MUSIC FOR HOPE — “WE ARE THE WORLD” & STUDENTS IN SERVICE

In response to COVID-19, 40 San Ramon high school and college student musicians created a cover of Lionel Richie and Michael Jackson's "We Are The World". It was

made not only to encourage everyone to stay strong and united during this difficult time but also to fundraise for the Boys and Girls Club of Contra Costa, which is

assisting 1000+ underprivileged Contra Costa students quarantined at home. For information, click here. CityTeam Oakland (CityTeam Donation Link) is currently

providing hundreds of daily meals and sanitation kits to 10,000+ desperate Oakland residents.

This project was a collaboration between various student musicians and a student-run organization called Students in Service, who handled the fundraising portion

of the project. The music score was composed by Andrea Muljono, the rap/rap beat was written and performed by Rupesh Barman, the beat was produced by Adi

Students in Service is a group of East Bay high school and college students that is assisting various regional nonprofits and local governments with their respective

COVID-19 responses. They are proud of the money that the Clubhouses were able to raise through the “We Are The World” music cover, and look forward to all

FEDERAL FLAG CODE – DISPLAYING THE AMERICAN FLAG

A GUIDE FOR CIVILIANS TO SHOW PROPER RESPECT FOR OLD GLORY

The 50-star flag is the official flag of the U.S. as chosen by President Eisenhower in 1959 but if you have a 48-star flag or some other historic U.S. flag that can be

displayed, too.

Respecting the flag of the United States of America and guidelines for display:

• Flag can be displayed 24 hours a day if the flag is in a well-lit area at night. Otherwise,

it should be displayed from sunrise to sunset only

• Never display the flag with the union (blue field) down unless you are using it as a

signal (danger to life or property)

• Position of the union (the blue field) is important. When placed horizontally or at an

angle from a window ledge or the front of a building, the union should be all the way to

the highest part of the staff. When displayed against a wall or in a window, the union

should be uppermost and to the flag’s right

• For displaying the flag on a car, the staff should be attached to the chassis or the right

fender. Don’t place the flag over the hood, top, sides, or back of any vehicle, including

boats

• Flag should not be displayed during bad weather unless it’s an all-weather flag (like nylon and polyester)

• A flag that is tattered or torn should be destroyed in a respectful manner, preferably by burning, according to U.S. Code, Title 36, Section 176, Respect for

Flag.

LIGHT UP SAN RAMON BY MAY 31, 2020

The traditional Art & Wind Festival in San Ramon, attended by more than 40,000 people during the Memorial Day weekend, has been cancelled

this year due to COVID-19. The best way for all of us to honor those who have sacrificed their lives in military service for this nation, and for those who

have been working so hard for us at this time, is to do something special for them as a community.

“Light Up San Ramon” is one such attempt. By having our beautiful City lit up by Memorial Day weekend, and

beyond, we will be coming together as a community during this testing

time. You can put up your Christmas lights or even turn on your front

porch lights every evening for the Memorial Day weekend, and beyond,

until May 31st.

Follow distancing protocols and join your neighbors on your streets,

sing the National Anthem or display the American flag outdoors and on

WORLD OF WARSHIPS VIRTUAL NAVAL PARADE

Commemorating the 75th anniversary of Victory Day virtually, the World of Warships’ parade featuring 24 of the most iconic Allied warships, was live-

streamed on Twitch to a worldwide audience recently. The unique parade came to fruition after many nations cancelled their official World War II

commemorations (that usually take place in early May) due to COVID-19. Participating countries were UK, US, Canada, Commonwealth, France, Poland, and

Russia. The parade route was 62 kilometers long.

IMPORTANT UPDATES FOR VETERANS DURING COVID-19

VA NORTHERN CALIFORNIA HEALTH CARE SYSTEM

If you have an upcoming appointment, a VA NorCal representative will contact you to discuss your appointment options. If you are not contacted before your

appointment, reach out to your VA NorCal care team to confirm your appointment before arriving at their facilities or contact the VA NorCal Call Center at 1-

800-382-VETS to discuss appointment options.

