    WESTERN PROVINCE BOWLS

    PRESIDENT’S REPORT FOR 2017-2018

The official opening of the 2017/18 season was held at Edgemead Bowling Club on the 7th October 2017. The

first bowl was bowled by Riva Myers a former Protea bowler. All invitees and delegates then enjoyed an afternoon of bowls followed by snacks prepared by members of Edgemead Bowling Club. SPONSORSHIP WP Bowls must express their thanks to our sponsors for their loyal support during the season. PERSONAL TRUSThave made it possible for us to award prize money ofR80 000.00 to successful competitors in WP Bowls district competitions. We would also like to thank DISTELLfor R20 000.00 prize money for the WP Masters. FINANCES We can report that the district finances are again reflecting very positive results and remain under the custodianship of Mike Higgins. The Department of Cultural Affairs & Sport funding has again allowed the district to address issues to Transformation, Capacity Building and Administration projects. Through James Littler and Wynberg Legacy Funds the district has again this year been able to supply financial assistance to various individual members from many clubs. We have not had to turn anyone away. MARKETING & MEMBERSHIP Membership stands at 2833 some 10% increase on last year’s figures. This is the first time membership has been up for many, many years and this is thanks to the hard work from all clubs marketing and development committees and my executive. Long may it last! If all the new plans come together I have no doubt that the 3000 figure will be reached next season. ACHIEVEMENTS Well done to the ladies & men selectors - you have all put in a lot of time and effort ensuring that the best players were selected to play for the district. Well done to the Men’s B side for achieving Silver. Let’s hope that next year the overall results will reflect that we are a province to be reckoned with. A huge congratulations to all the achievers as listed on page 16 of this Annual Report. GREENS Due to the survivor drought that hit the Western Cape most of the greens were not up to their normal standards but due to the hard work of the greens committee and all the clubs’ greens keepers we managed to keep most of the greens open and bowls could still be enjoyed. At the time of writing this report most of the clubs have installed boreholes and the greens are almost back to normal. The machinery with the Lotto money continues to be extremely useful to all the clubs. COACHES The number of coaches has increased and they continue to run very successful coaching courses. Thanks to you all for the many hours you have put into bowls, without your help many new bowlers would not be so well equipped to start playing bowls. TECHNICAL OFFICIALS Not an easy job but a very necessary job – so thanks to all of you that have given up your time ensuring that the rules are interpreted correctly. A number of courses have been held bringing more technical officials on board. We certainly are going to need you all as we have a very challenging year ahead with Inter District tournaments. CONSLUSION I shall not be naming anyone by name as I shall inevitably leave someone out. A big thank you to my executive, the ladies in the office, all standing committee members, all club committees and members for your support this year and I wish you and your respective clubs every success for the future and let’s keep the district flag flying. It has been a pleasure being the President of such a forward thinking district. GRAEME KEMP PRESIDENT

    STANDING COMMITTEES OF THE ASSOCIATION

    COACHES

Despite only numbering four members, which we believe should ideally be six, the committee is pleased to

confirm that in October 2017, at Helderberg BC and more recently in May 2018, at Pinelands BC, we

successfully conducted at each venue, a Level 1 Coaches Course thereby enabling WP to gain some 20 fully

trained new coaches. We extend our sincere thanks and appreciation to Con Dixie, Brian Smith, Doug

Coughlan and Gillian Carliell, without whose help and expertise, these trained coaches would not have been

possible. We respectfully request that the Executive ensure that in order for the DSCC to operate in a

competent manner for the forthcoming year that the membership should stand at no less than six persons.

Joel Roëbert was originally a committee member, he only attended one meeting at which he failed to

contribute anything to the discussions that were held and he furthermore then resigned without the courtesy of

discussing what reasons may have caused him to make this decision. Neels Kotze was reportedly also a

member, albeit he has never attended a scheduled meeting. We did in fact meet with him once as he was

unable, on his own, to organise markers for the ZTDP project which was his responsibility.

The committee deserves a full and suitable compliment to function at its full potential.

