1 Introduction

1.1 Site LocationThe White Rock Wind Farm (WRWF) Stage 1 project involves the construction and operation of up 70 windturbines on ridges in the vicinity of White Rock Mountain in the New England region of northern NSW. AnEnvironmental Assessment (EA) to assess the potential environmental impacts of the wind farm wasundertaken by Epuron in 2011. In accordance with the NSW Environmental Planning and Assessment Act1979 (EP&A Act) and State Environmental Planning Policy (Major Projects) 2005, the proposal wasconsidered to be a major project and was assessed under Part 3A of the EP&A Act. WRWF was approvedby the NSW Minister for Planning on the 10 July 2012 following assessment under Part 3A of the NSWEnvironment Planning and Assessment Act 1979 (EP&A Act). The project was further modified on the 24July 2015 (MOD 2) and is subject to the Ministers Conditions of Approval (MCoA).

White Rock Wind Farm Pty Ltd (WRWFPL) is the proponent for the construction and operation of the windfarm.

2 Purpose and intended outcomesGWA readily acknowledges and accepts its moral and legal responsibilities to Health, Safety andEnvironment Management and the achievement of results that befit a Global Leader.

As part of the process of meeting this obligation, GWA is committed to emergency management.

Emergencies by nature have no defined pattern or preferred location. Generally their onset is sudden andunforeseen and possible examples include electrical storms, fires, explosions, road accidents anddisruptions to essential services.

The Emergency Response Plan is designed to provide guidance on how to manage the occurrence ofspecific emergencies that may occur.

It is a process of “preparing for the unexpected” and the Emergency Response Plan is supported throughtraining and undertaking of drills or exercises with local Emergency Services to ensure all parties aresuitably skilled and ensure the ongoing review and improvement of its content.

The events and actions indicated are provided as a guide to assist in the management and control of anyemergencies that may occur onsite and do not preclude the implementation of other actions deemednecessary and appropriate to control any risk in the event of an emergency.

2.1 ScopeThis plan forms part of the Constuction Health and Safety Management Plan and is developed specificallyfor White Rock Wind Farm to facilitate a rapid, cooperative response to any foreseeable emergencies.

Response priorities for White Rock Wind Farm are the protection and preservation of:

Life – worker safety Property – GWA and stakeholder assets at White Rock Wind Farm The environment, heritage and cultural resources Contractual/commercial arrangements and White Rock Wind Farm operations The reputation and image of GWA

This plan applies to all activities during the O&M phase of the WOM agreement.

This plan applies to all workers and other persons as per the terms, abbreviations and definitions.

All contractors will be responsible for developing their own internal arrangements necessary to give effectto the actions required under this ERP. All contractor Emergency Response Plans should be read inconjunction with this plan to ensure that no conflicting procedures/actions exist. If such a conflict existsthen all workers are to follow the procedures with the highest level of safety.

This ERP addresses emergency prevention, preparedness response and recovery.

3 Site ProfileThe WRWF project involves the Construction of up to 70 wind turbines consisting of 2.5MW and 3.0 MWGW121 wind turbines, at White Rock Mountain in the New England region of northern NSW.

WRWF is to be located along north-south trending ridges of the Great Dividing Range between Mathesonin the north and Maybole in the south. The WRWF project area is about 20km west of Glen Innes andabout 40km east of Inverell.

The wind farm is located on private property within and adjacent to agricultural areas used for sheep andcattle grazing. In general, the WRWF project locality can be characterised as grassland ridges withwoodland patches across the project area.

Residential dwellings are located within the project area and the surrounding area generally in valleys forthe northern part of the project area and on elevated plateau areas in the vicinity of the southern part ofthe project. The nearest township is Glen Innes, 20 km to the east of the project area.

The following activities are likely to occur during the Construction of the Wind Farm:

Generation of electricity Switching turbines on/off depending on the suitability of the wind resource in generating

electricity Maintenance of turbines, nacelles and towers Maintenance of substation (part of which will be managed by TransGrid) Maintenance of other electrical infrastructure, including underground and overhead cables Maintenance of access roads and other civil infrastructure such as gates and fences Ground works, including erosion control, site remediation/rehabilitation, planting Spraying of invasive weeds

The wind turbines consist of the Goldwind Permanent Magnet Direct Drive design. The wind farm alsoincludes associated infrastructure and facilities such as a switchyard, substation, underground power andtelecommunications cablings, and wind monitoring masts.

