As our email subscribers know, we are sending out pictures of missing dogs or dogs who have been found at least once a week. Some stories have happy endings, some have tragic endings.

There is a leash law in Texas. This means that YOU must be in control of your dog at all times. The law interprets control as having the dog confined or restrained. There is no margin for question on this one. Under controlled restraint or confinement means just that.

The children are back in school and each school bus carries a precious cargo. Be aware of children running to or from the bus. Also, be aware of children who are walking to or from a drop-off point. AUTUMN IS GREAT TIME TO REFRESH EXTERIOR, LAWNS AND

GARDENS/ACC APPLICATIONSThe Fall of the year brings many opportunities for us to work in our yards. As the weather cools down, the jobs of weeding and mulching gardens, planting fall flowers, mowing and putting on fertilizer become a lot easier. This is an ideal time to refresh your floral plantings and take care of lawn problems. Trees can be pruned later in the year when the weather is cooler. This is generally best done in January. We encourage our residents to take an objective look at the exterior of their home and take appropriate measure to rid the lawn and trees of various pests. This is also a good time to do exterior repairs before the holiday season is upon us.

If you plan any exterior changes in your home such as paint, siding or other improvements which change the exterior look of your home or if you are adding a structure, you are required to complete and submit an architectural control form approval, before the work is done. The process is quick and can eliminate problems with changes that may be in violation of our deed restrictions. This includes tree houses, which some residents have recently started to build in their back yards without prior ACC approval. Many times the location of these tree houses allows the resident to see into the homes next door to them and Crest Management has received several complaints regarding this. Please be considerate of your neighbors when planning any improvement to your home, especially if it can affect neighboring homes.

We thank all the homeowners in Westlake and Westlake Forest who continue to make improvements in both their homes and their landscaping. Our neighborhood has become quite attractive with the large trees, lush lawns and beautiful gardens. The improvements made on homes add to the personality of our subdivision in a very positive way.

NUISANCE ABATEMENT PROGRAM, LEGAL PARKING & CLEAR STREETS,

IMPROVES NEIGHBORHOOD APPEARANCE & SAFETY

As most of you know, the application of the Texas law against Nuisances both in the form of vehicles and health safety items has been an ongoing activity in Westlake and Westlake Forest. What does this mean? The vehicles in driveways, which are not current on registration and inspection, are covered in some fashion, are on jacks or blocks or are inoperable are in violation of state law. The penalties for violating this law can be pretty stiff. If you have a vehicle in your driveway that falls into any of these categories, you will want to remove it. Park the vehicle in your garage or take it out of the neighborhood and place it in a rental facility. This will save you much frustration and money.

The Health and Safety Code is very specific about tall grass, rats, snakes, chemicals, paints, furniture, junk, building materials, etc., which are left outside for a period of time. Further, stagnant water is a major violation as it increases the risk of mosquitoes and the spread of the diseases they carry such as West Nile virus. Please keep your front and back yards clear of debris. Keep them mowed. Leave no standing water in your yard. If you have a swimming pool or pond in your yard, do not let water stagnate. Use appropriate chemicals and check the ph and chemical level on pools and ponds to make sure you are not fostering the creation of a health disaster. Penalties for some of these violations are swift and severe.

Finally, do not leave refrigerators, chemicals, paint, old wood, etc., in your front or back yard. This, too, is a violation of the health and safety code. You will be cited by the proper authorities for the violation if you do not abate the nuisance.

While some of our residents are used to conditions in other non-restricted areas such as the country or neighborhoods in far-eastern or southeast Houston, a subdivision is a high density population area. These nuisances negatively impact the neighborhood and the quality of life. That is the reason the Texas legislature has passed laws that exclusively address the unincorporated areas of Texas counties. CURFEW OF MIDNIGHT FOR TEENS UNDER 17

We have experienced a few childish pranks that are costly to the association or to homeowners. In addition, we have seen some pretty stupid pranks pulled on homeowners. These, too, are costly to repair. If you are a parent of a 12-15 year old youth who is out late at night, chances are you really don’t know what your child is doing. The many pranks of unsupervised young teenagers has cost neighbors and the association much money.

Once again, we caution parents that if a juvenile is arrested for vandalism, the costs of the damage will become your burden by court order. Further, your child will have a juvenile record that can be very damaging. We urge parents to make sure their children abide by the curfew… midnight for those under 17 years of age.