    PAUL COHEN

    CONVENOR

    GREENS CARE

Since the last report, there have been a number of changes to the composition of the committee. Vernon Wilmot and Bunty Giles (thelatter since deceased) retired from the committee after a number of years of loyal service, and then our Convenor, Gordon Marchbank passed away last year. Their places have been filled by Collyn de Witt (Durbanville), Terry Drew (Bergvliet), Vernon Dryden (Kraaifontein) and Eugene Howard (Gardens). With the worst drought experienced in our District in many decades, the management and upkeep of Greens has certainly been a challenge for both the Greens Standing Committee and all Club Green Keepers. Restrictions on potable water usage affected clubs with no Borehole facilities. This prompted the GSC to decide that for the 2017/18 season there would be no merit in inspections for evaluating greens. Inspections of Clubs with applications to host BSA tournaments in 2019 were deferred until August 2018 when a BSA GSC team will visit our district. The focus this year has been on the following: (1) improving communication, (2) emphasising the importance of levels, (3) standardising greens’ evaluation and (4) researching best practice options. Communication: In addition to providing a monthly newsletter, we have recently introduced a WhatsApp group for all Club GKPs. Greenkeepers are also welcome to attend our monthly meetings. Levels: With WPB providing three Dumpy Levels for use throughout the District, we have attempted via workshops and Club visits to guide GKPs in the use of these Dumpies as well as the computer programme designed by Ron Cubitt. Greens’ evaluation: The revised Evaluation Sheet provided by BSA has been applied at a number of Clubs, with all or most of our Committee in attendance, thus achieving some form of uniformity in assessment. Best practice: Bill McCarthy has led the way in investigating the use of different products and application methods, in order to make our greens more resistant to disease and foreign grasses. The positive effects of many of these additives have been shared with our GKPs. TERRY HEPWORTH CONVENOR

    DEVELOPMENT (U15’s& U20’s)

The 2017/2018 year was a year of many achievements for the under 15 as well as the under 20’s. For the first time in Western Province a WP 4’s competition was played for juniors. Junior Masters was also held and was very successful. Two of our juniors also took part in the Invitational Masters and showed that they can even compete at this level. At the Envar- Buys Tournament the Under 15’s and Under 20’s also did very well. The Under 15 team walked away with a silver medal. In the New-by’s section the Under 20’s walked away with a bronze medal. At the 2018 Inter District for juniors the Under 15 sides brought home the Gold and the Bronze medal. As convenor of the Under 15 and Under 20 Bowls I would like to thank the Executive for their support and wiliness to financially support our efforts in developing junior bowls. MEN’S SELECTION

It was a year of ups and downs for the selectors who, as a team who worked hard and had their structures in place with final selections made. However the Men’s A side was the big shock at Inter Districts down at Eden with a complete no show ending 6

th. The team selected had all the attributes to achieve and bring the

honours home, but they failed WP. The up and coming B side won Silver at the Inter Districts in JBA and the players showed they are keen to perform – new blood! The Senior men performed well, just not making the cut at Inter Districts in Durban ending 3

    rd in their section.

The team admitted they were disappointed and will do us proud next time around. NB: To my fellow selectors and team managers, a big thank you for all the efforts and time you put into the sport and for WP Bowls. The WP Executive also needs to be thanked for supporting the teams and our efforts. The WP office ladies were once again, great with the arrangements. LET’S LOOK FORWARD TO THE NEW SEASON AND BE POSITIVE! NICO FERREIRA CONVENOR

    LADIES SELECTION

I would like to take this opportunity to thank the committee for giving me the opportunity to be a selector for 2018. The process allowed me to grow and develop. I am of the opinion that perhaps the trials could have started a little earlier. Unfortunately, after the first set of trials, Marina dropped the bomb on us and that she would be leaving the district and I was asked to take over as convenor, thrown in the deep end – and I am not a good swimmer. We selected the teams after many trials, which again in my opinion were too many, as it was too late for the selected teams to play in / enter tournaments as a team to bond, gel and get to know each other’s play better. Hopefully we have learnt from this and in the new season we can get going earlier, choose the teams and allow some team play in order for them to be better aligned to each other. The Open side could have performed better and again we are of the opinion that there are a few ladies in the team that have had the time to prove themselves at this level but have not brought home the medals. B-side we were happy with our choice of teams and they played well together. TheSenior side has not played well for a number of years, and perhaps a focus area for the new season. I would like to take this opportunity to thank Riva Myers, Pikkie Downing and Denise Vermeulen for all their time and effort during the period of selection and tournament. GWEN REY CONVENOR

