of Economics examined the relationship between volunteering and measures of happiness, they found the more people volunteered, the happier they were. Volunteering builds empathy, strengthens social bonds and makes you smile.

The Aging Eye: Why you should put the Optometrist on your list of doctors to seeBy Jamie Rosenberg, OD, FAAO

Getting older is not for the weak of heart, or at least that’s what I’ve been told by my patients. Checkups and health

maintenance are now essential to living well in our later years. The eye is no exception to the marvels of aging and is also a great example of the powers of preventative medicine. Many eye diseases are age-related meaning that they do not come on or cause issues until later in life. Additionally,

many eye conditions have no symptoms whatsoever, especially in their early stages. Two common eye conditions found in older adults are cataracts and macular degeneration.

The most common age-related ocular condition is a cataract. Cataracts are not considered a disease but rather a normal part of the aging process. The eye has an internal structure known as the lens, much like the lens inside a camera. When we are young, the lens is perfectly clear like the windshield in brand new car. As the years pass, it slowly becomes more yellowed and opaque causing vision to be like looking through a dirty windshield. When the clear lens begins to take on this cloudy appearance, we refer to it as a cataract.

By the time most people are 69 years old, the lens has become cloudy enough that it needs to be removed with surgery and replaced with an implant. Vision changes from cataracts are so gradual that many people will often not realize

how poor their vision has become until they are attempting to read the eye chart in the office, or possibly the DMV. Routine examination ensures that surgical removal of the cataract occurs at the proper time and patients aren’t living with subpar vision.

Macular Degeneration is an eye disease that effects 14% of Caucasians over the age of 80, according to the National Institute of Health. This explains why it’s true name is “Age Related” macular degeneration. This disease affects the macula, which is a small area of the eye responsible for your central, straight ahead vision that is used to read and look at fine detail. Often, early stages of the disease have no impact on vision, but as the diseases progresses it can cause central dead spots to occur. For example, a person with macular degeneration would be able to look at your nose, but your nose itself would appear to be a greyish blob in the center of the rest of your face. In certain cases of macular degeneration, medicine can be injected into the eye periodically to prevent further vision loss. Identifying patients who might benefit from an injection can be sight saving.

While these conditions are the most common, getting your eyes checked can uncover a large range of issues. Examination can reveal vascular issues such as diabetes or high blood pressure, arthritis and other autoimmune disease, vitamin deficiencies, or even cancer. Impressively, the eye can be thoroughly examined with only the use of eye drops and without invasive procedures. Checking in on your eye health will ensure that you’re doing all you can to keep your vision at its best.
