Introduction

The town of New Ross is situated on the tidal reach of the Barrow Estuary. It is located on the

Wexford/Kilkenny count boundary with most of the urbanised area in County Wexford.

Present Situation

There is currently no treatment at New Ross for a PE of 6,500 and any water is discharged,

without any treatment, through more than fourteen separate outfall points into the Barrow at

New Ross. Many of these outfalls are directly in front of the Quays.

Wexford County Council proposes to build a wastewater treatment works (construction

commenced) and associated pumping stations and pipelines to transport and treat

wastewaters from both domestic and industrial sources in New Ross Town and its Environs.

The proposal

It is proposed to construct an interceptor sewer draining to a pumping station and associated

rising main to direct all sewage flows to the proposed wastewater treatment works which will

be located in the Marshmeadows area, south of the town. The wastewater treatment works

will cater for an ultimate PE of 24,000 however the first phase of the proposed works will be

for a PE of 15,000. This includes for pollution loads from non-domestic sources, such as

shops, hotels, restaurants and local industries.

The Quay pumping station, to be built in the area south of Priory Lane, will receive all flows

currently discharged through the outfalls at the Wexford side of New Ross, and also form an

existing pumping station at Rosbercon. New sewers running along the Wexford Road (N25)

will take foul sewage flows from the Southknock and Butlersland areas to the Quay pumping

station. All the sewage will then be pumped directly to the works.

A description of the Wastewater Works and the activities to be carried out therein

The contractor has proposed preliminary treatment consisting of a Jones & Attwood

Combined Inlet System (CIS) which combines the screening and grit removal in a single tank.

The screened influent is then pumped to the SBR splitter chamber.

A summary of the proposed treatment process is presented below:

The sources of emissions from the Wastewater Treatment Works

The pollution lad for the New Ross agglomeration arises from both the local population and

the local industries. From census figures, the average current biological load has been

estimated at 10,000 PE. Of this figure the current domestic population of New Ross and its

environs accounts for 7700 persons.

The nature and quantities of foreseeable emissions from the wastewater works into the receiving aqueous environment as well as identification of significant effects of the

emissions on the environment.

Domestic Loads

The projected domestic population estimate for 2015 has been calculated at 9,500, resulting

in a estimated flow of 1,710 m3/day.

Non - Domestic Loads

The projected non domestic load to the wastewater treatment works is estimated at

750m3/day in 2015. An estimated 10% of the domestic and non domestic flows are added for

infiltration, resulting in an infiltration flow of 246 m3/day by 2015.

E.1 Waste Water Discharge Frequency and Quantities – Existing & Proposed Provide an estimation of the quantity of waste water likely to be emitted in relation to all primary and secondary discharge points applied for. This information should be included in Table E.1(i) of the Annex. The primary discharge shall be annotated with a (P). Provide an estimation of the quantity of waste water likely to be emitted in relation to all storm water overflows within the agglomeration applied for. F.1. Assessment of Impact on Receiving Surface or Ground Water

o Give summary details and an assessment of the impacts of any existing or proposed emissions on the environment, including environmental media other than those into which the emissions are to be made.

o Tables F.1(i)(a) & (b) should be completed for the primary discharge point. Surface

water monitoring locations upstream and downstream of the discharge point shall be screened for those substances listed in Tables F.1(i)(a) & (b). Monitoring of surface water shall be carried out at not less than two points, one upstream from the discharge location and one downstream.

o For discharges from secondary discharge points Tables F.1(ii)(a) & (b) should be

completed. Furthermore, provide summary details and an assessment of the impacts of any existing or proposed emissions on the surface water or ground (aquifers, soils, sub-soils and rock environment), including any impact on environmental media other than those into which the emissions are to be made.

o Provide details of the extent and type of ground emissions at the works. For larger

discharges to groundwaters, e.g., from Integrated Constructed Wetlands, large scale percolation areas, etc., a comprehensive report must be completed which should include, inter alia, topography, meteorological data, water quality, geology, hydrology, and hydrogeology. The latter must in particular present the aquifer classification and vulnerability. The Geological Survey of Ireland Groundwater Protection Scheme Dept of the Environment and Local Government, Geological Survey of Ireland, EPA (1999) methodology should be used for any such classification. This report should also identify all surface water bodies and water wells that may be at risk as a result of the ground discharge.