    MEMBERSHIP & MARKETING

A look at the membership numbers in the WP paints a picture which is evenly balanced between success and problem areas. Total membership increased from 2667 to 2836 from November 2017 until June 2018. Comparative figures for the sport nationally was not compared, but the WP has reversed the decline in membership which is widely reported. On the negative side however there is concern about the number of clubs with small membership. Even given the possible revenue streams from social bowls, sponsors, bar sales and other sources this remains worrying when one looks at the longer term health of the sport. Certainly the number of active clubs is declining, and the average age of members is increasing. The committee is of the view that financial sustainability of small clubs does not translate to long term growth of the sport. The recent appointment of a Marketing Manager at WP Bowls by the Executive is to be applauded and is indeed welcomed by the Standing Committee. This initiative is a first in bowls in the country and clubs are encouraged to use the expertise now available to grow membership and attract younger people to the game. To this end we repeat the call to appoint in each club a dedicated person or persons who actively focus their efforts on marketing bowls and attracting members to the club LEON VENTER CONVENOR

    PROVINCIAL BOWLERS

The DISA ASSOCIATION became so known on the 19th September 2017. The last meeting of the "Protea Association" was on the 21

st February 2017 when 2 x FUNDRAISERS were discussed and arranged. The

25th June was earmarked for the Basin with the venues being Somerset West BC and Helderberg BC and at latter club our 4th AGM would be held.

  • 20

The 17th September was also earmarked for Gordon’s Bay BC and Plumstead BC. All venues were booked

and confirmed. Changes to the WP pIay-offs, which was an important factor, halted proceedings. Therefore all fundraisers were cancelled and subsequently our Association unravelled. Steps had to be taken to ensure the Disa or Protea’s as formerly known, would survive. Darryl Edwards our Treasurer arranged for all finances to be transferred to WP Bowls. It was decided that Nina Painter would take over as Convenor, with Christo Olivier and Gerrit van Milligen on the committee. First priority was to update our DATABASE and Membership fees. Each member would be invoiced R50 via their club to cover 2018 once their database had been updated. This is still on-going, Our mission is to get back on track to do what this Association was created for initially. The Association for the Disa is to represent our Inter District bowlers of the Western Province. Our goal is to raise funds by the members to assist with purchasing of uniforms, accommodation, travel and levies required by all these bowlers. The camaraderie playing in the FUNDRAISERS is optimum and to keep close bonds with past and present and even future Disa’s alive! Going forward we need to build up a strong Association and be the voice of our Selected Western Province bowlers (past and present) and make them aware of the importance and pride we all share being part of this special nucleus for years to come. NINA PAINTER CONVENOR

    TECHNICAL

Another season has flown by; and one that ended on a very sad note for this Standing Committee, with the sudden passing of JEAN NELL our friend, fellow bowler, loyal member and Secretary of this Standing Committee. I, for one was left floundering as the daunting task of finalising the WP Master’s at 3 different venues had to be completed, but with the great and loyal support of this Standing Committee we can proudly say ‘WE DID IT JEAN!!, WE DIDN’T LET YOU DOWN!!’ This has been a quiet year for WP, with no National tournaments being played here. A relief, as it often becomes a nightmare to ensure that we have efficient and competent Technical Officials at these tournaments. In August/September 2017 we had a Markers and Tech Off Level 1 course where we passed 20 new Tech Officials and 12 Markers. I am pleased to say that all these newly qualified candidates have been VERY busy and assisted us when called upon. We also had a Level 2 course and 8 new level 2 Tech Officials were passed. WELL DONE ALL. As we all know WP decided to cancel many of the WP Competitions due to the drought and we had hoped to have courses instead. However, dates were not conducive, but we will be holding a course for Markers and Technical Officials during August/September. We implore all Clubs to encourage their members to attend to make use of this opportunity, as it makes our work-load lighter if more players UNDERSTAND the laws of Bowls and to know what decisions they can make etc. If there is enough interest from a few neighbouring clubs, we would consider holding a course during the week at a central venue. To those Clubs who have hosted and to the Technical Officials who have assisted, my sincere thanks. The Markers who assisted at ALL singles tournaments ‘thank you’. Your willingness to stand there in sun, rain, hail or wind is always greatly appreciated and rest assured you will be called upon again this coming season!! To the Standing Committee, my sincere thanks for your fantastic support, camaraderie and willingness. I look forward to another season with you! HELEN EDWARDS CONVENOR

    LADIES NOMADS REPORT

We have had regular outings during this 2017/18 season. A big thank you to all the bowling clubs that have been willing to host us. Unfortunately we have lost a loyal member in the passing of Joan James.Three ladieshave also since resigned so we are twenty-six ladies to carry on the hard work of raising money for charity. Our fund raising ALL DAY was held at the Bergvliedt Bowling Club on 20 May.It was well supported and enjoyed by all. Ten ladies will be attending the Nomad Nationals to be held in Jeffreys Bay. The 2020 nationals will be held in Cape Town and the ladies will be co-hosting with the men nomads. We are ever grateful for the support from the Western Province Bowling Association. MEN’S NOMAD REPORT

