2. To describe the scale of the exercise (it is very significant and
unprecedented!);
3. To discuss why this is an aspirational exercise that involves
planning for our children (and get your feedback);

should be on the table;
5. To obtain your views on what the building blocks of a
complete community in Caledon are (or should be);
6. To discuss the big choices to be made on community
structure and obtain your input;

1. The Town of Caledon initiated the GTA West Land Use
Study in late 2014.
2. In November 2015, the Town decided to expand the
scope of the exercise to:
• Provide a framework for the long-term planning and
development of the Whitebelt for all needed land
uses;
• Address the interrelationship of new land uses with
existing and planned communities, infrastructure,
agricultural operations and natural heritage systems;
and,
• Address the interrelationship of the GTA West
Transportation Corridor with all future land uses

A LONG TERM LAND USE PLAN THAT WILL:
1. Identify the major natural and cultural heritage features that
should be protected;
2. Identify major concentrations of agricultural activity that should
be protected;
3. Identify strategic employment areas for long term protection;
4. Identify the long term community structure;
5. Identify major Regional and local transportation corridors (existing
and new) and preferred locations for additional interchanges (if
needed);
6. Identify the location of major residential and community use
areas; and,
7. Identify preferred sequencing of development, but not the specific
timing of development.

What is a Vision?

A vision establishes the ideal future of the community – in other
words the vision identifies what the community's dreams of the
future are.
Ideally, the vision should be:
• Understood and shared by members of the community;
• Broad enough to encompass a variety of perspectives;
• Inspiring and uplifting to everyone involved in the development
of the vision; and,
• Easy to communicate.
Example: "Our vision is to be the Earth's most customer-centric
company where customers can find and discover anything they
might want to buy online at the lowest possible prices." (Amazon)

• Potential population and employment for Whitebelt area in
Caledon alone based on 50 people and jobs per hectare –
525,000 people and jobs.
• I think most would agree that this is a big number!
• For comparison purposes Brampton with over 266 square
kilometres has a current population of about 550,000 –
with the City expected to grow to about 837,000 people by
2031.
• The scale of the potential growth in Caledon is comparable
to what has occurred in Brampton and southern York
Region in the last 40 years.
In fact – preparing a long term plan for an area of land
this size has not happened since 1970.

At the present time, the Town of Caledon has planned
ahead to 2031 – The Town is expected to have a population
of 108,000 accommodated in 33,500 dwelling units by 2031.
The total number of jobs being planned for in Caledon by
2031 is 46,000
In order to accommodate population and employment
growth to 2031 – about 609 hectares of additional land was
required
This 609 hectares represents
about 5.8% of the total area of
the Whitebelt!

West residential expansions -
the density target is between

per hectare.

Planning for the 2031 to 2041 time period has begun – the
Growth Plan says that Peel is required to plan for 330,000
additional people and 100,000 additional jobs in this time
period.
Of this amount, 33,000 additional people and 29,000 jobs
are planned for in Caledon between 2031 and 2041 – this
represents 10% of expected population growth and 29% of
expected employment growth (these numbers have been
endorsed by Caledon Council but not approved).
Of the 33,000 people to be accommodated, about 12,600
are to be accommodated in intensification areas.
The decision making process on how and where this growth
will be accommodated has not yet begun.

For the 20,400 people to be accommodated between 2031
and 2041 on Greenfield lands, the minimum density will be
about 65 to 70 people and jobs per hectare.
This would translate into a need for about 290 hectares.
This 290 hectares represents about
2.7% of the total area of the
Whitebelt!
For the new Greenfield employment lands – it will be 30 jobs
per hectare.

The key conclusion is that at most, about 1,000 to perhaps
1,500 hectares of new Greenfield land will possibly be
developed between now and 2041.
This 1,500 hectares represents about
14.2% of the total area of the
Whitebelt!
The above means that there will still be a significant amount
of land in Whitebelt that could be considered for
development post-2041.
Current Provincial policy restricts municipalities from
planning beyond 2041 (except for strategic employment
areas and infrastructure).

A lot of work has been done by the Province on the GTA West
Transportation Corridor (now on hold).
Future traffic demand is projected to be within available road capacity for the
year 2031 with planned Regional road widening projects (Airport Road
and Mayfield Road), given current land use assumptions.

So what does this mean?

We are essentially planning for our children and their children
way beyond 2031 and 2041 to……..
And we are doing that planning, based on what we know
now.

The Town is embarking upon an ambitious process of planning ahead.
How far out should we be planning for?
1. Only small incremental steps should be taken now – 2031 to 2041
2. We have to plan beyond 2041 to 2051
3. We have to plan for the build-out of the Whitebelt to make sure all aspects are
considered at the same time

At the present time, Provincial policy does not provide for
the 'permanent' protection of prime agricultural land
outside of the Greenbelt Plan area.
This is why expanding onto prime agricultural land is
always on the table for consideration every time there is a
need for new urban land.
This is contrasted with lands that are considered to be the
site of significant natural heritage features.

living throughout an entire lifetime by providing convenient
access to an appropriate mix of jobs, local services, a full
range of housing, and community infrastructure including
affordable housing, schools, recreation and open space for
their residents. Convenient access to public transportation
and options for safe, non-motorized travel is also provided.

Minimum Density

• The Growth Plan establishes a minimum density that is
generally higher than in many newer development areas –
currently 50 people and jobs per hectare.
• Development in the Mount Pleasant area in Brampton and
Vellore Village in Vaughan are being developed at these
densities.

• The Tri-nodal strategy was approved by the Ontario Municipal
Board in 1994 (Official Plan Amendment 114).
• The strategy provides an overall growth management
framework for the Town to the year 2031.
• The strategy identifies a hierarchy and function of settlement
areas, these include: Rural Service Centres, Villages, Hamlets
and Industrial Commercial Centres.
• Under the Tri-nodal strategy, the majority of Caledon’s new
growth is to be directed to the Rural Service Centres of Bolton,
Caledon East and Mayfield West.
