ImpactSince 1941, the Foundation has awarded more than $86 million to nonprofit organizations that are doing vital work in health and human services, support to children and families, arts and culture, education – and for civic and environment benefit. In 2016, the Foundation awarded more than $10.8 million in grants, of which nearly $3 million were for scholarships and education.

The Foundation is also one of the largest scholarship providers in the region, awarding nearly $2 million annually. Each year we give scholarships to every college and university in the two-county area and other schools across the nation. Founded originally to provide scholarships, the Foundation remains actively engaged in nurturing the next generation of leaders.

Our grantmaking achieves meaningful, measurable results and leverages significant investments from other foundations, donors and government sources.

Donor ServiceWith more than 385 funds, The Community Foundation works closely with its donors to achieve their philanthropic goals. Individuals, families, organizations, and businesses create funds at the Foundation to support their charitable interests, serve as leaders in their communities and affect change.

Community LeadershipThe Foundation serves as a convener by bringing together key stakeholders to determine community needs; facilitate the development of collaborative solutions to important community issues and act as a catalyst for positive change.

FinanceThe Community Foundation’s assets currently total more than $95 million, of which 78% is endowed. The annual operating budget for the current year is $1,678,000. The Foundation’s investment portfolios

are reviewed on an on-going basis by the Investment Committee and the Foundation’s independent investment consultant. The Investment Committee and investment consultant review: Strategic Investment Opportunities, Portfolio Allocations, Fund Manager Analysis, Investment Performance, Manager Searches, Market Environment and Capital Market Assumptions.

IntegrityThe Community Foundation is confirmed to be in compliance with the National Standards for U.S. Community Foundations, voluntarily adopting policies and procedures to guarantee that we conduct business legally, ethically, and according to best practices.

Governance and StaffThe Community Foundation is governed by a 21-member volunteer Board of Directors who represent diverse backgrounds, interest and professional expertise. The Foundation’s 13 staff members work closely with donors, grantees, community leaders, government agencies, and businesses to ensure the Foundation effectively meets community needs.

Geographic FundsThe Community Foundation has five geographic funds: Banning Community Fund, Coachella Valley Fund, Idyllwild Community Fund, Foundation of Grand Terrace Fund, and the Irene S. Rockwell Fund benefitting the residents of the city of Perris, CA.

These funds allow individual communities to create permanent funds to support their local needs. Under the stewardship of The Community Foundation, the funds are advised by people in that community for the benefit of the area and its residents.

Who We Are

The Community Foundation is the oldest and largest community foundation in Inland Southern California. Established in 1941, the Foundation has grown from a small scholarship distribution committee in Riverside to a nationally accredited institution that serves the counties of Riverside and San Bernardino and beyond.

Guided by our mission of “Strengthening Inland Southern California through Philanthropy,” we partner with individuals, families and corporations who care passionately about improving the community and create permanent charitable funds.

Leadership and Strategic Goals

In 2013, the Foundation’s staff, board and key stakeholders, developed a strategic plan to guide the work of the Foundation. The Board of Directors approved a Strategic Plan for 2014-2018. One of the most important outcomes of the strategic planning process was the crafting of a new vision statement for the foundation: A vibrant, generous and just region – with unlimited opportunities. Below are the main points of the Foundation’s strategic plan:

• Increase gifts to the Foundation by a minimum of 10% annually compared to gifts in the previous year• Correct the menu of products offered by TCF to be consistent with known data and sustainable to TCF• Align TCF’s grantmaking practices and community leadership work to achieve greatest community impact• Increase the engagement and involvement of TCF’s Board of Directors

Types of Funds Managed by the Foundation

The Community Foundation represents an array of funding opportunities throughout Inland Southern California, created by donors, as well as founders of specific regional or community funds. Donors may contribute to one of these funds or with the appropriate level of funding, establish a fund with their own unique vision.

About Inland Southern California

The Community Foundation works primarily with donors and organizations in the largest geographic territory of any community foundation in the nation – more than 27,000 square miles, covering Riverside and San Bernardino Counties.

This Riverside-San Bernardino-Ontario metropolitan area, commonly known as the Inland Empire, comprises Riverside County and San Bernardino County Empire and has a population of 4.5 million residents.

While adjacent to the greater Los Angeles area, the two-county region has its own identity and is made up of more than 50 cities, towns and unincorporated areas. Within the region are sprawling suburbs, valleys, high and low deserts, and mountain communities, each with its own distinct identity, demographics, strengths and challenges. The region’s main industries include logistics, agriculture and housing.

The challenges faced by the Inland Region are numerous, as are the opportunities for prosperity and growth. In recent years, the Foundation partnered with the Counties of Riverside and San Bernardino to produce the Community Indicators Reports series. This allows the Foundation to provide valuable data, while working with public, private and nonprofit leaders to improve the quality of life for all in the two-county region.