Nomad Bowls is a charitable organization formed by Bowlers for purposes of giving something back to the Community. During the 2017-18 season, the Western Province Men’s Nomad Bowlers have hosted two All Day competitions to raise funds. We wish to thank Bergvliet Bowls Club and Fish Hoek Bowls Club for allowing us

  • 21

to use their facilities in September and March respectively. A special thank you must go to Personal Trust who were our Sponsors for these All Days. We also wish to thank all Bowlers who have supported us during this season. Furthermore, a very special thank you goes to Wheatfield, Pollsmoor, Bellville, Plumstead who are always willing to let us hold our monthly outings at their clubs. At the 2017 Nomad Nationals Competition held in Vereeniging, the Western Province District Trophy was won by Bryan Stewart from Durbanville. During the course of the past season, we are proud to report that we have managed to support CHOC (the Childhood Cancer Association) and the Downs Syndrome Association with donations of food and cleaning materials to the value of R12 000. We have also given a bit of cash to Blind Bowlers. This is what Nomads is all about. We will continue to host Charity All Days every September and March and we invite all Bowlers to please support these All Days. We also wish to remind everyone that Nomad Bowls is open to ALL registered bowlers. We would like to encourage people to join our little group to help give something back to the community. All it takes is to attend an outing one Sunday afternoon per month where we normally have a game of bowls and enjoy some eats and good conversation. Some great friendships are formed as we all work together to make a better life for those less fortunate than us. Please feel free to contact the Secretary (contact details in the Yearbook) should you have any questions or would like to join us. We look forward to hearing from you. DARYL FALKEN PRESIDENT

He further stated that sponsors need bowlers and bowlers need sponsors and that PT is privileged to be our main sponsor. He did however stress the fact about increasing business leagues with the +35 age group as the target market.

8 To read, consider and confirm the Minutes of the last Council Meeting held prior to the

Annual General Meeting in progress (22nd

    July 2017)

Proposed & Seconded by WPCC and Helderberg respectively.

9 To consider, and if approved, adopt the Annual Report for the period 01 July 2016 to 30th

    June 2017. (Tabled)

Proposed & Seconded by Mowbray and Malmesbury respectively.

10 The Auditors Reports were presented by Michael Higgins, the Treasurer. To consider and if

    approved, adopt:

10.1 The 2017- 2018 Budget Membership was slightly above budget but all the competition entries were below Budget resulting in the Trade Income of R736,116 being some R17,590 below Budget. Other Income of R204,459 was R15,459 better than Budget due to mainly the Nationals being held in Cape Town. Total Income of R940,575 Other Income of R940,575 was slightly below Budget of R2,131. Proposed by Malmesbury and seconded by WPCC. Roux Vermeulen however pointed out that the Budget could not be accepted as the WPB Levy increase of R15 had not been included in the budget and still to be proposed as per point 12.3.

10.2 The Audited WPB Financial Statements for the year 01 July 2016 to 30 June 2017 The DCAS spend of R59,538 on Transformation was a result of the various competitions that the Youth played in. U19 – George; Envar Buys – Worcester; U15/19 – Bloemfontein offset by R20,000 saving on Development. There were modest overspends in various areas, as per the Income Statement, but these were offset by significant savings on Audit fees R3,500, Computers R8,000, Telephone R4,500, Website R17,650, Standing Committee Expenses R18,200. ID Expenses were lower than Budget by R28,400 and Year Book savings of R16,419. Overall the Expenses of R906,812 showed a saving to Budget of R35,894. The Net result was a profit of R33,763 against a Nil Budget. It was also proposed that John Edwards is to put in a tax clearance with SARS for the NPO. Proposed by Somerset West and seconded by Malmesbury.

10.3 To elect an Auditor and approve the fee for the past audit and the 7.5% increase was adopted and agreed upon.

11 Motions for changes to the WPB Constitution & Annexure A as set out below were accepted:

By the insertion of the letter (a) after 13.1 to read as follows: 13. MEMBERSHIP OF MEMBER CLUBS

13.1 (a) No Member Club shall accept as a member any bowler who does not, together with his or her application for membership, produce a Bowls SA Clearance Certificate from his previous Club or Clubs to the effect that he or she left that or those Clubs in good standing. No Member Club may refuse to issue such a Clearance Certificate where the member concerned is in fact in good standing.

