Letter via the Editor Dogs on Beaches As a regular summer visitor from the Netherlands to your beautiful town, one of the great pleasures to me about Plettenberg Bay has been meeting dogs on the beaches having fun. I now hear that they are to be banned in some places and can only go on a leash in others. I understand the ban on dogs at swimming beaches, especially in season, and of course people have to pick up poo ( but I never seen the municipality supplying the facilities to do so) but in every city in Europe areas are set aside for people to let their dogs run freely and get exercise. What kind of miserable fun-hating people do not want to see dogs on beaches? Can the municipality not set aside even one stretch? Surely dogs and dog owners have rights too? Was anyone consulted? Can this country call itself a democracy when our best friends are insulted in this high-handed way? Helen Van Dam

Commissioning and Pilot Operation of the Plettenberg Bay Emergency Desalination Plant Recent rains have brought some relief to the town of Plettenberg Bay, however the water situation remains critical ahead of the imminent December holiday period and the expected tourist and non-resident home-owner influx. As the construction of the emergency desalination plant adjacent the Beacon Isle hotel in Plettenberg Bay draws to a conclusion, the Project Engineers are hopeful that the plant will be ready for a test commencing on the 3rd December 2010 and, if all runs to plan, the plant will start producing water by the 7th December 2010. The abstraction points will remain accessible during the commissioning test period.Construction will be discontinued over the December holiday period to all

Robberg Beach and the Piesang Estuary to be fully accessible and enjoyed by tourists and residents. The Finishing-off of the structure will be undertaken in the new year. It was originally envisaged that water would be abstracted from beach wells located on Robberg Beach. A test well inserted at the commencement of the construction phase in September 2010 however revealed that not only was the beach sand too shallow for vertical wells but the native sand was too fine and impervious to allow horizontal wells and achieve the required 10ℓ/s/well supply rate. Whilst the horizontal beach wells could have been expanded and redesigned to overcome these challenges, the costs and time losses proved to be prohibitive factors. In seeking a feasible alternative, the Engineer’s considered expanding the horizontal beach wells on Robberg Beach, moving the wells to Central beach or to the sand bar at the mouth of the Piesang River, or opting for direct abstraction from the sea. The thick sand deposits at the mouth of the Piesang Estuary adjacent Central Beach were quickly identified as the most suitable alternative. Initial investigations revealed that there was adequate depth of sand to allow for the sinking of vertical abstraction wells and the coarser sand deposits allowed the required abstraction rates to be achieved whilst delivering a good quality filtered water supply. The project immediately redirected its direction to this new abstraction option. Seven abstraction wells were sunk approximately 8.5 m into the mouth of the Piesang River and tested for water productivity and water quality over a two month period. This testing phase revealed that the three boreholes located closest to the estuary were abstracting water with a lower salinity than the other four, raising concern that estuary water was being abstracted more so than seawater. It was also observed that all boreholes showed increasing water salinity with increasing depth. As a result of these findings, the three low salinity containing boreholes were moved closer to the remaining four and all of the boreholes were redeployed to the maximum depth of 12 m. It is hoped that this new abstraction well configuration will intersect the seawater intrusion and have little affect on the water levels and water quality of the estuary. This is dependent largely however on the structure and morphology of the basement rock of the estuary mouth. The move from Robberg Beach into the Piesang River gave rise to concerns around the possible environmental impact that water abstractions from this location could have on the estuary by both the public and authorities. To address public concern a fortnightly meetings have been held throughout the construction phase with public representatives from the Plettenberg Bay Community, the Environmental Forum, and the Plettenberg Bay Rates Payers Association, to discuss project progress and environmental issues associated with the construction and operational phases of the project. The public and authorities concerns were provisionally supported by the findings of project marine ecologist, Dr. Barry Clark, who undertook a preliminary assessment of the Piesang Estuary and an evaluation of the potential impact that abstraction may have on the system. Dr. Clark found that the Piesang Estuary was in a surprisingly good condition, contrary to belief that the Estuary was in a poor state due to urban discharges and leachate run-off from the landfill, and reported that this was a conservation worthy and valuable system to both Plettenberg Bay and all South Africa. In response to the growing environmental concern, the Bitou Municipality arranged a specialist workshop which was held on the 3rd November 2010. The workshop delegates are all recognised experts in the fields of marine and estuarine ecology, groundwater, hydrology, water and marine engineering. The specialists reviewed and discussed the information and findings to date and applied their own experience to the situation. After some debate and deliberation, the conclusion was that there was evidence to support three