The Site WHS Supervisor will ensure that maps and diagrams of the site remain current.

3.2 Site Occupancy and Operating HoursThe workforce on the construction site will vary through the construction programme. The number ofworkers on site will be monitored by the site WHS supervisor via a sign on sign off system.

Construction activities will generally be limited to the hours of: Monday to Friday 6.30am to 6pm Saturday 7am to 1pm

Except in the case of emergency works that cannot reasonably be completed within the above hours orworks otherwise approved, for example the delivery of oversize/overmass components.

The WRWF Emergency Poster (Appendix B) details the primary and secondary assembly points aroundthe site. Secondary assembly points should only be used if the primary points are unsuitable orinaccessible.

3.4 Helicopter Landing Pad

The designated helicopter landing area, as agreed by emergency services, is tbc at insert coordinates Sxx®xx’ Exx® xxx’ .

In an emergency, it may be necessary to direct the emergency helicopter to land in a non-designated area.It will be necessary to identify the landing area as clearly as possible. During the day, this can be fourvehicles marking the landing zone.

At night, the use of vehicles with lights pointing up wind and additional ground lights can assist in theidentification of the landing zone. Hazardous objects, such as transmission lines, should also be identifiedwith a vehicle using a rotating flashing light.

Once the helicopter has landed, only approach the helicopter:

Upon indication from the pilot; From the front of the helicopter (see diagram) Only after the helicopter has shut down and the blades are no longer rotating

3.5 Emergency Service Command PostEmergency Services vehicles may park and, if necessary, set up a command post in the appropriate SiteOffice closest to the incident location.

4 Consultation and CommunicationsThis ERP shall be communicated to persons on site through site inductions, toolbox talks and trainingsessions. Any member of the public or authority can request through the Site Supervisor and are entitledto a copy of this ERP.

The Site WHS Supervisor will ensure that a current version of this ERP and Emergency Contact Numbersare displayed on the main site office HSE notice board.

The Emergency Response Plan is reviewed annually by the EPC Project Manager and senior managementand where possible local emergency services to ensure validity of processes, resources and responsibilities

The Site WHS Supervisor will ensure that Regular drills are conducted with local RFS (intervals to be agreedwith RFS) and a fire prevention inspection performed by RFS (intervals to be agreed with RFS).

Workers are encouraged to provide feedback into the development and review of this document.

A copy of this ERP must be:

Displayed at each Construction compound Stored in the site Manifest box Located in each Service vehicle and/or personal vehicles use to travel to site Located on the HSE notice board in the O&M site office.

4.1 Mobile Phones3G mobile phones are issued to and carried by all GWA employees. GWA employees on site must ensurethat mobile phones are preprogrammed with Emergency Contact Numbers.

Use of the mobile phone app called “Emergency +” is recommended at WRWF. This app is free todownload for iOS, Android and Windows mobile phones and has the benefit of containing a map withyour exact GPS coordinates to assist emergency services attending your location.

4.2 Two-way RadiosTwo-way radios are available to all GWA employees and are located in the Site Office. All contractorssupervisors are required to issue and maintain two-way radios to their workers whilst on site.

Where a team of workers are engaged to work together, one radio may be issued to the team.

Workers working in a wind turbine generator (WTG) must be able to communicate to a person externallyeither by two-way radio or mobile phone for the purpose of raising the alarm in the event of an incident.

Two-way radios must be tested before leaving the main site compound to ensure they are charged andfully operational.

The UHF emergency channel is Channel 28 for all areas.

4.2.1 Using two-way to raise an alarm

To clear Channel 28 or any other channel of any chatter and allow and emergency signal to be broadcastthe signal “Emergency, Emergency, Emergency” must be given, thus indicating all current communicationto immediately cease.

State who you are; where you are; what the emergency is; and what Action/s you are taking in theimmediate Area’

Emergency Services will adopt this channel onsite to establish further communication with site workers.