VA Northern California Health Care System has put some safety measures in place to protect the health and well-being of the Veteran community and VA staff,

and to conserve critical resources:

• Conducting the COVID-19 screening process at all 12 care sites and restricting access to only 1 or 2 entry points at each building (where VA personnel

are stationed to screen each patient, staff, or visitor for symptoms that require further assessment)

• Barring access to all visitors under 16 (except when they are visiting a loved one in palliative or hospice care). VA NorCal patients will receive no visitors

unless their in-person presence is required to take care of a patient (determined on a case-by-case basis)

• Evaluating each future scheduled appointment to determine if the appointment can be converted to a phone or video appointment or be rescheduled for

a later date

• Referrals to non-VA health care providers in the community for non-emergent / urgent needs will be suspended until further notice

• Community groups looking to make and donate face coverings can connect with [email protected] to coordinate donations

AVOID BECOMING A VICTIM - SCAMS & FRAUD DURING COVID-19

U. S. DEPARTMENT OF JUSTICE & FEDERAL TRADE COMMISSION GUIDELINES

SHARING MY SCAM STORY

I don’t share personal stories or opinions in this newsletter. However, given that scammers haven’t stopped perpetrating severe financial damage at a

time when many may be going through periods of uncertainty, isolation, and fear, I wanted to share my story and highlight that no matter how well-

informed we may think we are, we can become victims.

Late last year, I responded to an email that I thought came from a fellow Rotarian. The email said that “she” was busy and wanted

me to purchase $500 of Amazon gift cards for a project “she” was working on and then send her pictures of the numbers (the

ones that are revealed after scratching the back of the cards). Once I sent her those, “she” emailed back and said that “she”

miscalculated and needed an additional $500 worth of cards. Not doubting the validity of the email, I purchased and sent her the

second set of pictures.

You can guess the rest of the story……

When “she” sent me a 3rd email and asked for $500 due to yet another miscalculation, I realized that I may have become a victim of a scam and texted

the Rotarian to find out if she had contacted me but it was too late. I reported the incident to the San Ramon Police Department and handed over all the 10

cards. By that time the crooks had spent most of the money and had probably moved on to their next unsuspecting victim.

MISTAKES I MADE:

1. Didn’t call the person to verify if she had emailed me (calling is always better than texting since there are several text scams these days)

2. Didn’t check the email address and its source, and didn’t read the content properly. Often times, communication coming from fraudsters will

contain misspelled names, words, grammar, etc.

3. Emailed the pictures of the numbers – I did ask if I can stop by her house to drop off the cards but “she” insisted that I email them (another

red flag that I ignored)

Because of that one mistake, I now keep receiving several scam texts and emails. The most recent one happened this month. It came through a LinkedIn

connection (someone whom I know quite well). Her account had been hacked into when she was asked to sign in, supposedly by LinkedIn, to retrieve an

important message. Unbeknownst to her, her password was stolen at that time. Since I am one of her connections, and probably by now quite a famous

name in scam headquarters somewhere in the world, I received an offer and decided to play along (To understand how this scam works, click here). I

have reported this incident, too, to the SRPD and want to make sure that no one else has to go through all this nightmare or lose any money.

• Don't click on links or download files from unexpected emails, even if the email address looks like a company or a person you recognize.

The same goes for text messages and unfamiliar websites

• Don't share personal information or financial information such as Social Security, Medicare and credit card numbers in response to an

unsolicited call, text or email. Never donate in cash, by gift card, or by wiring money without researching thoroughly

• U.S. Marshals will never ask you for credit/debit card/gift card numbers, wire transfers, or bank routing numbers, or ask you to make

bitcoin deposits for any purpose

• If you have received a court order, authenticate the call by calling the clerk of the court’s office of the U.S. District Court in your area and

verify the court order given by the caller

THINGS TO REMEMBER

• If you believe you were a victim of financial crimes that involve fraud, especially corporate fraud, mortgage fraud, or other investment fraud schemes

where significant dollar losses have occurred, report the incident to your local FBI office by clicking here and to the Federal Trade Commission by

clicking here. You can remain anonymous when you report.

• Report spam mail to the FTC. Send a copy of the unwanted or deceptive messages to [email protected], or visit their website, FTC Complaint Assistant here.

• The Department of Justice’ National Elder Fraud Hotline provides services to seniors who may be victims of financial fraud. The hotline’s toll free

number is 833-FRAUD-11 (833-372-8311).

NEW & ONGOING SCAMS

SENIOR SCAM ALERT:

The Transnational Elder Fraud Strike Force has a growing list of scams to warn and educate the public

about trending elder fraud threats. To read more, click here.

