Bitou Stars For the first time since the introduction of the Green Drop certification programme by the Department of Water Affairs 3 years ago, the 822 Municipal Wastewater Treatment works countrywide have been assessed. Here are some excerpts from a recent article published by the Water Research Commission in The Waterwheel Nov/Dec 2011 (Vol 10. No 6. This is a Nationally informative publication from the water research commission The top performing municipality in the Western Cape is not a metro as one would expect, but rather the small Bitou local Municipality in Plettenberg Bay. The municipality scored 96,4% overall, achieving Green Drop status for both its sewage plants. The assessors were particularly impressed with the enthusiasm, dedication and eagerness to learn of the small wastewater operations and management team. Bitou serves as a benchmark to all the country’s smaller municipalities that are endeavoring towards the same feat. We are all so proud of our Wastewater Team. Well done guys! Letter in Reply via the Editor Dear Fed Up The SAPS of Plettenberg Bay would like to re-spond to your letter submitted to the What’s New in Plett, which ap-peared in the 22 December 2011 issue. The SAPS were alerted to the cable theft in the area of Wit-tedrift on the 1st of November 2011. A meeting was immediately set up with a delegation from Telkom PE, Telkom Plett, Boschfontein Farm Watch and ourselves, which took place the next day being the 2nd of November 2011. The delegation went to the area where the recent cable theft had taken place. It was

noted that the area was dense with bushes and cables were hidden from view. It was also noted that on the old Plett Timber Property a lot of cable that had already been cut were left on the ground. Mr. Ian Corbett, the owner of the property, was contacted and he gave us right of way to clear the plot. Telkom undertook to clear the area as this fell within their budget. Mr. Martin, one of the residents on the Wittedrift Avontuur road and a member of the Farm Watch offered to help clear the plot if needed. Telkom also installed alarms along the line that would be activated should the line be tampered with. An operational plan was initiated running from the 7th of November 2011, involving VISPOL, the Boschfontein Farm

Watch and the Dog Unit. Regular patrols are made by these members during and after hours. Weekly visits are carried out to our four scrap metal dealers in Plettenberg Bay. No copper was found on these premises. Informers were tasked with gathering information. Subsequently, in the early hours of 12 December 2011, an arrest was made on the Avontuur Road, where a vehicle and copper cable were confiscated. Telkom undertook that the cable would be placed under-ground on the Ladywood side of the N2 and the Avontuur Road. A proposal has been submitted by the Telkom investigating team to Telkom. A full report from the date that SAPS were alerted to the cable theft, including photographs, has submitted to Telkom. We do understand your frustration, but please feel free to obtain the full report and photographs, or alternatively contact us should you require any further information. We need all the help we can get to combat cable theft and your involvement would be greatly appreciated. Letter via the Editor It was disappointing for me to once again see such a badly attended rate payer’s association meeting, when such important issues of the future were being discussed. One person in the audience and one on the Rate Payers Association were 40ish, the majority were pensioners. This town and the issues being discussed will very much affect you and your family’s future. So many very important issues were being addressed and explained that have major implications on our Bitou and particular Plettenberg Bay area. One issue that I felt everybody in Plett should be more informed on is the reading of your Municipal Bill. There is a column at the bottom that gives you very useful information, when the meter was read, the reading, cost per day etc. If there is no date in the Period, then your meter has not been read

Site_Specific 2012 Join us at 12:00 on 14 January 2012 at the Beacon Island Lifestyle Resort The Site Specific team are launching the next step in the land for Plettenberg Bay for 2012. Site Specific has now produced a documentary book on the ground breaking land art event which took place in the town in May this year. It was a hugely succesful "art happening" - and has opened many avenues of

possible development - including Tourism for the area and of course, education focusing on the environment and creative expression, which are sorely needed. We have teamed up with the Eden to Addo initiative, and under the guidance of Joan Berning, have created a week-long 85km luxury "land art" trail for 25 people, which will join the five areas we would like to focus on in 2012. The trail will start on the 21st May 2012, and go through

Kranshoek - launching the land art piece there, then on to Kwanokhuthula the next day, where the hikers will be welcomed and launch the next piece, then on to the Bitou area, where a similar land art "launch" will happen, up to The Crags, and then to where the second permanent land art work along the Eden to Addo trail which will be produced by world-renowned land artist Strijdom van der Merwe, at the

junction of the R339 to Knysna and the R340 (road to Plett). The trail will ends on Central Beach, where the project will be officially opened at the historic Timbershed on the 27th May - Sunday . We hope to raise funds by auctioning off the tickets for the trail. The Eden to Addo team are highly organised with vast

experience in making the trail as enjoyable as possible - and will set up top notch camps along the route, produce fabulous meals, provide transport for baggage along the route (no heavy backpacks necessary) and provide expert information on the flora and fauna of the area. During the three weeks of land art "activation" in the Plettenberg Bay area, there will be an intense workshop for potential land artists from these five areas mentioned above, who will be working with top artist and Senior Fine Art lecturer, Gordon Froud, as well as local land artists. The idea is then for the "trainee" land artists to return to their respective areas to create their own land art within their

communities at their Community Hall or School, under the guidance of the local land artists, and the Site Specific team. These will then be launched as the hikers make their way along the trail - from one land art piece to the next. On the 14th of January, we will be

