WIC WORKING COMMITTEES FOR THE 2012-2017 ADMINISTRATION The attention of all committees is drawn to Section 12.6: Committee Action Proposal of the constitution which states inter alia that: … All Committee Chairpersons shall, prior to executing Committee plans, submit all projects and proposed plans of action to the Executive Council for approval, except in such instances requiring the approval of the Board of directors. Subject to this provision, each Committee shall have the power to initiate such programs as will enable the realization of its objectives consistent with the overall mission of the Congress. To this end, this administration has provided a strategic plan that will guide its operations until September 2014. The administration has reached out to Igbo who have the experience and reach to help it achieve its goals. The constitution clearly recognizes the power and relevance of the committees in this regard. The administration has also exercised its constitutional powers to set up additional committees and organs including the Think Tank, Communications and Infrastructure, Health Care and Special Projects. The administration also set up the Board of Trustees for the WICF in its bid to ensure the solvency of the organization. Below are the committees with their constitutional authorities. The attention of all committees is drawn to Section 12.6: Committee Action Proposal of the constitution which states inter alia that:

To this end, this administration has provided a strategic plan that will guide its operations until September 2014. The administration has reached out to Igbo who have the experience and reach to help it achieve its goals. The constitution clearly recognizes the power and relevance of the committees in this regard. The administration has also exercised its constitutional powers to set up additional committees and organs including the Think Tank, Communications and Infrastructure, Health Care and Special Projects. The administration also set up the Board of Trustees for the WICF in its bid to ensure the solvency of the organization. Below are the committees with their constitutional authorities.

1. Identify and propagate resourceful ways to improve economic growth in Igbo communities everywhere: for example, encourage Igbos to buy Igbo services as a matter of priorities. Provide area professional listing/directory to facilitate mission.

2. Embark on a program to compile a Diaspora Igbo census figure (by profession, gender and age) for political economy gains. Effort should emphasize tracking young adults by profession.

3. Initiate campaigns to minimize fraud and encourage good citizenship conducts particularly among the youths.

General 6. Utilizing the current WIC constitutional guidelines, cause awareness of WIC in States where WIC

affiliates do not now exist. Encourage organizations of Igbo wide organizations, and bring them on board.

7. Reach out to Diaspora Igbo Communities outside of the USA and encourage them to join WIC, pursuant to the WIC founders objective.

8. Review member criteria and advice the Executive council on any possible grounds for modifications of membership bases and criteria.

9. Advise the Executive Council on benefit packages to facilitate membership drive and enrollment. Specific

10. Initiate contact with and orientation of new affiliate members; 11. Increasing membership by at least ten chapters by September, 12. Enhancing opportunities for intra- and inter social contacts among affiliate members; 13. Communication strategies to promote membership development; 14. applicable) for take off tips. 4. Work to close the missing links between the Industry and Academic research na ala Igbo; emphasis

Committee Charter:

1. Assist the Office of the Executive Director in planning, coordinating and implementing of fund-raising activities throughout the organization’s fiscal year.

2. In particular, liaise with the Office of the Executive Director and the WICF Board of Trustees and advise the executive on the modalities for institutionalizing the Igbo Renaissance Fund

3. Review an Annual Operating Budget: Annually, the Committee will review the proposed annual operating budget for the ensuing fiscal year. After review and amendment, if necessary, the Committee will recommend a final operating budget to the full Executive for approval through the Treasurer and the Financial Secretary.

4. Review of the Financial Results: Members of the Committee will receive and review financial statements consisting of the then current year-to-date: 1) statement of financial position, 2) operating statements, 3) cash flows; and 4)

key financial performance benchmarks that the Committee deems relevant from time-to-time. These financial statements will be accompanied by a narrative from the Financial Secretary highlighting any financial issues and, where necessary, management actions related thereto.

5. Oversee the Management of Financial Assets The Committee will consider the management of financial assets, their protection and sufficiency in order to determine the sustainability of the WORLD IGBO CONGRESS, INC in the immediate future.

6. Review and Evaluate Internal Controls and make Recommendations The Committee will periodically review and update WORLD IGBO CONGRESS, INC.’s accounting manual and determine the sufficiency of controls in order to protect the organization from fraud or abuse. It will make recommendations for improvements to the executive. In addition, at its regularly scheduled meetings, the Committee will also review the status of the WORLD IGBO CONGRESS, INC.’s financial condition and discuss, in detail, issues that emerge from the review.