BURGLARY OF MOTOR VEHICLES INCREASES

One of the most common crimes throughout the USA is the Burglary of a Motor Vehicle. It’s common because people forget to lock their cars or trucks. Or, even worse, people leave expensive and attractive

items in their cars or trucks and expect all who see these items to admire them but not touch them. There are people who regularly commit BMVs… burglaries of motor vehicles. They walk parking lots, scope out the good stuff, smash and grab. It takes 10 seconds to commit this crime. They walk subdivision streets at night, often accompanied by a slow moving car being driven by an accomplice. Most of the time, these thieves simply open the door. Sometimes the car parked on the street is locked; smash and grab accomplishes the crime and they zip off before you can respond to your alarm.

Cars and trucks belong in the garage or parked on the driveway. Parking on the street is an invitation to a criminal. Any car parked anywhere but your garage needs to be cleaned out… leave nothing, not even small change, that would attract a burglar.

PARKING LAWS CONTRIBUTE TO NEIGHBORHOOD SAFETY

The ongoing effort by the Sheriff’s Department to enforce all parking laws within the confi nes of our neighborhood has begun to show some dramatic results. The streets are less cluttered, fi re hydrants are not blocked, dangerous vehicles are gone, intersections are easily navigated and the children of our neighborhood are much safer.

Please consider your neighbors when parking on the street. Not only are you risking your vehicle, but you could potentially be risking the lives of innocent children. If you must park on the street, be considerate of the neighbor across the street who must back from a driveway in order to enter the street. Do not park so that it is almost impossible to exit a driveway. Whenever possible, do not park on the street in order to further insure the safety of our children.

easily spotted as they dart out to chase a ball or swerve while riding a bicycle. If you are unfamiliar with the parking laws, stop in at the Franz Road Store Front that is located just west of Fry Road on Franz. Pamphlets of all types, including parking safety, are available at no charge.

SOUTH MAYDE CREEK WALK/BIKE TRAIL NEARS COMPLETION

As of this writing in July 2012, the South Mayde Creek Hike & Bike trail is about 90% completed. The trees have been planted and the rains of July did much to make them healthy and vibrant. The bridges and lights and the surface of the trail are installed. Some work remains to be done, but we are hopeful that the trail will be open by early October. That will be just in time for our perfect autumn, winter and spring weather which allows us to get out and enjoy nature. The trail is an excellent place to do just that as it connects with other trails east of here all the way to Highway 6 near Groeschke. The beauty of these trails, which wind through natural settings of trees and forested areas, is our ability to stay clear of motorized vehicles of all sizes and noise levels. This is a refreshing change for us in far west Harris County.

When the lights are on in the evenings, this is an excellent place to take a brisk walk or jog or even ride your bicycle. All dogs must be on leashes and no motorized vehicles of any sort are allowed on the bayou system or the trail system. The fi ne for violations can be expensive.

This trail was put on the drawing board in 1996 after much pressure from the citizens of this area. The creation of this trail is a partnership between Harris County, the state of Texas and the US Federal Government. We thank Commissioner Radack’s staff for working out all the elements with the other two governmental entities and acting as liaison on this project. This is a job well done.

REPORT STREETLIGHT OUTAGES QUICKLY

When you notice that the street light(s) on your street are no longer working, please report these to CenterPoint Energy at [email protected]. Complete the form and a report will be sent to you regarding the status of the street light repair. You will be informed if it is completed or if there is a problem with the information.

TRASH PICK-UP STICKERS BELONG ON TRASH CANS

The garbage pickup sticker you receive each quarter shows you have paid your invoice and are a valid customer. It contains your address and the expiration date. The sticker is designed to be placed on a garbage can. These stickers occasionally won’t stick even to a garbage can; use a heavy duty tape when this occurs. Remove your cans from the street as soon as possible. Do not place these stickers on your mailbox. They may well be stolen. Do not leave your garbage cans out for a period of time. The stickers might be stolen and the garbage cans could be stolen. A word to the wise should be suffi cient.

GARDEN TIPS FOR SEPTEMBERtime now to make plans for fall landscaping projects. • Clean up flowerbeds of fallen foliage, yellowed leaves and dead wood. Light green leaves may signify lack of iron (chlorosis). Correct with iron cheleates. • Cut off old dead foliage on irises. Scratch in a little bone meal around the roots. • Prune roses to reshape and groom plants for fall growth. Follow up