Letter via the Editor This is a letter about a very special man. He is a pillar in our community, always there to help, and my father. He has given of himself freely to this town and it's people. Darwin Primate Calendars sold in Cornwall Karin is doing a great job in creating awareness and protecting our primates out at the Crags. We saw an advert for Calendars on the web and asked the creator about them…. This is her reply. Hello, I volunteered for Karin from November to January 2010/11 and it was one of the best experiences of my life, I've always loved monkeys and while I was there was taught how much they are under threat from people and how much help is needed to care for them and protect them. Karin devotes all of her time to help the orphaned or injured primates and I just wanted to do something for her, it isn’t much, but I think every little helps and the calenders will raise awareness. I have been selling them in my home town of St.Ives Cornwall for £5 and all the proceeds will go to Karin, they are made up of photographs I took during my stay at the Darwin Primate Group. - some of these prophecies were written hundreds of years before they actually occurred and took place precisely as prophesied. Peter, the apostle, says: "And also all the prophets from Samuel and those following after, as many as spoke, have likewise foretold of these days."[Acts 3:24 MKJV] Now, on the brink of 2012, we look forward to another new year that lies ahead not knowing what awaits us. Yet, one event that was also foretold by these same prophets and that has not yet come to pass is the hope and expectation of Christ's Second Coming - an event about which the prophets and the New Testament writers after them actually have much more to say than the first coming. The Bible, God's final and unerring Word to us, repeatedly reminds us in both Testaments that towards the end of this present world, Jesus Christ, the same One who was born in Bethlehem about two thousand years ago and was crucified, died, and rose again after three days, this same Jesus will come again to this earth for a second time. Jesus spoke these words re-corded in John 14:3 "And if I go and prepare a place for you, I will come again and receive you to Myself, so that where I am, you may be also." This time He will not come as a little baby and grow up and suffer and be executed for our sins, but He will come to take His own to heaven to be with Him and after that He will return to reign and rule from Jerusalem for a thousand years in His Millennial Kingdom; thereafter God will destroy this present earth and He will create a new heaven and a new earth, where believers will live with Him for all eternity. The final Book of the New Testament, the Book of Revelation, gives us much insight

into these things to come. Studying these scriptures in conjunction with other prophecies and in particular with the words of Jesus found in the four Gospels, a believer and serious Bible student can only come to the following conclusions. (1) Just as Christ's first coming was prophesied and was fulfilled literally in the greatest detail, in the same way we can know for certain that His Second Coming is assured and will take place exactly as it is written. (2) Just as there were clear signs given by the prophets about Christ's first coming, in the same way the Word of God gives us, who are alive today, clear signs about the time of Christ's return. Although, just as the Bible states, we don't know the day or the hour of His coming back, we do know that it is soon, very soon. It is therefore no wonder that the Bible concludes with the words of the verse quoted above: "Jesus is the one who says that all of this is true. Now He says: "Yes, I am coming soon!" Amen! Fireworks of any kind other than those used in an organised fireworks display, are banned in the Bitou Municipal area and people caught letting off fireworks will be subject to a fine of R1,000. Letter via the Editor There have been allegations against Mike Scholtz published in a regional paper recently. This is his reply: Under normal circumstances where it is believed money is due, Bitou Municipality would raise a detailed invoice, address it to their client, affording the latter the opportunity to make payment arrangements or contest the value of the account as is applicable. In this case however, the Municipality, for the first time raised an unspecified Augmentation fee invoice, on the 21st July 2011, albeit to the incorrect creditor. Accordingly the creditor’s attorney contacted the municipal accounts department on the 6th September 2011 for further details. A reply to this enquiry was received on the 14th September 2011 explaining the account was for Augmentation fees for the Development that commenced in 2006, but calculated at 2011 / 2012 tariffs. Negotiations between the Municipality and Mr. Scholtz commenced in November 2011. Following several meetings where a number of issues were raised and

mutual concerns addressed, it was made clear that detailed information from the engineers would still be required before a reasonable decision could be agreed upon. Regrettably by this time many firms were closing for the festive season. A way forward was agreed by all parties and a decision was taken that the issue would be resolved during January 2012. Similarly with regards the consumption of services, another lengthy discussion took place concerning the extent of the Development’s usage. While it is a fact that the Development could owe Council money in terms of its consumption and service usage, the inability of the Municipality to issue invoices is regrettable. The Developer had made all necessary arrangements for the connection of services with the Municipality by contractors and service providers in the normal manner. While it is not our intention to place blame, it is premature to criticise someone for failing to pay an amount which was not invoiced to them. Furthermore, to brandish an array of approximated figures and deceitful accusations presented in a malicious article to the press while the issue is being amicably discussed is deplorable.

