• EU internalizes the “externalities” into the marketplace with incentives to divert cargo from trucks to water and rail

• Freight Forwarders saw opportunities in the empty containers going back to US

• Started as an economic development agency “to increase traffic on the waterways” and “to help the private sector”

• Better data + better technology = more competitive waterways, better decision-making
