• WEBSITES. The SROA website – www.sunriverowners.org – is an office that never closes. Information available on the site includes forms and applications, meeting and event dates, rules and regulations, recreation programs, SROA news, weather and more. If you’re new to the site, follow the sign-up instruc-tions under Online Office to create a login/password to access all areas. Other websites maintained by SROA include: www.sunriversharc.com, www.sunriver tennis.com, www.sunriverstyle.com and sunrivernavigator.com

• EMAIL. Owners can add their email addresses to their directory listing on the website to receive periodic emailed information from SROA.

• WALK IN. To the SROA Administration Building, 57455 Abbot Drive (between circles 3 and 4). Staff can answer questions or direct you to the person that can. Hours are 8 a.m. to 5 p.m. Monday-Friday. Closed major holidays.

• BULLETIN BOARD. A bulletin board in the SROA office foyer and at SHARC posts meetings, items of interest and sign-up sheets for events. The SROA foyer is always open.

• TELEPHONE. Call 541.593.2411 during regular business hours to speak to staff. The SROA front desk is a cache of information about SROA and Sunriver in general. Toll free: 888.284.6639.

• MONTHLY MEETINGS. Of the SROA Board of Directors are held the third Saturday of each month at 9 a.m. in the board meeting room of the SROA ad-ministration building. Board work sessions are held at 9 a.m. Friday prior to the Saturday meeting. Meetings begin with an owners forum where owners may ask questions, express concerns and make comments. Attending meetings is the best way for owners to observe how the board administers association business and to understand how the association works. Agendas are posted in

advance on the web and bulletin boards. Actions and minutes of SROA Board of Director meetings are posted to the website upon approval.

• SUNRIVER SCENE. The official publication of SROA, the Scene is monthly and direct-mailed to all owners of record living in the United States. The Scene is also available online.

• PRESIDENT’S MESSAGE. Is published monthly in the Sunriver Scene, as well as in the electronic version of the Scene posted on the web. The col-umn reviews association activity, comments on issues before the board and expresses board members’ opinion about what is happening.

• SROA ANNUAL MEETING. Held the third Saturday in August. The annual meeting features reviews of the previous year’s accomplishments, presenta-tions about current issues and future projects, introduction of new board mem-bers and officers and recognition of outgoing board members.

• MAILINGS: SROA periodically employs direct mail to communicate issues with owners. The annual election is the most common direct mailing, though surveys and an occasional letter from the board may also be distributed this way.

• ANNUAL AND SPECIAL ELECTION BALLOT PACKAGES. Are sent to all members via US mail. Topic specific explanations of ballot measures appear in each voter information pamphlet, and are often accompanied by a statement from the board of directors. Owners can submit pro and con statements regard-ing ballot measures for publication in the voters information pamphlet.

• CHANNEL 3. Channel 3 is a community-access TV channel through the BendBroadband system that SROA programs with information about commu-nity events, meetings and other items of local interest.

what does my monthly fee pay for?

• Accounting: Keeps track of the association’s multi-million dollar annual budget including accounts payable, receivable, replacements, reserves, contingency and payroll

• Administration: General manager and staff work with SROA Board of Directors and committees to provide services to owners; legal expenses; insurance; human resources

• Communications: Produces Sunriver Scene newspaper, official SROA website & other websites, BendBroadband channel 3, annual owner director, annual ballot packages, Sunriver maps, in-house printed materials and marketing collateral

• Community Development: Provides architectural review and property compliance services ensuring community appearance, contractor registration

• Natural Resources: Directs ladder fuels reduction, forestry management, noxious weed eradication, environmental restoration and mosquito control

member access identification cards

As a Sunriver property owner, you and your im-mediate family (spouse and children ages 4-23) are entitled to an SROA Member Preference ID card.

The card provides unlimited use of all swimming facilities, tubing hill, SROA-owned tennis courts, boat launch and parks as well as discounts on select SROA recreation programs and events. Many local restaurants and retail shops offer discounts to current cardholders.

The annual ID cards are $55 per year per member

Member Preference ID cards are issued by the Mem-ber Services office at SHARC 8:30 a.m. to 4:45 p.m. daily (located off circle 2 and Overlook Road).

Complimentary Guest Passes20 complimentary guest passes are available per property each year. An owner must have a current ID card to obtain the passes.

A pass is good for one use to ac-cess SROA pools, tennis/pickleball courts, winter tubing or summer disc golf. Guest passes will only be is-sued once, and SROA is not respon-sible for lost or misplaced passes.

