Welcome to the Oka Towers Homeowners Association newsletter!
Homeowners, Our annual meeting will be held on March 26, 2016 in the main
lobby at 2:00 pm. We will elect one director to the board, review the 2015 &
2016 budget, and discuss current and upcoming building projects. If you are
interested in running for the board please nominate yourself in writing to the
main office . If you wish to provide a biography to be circulated to the
membership, please also submit one. -
Latest Building Projects
We have accelerated our program to repair the spalling (where the rebar has
cracked the concrete). During the recent fire system certification process, we
took the time to do an inventory of damage and problems in every unit The
spalling repairs include debriding the rebar, rust treatment and epoxy fill.
In addition, we are also going to be repairing other cracks on the balconies
with epoxy and epoxy injection. We will be doing these all these repairs one
balcony at a time. It will take from 2 to 10 days per balcony, depending on
how much needs to be done.
We are also well into a building-wide assessment of water efficiency. We are
preparing a comprehensive report of possible plumbing risks such as running
toilets, faucets and any other obvious issues which is compromising safety and
increasing water expense. We will keep informed as we continue to gather
data.-

regarding our billing system.
A petition was presented to
the board this January asking
the system be changed. The
new system completes the
separation of utilities and
common area fees.
Responding to Concerns
Beginning this month you will see a new utility bill. We are breaking each utility out
separately, The new bill will itemize water, waste, generator power and individually
metered power. Guam Waterworks Authority continues to implement scheduled
raises in water rates in 2016 while Guam power authority prices have fluctuated over
the years. Until now, these raises have been absorbed by our common area fee. Our
new our billing system reflects actual costs and make those costs more transparent.
Each these utilities charges are be billed according to each units share of the project
which is based on the square footage of the unit. This is identical to how the
common area fee is billed in accordance with our incorporating documents and
Guam law.
The net result is a lower common area fee and an equally higher, itemized utility bill.
Your overall cost is identical with one small exception. The billing of common area
power (the $50 Generator Fee) is longer be a flat fee but based on unit size to be
consistent with all other utilities. This result is a slightly lower charge for 1 and 2
bedrooms, but a slightly higher charge for 3 and 4 bedrooms.
Changes to Your Common Area Fees and Utility Bill
For example, the old billing for a 504 square foot 1 bedroom was:
$212.86 for common area fee + $50.00 generator fee = $262.86 TTL
The individually metered electric bill for the unit was then charged in addition

$137.30 for common area fee + $40.82 generator power
+ $48.98 water + $9.33 waste = 236.43 TTL

This letter serves as notification that, the Oka Towers Condominium Home Owners Association annual meeting has been scheduled as follows:
When: Saturday, March , 201Time: 2:00 p.m. Meeting Place: Oka Towers Condominium Lobby
This meeting is held for the following purposes:
1. To elect director to the Board of Directors. Th s position threeyear term of office.
2. To transact other business as may properly come before the meeting.
In accordance with the By-Laws of the Association, votes may be cast in person or by proxy. However, all proxies must be filed on paper with the Board of Directors (in care of the Oka Office Staff), prior to the appointed time of the meeting. Alternatively you may fax them to 671-649-6737, or scan and send to [email protected] by email. If you designate a specific person to be your proxy, please make sure that person will be in attendance at the meeting to vote on your behalf.
Only owners possessing recorded title to units in the condominium at the date and time of the meeting shall be entitled to vote.
The Board of Directors urges all owners to attend this important meeting, which is for your benefit and information. If you are unable to attend, please designate a proxy. A proxy form is enclosed for you to use if so required.