FINANCIAL SCAMS:

• Small businesses are being targeted with assurances of quick capital or help with Google search

results. Some criminals, impersonating banks and lenders, are offering sham assistance with bills,

credit card debt or student loan forgiveness.

• Stocks / Investment Scams - The U.S. Securities and Exchange Commission is warning investors

about impostors peddling investments in companies with products that supposedly can prevent,

detect or cure COVID-19. They encourage you to buy the stocks now so you can profit from the increase in price later on. The con artists have

already purchased the stocks, usually for a dollar or less. As the stock price increases, they dump the stock, and investors are left to deal with big

losses. To read more click here.

• Cryptocurrency fraud schemes including blackmail attempts, work from home scams, paying for non-existent treatments or equipment, etc.

• Unsolicited telephone calls and e-mails from individuals claiming to be IRS and Treasury employees. Bear in mind that the first form of

communications by the IRS is by mail, not by phone. To learn more about fraudulent schemes related to IRS click here.

COVID-19 SCAMS:

• Online offers for vaccinations. No products, vaccines or drugs have been approved specifically to treat or prevent COVID-19 in this manner at

this time. To learn more about what to avoid, click here.

• Test kits. The FDA recently announced the approval for one home test kit, which requires a doctor’s order (click here). But most test kits being

advertised have not been approved by the FDA.

• The Federal Communications Commission (FCC) has set up a website with information on COVID-19 phone scams. To learn more, click

here.

• Be careful of emails claiming to be from the CDC or WHO. Use sites like coronavirus.gov and usa.gov/coronavirus to get the latest

information.

EXTORTION SCAM:

The Drug Enforcement Administration is warning the public about criminals posing as DEA Special Agents, DEA Investigators or other law

enforcement personnel as part of an international extortion scheme. The impersonators inform their victims that purchasing drugs over the internet or

by telephone is illegal, and that enforcement action will be taken against them unless they pay a “fine” via wire transfer. If victims refuse to send money,

the impersonators often threaten to arrest them or search their property.

Some victims who purchased their drugs using a credit card also reported fraudulent use of their credit cards.

Some criminals are contacting doctors and pharmacists and asserting that they are being investigated and then demand money from the victims to

clear up the matter.

ROBOCALLS & MISCALLANEOUS SCAMS:

• Illegal robocalls are being used to sell everything from low-priced health insurance to work-at-home schemes.

• Teas, essential oils, cannabinol, colloidol silver and intravenous vitamin-C therapies are being touted and sold as antiviral treatments on websites,

social media and television shows as defenses against the pandemic.

CENSUS SCAMS

Things that you (and anybody living with you) won't be asked for during the big census count:

• Your money - There is no payment or fee required to complete the census and the Census Bureau won’t ask for a contribution. Be careful of mailings

that may resemble a census form asking for a “processing fee”

• Your Social Security number

• Your credit card and debit card numbers – Also, the census will not ask you for a bank-routing number or account number associated with any of

your financial holdings

• Your computer passwords (to help you fill out the census questionnaire) - Never reveal these to an outsider

• Your political affiliation or beliefs, or your religious affiliation or beliefs – Government does not need this information

• Your driver's license number

• Your citizenship status – Not needed, so no need for sharing

• Your passport number – Once again, not needed

KEEPING CHILDREN SAFE ONLINE

Due to COVID-19, kids and adults are online more than ever, often unsupervised. Help kids stay safe.

Immediately report suspected online enticement or sexual exploitation of a child by doing one of the following:

• Calling 911

• Contacting the FBI here

• Filing a report with the National Center for Missing & Exploited Children (NCMEC) at 1-800-843-5678 or here

PASSPORT OPERATONS DURING COVID-19 & REAL ID REQUIREMENTS

If you are thinking about applying for or renewing a U.S. passport now for international travel, first read the Department of State's current international

travel advisory. Click here to read the advisory.

The U.S. passport operations are extremely limited at this time. They are offering in-person service at their agencies or centers for customers who need

to travel internationally within 72 hours due to a qualified life-or-death emergency only.

If you apply or renew now, you will experience significant delays of several months to receive your U.S. passport and the return of your citizenship

evidence documents (such as birth certificates or naturalization certificates). Unless you have a life-or-death emergency, it is advisable to wait until

normal operations have resumed to apply for or renew your passport.

