HISTORY OF COAST GUARD DAY - AUGUST 4

WASHINGTON - August 4 is celebrated as Coast Guard Day to

honor the establishment on that day in 1790 of the Revenue Cutter

Service, forebear of today's Coast Guard, by the Treasury Depart-

ment. On that date, Congress, guided by Secretary of the Treasury

Alexander Hamilton, authorized the building of a fleet of ten cut-

ters, whose responsibility would be enforcement of the first tariff

laws enacted by Congress under the Constitution.The Coast Guard

has been continuously at sea since its inception, although the name

Coast Guard didn't come about until 1915 when the Revenue Cut-

ter Service was merged with the Lifesaving Service. The Lighthouse Service joined the Coast Guard in

1939, followed in 1946 by the Bureau of Navigation and Steamboat Inspection. Finally, in 1967, after

177 years in the Treasury Department, the Coast Guard was transferred to the newly formed Depart-

ment of Transportation.

Coast Guard Day is primarily an internal activity for active duty Coast Guard personnel, civilian mem-

bers, reservists, retirees, auxiliarists, and dependents, but it does have a significant share of interest out-

side the Service. Grand Haven, Michigan, also known as Coast Guard City, USA, annually sponsors the

Coast Guard Festival around August 4. Typically it is the largest community celebration of a branch of

the Armed Forces in the nation.

mail to: [email protected] It is summertime in the South and it is HOT, HOT, HOT! In a few months we will probably be

reviewing the signs of hypothermia and how to avoid it, but this time of year, as we are out and

about on patrols and vessel exams and other outdoor activities, we need to be mindful of the

signs of heat stress, heat exhaustion, heat stroke, and how to avoid them.

When the temperature is hovering near 100 degrees and the humidity is high, outdoor activity

can actually be dangerous, so if you must be outdoors be careful to stay in shade as much as

possible and stay hydrated by drinking PLENTY of water. Take frequent breaks from physical

activities, and take action immediately if you begin to feel nauseous or dizzy, begin to feel

"clammy", stop perspiring, or experience any of the other signs of over

heating.

Heat exhaustion and heat stroke are serious medical emergencies that

demand immediate attention and medical treatment. The oppressive

heat of this time of year certainly makes many outdoor activities a chal-

lenge so be smart, drink lots of cool liquids, limit physical activity, and

stay as cool as possible. ............. Come to think of it, when it's 100

degrees out, just stay inside with the AC on MAX!!!! ........

Summer boating season is almost over and the heavy fishing season

is gearing up. There is no better way for our boating public to ensure

their safety on the water than a Vessel Exam and the completion of

the USCG Auxiliary Safe Boating Course. Please make an effort to

get out and catch boats and boaters coming in for the past season and

launching for the new one. Persistence will pay off - stay out there.

Great job by everyone on the Safety Zone stencils. Let's make a goal

to have all public ramps done this year and work on the private one

ANSC (AUXILIARY NATIONAL SUPPLY CENTER) IS AGAIN IN OPERATION:

ANSC in St. Louis, Missouri was closed down last April 28 because of severe weather

THREE LIFE JACKETS DONATED BY U.S. COAST GUARD:

The Coast Guard donated three life jackets to Flotilla 12-1. As FC, Joe Livingston was

given one which he will have serviced before use. The remaining two life jackets will need

to have kits purchased for $65.00 to make them workable and add U.S. Coast Guard

Auxiliary on the back. One of these two was taken by William Hayes.

Please contact Perry Moses is you would like to have the remaining life jacket

or if you have any questions.

ARMY PARACHUTE JUMP AT LAKE MURRAY - SEPTEMBER 6, 2012:

Three Flotilla 12-1 OPFACs will be assisting at the Army Parachute Jump. Crew members

are still needed. If you are interested, please contact Perry Moses.

DTRAIN (DISTRICT 7 CONFERENCE):

There are lots of opportunities for learning and a lot of fun that occurs at the annual

District 7 Fall Conference or DTRAIN every September in St. Petersburg, FL. In addition, you get to meet a lot of terrific Auxiliary

members from all over District 7 including Puerto Rico

and the US Virgin Islands.

If you have never attended, this is a great year to

hopefully start a new annual event to expand on your

experiences as a U.S. Coast Guard Auxiliarist.

Information on DTRAIN is on pages 13 and 14.

Title Flotilla Staff Officer - Diversity & Inclusion

Abbreviation FSO-DV

Responsibilities In addition to the general duties of any staff Officer, the Flotilla

Staff officer for Diversity is under the immediate supervision of the VFC and shall be assigned all responsibilities for matters relating to diversity management.

The FSO-DV

Will ensure that the Strategic Plan for Managing Diversity is carried out and work to drive diversity and inclusion throughout the Flotilla.

