MINUTES –REGULAR BUSINESS MEETING

TECHNOLOGY LIBRARY CENTER - MACKINNON MIDDLE SCHOOL

I. CALL TO ORDER – Mr. Goulden called the Regular Business meeting to order at 7pm.

II. OPEN PUBLIC MEETING STATEMENT –_Mr. Goulden read the following:

The New Jersey Open Public Meetings Law was enacted to insure the right of the public to have advance

notice of and to attend the meetings of public bodies at which any business affecting their interests is

discussed and acted upon. In accordance with the provisions of this act and Board of Education Bylaw 0160,

the Wharton Borough Board of Education has caused notice of this meeting to be sent to the Daily Record,

posted on the bulletin board in the Wharton Public School, filed with the Wharton Borough Clerk, and mailed

to all those people who have requested individual notice and paid the required fee.

V. DISTRICT MISSION STATEMENT – _Mr. Astrologo read the following:

In partnership with the community, the Wharton School District is committed to educational excellence and

guarantees challenging learning opportunities for all students to become life-long learners and productive and

responsible members of society. It is the expectation of this school district that all pupils achieve the New

Jersey Core Curriculum Content Standards at all grade levels.

VII. REPORTS AND PRESENTATIONS

A. Presentations –

May 2013 Students of the Month- Mr. Herdman presented the Students of the Month certificates to the

students.

B. Superintendent’s Report-

Mr. Mack announced the publishing of Ms. K. Carlile’s work in the Education and Treatment of

Children, May 2013 Edition.

Mr. Mack announced this would be his last meeting and Mr. Herdman would be taking the position

as of July 1, 2013.

The Superintendent announced a flyer would be distributed on the last day of school for information

to help the victims of the recent tragedy in town.

C. Committee Reports:

1-PTA-The PTA will have a new President and Vice President for the 2013 - 2014 school year. They are

as follows: President: Melissa Soares and Vice President: Stephanie Garza

D. Business Administrator Report

Ms. Hinman discussed the HVAC, Roof Replacement and Repair, and Parking lot bids on the agenda to

be approved for this summer.

She opened up to the Board for the Morris Hills Shared Services Contract. Mr. Astrologo stated he felt

the District should be provided at least one person within the District each day. The Board president

stated the Board could approve the contract and negotiate with Morris Hills for that guarantee.

VIII. OPEN TO THE PUBLIC

Mr. Rosenberg asked if the District would be protected if the parking lot project was not completed in a

satisfactory manner. The Business Administrator stated that the District was utilizing both the Boro Engineer as

well as the District engineer to insure all bases are covered. The District Architect, Anthony Gallerano answered

questions to confirm any concerns.

Mrs. Lengyel approached the Board about the District omitting the PRIDE program in the Annual Field Day. She

offered a letter from the PRIDE teacher in regards to their concerns. The Board stated that they would ask Mr.

Herdman to look into the issue.

IX.

New Business: Mr. Breda requested for the agenda that the board discuss the possibility of a Board Retreat in the

Summer of 2013:

-The Board discussed the process of a Board Retreat. Mr. Astrologo explained that the Board had done it in past

years, but much of what is accomplished in a Board retreat is done by the Board during the Regular meeting

schedule. The Board will discuss further at the next meeting.

Mr. Astrologo commented that the Board needed to request daily coverage in the Wharton Schools by the Child Study

Team. Mr. Goulden stated further negotiations will be requested by Morris Hills. The Board discussed whether or not the

original negotiations stated that this would be the case.

E. FINANCE

1. The Board of Education approves the following resolution regarding the transfer of Current Year Surplus to

Maintenance Reserve:

WHEREAS, NJSA 18A:21-2, NJSA 18A:7G-31, and NJSA 18A:7F-41 permit a Board of Education to establish and/or

deposit into certain reserve accounts at year end, and

WHEREAS, the aforementioned statutes authorize procedures, under the authority of the Commissioner of Education,

which permit a board of education to transfer unanticipated excess current revenue or unexpended appropriations into

reserve accounts during the month of June by board resolution, and

WHEREAS, the Wharton Borough Board of Education wishes to transfer unanticipated excess current year revenue or

unexpended appropriations from the general fund into a Maintenance Reserve account at year end, and

WHEREAS, the Wharton Borough Board of Education has determined that an amount not to exceed $124,029 is

available for such purpose of transfer; now therefore be it

RESOLVED by the Wharton Borough Board of Education that it hereby authorizes the district’s School Business

Administrator to make this transfer consistent with all applicable laws and regulations

2. Upon the recommendation of the Superintendent the Board of Education approves the following resolution regarding

3.Upon the recommendation of the Superintendent, the Board of Education approves the contract between the Board of

Education and Educational Services Commission of Morris County for Bidding Services in the amount of $4,800

4. Upon the recommendation of the Superintendent, the Board of Education accepts the donation of $1,000 from the

Wharton P.T.A. in contribution to the Field Day 2013 T-shirts.

WHEREAS, in compliance with NJAS 18A:17-9, the secretary has certified that, as of the date of the

report(s), no budgetary line item account has encumbrances and expenditures, which in total exceed the

line item appropriation in violation of NJAS 18A:17-9, now, therefore, be it

RESOLVED, the Board of Education accepts the above referenced reports and certifications subject to

reconciliation of the secretary’s report with the treasurer’s report when received, and orders that it be

attached to and made part of the record of this meeting, and be it

FURTHER RESOLVED, in compliance with NJAS 18A:17-9 and NJAS 18A:17-36, the Board of

Education certifies that, after review of the board secretary's and treasurer’s monthly financial reports

(appropriation section) and upon consultation with the appropriate district officials, to the best of its

knowledge, no major account or fund has been over-expended in violation of NJAS 18A:17-9 and NJAS

18A:17-36, and that sufficient funds are available to meet the district's financial obligations for the

remainder of the year.

FURTHER RESOLVED, the Board of Education approves the Monthly Transfer Report for April and

May 2013.