o Describe the existing environment in terms of water quality with particular reference

to environmental quality standards or other legislative standards. Submit a copy of the most recent water quality management plan or catchment management plan in place for the receiving water body. Give details of any designation under any Council Directive or Regulations that apply in relation to the receiving water.

o Provide a statement as to whether or not emissions of main polluting substances (as

defined in the Dangerous Substances Regulations S.I. No. 12 of 2001) to water are likely to impair the environment.

o In circumstances where water abstraction points exist downstream of any discharge

describe measures to be undertaken to ensure that discharges from the waste water works will not have a significant effect on faecal coliform, salmonella and protozoan pathogen numbers, e.g., Cryptosporidium and Giardia, in the receiving water environment.

o Indicate whether or not emissions from the agglomeration or any plant, methods,

processes, operating procedures or other factors which affect such emissions are likely to have a significant effect on – (a) a site (until the adoption, in respect of the site, of a decision by the European

Commission under Article 21 of Council Directive 92/43/EEC for the purposes of the third paragraph of Article 4(2) of that Directive) —

(i) notified for the purposes of Regulation 4 of the Natural Habitats

F1. Assessment of Impact on Receiving Surface or Ground Water

The presence of any areas designated for the abstraction of water intended for human

consumption

There are no abstractions for drinking water purposes downstream of the proposed works or

within the upstream tidal limit. The water at New Ross and upstream as far as Inistioge on the

Nore and as far as St.Mullins on the Barrow is brackish and unsuitable for drinking

abstractions.

Measures taken to ensure discharges form the wastewater works will not have a

significant effect on faecal coliform, salmonella and protozoan pathogen numbers in the receiving environment

There is currently no wastewater treatment plant in New Ross, and so no measure are being

taken to minimise numbers of the above in the receiving environment.

The presence of any areas designated for the protection of economically significant aquatic species

Salmon, sea trout and eels pass through the port and estuary on route to and from their

breeding grounds which extend to the upper reaches of the Rivers Barrow and Nore. There

are no shellfish beds in the area because New Ross is situated close to the upper end of the

tidal reach of the Barrow estuary. These conditions are not conducive to shellfish

development.

The presence of any areas designated as recreational and bathing waters

There are no beaches in the New Ross area and the nearest bathing areas are situated

much further downstream. Treatment of all foul wastes will enhance the water quality at such

areas.

The presence of any areas designated as nutrient sensitive areas

Under S.I. 254 of 2001 the Barrow Estuary – from the weir at Bahana Wood to New Ross

Bridge is designated as a “sensitive area”.

Natural Heritage Area and Special Areas Of Conservation

There are two areas of special conservation within a mile of the town (Duchas, 1995). At

Mountgarrett, north of New Ross a registered SAC has been identified on the basis of botanic

life found on the steep banks of the Barrow, where a woodland of oak, ash and sycamore

occurs with an acidic ground flora. The plant species saw wort (Serratula), which is recorded

nowhere else in Ireland, grows close to the river on rocks that are occasionally flooded.

Invertebrate and bird fauna seem relatively rich. This site is 4ha in size.

At Oaklands south of New Ross, all of the wooded area is also a designated SAC. Oak wood

occurs here amongst conifers and it has a characteristic ground flora and fauna. The area

has educational value and is 26ha in size.

The tidal reaches of the Barrow are a Special Area of Conservation between St. Mullins in

County Carlow and Cheekpoint in Waterford Harbour. This stretch of water supports

populations of Twaite Shad (a member of the herring family) which is a protected species

under the EU Habitats Directive. Low dissolved oxygen is believed to be the main reason for

the historic decline in Twaite Shad numbers. Other possibilities include gravel bed siltation,

temperature changes in the water column and rising ammonia levels. As well as shad, there

are various species of plants protected under the Flora Protection Order including one

previously thought to be extinct in Ireland until discovered on the banks of the Barrow in

1990. The lower reaches of the Barrow are also noted as grounds for wintering wildfowl.

Mixing zone ore transitional areas of exceedance

The Water Quality Management Plan WQMP for the Suir Barrow Nore estuary limits the

mixing zone size to 10% of the width of the estuary at the outfall point. Proper siting of the

outfall will ensure that BOD, SS and nutrient concentrations remain within acceptable levels

at the boundary of the mixing zone.