4.3 Manifest BoxThe Site WHS Supervisor will ensure that a site manifest, located on the main gate, contains current:

Safety Data Sheets for chemicals contained on site Manifest of chemical quantities and locations Copy of the ERP

Immediately notify the GWA Site WHS Supervisor on identifying a situation that requires anemergency response

When directed by the Emergency Controller or his/her delegate, evacuate the workplace via thenearest safe exit/route, after turning off any machinery in use and proceed to the designatedassembly point and stay there until given further instruction

Participate in the review and testing of emergency response procedures If trained to do so, assist the effective response to emergency situations by periodically inspecting

and maintaining emergency response equipment as per statutory requirements andmanufacturer’s instructions

In the event of an incident When required assist the Emergency Controller to investigate the incident.

5.2 Emergency Response TeamEmergency Response Team Hierarchy:

In the absence of the Emergency Controller the EPC Construction Manager will appoint the next mostsenior member of the team to assume to role of the absent team member.

In the case of an afterhours call out Area Wardens will assume the role of the Emergency Controller andnotify appropriate Emergency Services.

Emergency Controller – Assume overall coordination of an emergency response on site.

6 Emergency Response EquipmentGWA will only allow diesel powered vehicles to access the WTG's. The purpose of which is to minimise therisk of fire which can be caused by sparks coming from the exhaust system of petrol driven vehicles.

No fires are permitted on site and smoking is only allowed in designated smoking areas; great care needsto be exercised during the dry summer months. Smoking is strictly prohibited in the WTG's.

All activities which have the potential to cause heat, sparks and/or fire are controlled using the Hot WorkPermit.

Rural Fire Brigade (RFB) permits must be obtained by the Site WHS Supervisor for hot works during periodsof advertised fire bans. Contractors are responsible for obtaining RFB permits for their own hot works andproviding the Site Supervisor with a copy prior to attending site.

6.1 First aidFirst aid kit selections have been determined by the Project Services Manager against the National Codeof Practice considering:

When workers are unable to exit using the ladder or lift and when structural collapse is imminent When workers are unable to exit using the ladder or lift due to an atmosphere unable to support

life such as fire and smoke, and it is not possible to remain safely in a smoke free atmosphere When advised by emergency services

All workers with rescue at heights training are trained in the use of this equipment.

6.4 Spill kitA general purpose Spill Kit is located at the Construction Site Office and is used for general spills (non-aggressive liquids).

Further spill kits will be located in GWA vehicles where an activity is deemed to be high risk for a potentialspill.

6.5 Emergency Eyewash StationsThe Site Supervisor will ensure that a weekly inspection is conducted on the emergency eye wash stationin accordance with AS 4775:2007, using the HSE-CHE-0006 Eyewash Inspection Checklist.

11.2 Worker Injured in a Confined Space or Restricted Area (Generic)

o Is it safe to perform the rescue?o If I do nothing will it the injury worsen or could

suspension intolerance develop?o Is it possible to safely lower or assist the worker to the

ground or to the next mezzanine floor? Workers with head, neck or back injuries must be immobilised

before being moved, as per first aid training. Assistance will berequired to move a casualty.

Remember workers with head injuries may not be thinkingstraight. Judge the situation for yourself.

000 operators will advise you if it is safe to move a casualtyand quicker for you to meet an ambulance on route.

11.4 Vehicle Incident Involving Injured Persons (on or off site)

Area Warden or other person attending scene:1. Notify the Site Supervisor (Emergency Controller) and if necessary call 0002. Find a safe place to park preferably up hill, up wind (protection against leaking fuel)3. Turn on flashing lights and/or hazard lights4. Ensure it is safe to approach the vehicle (check for fallen power lines)5. Approach the vehicle and make contact with any casualties by:

a. Asking persons to look forward to prevent making worse a possible neck injury.b. Ask occupants how many persons were traveling in the vehicle (locate all persons).c. If unable to determine how many passengers check all parts of the vehicle and conduct a

wide search of the area.6. Whilst making contact and if safe to do so isolate engine (remove keys or truck isolator).7. If no immediate threat to injured persons then try and keep them in the vehicle.8. Persons exiting the vehicle should be moved to a safe location (away from the incident and away

from other traffic).9. If first aid trained provide treatment to injured persons. Contain fluid spills using the Spill Kit.10. Keep injured passengers talking.11. Handover to emergency services and assist where required.

