Tax Commission AppearsUnmotivated to LowerRecordation & TransferTaxes

The Tax Revision Commission deliberated lastnight on their recently released Real PropertyPolicy Proposals, including Recordation &Transfer (R&T) taxes.

Although the Commissioners acknowledgedDCAR's call to lower R&T rates, they did notappear motivated to make any changes at this time. The current real estate market with asupposed "limitless" demand apparently makes economists hard-pressed to give buy ersand sellers relief. A more revenue neutral restructureing of the $400,000 "notch" didcreate some debate.

The Com m ission scheduled a Novem ber 12 hearing and DCAR needs helpcontinuing this fight. Do you have a client whose transaction was held upbecause of DC's high R&T taxes, or wiped out their savings? DC's 'Height Act' Faces VocalOpposition

DC's 'Height Act' made news this month after theNational Capital Planning Commissionrecommended changing the 103-y ear-oldHeight of Building Act after a ten month study .The study was requested by Rep. Darrell Issa (R-CA) who chairs the House Oversight andGovernment Reform Committee.

The DC Council held a hearing of the issue on Monday , where DC Planning Director Harriet

Tregoning argued in favor of changes to the legislation, calling it 'arbitrary ' and 'antiquated'.

Supporters for the 'Height Act' came to the meeting in full force opposed to raising thesky line cap and urged the council to delete preserve the original plan for the District.

The National Capital Planning Com m ission will continue to review the issueand DCAR will m onitor it as well.