Any modelling or dispersion studies of the effluent emission

An Foras Forbatha carried out a study in 1980 to establish the capacity of the waters of New

Ross Harbour to assimilate pollutants in the form of sewage discharges. The impact of a unit

discharge of pollutant on the receiving water pollutant level was estimated by mathematical

modelling and field studies.

A background level of BOD can be established from the results of the biennial surveys of

water quality conducted since 1980. From the 1980 study and subsequent surveys it can be

concluded that the discharge of treated effluent from the treatment works will not result in a

pollutant level in the estuary in excess of that required by the WQMP for the River Barrow

and the Estuary.

IMPACT OF EXISTING EMISSIONS

As there is currently no waste water treatment at New Ross, the harbour is polluted; it

receives untreated sewage directly from 12 outfalls. Discoloured waters and sewage solids

are often visible on the water surface. The quay-front is occasionally flooded, which, in

addition to the material damage caused, also presents a health hazard.

Water surveys in the last decade indicate generally satisfactory conditions in the Barrow

Estuary and provide no evidence of pollution inhibiting the migration of fish. However,

occasional high phosphate levels have led to algal blooms. Elevated BOD and ammonia

levels have been experienced occasionally and the average ammonia level appears to be

increasing in recent years.

The estuarine reaches of the Barrow have been regularly sampled by the EPA and previously

by An Foras Forbatha. The EPA currently undertakes routine sampling at various points

along the Barrow estuary and publishes the results of a laboratory analysis of these samples

in an annual report. These indicate that water quality at New Ross Bridge is, in general, quite

good. The results of the 1999 survey are summarized in Table @. Except for occasional high

levels of BOD and Orthophosphate, overall conditions were considered to be satisfactory

(Neill, 2000).

IMPACT OF THE PROPOSAL

A main drainage scheme was seen as one of the basic infra-structure needs of the area and

its implementation has a high priority. The provision of a wastewater treatment works at New

Ross is the most important phase of the main drainage scheme planned for the town.

The interception of all of the industrial and domestic discharges from New Ross town and the

domestic effluent from the Rosbercon area will eliminate most of the existing outfalls into the

estuary. The outfall from the proposed wastewater treatment works will discharge

continuously and should achieve rapid dilution with entrainment of the receiving water in the

effluent plume at the point of discharge.

Treatment of wastewater and elimination of untreated domestic sewage discharges will

benefit the migration of fish through the estuary by improving dissolved oxygen levels. In

addition to the fish life in the estuary, the waters support planktonic and benthic fauna.

The treatment of wastewater at New Ross will result in an improvement in water quality which

will be beneficial to the marine fauna in the estuary. However, some deterioration is expected

in the immediate vicinity of the outfall but this is not considered to be a significant adverse

effect in view of the improvement expected in the remainder of the Estuary.

Following construction of the wastewater treatment works at New Ross, the projected

decrease in the pollutant load discharged to the estuary from New Ross and its environs will

be of the order of 1,400kg BOD/day. Calculations indicate a predicted mean decrease in

BOD of 0.3mg/l at New Ross Bridge. After secondary treatment only 10% (140kg BOD/day)

of the total load will be discharged through the outfall which is well below the minimum

assimilative capacity of 2,830kg/day.

It is clear that there is considerable reserve assimilative capacity in the estuary at New Ross.

Secondary treatment, as proposed, will ensure that the capacity of the receiving waters to

assimilate effluent discharges will be not be exceeded as a result of discharges from the New

Ross treatment works.