Post Labor Day New Member Accommodation Any member new to the commu-nity who purchased their Sunriver property after June 30 and provides a copy of the warranty deed, can, after Labor Day, purchase member and ex-tended family ID cards at a 50% discount. Cards are valid for one year. The owner also receives 10 guest passes.

Recreation Plus The Recreation Plus program is available to owners who manage their own vacation rental homes. The program offers those vacationing visitors unlimited use recreation access cards for swimming and tennis.

The annual fee is based on the home’s occupancy listed with Deschutes County. The number of cards issued for each vacation rental property is based on Deschutes County’s occupancy ordinance of 2 people per bedroom plus 2.

SROA owned parks

SROA has three parks (one is for own-ers only) available for gatherings from small family picnics to large-scale group events.

FORT ROCK PARK is located between circles 4 and 11 and provides recreational facili-ties for softball, basketball, tennis, pickleball volleyball and horseshoes (see map). A large, grassy field is available for soccer, baseball, football and other activities. A pavilion shelter with propane grills is available for picnic and barbecue events. The park also features a vari-ety of modern playground apparatus for young-sters. Reservations are required for large group events.

Additional tables/barbecues are located throughout the park. Some equipment may be rented from Tennis Hill next to the tennis courts. Hours are seasonal, (Memorial Day through Labor Day), and free WiFi is available during the summer season.

PAULINA PARK is located at SHARC off circle 2 and Overlook Road. The park is open dawn to dusk daily, and offers a covered pavilion and propane barbecue available for rent (reservations required). The park also has a grassy area with picnic tables, climbing wall, play slide and a bocce ball court.

MARY McCALLUM PARK, located on the river adjacent to the marina, is private and for use by Sunriver property owners only. It offers picnic and barbecue facilities and a pavilion shelter. There are also horseshoe pits, a half basketball court and dirt ball field. The park is gated and a key code is needed for access. The gate code for the month is available to registered owners signed in on the SROA website under Member Services tab (a link is in the left column).

sunriver pathway & other common rules• Helmets required for riders and passengers under 16 years (Oregon state law).• Pedestrians and people walking cycles have right-of-way on paths and at road crossings.• People riding cycles must yield to vehicles at road crossings.• Walk cycles through tunnels.• Headlights and red reflectors required at dusk and after dark.• Ride only at a safe speed on surfaced paths & permitted roads.• Non-motorized cycle & pedestrian use only.• Ride or walk on the right-hand side of pathway.• Pass safely on the left after giving an audible warning.• Stop without obstructing other traffic.• Pets must be secured in baskets or trailers; do not ride with leashed pets alongside.• Smoking and littering are prohibited on paths, roads and common areas.

QUIET HOURS – 10pm to 7am

SMOKING & FIRES – Smoking is prohibited on other than private property except within an enclosed motor vehicle, or when specifically permitted by signs. No fires are permitted, except in indoor fireplaces and wood stoves. Use only gas or electric barbecues outdoors. Discard burning material, such as cigarettes and fireplace ashes, in a fireproof container only (containers available at Sunriver Fire Department).

DRONES – ALL drone flights prohibited in Sunriver without prior written approval from the Sunriver Airport and Sunriver Owners Association. PETS – Pets must be attended when not confined to their owner’s property. Keep pets under effective voice or leash control. Persons walking dogs must have a leash in possession at all times. The person responsible for a pet must clean up after it.

VEHICLES & PARKING – Maximum speed limit is 25 mph in Sunriver. Vehicles must be parked on owner’s property or in designated parking areas. Do not park along roads and do not block passage of emergency vehicles or snowplows.

RECREATIONAL VEHICLES – Motor homes, campers or trailers may not be used for overnight accommoda-tions. Recreational vehicles including motor homes, campers, boats, snowmobiles, motorcycles and trailers may be parked only in an enclosed space on owner’s property or in the driveway on a temporary basis not to exceed 48 hours within a seven day period. RV storage is available for a nominal fee.

WEAPONS & FIREARMS – Use of weapons and firearms is prohibited, including guns, paintball guns, bows and arrows and fireworks.

CARDINAL LANDING BRIDGE – Do not jump or dive from the bridge; underwater obstructions create ex-tremely hazardous conditions.

RENTAL UNITS – Nuisance caused by over occupancy, noise, illegal parking or other unacceptable behavior is prohibited.

WILDLIFE – Do not approach wildlife; they may appear tame, but they are unpredictable wild animals. Never feed wildlife, except birds. Do not allow pets to harass or chase wildlife. If you have questions about wildlife, con-tact the Sunriver Nature Center at 541-593-4394.