REAL ID REQUIREMENTS AT AIRPORTS

Due to the COVID-19 pandemic, the Department of Homeland Security (DHS) has extended the deadline by one

year, until October 1, 2021, to enforce Real ID requirements at airports. Beginning in October 2021, DHS will

require passengers to use a REAL ID to fly domestically. The most common REAL ID is a state-issued driver’s

license. A U.S. passport book and passport card are two of several other alternative documents that

passengers can use if they do not have a state-issued REAL ID.

BUSINESS ASSISTANCE - COVID-19 RELIEF PROGRAMS

At the direction of the City Manager, staff had reached out to 2 consulting firms and had received

proposals from Townsend & Associates and Altamont Strategies. This is to offer a free program

to assist San Ramon businesses and non-profits access resources offered by the State and Federal

governments.

Included in the proposals were:

• Public education campaigns and online annexes for relief information

• Online webinars and a direct contact for local businesses to call for questions and guidance

Both proposals included a flat, per-month, fee structure that ranged from $22,500 to $30,000 for

the 3-month period. Townsend & Associates was selected.

Funding will be provided from a combination of the Economic Development Budget and the City Manager Discretionary Fund.

SAN RAMON CITY UPDATES

STREET CAMERA INSTALLATION - ALPR & SITCAMS IN SAN RAMON

The City Council authorized the agreement with Lehr Auto Electric, Flock Safety, and Edgeworth Integration, LLC, to install fixed Automated License Plate

Readers (ALPR) and Situational Awareness Cameras (Sitcams) in San Ramon that will provide the San Ramon Police Department with video evidence to

help solve people and property-related crimes in the City.

The 2019 - 2020 Capital Budget authorized $780,000 for the design and construction of the Comprehensive Street Camera Installation

Project. However, the original Project scope and cost has increased and is now estimated at $1,277,027. Project costs include:

• Purchase and installation of all equipment

• 3 years of operating expenses including licensing fees and the cost to transmit data over cellular service

• Costs associated with building a designated lab within the San Ramon Police Department to monitor live footage and use the data related to

crimes that occur within the City

hearing for June 9, 2020. The new rate will be reflected in a two-step increase to the $200 rate – 1st increase to $181.69 per residential

CITY CENTER HOTEL - ARCHITECTURAL REVIEW LOCATION: INTERSECTION OF CAMINO RAMON & BISHOP DRIVE

Review of a Development Plan application to construct a proposed 169-key hotel (City Center Hotel) on an existing 1.46 acre property of the City Center

project area located at the southeast corner of the Camino Ramon and Bishop Drive intersection. The project also includes a shared collective parking

model with the adjacent parking area located at Bishop Ranch 3.

COSTCO SERVICE STATION - ARCHITECTURAL REVIEW LOCATION: 3111 FOSTORIA WAY

Review of a Development Plan to demolish the existing 30,000 sq. ft. Office Depot building, and construct a new, self-serve gas station (service station)

consisting of 16 double-faced fuel dispensers (total of 32 motor vehicle fueling pumps).

ESTABLISHING FEES & CHARGES FOR VARIOUS MUNICIPAL SERVICES

Public hearing and adopting the Resolution establishing fees and charges for various Municipal Services for fiscal year 2020 – 2021.

The Planning Commission held a public hearing and discussed the pre-zone application to pre-

zone land within the remaining areas of Gale Ranch Phase 4 (about 901.65 acres). This area is

currently outside the City limits, but within Contra Costa County’s Dougherty Valley Specific

Plan area and the City’s Sphere of Influence.

• Pre-zoning is required by state law before annexation of the land to the City and the

public hearings are the first step in the process. A similar process was followed for the 17

Dougherty Valley annexations prior to this. This process will help in the transition of

property into the City boundaries by establishing land use regulations and development

standards that are consistent with the City of San Ramon’s General Plan 2035 and the

County Dougherty Valley Specific Plan

• The City does not receive property tax revenue from this area until the annexation is

the City’s portion of the property tax revenue will increase each year as the homes are

• After the Planning Commission Resolution approval, City Council will consider the Pre-zone application in May and June 2020.

The Dougherty Valley Specific Plan includes 5,979 acres of land, of which 2,708 acres is part of the Gale Ranch development (Toll Brothers & Shapell

Industries) and approximately 2,379 acres is part of the Windemere development. The remaining 892 acres are owned by the United States Army and is

used as a reserve forces training area (Camp Parks).