possibilities with regard to the origin of abstracted water; these are that the abstraction well field has a good interconnection to the ocean and / or a good interconnection to the estuary. If a strong connection between the abstraction well field and the ocean can be demonstrated, the current location and configuration is likely to be vindicated an acceptable long term solution. The specialists noted that the Estuary is a very dynamic hydrological system. However, no certainties or conclusions could be drawn on the basis of the information and observations made to date about the potential environmental impact that ongoing abstractions may have on the estuary. The delegates agreed that the best solution was to run the plant for a three or four month pilot phase. This would allow the Bitou Municipality to provide adequate water over the peak demand season, allow plant performance to be tested, and the response of the estuary to be carefully monitored under actual operational conditions. The information collected during this pilot phase will then be used to inform a decision as to whether the abstractions from the Piesang River will be an acceptable long term solution or whether an alternative abstraction option should to be pursued. The monitoring programme will involve daily measurements of salinity and water levels in two up-steam locations in the Piesang Estuary. The Department of Water Affairs have assisted in this monitoring programme by establishing a continuous water level logger at the Otto du Plessis Bridge. Ten monitoring wells have also been established in a concentric circle around the abstraction well field and water levels and salinity will be monitored daily over the pilot operations phase. Whilst the specialists generally agreed that a three month pilot phase should not cause irreversible damages to the estuary the adoption of a precautionary approach was advised. Further to this the specialists agreed on a set of thresholds or “red flag” scenarios that, if transgressed during the pilot operations phase, should be reassessed and may require additional mitigation measures or discontinuation of abstractions to prevent irreversible damages to the Piesang Estuary. These thresholds are: A drop in estuary water level by 200 mm below the lowest recorded level measured thus far; If the estuary mouth remains closed for a period of more than 3 months; If salinity rises above that of seawater (35 ppt or 55 ms/cm) in the water at the bottom of the estuary at Otto du Plessis Bridge. Dr. Clark and his diving team have also undertaken a biological survey of the ocean floor and reef systems in the vicinity of the planned brine discharge outlet. Follow-up surveys will be undertaken during the operational phase to reveal the extent of environmental impacts on the local marine ecosystem around Beacon Isle and Robberg Beach. A continuous water quality logger will also be deployed between the discharge point and the Blinders reef to monitor salinity fluctuations and other water quality parameters. The information derived from the pilot phase operations monitoring will be used to guide and inform decisions about the future configuration and operation of the plant, will serve to improve the understanding the functioning of the Piesang Estuary system and the potential environmental impacts associated with the desalination plant. The Bitou Municipality appeals to all residents and visitors to be mindful of the water situation over the coming months and be wise with water usage as the emergency water situation isn’t behind us yet. Letter via the Editor I’ve read with interest, the various letters written to the Municipality in the What’s New in Plett regarding dogs that are not on leashes when being walked by their owners. The law is in place to penalize those people who have no control over their dogs and make it totally unpleasant for law-abiding citizens who enjoy walking their dogs. I walk my dog every morning on a leash and this morning once again my dog was attacked by another dog not on a leash. These are the same people who do not bother to carry bags with them to clean up their pet’s mess. Bitou Business Buzz PLEASANT 'SHOCK'...for the electricity consumer. The implementation of pre-paid metering to residents in Plett. will be considered by the Mayoral Committee on Wednesday 8th. December. In 1994 Council decided not to introduce the pre-paid metering system due mainly to the many properties that are empty during the off season. An availability charge was therefore introduced. Circumstances have changed since 1994 and pre-paid metering systems makes provision for the recovery of a basic charge. All municipalities in the Southern Cape are already on such a system. Pre-paid metering gives the municipality income in advance and can earn interest until the Eskom account is paid, decrease in bad debt which has amounted to many R millions over the years, no meter readings required and the administration reduced considerably. Installation of the meters should be done by an electrical contractor, registered with the municipality, at the cost of the consumer. A standard meter will be supplied to the

