SL and the County Council
The County Council collected 12.27 % of all salaries in income tax in 2007. This is how the money was used:
Footnote: In 1991 the County Council income tax was 14.5% out of which 15% was used by SL.
A total remake of SL during the 90´s
The public monopoly was totally restructured between 1991-2000
All operations and station services were contracted out to suppliers
All subsidiaries were outsourced
quality and customer satisfaction are part of business development, not only costs and income

Lack of driving force towards SL’s objectives
No significant economic incentives
Lack of focus on customers
Lack of systematic effort to improve performance
A strong need to develop “the joint business”
Focus was on short term problems rather than on strategic development
The Contracts - as a base for the development of quality
Evaluation of old contracts