Committee Charter:

1. Pursue initiatives to abate the extinction of Igbo language by creating awareness of same for Igbo parents; encouraging and promoting the use of Igbo language in homes in Diaspora as well as homeland; working to include Igbo language as electives in High Schools and College’ curricular in the USA and Europe.

2. Articulate ways to inculcate among the Igbo young professionals the drive to preserve the Igbo heritage through marriage. This explains why there is more than 99.99% inter racial marriages worldwide.

3. Must begin a campaign to clarify the “uncle” and “auntie” syndrome that may have provided the absurd biological relationship among all Igbo young adults.

4. Must find ways to expose Igbo culture and civilization to the host community and other culture; as long as your culture and heritage remain a secret, you are bound to go extinct.

5. Liaise with the office of the executive director to explore the benefits of WIC’s new Consultative status on the Economic and Social Council of the United Nations to ensure that we access the holdings of UNESCO and the World Heritage Committee on Igbo Culture and Civilization. It has been posited that the said holdings will unlock the cultural heritage of the Igbo that had been misrepresented since the colonial era.

6. Energetically pursue the actualization of Biafra War Memorial in a manner that would uplift the Igbo and extol their heroism in standing up for justice and fair play as well as restore our dignity for doing what we believe in.

7. Advise the WIC executive on the institutionalization of Igbo Book of Shame/Fame as a way of fighting the moral and cultural decadence that has been chipping away the psyche of the Igbo since the Biafra war that ended in 1970

8. Other initiatives to promote and sustain the Igbo civilization and heritage.

Committee Charter:

1. Develop strategies for mandatory handling of disputes in-house and recommend ways of discouraging and forestalling litigations among member affiliates if connected with WIC

2. Specifically review the revenue allocation to LGAs in Homeland to ensure proper utilization of funds 3. Litigate any misappropriation of funds on behalf of the masses. One or two such litigations will

potentially restore transparency and accountability in the government handling of public funds 4. Lead the effort to fight for Igbo freedom to freely engage in and pursue their interests in livelihood

matters anywhere in Nigeria and elsewhere in the world. 5. Look into the possibility of war crimes against Eastern Nigerians in Biafra and seek redress with

appropriate constituted bodies. 6. Develop and recommend the modalities for establishment of Igbo Legal Defense Fund and the

modalities for its operation. This will prepare the World Igbo Congress for handling issues capable of hampering its progress and that of ndi Igbo everywhere

7. Develop and keep an active list of Igbo attorneys in the Diaspora 8. Prepare briefs and provide legal advice for the defense of World Igbo Congress as a group in case of

any litigation against it. 9. Submit memoranda to the Executive detailing actions related to petition, review and resolution of

application in the course of the defense of the World Igbo Congress. 10. Review the constitution and bylaws of the WIC on a continuous basis in a manner that keeps it

Committee Charter:

1. The Committee shall identify and examine safety and security issues that affect the citizens of Igbo land resident in Igbo land as well as those returning from outside Igbo land. These issues shall include, but not be limited to, the safety of persons and the protection of life and property.

2. The Committee shall undertake studies and evaluations of safety and security issues as directed by the executive and BOD and/or as deemed appropriate and necessary by the Committee.

3. The Committee shall advise the executive and Board and HOD of findings and recommended actions as deemed necessary including revisions to existing regulations.

4. The Committee shall develop elaborate plans and linkages on the application of technology in solving crimes in a manner that will serve as a deterrent to armed robbers and kidnappers so as to promote an atmosphere conducive for economic development of Igbo land

5. Assist the executive in advising the governments of Igbo land based on the elaborate plans and linkages, focusing on issues of safety and security.

6. Establish and apply an approved code of conduct for usage of WIC cyber holdings with a view to enthroning sanity, mutual respect and constructive discourse so as to promote healthy interactions in such media.

7. Report to the executive and board any issues related to safety in Igbo land and cyber security in accordance with the WIC reporting schedule

Committee Charter:

1. To serve as a clearinghouse for coordination and evaluation of programs, services and legislation affecting women;

2. conduct studies, workshops, or fact-finding programs to develop recommendations for constructive action in all areas of interest to women;

3. conduct or participate in educational programs concerning issues of importance to women and families;

4. encourage community organizations and state governments in ala Igbo to institute activities designated to meet women's needs;

5. Liaise with the office of the executive Director to explore the new WIC status on the Economic and Social Council (ECOSOC) of the UN in the pursuit of the UN Millennium Development Goals

6. Receive and accept grant funds, private gifts, donations, or funds from any source towards development of women and the family in the areas of health, education and empowerment. All moneys are to be deposited with the WIC and are to be continuously available to the committee to carry out its purposes.