consumer at his cost. As from 1 January the installation of pre-paid meters will be made compulsory in respect of all new developments projects and it be made a conditions of building plan approval. Motivational talk not to be missed Former game ranger and conservationist Alex van den Heever will be in Plett to present his talk entitled The Power of Relationships which has become popular with corporate audiences in South Africa and overseas. Alex grew up on a farm outside Plett and over the years there and at boarding school he developed a passionate interest in wild animals and the bush. When he left school at Grey in Port Elizabeth he went to Johannesburg, ostensibly to do a marketing course, but in reality so that he could be as close as possible to the Lowveld, his sights set on becoming a game ranger at Londolozi private game reserve. Pivotal in his future would be his relationship with a Shangaan tracker at Londolozi named Renias Mhlongo. Not only would they become lifelong friends drawn together by their mutual love of the African bush, but also later as professional partners sharing their experiences and skills with many others in South Africa and abroad. Alex and Renias started out as a ranger-and-tracker team at Londolozi, taking mostly wealthy foreign guests on game drives and introducing them to the bush. Early on, when Alex was still a rookie, they were looking for tracks in a dry riverbed when Alex was charged and knocked down by a female leopard which had a cub nearby. Renias kept his cool and virtually saved Alex’s life by quietly giving him the right instructions as the leopard stood menacingly near, with Alex’s rifle flung out of reach. This and other life-changing experiences were set to become part of their inspirational message together. Alex now presents this increasingly popular motivational talk, based on their mutual experiences, sometimes accompanied by Renias and sometimes on his own. Alex will present The Power of Relationships at St Peters Anglican Church hall in Plett on Monday, December 20 at 5.30 for 6pm. The entry fee of R50 per person will go to the Tracker Academy (an NGO) which he has been instrumental in establishing at Samara game reserve near Graaff-Reinet, information about which he will include in the talk. Snippets for the Week This will be the last week for sterilizing, the last week to witness suffering, abuse, neglect and starvation amongst animals and children alike, the last week of hopefully - sleepless nights. A little boy living in Pinetrees, brought his puppy to the shop about 2 weeks ago. I took him to the vet, who vaccinated and de-wormed the little one. He was also given a talk on how to take proper care of his puppy and left with some food. I saw him on Wednesday and found the puppy to be very well looked after. Some children a few houses down, asked him if they could have the puppy. He said "no". Their mother approached him on Thursday and asked if she could buy the puppy for her children. Again, he said "no". On Friday he found his puppy dead. They had stolen it, heated a bicycle spoke and stabbed it. They then cut open his stomach. This inhumane act was committed by 4 boys, aged between 8 and 12 years old. Let us never forget to remind ourselves daily, why we are sterilizing animals! Letter via the Editor Hi there....I really would like to point out that some of the Car guards are becoming a problem. Yesterday I tipped a car guard R2 at the car park below Filly Fusion, he then asked to buy a Christmas decoration, which I was not interested in, I told him I had already given him money, he insisted and persisted, walking towards me, the scary part was that he then told me if I don’t give him money he is going to stab me? I reported this to the police this morning - I do not want any recourse taken, as I am local and I do believe he will remember me should I identify him or lay a charge. Perhaps you could "gently suggest that the municipality take some action with the guard car situation, it is only going to get worse as more people visit our town. Its an annoyance and painful to be pestered every time you park your car. I do realize it generates an income but the guards should be made aware that is optionally to tip them. Tipping off.... As inwoner van Greenvalley voel ek dat baie van ons mislei is deur sekere persone. Op Maandag 29 Nov. 2010, kom twee klein dogtertjies by ons woning aan met ‘n klompie pamflette wat hulle uitgedeel het. Daarin staan dat daar ‘n Mayoral Walk About sal wees op Dinsdag 30 Nov. 9.00vm. Die dogters verduidelik toe aan ons dat die datum op die pamphlet nie 30 Nov moet wees, maar wel 30 Desember. Ons het hulle gevra, hier staan dan 30 Nov. en hul antwoord was, die Pastoor het gesê dit was ‘n druk vout. En daar daag die Mayor en sy geselskap toe presies Dinsdag 30 Nov. om 9.00 in Greenvalley op. Party van ons gemeenkap was uitgesluit en om kinders tegebruik om jou wuil werk te doen is walglik. Letter via the Editor Almost 5 years ago, there was a request for help in the What’s New, from The Paws Premises Project Committee, with regard to the erection of the new Animal Clinic. I am aware of many businesses which afford their services to help with this much needed building. The funds collected have yet to be utilized. Surely after this great length of time, this building should already be up and running? As the largest population of dogs in our area is in Kwanokuthula, should this not be the place to erect the building? No owners are able to take their dogs onto the N2 for treatment or help. The taxi’s will not transport them and the average persons do not have their own transport.

Saturday, the 27th, at the Charity Shop in the Atmar Centre (behind Pep Stores). I thought it would be a great idea to promote the shop, as well as give the local customers an opportunity to show off our beautiful clothing. The Show starts at 11h00 and we will be having Boerewors rolls on sale, as well as a local DJ from Kranshoek. Thank you for opening your homes to the three little puppies we had up for adoption last week, as well as the five kittens we homed. We now have two beautiful six week old Chihuahua's, as well as four tabby and one black & white kitten, still needing homes. This really seems to be a never ending story. I do a road at a time, and now find myself having to go back to the roads I have completed, as new arrivals just appear - from our areas.