Parking recreational vehicles (boat, motorhome, snowmobile, ATV, travel trailer, etc.) is allowed in Sunriver single-family dwelling driveways for only 48 hours during your stay. There is no over-night parking at condo complexes (they have separate condo rules in addition to SROA rules). Roadside parking of ANY vehicle is

prohibited anytime/anywhere in Sunriver. At no time can they be used for sleeping accommodations. After 48 hours, homeowners and guests must use the SROA short- or long-term storage facilities for their recreational vehicles. Both storage areas are fenced and locked, and a key code is re-quired for access. We accept cash, checks, MC, Visa and Discover cards for payment.

Space sizes available (in feet): 8x10, 10x15, 10x20, 12x25, 12x30, 12x35 and 12x40.

SHORT-TERM (up to 60 days) storage can be arranged through the SROA administrative office. Short-term space rental is $10 per night for Sunriver property owners or $25 per night for visitors. There are no electrical hookups in short-term storage. Vehicles need to be removed by noon following the last night’s reservation.

The short-term lot is located between circles 3 & 4 behind the SROA office. The long-term lot is off North Imnaha on Thielsen Lane.

LONG-TERM storage can be arranged through the SROA Public Works Department. There are a limited number of spaces with electrical hookups. There is also a shed for canoe storage. Long-term storage rates are an annual fee ranging from $135 to $355 depending on space size and if electrical hookup is needed. Canoe shed rental is $50 annually. The lot is located off Cottonwood Road (take North Imnaha and then right onto Thielsen, the first road past Ollalie).

Millions of tourism dollars lost due to 2017 wildfires

Earlier this year, Travel Oregon hired Dean Runyan Associates and Desti-nation Analysts to survey businesses across the state to look at the economic impacts that the 2017 wildfires had on the state’s travel and tourism industry.

The reported losses are substantial. An estimated $51.1 million in visitor spending was lost statewide, with the Central Oregon region suffering the biggest hit at $19 million in losses.

Wildfires occur throughout the state each year with the summer onset of warm, dry conditions – generally be-tween July and November. Most fires can be attributed to thunderstorms and increases in human activities related to outdoor recreation.

A total of 113 wildfires were listed in Oregon in 2017 by the Northwest Interagency Coordination Center, the second highest number since 2000, surpassed only by 2014 with 115 fires.

According to the report, wildfires can have a disproportionate impact on the travel industry because travel – leisure travel in particular – results from a dis-cretionary expenditure by households, one that can be redirected to alternative locations and/or rescheduled in response to undesirable conditions brought on by fire.

The Sunriver Owners Association fielded numerous calls last summer from owners – many of who postponed their Sunriver visit due to excessive smoke. The association also periodi-cally closed its outdoor aquatic facilities when smoky conditions were deemed “unhealthful” by the Department of Environmental Quality.

Although smoke is part of life when living in a region prone to wildfires, long-term impacts can develop when visitors develop adverse perceptions regarding the desirability and safety of the state – which can affect future deci-sions to visit.

Traffic circle construction moving smoothlyBy Susan Berger, Sunriver Scene

Like clay coming out of a giant Play-Doh Fun Factory, the concrete curbing of the Abbot-Beaver circle was installed over two-days on Sept. 20 & 21. Once the curbs dried, crews backfilled around the curbing and then began work on the stamped concrete “islands” leading in and out of the circle.

Construction on the new traffic circle has gone so smoothly that the project is slightly ahead of the originally-planned schedule, with base layer paving of the Abbot circle expected to take place the around the first of this month.

“With the help of the stakeholders, and close coordination between Mar-cum & Sons, Century West Engineer-ing and SROA, the project is moving a

little ahead of schedule and on budget,” said Mark Smith, SROA Public Works Director.

The next phase will include creating new entries into the Village near the Country Store and onto Ponderosa Road from Abbot Drive. Crews will also be constructing a new pathway along Ponderosa to Beaver Drive. Dur-ing pathway construction, a section of Ponderosa Road between Café Sintra and Medical Drive is expected to be closed starting Oct. 5 and could last through the end of the month.

Owners who live along Ponderosa Road will need to use the north-end access of Ponderosa Road (across from Curbing is formed around the outside

border of the Abbot-Beaver circle on Sept. 21.

New book presents history of Sunriver The history of Sunriver, from its

early settlers to becoming a World War II training camp to the creation of a residential community and world class resort, is chronicled in the new book, “Images of America: Sunriver.”

Printed by Arcadia Publishing and written by Bend author Tor Hanson, the 127-page softbound book is a pho-tographic journey of Sunriver’s past and present.