  • 24

The right of the issuing Member Club to endorse its comments on a Clearance Certificate is entrenched. Breach of this rule will render the Member Club concerned liable to suspension of its membership of The Association. By the insertion of the following clauses: 13.1 (b) In order for a Member to be considered in good standing, he or she shall have paid his or her subscriptions for the current year in which the Clearance has been requested, and shall furthermore not have been subjected to any disciplinary action by his or her Club which has led to suspension. 13.1 (c) No Member serving a suspension from his or her Club shall be entitled to play Bowls at any Club affiliated to Bowls South Africa during the period of his or her suspension. MOTIVATION: There is no definition of the term “good standing” either in the WP Constitution or in the Constitution of Bowls South Africa. It stands to reason that “good standing” should mean exactly what it says and cannot only refer to payment of subscriptions which is currently the case. It seems ridiculous that a player suspended for whatever reason should be able to request a clearance during his or her suspension and join another Club the next day without suffering any consequences of his or her suspension By the insertion of clauses 13.1 b and c the practice of “club hopping” will be terminated and enable various Club Committees to proceed with its business without fear or favour should disciplinary action need to be taken. WYNBERG BOWLING CLUB LEGACY FUND

Annexure A on Pg 16 - To amend clauses 3.6 & 3.7 which presently read as follows to the new

proposed clauses in italics: 3.6 Apart from the initial distribution referred to in clause 3.1 above, the aggregate annual distribution which may be made by WPB from the Fund may not exceed the annual interest earned by the Fund in the preceding financial year and the WPB is precluded from ever utilising the capital of the Fund when making any distribution as hereinbefore contemplated. 3.7 On dissolution of the WPB as contemplated in clause 20 of the WPB’s constitution, the Fund’s capital (including any accumulated interest) shall be donated in equal shares to the remaining Districts in the provinces of South Africa and under no circumstances whatsoever to Bowls South Africa.

3.6 Apart from the initial distribution referred to in clause 3.1 above, the aggregate annual distribution which may be made by WPB from the Fund may not exceed the accumulated annual interest earned by the Fund in the preceding and current financial years and the WPB is precluded from ever utilising the capital (namely, R 1 500 000 – one million five hundred thousand rand) of the Fund when making any distribution as hereinbefore contemplated. 3.7 On dissolution of the WPB as contemplated in clause 20 of the WPB’s constitution, the Fund’s capital (including any accumulated interest) shall be donated in pro-rata shares (calculated in proportion to a District’s then registered membership) to the remaining Districts in the provinces of South Africa and under no circumstances whatsoever to Bowls South Africa. In other words, a District with a larger registered membership will receive a larger pro-rata share of the Fund’s capital, than a District with a smaller registered membership.

MOTIVATION : The amendment has been requested by the Executive to allow it to financially assist

bowlers, at its district clubs, who may be experiencing difficulties in paying club subscriptions. The

amendment will lift the constraint over the useage of interest earned on the initial capital from year to

    year.

There being too many nominations for Executive Members, the voting was not in Mr N Ferreira’s (Pollsmoor) favour.

The in-coming President thanked the out-going President and past Presidents for their assistance and stated that he had big shoes to fill of those of Ron Delport, Doreen de Power and John Edwards. He said the main goal for the upcoming season was to stop membership from dwindling and asked all Council to think with their eyes open as to ways to retain and grow membership within all clubs.

    18 Other matters

18.1 Graeme Kemp informed Council of the new Greens Equipment which had been purchased with the Lotto grant. Bill McCarthy confirmed that the machines will be hired out at a cost and that these amounts will go into a maintenance account. A Circular to follow in due course. 18.2 Constantia queried if the WP Competition draws could be open and The President affirmed that any member is free to sit in when the draws are done. Joel Roëbert did however state that the Flag/Muter draws can take up to 5 days to complete. 18.3 The President proposed changes to the League format and many clubs expressed their concerns that not enough time had been given to consider these changes and possibly a Special General Meeting can be called so that clubs can submit their suggestions. It was therefore decided to adjourn this until a later date where the Executive would meet with all the Convenors of the SC to brainstorm. 18.4 Strand BC expressed their concerns re the water situation and Graeme Kemp advised clubs without boreholes to purchase Jo Jo’s and harvest water from their roofs. Most clubs are in this situation and they were reminded to apply to the City of Cape Town for grey water.

The President wished the Executive everything of the very best for the incoming season and thanked Council, Clubs and all members for their valued support. With no further business the Meeting closed at 11.10 am.