The provision of a wastewater treatment works for New Ross is a statutory requirement under

Irish Law. The construction of the works at the site proposed at Marshmeadows will enable

the County Council to discharge their obligations in this respect. A brief summary of the

impacts of the proposal is presented below.

Attachment No.G.1 Programme of Improvements

A new wastewater treatment plant is being constructed in New Ross. The following

information gives information on the improvements that it will bring.

Effluent Quality Requirements

The effluent quality requirements are determined with respect to:

• the Water Quality Management Plan for the River Barrow;

• The EC Urban Wastewater Directive, given effect in Irish Law by S.I. 254,

2001.

The effluent requirements for the treated wastewater are presented in Table 4 below.

Future Situation

In the future the collection system may be extended, so the proposed ultimate load is

estimated at 24,000 p.e, of which 13,500 PE is of domestic origin and 10,500 PE of industrial

sources. It is intended that the proposed treatment works will be extended to provide for

future increases in load and to comply with the current environmental standards.

The final effluent will be discharged to the Barrow Estuary at the proposed outfall location.

Dewatered sludge will be taken to the County Council’s sludge treatment centre at Kerlogue,

Wexford. In addition to the sludges arising from the WWTW, the proposed New Ross works

will operate as a satellite works for the purposes of minimising sludge transport costs from

smaller WWTWs in the vicinity of New Ross to the County Council’s sludge treatment centre

at Kerlogue, Wexford. Imported sludges to the New Ross works are to be screened,

dewatered and exported with sludges arising in the New Ross WWTW to Kerlogue. The New

Ross WWTW will be required to treat the liquors arising from the imported liquid sludge as

well as the loads referred to above.

Phasing

Provision for the future expansion of the plant to cater for increased loads over the lifetime of

the works is an important element of the project. A modular approach in the design of the

plant to allow for the expansion of the works without disrupting ongoing treatment of

wastewaters is therefore required.

The initial plant capacity to be designed and constructed by the contractor will be for the full

treatment of flows for a population equivalent of 16,000. All hydraulic components of the

works such as sludge pumping stations and rising mains, inter-stage siphon pipes, splitter

boxes and channels are to be designed and constructed as part of this contract for the

ultimate population equivalent of 24,000. Pipe/channel connections to take flow to and from

individual tanks which do not form part of the initial plant design may be omitted. However

provision for splitting and re-combining the flows from these tanks shall be included in the

works to be undertaken by the contractor. Electrical ducting and cabling for the ultimate plant

loads shall be similarly dimensioned. The Contractor shall provide for the housing of control

panels and electrical switchgear for the ultimate population load (24,000). The preliminary

treatment works shall be designed and constructed to treat the flows up to the ultimate storm

capacity identified in Table 4.1 of this volume.

Wastewater Characteristics

The characteristics of the influent to the treatment works are presented in Table @. A

distinction is made between the load in phase 1 and the load in phase 2.

The degree of septicity of the wastewater arriving at the treatment works is not known, but

the Contractor is to allow for the fact that most of the sewage will have passed through the

rising main from the Pumping Station at the N25 that he shall have designed and

constructed. The design of the treatment works and the guarantees offered by the Contractor

shall take account of this factor.

The maximum flow entering the treatment works in Phase 2 is calculated at 1,728 m3/h (480

l/s). This quantity of flow shall be the basis for the hydraulic design of the inlet works and the

preliminary treatment units.

The peak flow to the plant, which requires treatment, is Flow to Full Treatment (FFT). The

peak flow in Phase 2 of 1,188 m3/h (330 l/s) plus any additional returned flows from sludge

thickening/dewatering shall be the basis for the hydraulic design of the pipework and other

treatment units downstream of the preliminary treatment units.

Attachment G2 Compliance with Water Quality Standards for Phosphorus Regulations (S.I. No. 258 of 1998).

These regulations provide for specified improvements in water quality conditions in rivers and

lakes based on phosphorus concentrations or related water quality classifications.

The discharge from New Ross is to tidal non-sensitive waters and is therefore not governed

by SI 254 of 2001discharges in terms of a sensitive body of water. Accordingly phosphorus

removal is not deemed to be a requirement.