Will compile, track and review all diversity statistical information for the Flotilla and report said information to the SO-DV and be the contact for all information on the NACO 3 Star Award for Excellence in Diversity.

Will be responsible for conducting and coordinating all Flotilla level training in the areas of Diversity and Inclusion.

Will work with any and all Flotilla staff for outreach in recruiting and training in all areas served.

Will submit highlights of diversity information and best practices to the Flotilla members for use and implementation as a part of member recruitment.

Will solicit information and pass along ideas up the chain and onto the Auxiliary Diversity Leadership Council.

Will be a role model and leader in the creation of a comprehensive approach to behavior and attitude change for all leaders.

SAR (SEARCH AND RESCUE) DURING 2011 ATON PATROL

An actual SAR on Lake Marion occurred toward the end of an ATON Patrol (Aids to

Navigation Patrol) during the spring of 2011 and I wanted to share the photos I had taken

during that SAR. Miss Ally, the OPFAC of Perry Moses, was the boat used for the patrol with

Perry as coxswain, John Owen as crew and myself aboard.

We were finishing up our patrol for the day when we received a call (VHF) from DNR that a

small boat reported it had run out of fuel. They had a rough idea of where they were down near

the end of the dam. We immediately went into a SAR mode and headed for the area indicated.

The boat we were looking for had a low profile and was difficult to locate. Even with a adult

standing in the distressed boat signaling, it was difficult to identify the image of a man from the

numerous trees in the lake were they were fishing. There were several adults on board as well

as young child. John was finally able to locate them and we took them in a stern tow to

Randolph's landing. The boat operator told us they were very glad to see us.

COOPER RIVER PATROL—JUNE 20, 2012

The Cooper River Patrol on June 20, 2012 comprised a crew of members from three flotillas:

Don Carty, COMO Jay Dahlgren, Larry Odom FL 12-1; Vito Giardina, DCDR 12, FL 12-10;

and Deborah Lee, FL 12-6.

The patrol started from Navy's RecSta in Pinopolis, down through the Santee Cooper Locks

into Charleston Harbor and back. The patrol also encountered an unexpected tow for two men

in a disabled 17-foot boat.

FLOTILLA 12-1 PATROL - JULY 4, 2012

LOCHS M&M PLUS TAIL RACE MAKES FOR A SUCCESSFUL JULY 4TH PATROL

It was another very successful two-lake patrol (both Marion & Moultrie). Only this time we

added the Tail Race Canal. It was the Fourth of July 2012 and both lakes and the Tail Race

were teeming with recreational boating activity. Our crew consisted of Perry Moses, William

Hayes, Don Carty, and COMO Jay Dahlgren.

It is believed we made many friends of the Auxiliary during this patrol... mostly during our

rafting up in the locks and assisting another boat to raft up to us. Our Ops Officer Perry and VE

William Hayes just could not resist doing a VE check while rising in the locks from the canal to

Moultrie (a 75’ lift). Perry also conducted a 'Man Overboard' drill en route to Lake Moultrie. It

appears the boaters were quite appreciative of our presence and most had not seen a patrol

facility in their area before so that itself made us quite pleased. The crew did not miss a chance

to talk up the Auxiliary and extend invitations to many.

We also came upon what appeared to be a boater in need of assistance while awaiting the

opening of the locks. It turns out the boater could not put his I/O engine down (hydraulics?) but

claimed he could make it back to the

Navy RecSta without assistance. It

was a wonderful seven-hour safety

patrol in spite of the triple digit

temperature.

process, and I have been in contact with a new potential member who plans on attending the

next meeting.

REMINDER FROM JOHN OWEN VFC:

To all Flotilla Staff Officers - It is very important to provide monthly reports to your

Division Staff Officers (SO) and our Flotilla Commander. The information is vital for us to

report any and all activities, etc., on up the ladder. Even though you may not receive a

request from your Division SO, please be responsive yourselves.

I also want to thank you for being informative to me at the meetings or sending emails when

you are not present.

Member Training– Perry Moses III

The training section at our regular flotilla meeting included a PowerPoint presentation on the

various SAR’s patterns (Search and Rescue) along with the proper nomenclature to be used in a

SAR’s event. During the month of July, Sep Harvin completed the ICS 200 course and he along

with William Hayes attended and completed the ICS 210 course at Station Charleston on

July 21.

I encourage all of our members to continue to upgrade their qualifications. We need

more of our members to take and complete the Auxiliary Procedure Course to be eligible for

elected office. We also are in need of more VE and PV qualified members. If you have any

questions about starting to work on these certifications, please let your FSO-MT know.

Navigation Systems - Dick Phillips

OPerations– Perry Moses III

July was a busy month with several patrols scheduled during the July 4th week.