with a dose of fertilizer the first week of September. • Plants come out of summer rest and go crazy. Insect populations explode as we get into cooler temperatures. Diseases that have been dormant wake up. - Citrus, croton, avocado and mango are susceptible to spider mites and thrips. Discourage them with a strong jet of water from a hose directed to the undersides of the leaves. - Hibiscus, citrus, palms, gardenia and ixora are susceptible to scale and mealybug. • Winter vegetable gardens and perennials get planted.• Wait until November to plant petunias and pansies.• Fire ants baits should be put out in September-October to lessen the number of eggs that make it to Spring. • St. Augustine grass gets its fall fertilizer during September. Continue to mow at maximum height. You want to leave a lot of leaf surface to produce carbohydrate reserves for the winter.• Keep an eye out for sod webworms. First sign of them is grass that appears to stop growing. You need to get them early for biological controls to work. When the caterpillars are only 1/4 inch, Bacillus thuringiensis applications can slow them. Bt is a bacteria that works on the caterpillars’ digestive systems and makes them stop feeding. Do the application late in the day. The larvae feed at night and you want them to get nice fresh Bt.• When the heat and drought end, the weather could bring brown patch disease in the St. Augustine grass. Watch for yellowish spots if the nights drop into the 60’s and days stay in the 80’s.• Get any pruning of hedges and such done now. You want the flush of new growth to be hardened-off before the end of October. Tree pruning should be put off until winter, when the trees are dormant.• Pre-emerge herbicide applications targeting annual bluegrass and the earlier-germinating winter broadleaf weeds needed to be put out starting in mid-August.

2012-2013 CRITERIA FOR FREE & REDUCED PRICE MEALSKaty Independent School District announced its policy for providing free and reduced price meals for children eligible under the federal income guidelines for the National School Lunch and School Breakfast Program. Go to www.squaremeals.com to view a copy of the policy.

Children living in households whose income are at or below the federally approved levels, based on household size, may be eligible for free or reduced price meals. Transfer students approved for the program from another school district may either complete a Katy ISD application or provide documentation of their eligibility status. Foster children who are the legal responsibility of a welfare agency or court may also be eligible for benefi ts regardless of the income of the household with whom they reside.

The Nutrition and Food Service Department encourages parents in all eligible households to complete an online application prior to the start of school. Visit the district website (www.katyisd.org) for the online application.

A Free and Reduced meal application form and an information letter will also be distributed in the student’s fi rst day packet. A paper application will not need to be completed if you submitted the 2012 - 2013 application online. If your child was on the program at the end of the previous school year, they are eligible for the same benefi t for the fi rst 30 operating days of the new school year or until a new application is processed. A new application is required each school year.

The Nutrition and Food Service Department is located at 5364 Franz Rd, Katy, TX 77493. Staff is available Monday - Friday, 8 AM - 2:30 PM to assist parents in completing the application. Bring the names of all members of the households and their Gross Monthly Income. For any questions, call the Katy ISD Nutrition Department offi ce at 281-396-6240.

Applications are available online, at any district school and at the food service offi ce. Applications may be submitted any time during the school year, which started on August 15, 2012. The information households provide on the application will be used for the purpose of determining meal eligibility. Application information may be verifi ed by school offi cials at any time during the school year.

FFPS is a non-profit youth soccer program dedicated to providing a positive youth sports experience for all children. Founded in 1986 in Katy, Texas, FFPS has grown to 22 leagues and 16,000 players throughout the Greater Houston area. FFPS offers children a fun and fair experience, including one practice per week, a full uniform and trophy for every player, equal playing time, opportunities to play every position, co-ed/balanced teams, positive coaching and more. The 8th Grade Katy Rebels-D’Addieco Team took 1st place in the June 30-July 1, 2012 Primetime tournament in Humble, TX. The team went 4-0 to win the tournament in convincing fashion. The zone defense continued to frustrate opponents and the extra effort to complete every hustle play led to opportunities that made the difference in the games. Katy, Texas has a new 3-Time World Champion, Mikayla Francisco, age 8. This past June 2012 at the American Taekwondo Association’s World Championships, held in Little Rock, Arkansas, Mikayla took home 3 Gold World Champion Titles in Traditional Form, Sparring and Creative Form. She competed in a total of 7 Top Ten divisions, placing in each event with 3 Silver medals in Traditional Weapon, Extreme Form, Extreme weapon and a Bronze medal in Creative Weapon. At age 6, Mikayla earned her first Texas State Champion Title in Creative Form in 2010 (Division-Girls 8y/o and under). At age 7, Mikayla eventually earned 5 Texas State Champion Titles in Traditional Form, Traditional Weapon, Sparring, Creative Form and Creative Weapon in 2011 (Division-Girls 8y/o and under). Mikayla was promoted to the rank of 1st Degree Black Belt in June 2011 at age 7. Added to her 2012 World Championship achievements, Mikayla also earned 7 Texas State Champion Titles in Traditional Form, Traditional Weapon, Sparring, Creative Form, Creative Weapon, Extreme Form and Extreme Weapon 2012 - this being her 3rd consecutive year as a Texas State Champion in TaeKwonDo.
