Spare us from Budget blues
T he New South Wales Government should not turn to the property market to rescue the
upcoming State Budget, accord-ing to the Real Estate Institute of New South Wales.
“The recent Federal Budget has put pressure on the NSW Budget, and Premier Mike Baird should not follow the lead of previous governments who have used the property market to raise additional revenue,” said REINSW President Malcolm Gunning (pictured).
“The property market is just showing signs of recovery and not all areas are enjoying growth. Property consumers, and in particular fi rst homebuyers, should not sit back and let this happen.
“The State Government must not increase land tax and stamp duty to plug budget holes. We advocate for a broadening of the GST tax base and an increase in the GST rate. This should replace the revenue losses from the aboli-tion of the discriminatory and ineffi cient state taxes.
Mr Gunning said he does not support an increase in the GST to fund ineffi ciencies in Canberra.
“We have called on other state property institutes, associations and franchisors to voice their support for tax reform and we have already received backing,” Mr Gunning said.
“For too long the property market has been the State Government’s cash cow and prop-erty consumers are now saying enough is enough.
“Already NSW can be expected to be at least $548 million over budget in transfer stamp duty collections alone for 2013-14.”
The State Budget will be handed down next month. It will be the fi rst since Premier Barry O’Farrell was replaced by Mike Baird back in April.

T he Australian Taxation Offi ce (ATO) recently released statistics relat-ing to claims made by
Australian property investors for the 2011-2012 income year.
Owners of rental properties are entitled to a number of deduc-tions when they complete their annual income tax assessment. Some of the deductions claimed by investors in 2011-2012 included body corporate fees, agent fees and commissions, council rates, borrowing expenses, interest on loans, repairs and maintenance, gardening expenses, pest control, capital works deductions and plant depreciation.
According to the Managing Director of BMT Tax Depreciation Bradley Beer, two types of deduc-tions available to property inves-tors which continue to be missed are capital works deductions and plant and equipment deprecia-tion.
Approximately 2.5 million prop-erty investors claimed deductions in the 2011-2012 income year. Of these investors, just over one million received an average capital works deduction of $2,029 while just over 1.7 million inves-tors claimed an average deduction of $1,139 for plant and equipment depreciation in the 2011-2012 income year.
“A total depreciation claim of $3,168 on average is well below the typical claim found for resi-

dential investors who request a BMT Tax Depreciation Schedule. Data collected from tens of thou-sands of depreciation schedules prepared by BMT Tax Depre-ciation suggests the average claim should be around $10,100 in the fi rst full fi nancial year and $7,350 per year on average over the fi rst 10 years of owning a property,” Mr Beer said.
Mr Beer advised that not all investment property owners are eligible to claim capital works deductions due to ATO restric-tions placed on a property based on the construction commence-ment date. However, investors can still claim substantial depre-ciation deductions for plant and equipment items regardless of their property’s age.
“We’re continuing to see a trend that suggests the owners of older properties don’t claim the maxi-mum capital works deductions available. Older properties have often had renovations completed. Even work completed by a previ-ous owner of the property can be claimed as a capital works deduction by the current owner,” he said.
ATO legislation states that the owner of any residential investment property can only claim capital works deductions if construction commenced after the 18th of July 1985. Depreciation of plant and equipment is not limited by age, it is the condition and the quality of each item which contributes to the depreciable amount.
“We are also seeing investors miss out on deductions when they self-assess claims or estimate costs in their investment property based on their own judgement,” Mr Beer said.
Calculating depreciation for an investment property is a compli-cated process and expert advice is needed.