7. Foster leadership; provide awareness of existing services; promote development of resources; and advocate equal access to such resources in order to enhance the lives of Igbo women and families

them to the Executive 5. Initiate and manage soccer competition for high schools in ala Igbo as a means of mass and

grassroots mobilization 6. Initiate and manage scholarship awards (five per Igbo state) for college students in the STEM

(Science, Technology, Engineering and Mathematics) as a means of shoring up our future for holistic economic development.

7. Initiate and manage curriculum development and schools supplies in elementary schools in Igbo land in a manner that will inculcate Igbo values and experience past, present and future

purpose of creating sister institution relationship 10. Initiating summer volunteer programs that will allow professors in higher institutions abroad to visit

home during the summer to assist higher institutions of their choosing and convenience with teaching, workshops etc.

3. Provide guidance for WIC on the benefits of acquisition and ubiquitous deployment of the Broadband capability to all of Igbo land.

4. Analyze the benefits of such a venture to commerce, banking, rapid healthcare delivery with the support of Western-based medical practitioners in a “bridge program” to be designed for the proposed Health Center of Excellence

Committee Charter:

1. Foster the implementation of the WIC 2012 – 2014 Strategic Plan in respect of health initiatives 2. Identify the need for, and recommend to the Executive a plan to establish a health center of

excellence in Igbo land. 3. Identify the modalities for funding the establishment and management of the health center of

excellence probably by exploring the PPP model. 4. Facilitate broad based discussion of issues and policies encouraging public involvement and

communications with the public. 5. Serve as the initial contact point for individuals and/or organizations who wish to influence

Executive policy regarding WIC health care services. 6. Develop partnerships with private or public funded health agencies and institutions abroad with a

view to assisting health institutions and health personnel in ala Igbo in professional development programs. This will involve health fairs, workshops and training for the doctors and other health personnel to expose them to modern/recent technologies.

7. Assist Igbo States governments in harmonizing healthcare delivery services in Homeland. 8. Start a mentoring program to link doctors in Igbo land with their peers abroad with a view to

improving health care delivery. This will draw from the proposed communication and infrastructure development program of WIC

9. Assist the State governments by reviewing and auditing the health care facilities and hospitals in Homeland with the objective to restore trust in medical practice in homeland.

1. Review the annual audited financial statements with the executive and the independent auditor, 2. Review major issues and changes to the WIC’s auditing and accounting principles and practices as

suggested by the independent auditor or the executive. 3. Pre-approve all auditing services and permitted non-audit services (including the fees and terms

thereof) to be performed for the WIC by its independent auditor and establish policies and procedures for the engagement of the independent auditor to provide auditing and permitted non-audit services.

4. Prepare the Report of the Audit Committee for inclusion in the WIC’s annual statement. 5. Meet with the independent auditor prior to the audit to review the scope and planning of the audit. 6. Discuss with executive, which has principal responsibility for the WIC’s financial statements and

disclosures, the WIC’s in a manner that enthrones transparency. 7. Receive reports from the independent auditor and executive and review the adequacy and

effectiveness of, the WIC’s internal controls 8. Establish procedures for the receipt, retention and treatment of complaints received by the WIC

regarding accounting, internal accounting controls or auditing matters, and the confidential, anonymous submission by members of concerns regarding questionable accounting or auditing matters.

9. Advise the executive with respect to the WIC’s policies and procedures regarding compliance with applicable laws and regulations and with the WIC’s Code of Conduct.

10. Review with the WIC’s Legal Adviser and independent auditor (1) legal matters that may have a material impact on the financial statements, (2) any fraud involving the executive or other members who have a significant role in the WIC’s internal controls, (3) compliance policies, and (4) any material reports or inquiries received from regulators, governmental agencies or members that raise material issues regarding the WIC’s financial statements and accounting or compliance policies.

11. Review this Charter annually and recommend any changes to the executive for approval. 12. Review the Audit Committee’s own performance annually.

13.