Treat all fallen power lines as being live Look for sign of other persons being in the vehicle

and who may have been thrown free. Indicatorsinclude child seats, multiple drinks, clothes etc.

Address casualties who are not talking, screamingetc. (noise can be good!).

Do not touch personal belongings. Remain with persons trapped in a vehicle Only attempt to remove trapped persons if:

o If a fire starts which cannot easily beextinguished

Place vehicle keys with the emergency services Maintain injured persons privacy/dignity at all

11.5 Death of a Person

Area Warden or other person attending scene:1. Follow first aid and check for danger, notify the Site Supervisor (Emergency Controller) then call 000.2. Isolate the scene and any associate plant and equipment.3. Treat persons as being alive and treat with first aid unless:

Injury denotes obvious death or If advised by a doctor.

4. Only move the person if: The person’s body may suffer further degradation if left in current position; and Only if you feel safe and comfortable in doing so.

Similarly, any injuries to the skin surface, suchas cuts and scratches, may enhance the potential forchemicals or infectious agents that directly contact theworker's skin to penetrate into the body. Particular careshould be taken to protect these areas.

DECONTAMINATION PROCEDUREDecontamination must be conducted as soon as possible to save lives. Responders should use resources that are immediately available and start decontamination as soonas possible. Water-based decontamination:

Water alone: Flushing or showering uses shear force and dilution to physically remove chemical agent from skin. Water alone is an excellentdecontamination solution.

Soap and water: By adding soap, a marginal improvement in results can be achieved by ionic degradation of the chemical agent. Soap aids in dissolvingoily substances like mustard or blister agent. Liquid soaps are quicker to use than solids, and reduce the need for mechanical scrubbing; however, whenscrubbing, potential victims should not abrade the skin. A disadvantage of soap is the need to have an adequate supply on hand. Additionally, extra timemay be spent employing it, and using soap may hydrate the skin, possibly increasing damage by blister agents.

Bleach and water: Bleach and water solutions (utilize 0.5% sodium hypochlorite) remove, hydrolyze, and neutralize most chemical agents. However, thisapproach is not recommended in a mass decontamination situation where speed is of primary concern.

11.13 Oil Injection Injury

Area Warden or other person attending scene:1. Notify the Site Supervisor(Emergency Controller) and immediately call 0002. Direct other workers to cease work if:

a. They may be affected by a hazard;b. They are required to assist in an emergency; orc. They will become unsupervised in their work.

3. If necessary contact any other site persons via 2-way radio or by mobile phone for assistance.4. If an ambulance is not available, immobilize and elevate the affected limb to a comfortable position and transport the injured worker to the hospital

immediately.5. Determine the type of fluid involved in the injection injury. Provide this information to the ambulance attendant along with the Safety Dat a Sheet for

the fluid involved.6. Advise the attendant and the injured worker that upon arrival to the hospital they should state that the worker received a fluid injection injury, the

approximate time of the injury and that the worker requires medical assessment.7. Do not allow the injured worker to drive to the medical facility.8. Do not leave the injured worker alone.9. Do not give food or drink to the injured worker in anticipation of anaesthesia and surgery being required.10. Make the area where the worker was injured safe to prevent other workers from receiving a fluid injection injury.

13 Critical Incident Recovery

13.1 Restoring worksite/area to a regular routine The Project Services Manager and EPC Project Manager will conduct a critical incident debriefing

Main Construction Complex Evacuation Plan:

Site Evacuation procedure:1. Emergency situation resulting in the emergency services being called

2. Emergency Controller decides to evacuate

3. Emergency Controller to instruct all site workers, using mobile phone and 2-way radio, to evacuateand nominate the muster point(s) and exit route(s)

4. Workers directed to evacuate to proceed calmly and immediately to the designated muster point

5. Roll call/head count to be performed at each Assembly Point by Area Warden

6. Emergency Controller to be notified by an Area Warden from each muster point of all personsaccounted for, or missing persons and last known location

7. Workers to remain at the Assembly Point(s) until told to relocate by either the EmergencyController or emergency services

8. Emergency Controller to report roll/call/head count and muster location(s) to emergency services

9. Emergency Controller to liaise with emergency services
