I. RESPONSIBILITIES AND OBJECTIVES The County/District Fire Warden has the responsibility for providing fire prevention,
detection and suppression, for wildland fires on any non-federal lands within the assigned
County/District. County/District Fire Wardens act as an official representative of both,
the State of Utah and the County in matters pertaining to wildland fire management.
The purpose of the County Mobilization Plan is to identify fire personnel from agencies
that may have involvement or may become involved in wildland fire suppression,
recognize valuable fire suppression resources and/or supplies, and define procedures for
reporting fires, requesting assistance for suppression efforts and/or response to wildland
fire incidents. This mobilization plan serves as an aid to fire wardens and/or agency
personnel.
The primary objective of fire suppression is to prevent loss of life, limb and/or valuable
properties from threat or damages from wildland fire. Fire suppression efforts must never
justify actions, which might endanger human lives. All suppression actions must occur in
a safety conscious manner and will have been calculated to minimize danger to involved
personnel. Suppression actions taken on any fire must only be to the extent
justifiable of the resource threatened. All Fire Suppression actions taken, shall display
efforts for minimizing the loss by fire, while reducing unnecessary costs to the county or
state.
Further clarification of responsibilities and objectives can be referenced in Utah State
Code 65A-8-101,102, 103, 201, 202, 203, 209, 210, and 212.
This plan is intended to promote expediting and locating and/or ordering equipment, fire
personnel, services, etc., from Tooele County, adjacent counties, the state of Utah and/or
federal agencies.

V. STAFFING THE FIRE ORGANIZATION
A. Initial Attack
Initial attack will usually be handled by the District Fire Warden, local Fire Departments,
and cooperating Federal Resources. Immediately upon receiving report of a fire in the
district, the Fire Warden shall be notified. The first resource on scene will determine
jurisdiction and coordinate with the authority having jurisdiction. If another agency or
fire department provides the initial attack, the fire warden will receive notification
pertaining to the size and resources necessary to suppress the fire. If at any point a fire
increases in complexity levels beyond the control efforts of an initial attack force
sufficient forces shall be dispatched to the fire based on requirements for suppression and
availability of resources. The fire warden will be notified of any and all potential
wildland fire in Tooele County.

qualified incident commander with the jurisdictions Duty Officer approval.

IX. AREAS OF RESPONSIBILITY Fire Agreements exist between the Utah Division of Forestry, Fire and State Lands
(acting for the Six County area), Uintah-Wasatch-Cache National Forest, Manti-La-Sal
National Forest, Fish Lake National Forest, Capitol Reef National Park Richfield BLM
Office and Salt Lake BLM Office. These agreements define zones of responsibility for
initial attack on fires, financial compensation procedures, limitations of expenditures for
the members of the agreement, and additional information making management of
wildland fires successful for all concerned. Each participating agency has copies of these
agreements and maps delineating management zones.
X. AREAS OF CONCERN There are several areas considered special hazard and/or risk areas. Urban
interface is an issue in Lake Point, Erda, Tooele, Stockton, Terra and various
other locations throughout the county. These areas should be recognized as areas
of special concern. Other areas of special concern are the railroad right-of-ways,
extending along SR-36 through the Tooele Valley and I-80, also the right-of-ways
extending along the Oquirrh Mountain range .I-80, Hwy 36, Hwy 112, Hwy 138,
Hwy 73, the west desert and Stansbury Island. There are multiple areas highly
susceptible to lighting strikes including the mountain ranges to the east and west
of Tooele Valley, the Stansbury Mountains, Simpson Mountains, Stansbury Island
and the Cedar Mountain Wilderness Area. The cheat grass fuels in these areas
allow fires to develop and spread rapidly.
A special area of concern for the health and safety of fire personnel is the US
Magnesium Corporation. There is a 5 mile radius around the smoke stack
designated as a “NO FLY ZONE” area for aviation assets. A response is still
required by State Statute, and firefighter safety will be the overriding
consideration for initial and extended attack. The Northern Utah Incident

Organizer provides a Go No Go checklist that is to be consulted before ground
resources engage fires within the no fly zone.

The Department of Defense (DOD) will be responsible for fire suppression on
DOD, property including Dugway Proving Ground, North Tooele Army Depot,
South Tooele Army Depot, and Utah Test and Training Range. On rare occasions
they will request outside assistance and they prefer to utilize federal fire resources
for billing purposes. In the event that you are asked to respond to a fire on DOD
land, be sure to get a thorough briefing and adhere to safety standards.
● Dugway is a large area at the South end of Skull Valley. If you are dispatched to
the area clarify with dispatch to verify that you are not on DOD land. If you are
coordinate with dispatch and other resources for proper protocol.
● North Tooele Army Depot is surrounded by a fence located to the south and to the
west of Tooele city.
● South Tooele Army Depot is located approximately 20 miles south of Tooele on
SR 73 also surrounded by a fence. You must use the gate if you need to enter the
facility.
● Utah Test and Training Range encompasses the majority of the land to the west of
the Cedar Mountains from Dugway to 15 miles south of I-80 as well as the
north/central part of the county, north of I-80.