Rural blissT he location of Orchard
Hills, situated in the centre of the Penrith Local Government Area,
suggests the area would be a highly built up, populated suburb but this couldn’t be further from the truth.
The suburb, though large in size, is home to less than 2,000 people and is almost entirely of rural character.
Small housing areas, with most homes located on blocks of at least one acre, are nestled between rolling hills, vineyards and vast spaces dedicated to produce farm-ing, much like the area has been for most of its history.
Orchard Hills sits on land formerly known as ‘Frogmore’, an estate gifted to Mary Putland, the daughter of William Bligh, by Governor Phillip King in 1806.
Frogmore grew in size over the
years and was managed by Major George Druitt for much of its time.
Adjoining Frogmore was the estate of York, owned by the York family, which was also part of the land Orchard Hills sits on.
The York estate was subdivided in the 1880’s and sold for orchards and vineyards.
By the early 1900’s a commu-nity had been well established, though did not go by any specifi c name, and both the Mount Hope Methodist Church (1904) and the York Estate Public School (1910) were built – both are still standing today, though the school is called Orchard Hills Public School.
On October 17, 1910, the commu-nity met together to decide on a formal name for their suburb, deciding on Orchard Hills.
A number of housing areas have been built in Orchard Hills since, some not even fi ve-years-old, and with that has come the develop-ment of a number of schools and churches.
Orchard Hills is bordered by the Northern Road in the west and Caddens Road in the north but it is the other two borders that give the area a unique quality.
In the east, the suburb is bordered by the South Creek corri-dor and in the south, it is bordered by the Orchard Hills Defence Facility, which encompasses a large area of bushland.
These two borders have resulted in an abundance of wildlife in the area, including kangaroos and echidnas.
Agriculture is important in Orchard Hills. It makes a consid-erable contribution to the Sydney market of table grapes and stone fruits. The optimum size of these farms are between 5-7 hectares.
The reddish clay loams of Orchard Hills are used for grape growing. Table muscats were produced by 60 growers over 150 hectares in 1987. The production of table grapes is in decline.
Orchard Hills is located in the State Government Electorate of Mulgoa.
It is located in the Federal Government Electorate of Lindsay and McMahon.
There is no doubt that Orchard Hills is one of the most exclusive parts of the Penrith Local Govern-ment Area. It provides rural bliss on the doorstep of the thriving city of Penrith.

Penrith Council is considering an application for the subdivi-sion of land at 276 Caddens Road, Claremont Meadows. The subdivision would create 27 resi-dential lots and two residue lots that would be dedicated as public reserves. The value of the works proposed is $1.3 million.
In a boost for the Penrith CBD, a shop owner wants to open a new store on Henry Street. The appli-cant wants to open a new Thai Massage Shop at 7/92-112 Henry Street. Penrith Council and the Penrith CBD Corporation have been working hard to attract new businesses to the Penrith CBD.
Council has received a develop-ment application for a new apart-ment precinct in St Marys. Worth over $70 million, the applicant wants to knock down the exist-ing structures at 12 Carson Lane St Marys and construct four eight-storey residential fl ats. Penrith residents are invited to gain new home maintenance skills and make the most of their weekends by learning a range of handy DIY tips at Bunnings Warehouse North Penrith and
Bunnings Warehouse Penrith. Every Saturday and Sunday throughout June, team members from Bunnings Warehouse North Penrith and Bunnings Ware-house Penrith will host free DIY Workshops and share their expert advice with local residents.
The DIY Workshops cover a wide range of projects including

Painting tips
O ne of the best ways to bring a new look to your home is by paint-ing. While to some this
can seem like a bit of a daunting task, the team at Masters have some tips to give you a fresh room in no time. All it takes is prepara-tion and the right technique.
The fi rst question you need to ask yourself before you start painting is how much paint will you need. This can be easily calculated by measuring the perimeter (length + length + width + width) of the room. Once you have this number multiply it by the height of the room. Be sure to deduct any windows and doors. To give you a rough idea one litre of paint will be enough for one coat of around 16 square metres. For rough surfaces like wood add an extra 20 per cent. The Masters team recommend using a more resistant paint for wet areas like kitchens and bathrooms.
The next step is to prepare the
surface that you want to paint by cleaning it with a cleaner like sugar soap, making sure to rinse it thoroughly. For glossy surfaces use sandpaper to sand it back until the surface is dull. Use gap fi ller to fi ll holes, cracks and seams and then sand it smooth. Be sure to prime the area. You can then mask off any areas you don’t

want to paint with some painter’s tape. Before you start painting make sure to open the can and stir the paint well, mixing all the way down to the bottom of the can. To keep brushes or rollers working well be sure to lightly moisten them before and during the paint-ing process.
If you are painting a wall do
one at a time using a 75-100 mm brush to get around the edges. Keep a wet edge by brushing back into immediately applied areas. Apply a coat of paint covering a 1m wide section and be sure to paint from fl oor to ceiling. Paint the main wall section with a roller and fi nish off the room with long and even roller strokes from top to
bottom, across the entire wall. It usually takes around three hours for the paint to completely dry. Once dry, another coat can be applied if you didn’t achieve the desired colour the fi rst time.