With regards to the personal prop-erty mentioned in the article, every single amount ever invoiced by the municipality has been paid in full, as and when required. Day by day one is more and more amazed regarding unkind articles, involving Plett and its people. Being a resident for so long, like many others, and having a certain amount of knowledge about the facts in town, it ceases to amaze how wrong people can get in terms of their assumptions, and then wilfully publish such, without any regard to the damage that is caused. Unfortunately and sadly so, one arrives at the conclusion, that a lot of the above is not due to poor and miss information, but due to wilful victimisation, journalistic-bias and propaganda. This is exactly what should not be tolerated in our town.

Recently we decided not to publish political letters in the What’s New in Plett, except for the official Mayor’s letters, but unfortunately there were some statements in the last mayors’ letter which made allegations , so in fairness we felt a reply was warranted. (We look so forward to the day when our town is truly led by a Council who work together for the best for our area. The in-fighting is embarrassing to us all and does not do our beautiful God given area any justice. Please continue to pray for our elected leaders. Ed ) A reply to the Mayors 6th letter from the Justice and Equality Front JEF finds it very interesting and ironic that the DA, who challenges many decisions in Court across South Africa, and who fights diligently for the rule of law, can show such a lack of respect for the Courts as Mr. Booysen does in the letter below.

We wish to point out the contempt with which Mr. Booysen speaks of the judgment in which it was in fact found that the

UNETHICAL behavior that the DA (and Mr. Booysen in the newsletter) complain of was perpetrated by Mr. Johan Brummer, and thus by extension, by the DA and most certainly NOT by the ANC! For this very reason the court ordered the applicants to pay the costs. It is also worthy to note that contrary to Mr. Booysen’s previous

newsletters, he does not claim to be a layman when it comes to issues of the law and actually makes some rather “expert” allegations. Mr. Booysen now tries to convince us that the decision not to appeal against the judgment was because they wanted to try another avenue. We suspect that the true reason for not appealing was that their legal advice stated that there would be NO chance of succeeding with such an appeal. We challenge Mr.

Booysen to publish the legal opinion the Municipality obtained on this point and also to publicly state whether the DA’s official stance is (and we quote) that “the courts failed to support law and order” .

Municipal Manager’s Disciplinary Hearing The judgment had previously been expected on 1 December, but due to Judge Combrinck’s calling in an additional witness, the decision is now expected by 16 December, with sentencing in January. It is shockingly arrogant to assume that the Judge’s finding will be one of guilt! How can sentencing be scheduled for January even before the MM has been found guilty? Mr. Booysen, could you please explain yourself? Laugh or Cry - Horrors re the IT systems We know too little to dispute or verify any of these “horrors” but the following is undeniable: 1. The reason for cancellation stated in the letter of cancellation from Bitou addressed to Lefatshe is that Bitou is apparently not able to afford the service. 2. Booysen told the media that Lefatshe is being investigated by the SUI and the Hawks. Both institutions deny this. 3. This is now the third version of reasons for ousting Lefatshe. 4. Legal action is envisaged against Bitou for unlawful breach of contract. 5. Booysen conveniently forgets to mention the small matter of the R3M plus price tag attached to the rescue mission by Di-Data. Where does the money come from all of a sudden? 6. There are plenty of local IT companies that are perfectly capable of rendering the exact same service for a fraction of the