Endowed Funds enable donors to leave a legacy in perpetuity in their communities.

Community Impact Funds leaves decisions regarding the charitable uses of the fund to The Community Foundation, and allows us to respond to the most critical needs now and in the future.

Donor Advised Funds allow donors to be actively involved in making grant allocations through their own research or from guidance from The Community Foundation. These funds are a simple, flexible, and less costly alternative to a family foundation.

Scholarship Funds are the bedrock of The Community Foundation and offers donors an opportunity to build the community’s future by investing in education for tomorrow’s leaders.

Field of Interest Funds give the donor an opportunity to specify

broad categories to target their funding, such as children, arts, seniors, or whatever causes each donor has a passion for supporting.

Agency Funds help nonprofit organizations build financial stability. The Foundation partners with local nonprofit organizations to build long-term, sustainable fiscal reserves that can benefit the organization far into the future. Services include planned giving support, administration of agency endowment funds, and providing vehicles for philanthropic contributions.

Building Organizational Capacity for Local NonprofitsThe Community Foundation works to strengthen nonprofit organizations in Riverside and San Bernardino counties, because these partners know their local communities best.

In support of this goal, The Foundation invests in local nonprofits through grants made from the Community Impact Fund. The fund allows the Foundation to respond to requests for support across a wide-range of organizational capacity building needs. These funds provide an opportunity for nonprofits to reflect, learn, and take action in developing short and long-term, sustainable solutions to the challenges they face in addressing critical community needs.

In 2016, the Foundation made grants from the Community Impact Fund totaling $191,000+ to twelve nonprofits in Riverside and San Bernardino Counties.

Youth GrantmakersThe Community Foundation’s Youth Grantmakers program was created to empower youth to address issues important to them by participating in grantmaking. Through this program local high school students become active agents of change, preparing them for responsive community leadership and practical hands-on service.

During the 2016-17 academic year, Youth Grantmakers across the two-county region strengthened their leadership skills as they participated in philanthropy. They conducted surveys to determine the current concerns and needs of their peers, attended site visits of local nonprofit organizations, listened to nonprofit presentations during their monthly meetings, conducted community service projects and awarded grants to nonprofits that address the needs of youth in their community. During their year-long training, students learned to read and analyze a grant application, respectfully debate the most critical needs while learning to listen to others’ perspectives, and prioritize the many worthwhile requests.

Awarding a modest amount of money, average $10,000 per year, to multiple nonprofit organizations that address youth issues is the capstone of the program.

With representatives from 16 high schools in both counties, 68 Youth Grantmakers make up the Riverside, San Bernardino and Coachella Valley programs. Since the inception, over 200 Youth Grantmakers awarded over $265,000 to nearly 120 nonprofits that serve young people.

This unique program is a wonderful example of the many innovative ways The Community Foundation strengthens our community through philanthropy.

Graduate Success ProgramGraduate Success is a new program of The Community Foundation that endeavors to help low-income Riverside and San Bernardino County students apply to, enroll in and complete college.

The Community Foundation is working closely with the College Futures Foundation, a respected statewide leader that has studied the experience and achievements of more than 20,000 low-income California scholarship recipients over time.

This new, needs-based Scholarship Fund will pool contributions and generate more resources to provide financial aid, as well as needed services to area youth.

The Foundation is also working with local education partners (CSUSB/Upward Board and UCR/Trio) and donors to build scholarship funds to ensure students gain needed financial aid and college resources.

Working together, the Foundation is providing scholarship dollars and related services to students for whom it can make the greatest difference – those whose families are low-income, including many who will be the first in their families to attend college.

Give BIG San Bernardino County — A Successful Project of The Community Foundation and Our Community PartnersGive BIG San Bernardino is a 24-hour online giving day intended to raise funds, and increase capacity and awareness for nonprofits in San Bernardino County. It stands as an outstanding example of collaboration and community volunteerism and generosity.

Now in its fourth year, Give BIG San Bernardino County has raised more than $1 million for local nonprofits. On November 29, 2016, Give BIG San Bernardino County raised over $271,000 for 101 charities. Over 3,342 people made donations, surpassing last year’s $241,217 total.

Thanks to funding and support from the County of San Bernardino Board of Supervisors and the contributions of generous sponsors, Give BIG San Bernardino County is providing valuable training to nonprofits in the use of social media, cultivating relationships with donors, developing a communications plan, and raising much-needed funds from online donors. These online donations provide critical funding to help nonprofits not only address poverty but also other challenges the county residents face in the areas of education, health, the environment, public safety, family and youth services.

President and CEOThis is a time of transformation and promise as the Foundation approaches $100 million in assets and serves as one of the largest philanthropic institutions serving the two-county region.

