This brochure, available to potential applicants and key sources, describes the organization and the professional and personal characteristics that the ideal Executive Director should possess. Community & OrganizationWCCTAC is one of four regional transportation-plan-ning committees in Contra Costa County. Located in San Pablo, California, WCCTAC serves the residents of and visitors to Contra Costa County. The organization has been serving the residents of West County since 1988 and formally became a Joint Powers Agency in 1990.

Contra Costa County’s 750 square miles are ideally located in the San Francisco Bay Area. It has a temperate climate and beautiful geographical setting and shares in California’s continuing growth. The County is comprised of varied suburban, industrial, agricultural, and port areas. It is the ninth most populous county in California and has one of the fastest growing work forces among Bay Area counties, with growth in its em-ployment base being driven primarily by the need to pro-vide services to an increasing local population. Contra Costa residents enjoy outdoor recreational and cultural amenities, including those available by its proximity to San Francisco and the rest of the greater Bay Area. The U.C. Berkeley campus is within a half-hour’s drive from the WCCTAC office.

WCCTAC is governed by a Joint Exercise of Powers Agreement between the following member agencies: the cities of El Cerrito, Hercules, Pinole, Richmond, San Pablo; Contra Costa County; and the transit providers,

AC Transit, BART, and WestCAT. The WCCTAC Board is comprised of elected representatives from the member agencies. Two WCCTAC members also sit on the Contra Costa Transportation Authority (CCTA) Board. CCTA is the countywide governing body for Measure J (1/2 cent transportation sales tax projects and programs) as well as state and federal transportation rev-enues that are allocated to Contra Costa County. CCTA also serves as the county’s Congestion Management Authority.

WCCTAC is charged with assessing the transportation needs of the West Contra Costa region, coordinating the actions of its members, and making policy decisions regarding transportation issues. In addition to managing revenues from Measure J, WCCTAC also participates in defining and implementing policies, programs, and projects to improve local and regional transportation and air quality.

WCCTAC operates a $1.2 million budget. The Executive Director, Treasurer and General Counsel are appointed by and report directly to the Board of Directors. A Deputy Executive Director (vacant), Transportation Demand Management (TDM) Program Manager, Project Manager, and Administrative Clerk report to the Executive Director.

The PositionThe Executive Director is the administrator of major transportation programs and projects in West Contra Costa County. S/he also oversees the Transportation Demand Management program and manages a team of four staff. In cooperation with the WCCTAC Board of Directors, the Executive Director is responsible for strategic planning and visioning for the agency.

WCCTAC is poised for many important and positive changes and the new Executive Director will lead the organization in these efforts. WCCTAC is seeking an Executive Director who will assume a top leadership role within the organization and with key stakeholders as well. S/he will be an advocate for transportation improvements and TDM projects that serve the needs of the West County region.

Perhaps most importantly, the Executive Director will lead West County’s role in protecting and possibly enhancing future transportation funding. S/he will be prepared to launch successful funding initiatives such as a new transportation measure to replace or augment the countywide Measure J. WCCTAC will play a key role in crafting any such measures and the Executive Director will have the lead role in ensuring the best outcomes for the organization and the region. In tandem with this effort, the Executive Director will launch the West Contra Costa Transportation Investment Study

(WCCTIS), which is currently on hold. This study will consider issues such as enhancements to transit in West County (bus or BART) with the added effort of reaching consensus with the Contra Costa Transportation Authority (CCTA) on how best to move forward on a new measure.

The Transportation Demand Management program will require the new Executive Director’s support and guidance. Along with the newly-hired TDM Program Manager, the Executive Director will help shape how a new generation of commuters will meet the challenge of getting to and from work. With the launch of SB 1339 in the Bay Area (Regional Commuter Benefit legislation), many more employers will be required to participate in TDM activities.

The Executive Director should have solid experience in transportation planning, as well as expertise in respond-ing to CEQA documents, traffic studies and other reports.

The Executive Director’s hiring and staff develop-ment skills will quickly become a significant asset to WCCTAC, as s/he will immediately have an opportunity to fill key high-level positions. Additionally, underuti-lized positions and a highly talented staff present the ability to positively impact the internal dynamics of WCCTAC for years to come.

The Ideal CandidateThe ideal candidate will:• Possess strong transportation planning and project

delivery experience.• Be knowledgeable about transportation funding (includ-

ing transportation tax measures).• Have financial acumen, business savvy, and strong

negotiation skills.• Present well-researched recommendations to the Board

and implement programs and projects effectively and on schedule. In addition, the successful candidate will look at all aspects of an issue and evaluate and offer alterna-tive solutions as appropriate.

• Be politically astute and able to explain complex subjects succinctly to individuals with varying levels of knowledge regarding transportation projects and issues. In addition, s/he must explain and promote programs and policies to the media and diverse public.

• Value and foster a team environment that strengthens collaboration and ensures cooperation from an agency-wide perspective.

• Be a hands-on leader who will work side-by-side with staff to achieve the greatest good for WCCTAC.

• Have strong interpersonal skills that facilitate transpor-tation dialogue with affected stakeholders, including interacting with city managers and elected officials in a professional and sensitive manner.

• Exhibit excellent written and oral communication skills.• Be able to handle multiple projects and possess the abil-

ity to track the progress of projects with support of staff.• Have an understanding of and sensitivity to economic,

language, and cultural diversity within the service population. Familiarity with Bay Area transportation issues is preferred.

• Experience working in an intergovernmental/inter-agency environment preferred.

Any combination of experience and education that would likely provide the required knowledge and abili-ties is qualifying. A typical way to obtain the required knowledge and abilities would be a bachelor’s degree from an accredited four year college or university in transportation planning, urban planning, civil engineer-ing, public administration, business administration, or a related field. An advanced degree or additional related coursework is strongly preferred. Ten years of increas-ingly responsible experience in similar positions or in transportation planning is desired.

Salary and BenefitsThe competitive compensation package includes a salary based on candidate qualifications. The Executive Director will enjoy a generous benefit package including CalPERS 2.5% at 55 retirement for “classic” PERS members.