The cost of this audit to the municipality was R1.8m. The report will be presented to council in the new year. New HOD Strategic Services and Town Planning After the incumbent, Ralph Links, left due to health reasons, we advertised the position and having received no less than 14 appli-cations, conducted interviews for this posi-tion. The position has been offered to Mr Dupre Lombard who is currently with Stel-lenbosch Municipality and he will com-mence duties on 1 January 2012. Blatant lie – can the honorable mayor please explain how the municipality can institute disciplinary action against an em-ployee, and then settle for 5 months salary and then the same employee leaves due to health reasons? Can the municipality also make the score sheets of all 14 applicants (if there are any) available to the public? Everyone knows Dupre is Duppie and Thys’s friend from Stellenbosch. Please guys, are you for real, do you honestly think everyone that reads these letters are fumbling idiots and not able to think for themselves? I would also like to take this opportunity to thank the municipal officials who have supported us during this trying time of transition for their efforts and loyalty to the municipality. I know you have been sub-jected to disinformation regarding your job security, so-called witch-hunting and much baseless scare mongering from those who wish to see Bitou Municipality fail. I assure you that your rights will be respected and proper procedure will be followed. Those few rotten apples, however, who seek to harm the municipality and prevent efficient service delivery must not expect the free ride to continue. More blatant lies – up until date hereof not one DA controlled municipality or the MEC of local government could provide any checks and balances that are in place to prove that they are ridding the municipalities of incompetent, or “rotten apples” as Booy-sen refers to the employees. In fact, the exact opposite is true; they unfairly rid the municipalities of everyone who just as much as walks too closely past an ANC poster. They are paranoid and don’t have any respect for the people’s constitutional right of association, just to mention one basic human right which they violate on a weekly basis. Please take note that the Good Book places an obligation on all of us not to be deceived. As they say on one popular television channel; the one thing about the truth is that it will always be there, all you need to do is look for it!! We are excited to see that Mr. Booysen refers to “we” since it appears he tends to forget that he, Johan Brummer, Mr. Dreyer and Paulse were part of the Bitou Council. Not one of them is on record for raising their concerns at the relevant time and in the correct forum. JEF would have wanted to see them visiting the property and giving their “expert” opinions. What have they been doing in council the last number of years except to receive salaries, lying to the media and misleading the public? R28 m Land Fiasco Wavelengths vs Bitou matter relating to the purchase by the Bitou Municipality of land at an unrealistically inflated price. Ironically the deal was driven by the lawyer who now represents the Municipal Manager in the disciplinary hear-ing and who himself now faces disciplinary charges by the Cape Law Society for the role he played in the matter. It is astonishing how Booysen simply ig-nores the Sub Judice Rule (you may not comment on the merits of a case that is pending in court) and then he goes even further and arrogantly defames woever he wants to. The defamation claims are mount-ing against him and the municipality which he represents every time he puts his pen to paper or opens his mouth publicly. Per-haps he misunderstood the judgement passed by Deputy Judge President Traverso to mean that a municipality may not be sued for defamation instead of not being able to sue for defamation. It is no secret that the attorney referred to herein is Hardy Mills. For the record—no disciplinary steps have yet been instituted against him. A complaint, unrelated to the Wavelength matter, was submitted to the law society for response and they specifi-cally stated that they have not taken a view on the matter. The complaint lodged by Booysen relates to alleged sarcastic and abusive correspondence and the alleged publication of ‘privileged’ information . R30m Loan Facility Despite the fact that for the first time in many months our monthly income exceeded our expenditure for the month of October, council was forced to resolve to take up a R30m loan facility. Unfortunately this money is not for service delivery but goes towards filling in the many holes in our finances we inherited. The interest rate on funds taken up under this facility is 11.23% pa. This is a blatant lie – this loan was taken up for one reason and one reason alone: paying Wavelengths should they succeed with their claim against Bitou. Just listen to Booysen’s own evidence (fortunately on record) and all the other evidence led in the suspended municipal manager’s disciplinary meeting which confirms this. Then listen to Brian Molefe’s evidence to find out how this was done and how much money was wasted by the so-called turn around ex-perts. Change of Speakers Cllr Brummer has stepped down as Speaker in an effort to protect the position of speaker from the continuous and unethical at-tacks launched on it by the ANC councilors. Chinese Lanterns mistaken for Red distress flares NSRI are making an urgent appeal t the public not to set off Chinese Lanterns Chinese Lanterns are made out of a balsa wood or thin wire frame, a paper shell and a candle or burning device in the centre. The candle is lit allowing the generation of heat to send the lantern skyward where it floats through the sky (similar to a hot air ballon) until the candle burns out and then the structure falls to the ground. Chinese Lanterns were (literally) made famous by the film Beach starring Leonardo Di Caprio and have also been depicted in the animated film Tangled. Chinese Lanterns appear to be set off (into the sky) to mark occasions such as weddings, birthdays or special occasions! Once Chinese Lanterns are set off they are usually abandoned by the people setting them off and are seldom, if ever, followed by their owners to be properly disposed of wherever they land. It is widely believed to be near impossible to predict what they will do or where they will go once set off as they are at the mercy of the elements of the weather and wind currents. It has also been debated, in some circles, that they may pose a threat to aviation once sent airborne. Chinese Lanterns, once airborne and floating through the sky, are often mistaken by eye-witnesses as red distress flares. At Still Bay last night dozens of Chinese Lanterns were set off from the beach. Multiple reports of red distress flares sighted were re-ceived by the emergency services only to be found, on investigation, to have been Chinese Lanterns set off from the beach. Chinese Lanterns are feared to be a

fire hazard – if they are caught in the wind and land in trees or dry grass fields or on buildings while the candle is still burning! Wire frame Chinese Lanterns have been found on occasion to have ensnared small animals and birds sometimes long after they have been left abandoned wherever they land. Chinese Lanterns set off by members of the public and then abandoned may also be regarded as a form of general littering.