The Community Foundation has a prominent and influential board of directors, and a highly talented and professional staff. It operates with solid internal controls, effective stewardship processes, and clean audits.

In recent years, the Community Foundation has enjoyed steady growth, significant financial success, high-profile partners, and extraordinary grantmaking. The organization has earned a position of prominence and respect regionally. These impressive results have created opportunities for the Foundation to make even greater contributions to the community and region it serves.

The new President and CEO will lead the Foundation to its next level, building upon strong momentum and recent results. He or she will be a dynamic, mission-driven leader capable of taking the organization to the next level of innovation and contribution by:

• Developing a thorough understanding of and commitment to the Foundation’s Strategic Plan with significant goals to be outlined for the next phase of strategic planning, 2019-2023;

• Building strong, productive relationships with external partners of all kinds, building on current relationships and participation in government and private sector programs;

• Identifying and facilitating partnerships and resource growth;• Communicating the case for philanthropy effectively among targeted audiences;• Providing innovative leadership and inspiration for staff and board members;• Providing effective, collaborative management of people, change, operations and achievement.

The ResponsibilitiesThe President and CEO, working in partnership with the Board of Directors, will shape the future of The Community Foundation through vision, values, leadership and strategy. In concert with the Board, the President and CEO will be an engaged and articulate community leader with an understanding of community philanthropy, significant, relevant leadership experience and management experience.

The Community Foundation is marked by its long and revered history, its relationships with its donors and fund holders, and a variety of external partners and the nonprofit community across two of California’s largest counties. Our region is strengthened by the enormous contributions made to these partners in stewardship activities, technical assistance and ever-growing regional grantmaking.

The President and CEO will:

• Lead, manage and elevate The Community Foundation. He or she will be an exceptional leader, comfortable working with a very strong, engaged and talented staff and board. The sought candidate will have a demonstrated track record of excellent management skills and initiative, and will provide evidence of action in addition to initiative and vision. Additionally, the ideal candidate will have a proven history of identifying and developing talent, building effective and happy teams and creating a healthy environment of shared vision and values, collaboration and high standards. The Community Foundation’s next leader will be a demonstrably outstanding trusted manager and mentor for staff, able to elevate a culture of effectiveness and impact.

• Be an effective representative and spokesperson for The Community Foundation and philanthropy, able to develop and maintain a high profile in Inland Southern California’s communities and authentically communicate the power of philanthropy and visibly represent The Community Foundation and the region in the most positive ways.

• Be an uncommonly good relationship builder. The President and CEO will be likeable, approachable, a good listener; someone people naturally trust and want to work with – a person of unimpeachable integrity. The President and CEO will effectively be able to cultivate and manage relationships with multiple constituencies including board, staff, donors, community leaders, the public sector and business community, and many others.

Candidate Profile

We seek a leader who demonstrates exceptional passion for philanthropy and an unparalleled ability to clearly articulate a vision and direction for The Community Foundation. An understanding of the nonprofit sector and philanthropy is essential, and community foundation experience is preferred. Our candidate possesses an understanding that a community foundation is about more than gathering assets, but includes convening, acting as a caring steward of assets, and embracing multiple communities served by The Community Foundation.

The person we seek thrives on cultivating, building and maintaining strong and genuine donor and stakeholder relationships. Our next President and CEO is a proven development professional, particularly adept in the areas of endowments, planned giving and working with high net worth donors. This person engenders trust and empathy, and relates to donors in a highly professional, honest and caring manner.

The ideal President and CEO candidate is a consummate leader and manager with a record of significant success in relevant contexts. Entrepreneurial, innovative and results-oriented, the President and CEO will come to The Community Foundation with an informed commitment to the Foundation’s grantmaking, development, donor services and community leadership work. In addition to community philanthropy, the President and CEO will be knowledgeable about, and comfortable in, the worlds of private philanthropy, business, government, nonprofit finance, and communications. He or she will have the degree of financial acumen necessary to lead a community foundation, and an unquestionable commitment to organizational integrity and transparency.

We seek someone who will love the unique communities of Inland Southern California, who ideally already is familiar with the region and has roots or relationships here, or who is willing to put down those roots and become an integral part of our community. Appreciation for the quality of life in the region and the challenges it faces is preferred.

Career experience at the senior level in a community foundation is preferable, although not required. An understanding of the community foundation business model is expected. The skills and experience to lead, grow and empower a strong and competent staff and work effectively in partnership with a dedicated and committed board is essential. Superb interpersonal skills are presumed, as is the ability to manage the multiple roles inherent in working in the community foundation environment.

A Bachelor’s degree is required, preferably in a related field. Advanced education and continuing education/certification is a plus.