#1: We began our safety patrols the weekend prior to July 4 with a patrol scheduled for

June 30; however, this patrol was canceled due to the extreme hot weather forecast for the day.

#2: Another patrol took place on July 4 aboard the “Master Chief” with Jay Dahlgren, cox-

swain and Larry Odom, Don Carty and William Hayes as crew.

#3: Another patrol occurred on July 7 aboard the “Reel Thrill” with Joe Livingston, Coxswain

and Perry Moses, Crew. This safety patrol commenced at John Land Landing on Taw Caw and

proceeded across Lake Marion to the Orangeburg side of the lake and then west to I-95 across

the lake back to the Clarendon side and Polly’s Landing. We then retreated back to the

Orangeburg side and proceeded down the lake to the cross channel towards the dam and into

Wyboo before returning to Taw Caw and John Land Landing. The weather was still very hot

and the crew was glad to be moving.

#4: A fourth patrol original planned to maintain a safety zone around the drag boat races in

Taw Caw on July 21 became a training patrol with the “Reel Thrill” with Joe Livingston, cox-

swain and Perry Moses crew along with the “Master Chief” with Jay Dahlgren, coxswain and

Vito Giardina DCDR Div 12 and Deborah Lee FL 12-6 as crew.

We used this occasion to get in some needed practice of towing evolutions. The “ Reel Thrill”

undertook two or three towing evolutions including both stern tows and side tows. All aboard

the OPFACS (Operational Facilities) welcomed the unusually long break for lunch due to

sharing the Goat Island Restaurant with the Swamp Fox Boat Club.

On the down side, we are now on a very limited schedule of patrols until October 1, 2012. We

have been notified by Station Charleston that only patrols authorized to assist the Coast Guard

will be approved until further notice. I assume that that means that the next patrol opportunity

will be September 6, 2012 for the parachute jump on Lake Murray.

Public Affairs– Joseph Newman

Newspapers on both sides of Lake Marion are now carrying

announcements about our monthly meeting in Manning.

On June 9, we set up a PA Booth in the Sumter Wal-Mart and

handed out boating safety literature. The event was arranged with

Wal-Mart to encourage patrons to have and to wear life vests.

Also on June 9, we set up a PA booth with the flotilla trailer at

Naval Shortstay in Moncks Corner to coincide with a company

retirement event for VFC John Owen.

We intend to extend the momentum from National Safe Boating Week by continuing to

stencil all of the major public boat ramps on Lake Marion. We have received appropriate

authorization from Santee Cooper and Orangeburg County.

REMINDER: FSO reports and any articles that any member would like to submit for the

newsletter are due this month on July 25. If you need more time, please let me know so I am

aware that you will be submitting an item for the newsletter.

IMPORTANT: If a staff officer gives a verbal report at a flotilla meeting, please email me

the information you gave. By a staff officer emailing me their report, I will be able to include

that information in the newsletter to pass on to all our members.

Public Education– Don Carty

I am trying to schedule another ABS course for late September or October 2012. The

Clarendon County EMS team will be using the training facility during this time, so I am

looking for other places to hold a class.

Feel free to contact myself or Ellen Newman for any questions or concerns.

Program Visitor– Lee Rudd

In recent visits to dealers, I have tried to impress upon them the importance of educating the

boating public.

What does it take to get the public to take notice? I am trying to figure this out.

Does anyone have any ideas or have any questions.

The June flotilla minutes were approved at the July meeting.

Vessel Examiner– Ron Cunningham

I would like to remind everyone that even though we are in the middle

of the summer boating season that we have not done quite enough

vessel exams to keep the public educated and safe.

Also, we have decals available and paddle boat ID stickers on hand.

Boaters must consider the effects of prescription

medication before leaving dock

WASHINGTON- Prescription medications can bring on unwanted side effects to boaters on the

water far from emergency personnel. “The marine environment exposes people to heat or cold,

motion, wind, noise and other factors that can cause fatigue in anyone,” says Richard C. Lavy,

M.D. The physical condition of everyone on board should be assessed before leaving the dock.

Lack of shade and over exposure to the sun and heat along with ever changing sea conditions

can bring on dehydration, dizziness and heat exhaustion. Drowsiness or confusion will impair

the ability to operate a boat safely much like too much alcohol.

Recognize the signs of medical distress and know how to call for help. Depending on

geographic area, use VHF marine channel 16 or call 911. Know before you go.

Remember this acronym - BOAT SAFE – it stands for -

- Bring plenty to eat and drink – avoid dehydration

- Operate the boat in a safe and responsible manner

- Always wear a life jacket

- Take a boating safety course

- Sun, wind and temperatures can be more of a factor than boaters think

- Annual courtesy vessel safe check

- File a float plan – leave it with someone who will take action if overdue

- Evaluate the readiness of operating crew and passengers – it is ok to not get

underway when there is doubt
