3. Philosophiae Doctor (PhD) Harber, Michael Barrington (Auditing) Thesis: Mandatory audit firm rotation: A South African perspective Supervisor: Prof B Marx
Harber, Michael (PhD) Michael Harber holds a Bachelor of Business Science and a Master’s degree in Finance from the University of Cape Town. He is a Chartered Accountant and a member of the South African Institute of Chartered Accountants. Michael has followed his passion for teaching and is a Senior Lecturer at UCT. His thesis in the field of auditing and corporate governance explored whether audit quality and auditor independence are compromised in South Africa. Specifically, the research investigated the necessity for, and potential efficacy of, mandatory audit firm rotation regulations, as ruled in 2017 by the Independent Regulatory Board for Auditors. The research critically assessed the perceptions and arguments of key stakeholders in the South African audit industry using a sequential mixed-methods design. The study found a widespread and significant push-back against the regulations from audit partners, chief financial officers and audit committee chairs of JSE-listed companies, as well as considerable reservation on behalf of institutional investors. Overall, the findings indicate that the regulations are likely to decrease audit quality in South Africa, contrary to the intentions of the regulator. In addition, the regulations may hinder the progress of transformation and further concentrate the industry. Michael’s research contributes to understanding potential unintended consequences and proposes alternative measures and practical recommendations in the South African context. Supervisor: Prof B Marx