You may have seen these popular books – as many have been printed about various regions and historical topics within Central Oregon. In fact,

Hanson also wrote the book “Images of America: Camp Abbot” – printed and released earlier this year.

Hanson spent hundreds of hours doing research and sifted through thousands of images on file at the Sunriver Owners Association and Deschutes Historical Society. Long-time residents, Sunriver Fire & Rescue, Sunriver Resort and the Sunriver Chamber of Commerce also provided images and information for the book. Hanson also perused every issue of the “Sunriver Scene” as well as its predecessor, “Harold,” looking for tidbits of historical relevance.

The Sunriver Owners Association will have a limited number of the books for sale at $18.99 for owners ($5 off the $23.99 retail price), while supplies last. The books will be available starting around Oct. 15. Stop by the adminis-tration office at 57455 Abbot Drive to pick up a copy.

Hanson will give a presentation on the book at Sunriver Books & Music on Oct. 20 at 5 p.m. (see story on page 32). The “Sunriver” and “Camp Abbot” books are also for sale at the bookstore.

With Christmas just around the corner, these will make great stocking stuffers for anyone who loves Sunriver.

ladder fuels pickup for property owners

The monthly ladder fuels pickup by the Sunriver Owners Association Public Works Department takes place between April and October. All roads will be checked and brush picked up on the first full week of each month. Please have brush ready for collection by the first of the month. How long it will take to reach your area depends on the amount of brush to be collected from other areas.

PLEASE OBSERVE THE FOLLOWING:• There is no need to call us to come get your pile. All roads in Sunriver will be checked each month from April to October (weather and schedule permitting).• Cut branches to 8-foot maximum lengths.• Stack brush next to and parallel with the road edge so equipment can reach it without going off road.• Be careful to not stack on top of or near electric/telephone/cable boxes, water/sewer valves and me-ters, big rocks or sprinklers.• Bagged materials will NOT be collected.• We cannot pick up pine needles, grass, leaves or small branches that our grapples cannot hold. If you include this material we will leave the entire pile.

sunriver disaster planIF A MAJOR EMERGENCY OCCURSIn the event of a major emergency, a need to evacuate part or all of Sunriver may be necessary. If an evacuation is needed you can expect to hear/see the following:

• Emergency vehicles using high-low sirens and emergency lights will drive throughout the immediate area to be evacuated. Please follow instructions and/or signage to safely leave Sunriver.

• Sunriver is equipped with an outdoor audio system that can broadcast high-low European-sounding sirens. There are five broadcast points that can be utilized individually or from all locations at the same time (see evacuation map at right for siren locations).

• The emergency phone calling system will be used. Parts or all of Sunriver landline phones and cell phones (registered through the Deschutes County 911 website) will receive a recorded message giving directions how to proceed with evacuation or instructions for sheltering in place.

• An announcement on BendBroadband channel 3 (SROA) will be broadcast. The Emergency Alert System will also be broadcast from most local radio and TV stations. SROA can post emergency alert messages via the Sunriver Navigator mobile app and SROA website (www.sunriverowners.org). In the event of a disaster, the Sunriver fire and police departments may also use Twitter, Facebook and websites to disseminate information.

• Emergency personnel will work with the Red Cross to establish an evacuation center. It is important to go directly to a designated evacuation center and follow instructions for registration. This helps to account for everyone and notify family and friends when they call to inquire about your status.

• If you require transportation, or have need special assistance needs, call 911 and give your location. Emergency personnel will respond to assist you.

LEVEL 1: BE READYThere is an incident in your area and residents should be aware of potential evacuation. Be aware of the danger; monitor emergency services sources and local media for information. Those persons who will need additional time to exit an area or have health conditions (especially respiratory condi-tions that could be made worse by smoke) should consider leaving. You are encouraged to prepare or even move livestock and pets out of the area. Be prepared to leave if conditions worsen.

LEVEL 2: GET SETThere is significant danger in the immediate area and residents should be prepared to leave at a moment’s notice. Residents are encouraged to leave and should do so as soon as possible. If residents choose to stay, they should be able to leave immediately if conditions worsen. Those who stay MAY have time to gather necessary items, but doing so is at their own risk. Entry to evacuated areas may be denied until the hazard subsides. This may be the only notice issued. Emergency services cannot guarantee additional notifications if conditions rapidly deteriorate.

LEVEL 3: GO NOW!There is immediate and imminent danger and residents should evacuate immedi-ately. DO NOT DELAY LEAVING to gather any belongings or make efforts to protect your home. Leave immediately and as quickly as possible. Drive carefully, turn on headlights, and follow any directions from emergency services personnel. Entry to evacuated areas will be denied until the hazard subsides.
