Capital Improvements Committee Chairman’s Message

As chairman of Capital Improvement, it is has been my great pleasure to work with an incredible team in the construction of the Will County Master Plan. This plan is the culmination of over three years of hard work. The fi rst phase of the project was the creation of a mission and vision statement which established a basis for future decision making. Next we completed a comprehensive assessment of our counties facility needs. This assessment provided us the required data essential for this master plan. This plan is a road map for future construction projects. Like all road maps, there are many ways to get to the same destination. As we embark on the implementation of our master plan be assured that we will review each project for its merit, expense, and benefi ts for our citizens. The size and scope of some of our projects will beg the question to be asked, “How can we ever afford to do this?”. The responding question must be; “can we afford not to do it?”

Our country is still in economic hard times. The challenges that we face on the local level will not stop us from making tough decisions. Challenges are but opportunities that when embraced can provide insights for solutions that will help improve the quality of life for the citizens of Will County.

Planning is the key to success! This plan is not stagnate; it has to be fl exible.

We can begin the processes required for success through a solid implementation plan and good fi nancial planning. Current revenue streams should provide us with the ability to start many of these projects without the need to raise taxes.

The impact of this plan is not just the construction of buildings; it continues our efforts to put people back to work, provide a consolidation of services and create a community environment that our citizens can be proud of!

I want to thank all the elected offi cials, staff and consultants that made this phase of our process a success. Without your time and energy the information within this document would not have been possible. As history reviews our work, they will be able to see the processes that helped launch our vision here and which provide them the county government they enjoy.

Will County Master Plan

Executive Summary

In June of 2010, the County Board accepted the Space Needs Analysis Report. This report established a foundation of data to allow for effective planning for future facilities that will meet the long-term needs of the County. In August of 2010, Will County began the process of developing a long-range master plan for all County facilities. Through the planning process four primary goals were identifi ed as crucial aspects of the master plan.

1. Establish a Long-Range Plan to Address Projected Growth 2. Consolidate and Clearly Organize Services 3. Replace Outdated & Deteriorating Existing Facilities with Modern Purpose-Built Facilities 4. Bring Services to the Constituents

Overall County Organization Concept

Presently Will County has multiple facilities distributed throughout the County that are providing various services functions. In order to clarify and clearly organize service delivery, this master plan proposes to reinforce a concept of providing two core facilities in downtown Joliet. The County Offi ce building will consolidate all primary County Government and administrative functions into one core location at the northern end of town. The Justice Complex will consolidate all primary courts and judicial services into a single location at the southern end of town. These individual core facilities will house only the functions key to their focus to promote operational effi ciency and simplify accessibility for the public.

To address the goal of bringing services to the constituents, the master plan proposes to develop two multifunction, service-oriented satellite campuses that bring key services to the residents of the County where they live. These satellite sites will provide court / judicial services, county government service functions and will house a health department satellite location. Utilizing the population projections from the previously completed space needs analysis it was determined that there is a strong population base in the northern part of the County that is continuing to grow. Therefore a larger satellite site is prosed in this region at a location to be determined, somewhere between Bolingbrook, Romeoville and Plainfi eld. The second location targeted for a satellite site is the eastern region of the county due to its geographical distance from Joliet and continued population growth projections in coming years.

The graphic to the right represents this organizational concept of core and satellite facilities. The base map represents data from the Chicago Metropolitan Area for Planning (CMAP) published in 2006 as to population growth projections for municipalities in the County. It has a series of orange circle on it of varying size representing the projected population increase over the next twenty years.

In addition to these core facilities and multifunction, service-oriented satellite campuses, the County will continue to utilize operations-specifi c facilities at key locations throughout the County to provide the balance of services. These operations-specifi c facilities are focused on specifi c services and are either located centrally to provide equidistant accessibility (i.e. the Sheriff’s Law Enforcement Center) or at multiple locations based on geographic service area (i.e. the Highway Department).

Project Approach & Project Description

The master plan projects are organized in to three primary categories; core facilities, operations specifi c facilities, and satellite facilities. The core facilities represent the bulk of centralized county services with a focus on county government and administration I one facility and courts and judicial operations in the other. Operations specifi c facilities are focused on a specifi c function or service and often times are organized based on geographic need or service area. The satellite facilities are multifunction service oriented campuses located near population centers with a focus on core constituent service needs.

Project Description

The County Offi ce Building project is proposed as a complete consolidation of all primary County Government and administrative functions at one location with options proposed for either a complete new building or a sizeable addition and complete renovation of the existing building. The Justice Complex is proposed as a complete consolidation of all primary courts and judicial services in one location with options for all new construction or various levels of new construction and renovation of the existing courthouse and EMCO / Court Annex.

The Sheriff’s Law Enforcement Facility is a proposed consolidation of all law enforcement functions at one location which allows for the replacement of the current buildings at Laraway Road and downtown Joliet that are in poor condition. The project includes a primary operations and administrative facility along with a support and training building. The Health Department Central Facility is proposed to be a purpose-built replacement of the existing central facility that is in poor condition. The building will accommodate varied levels of growth as this is one group that is much harder to predict the future growth. The federally qualifi ed Community Health Center (CHC) on the site which was built recently will be retained as is with no work proposed as part of this plan. The Highway Department is very much a geographic service based operation. The plan proposes to move the administrative and planning function of this department to the County Offi ce Building for better collaboration, but the balance of the functions will be distributed throughout the County. The main site at Laraway will be retained with cold storage building space added. A new facility is proposed for development in the Southern region maintenance and garage storage buildings. The eastern site in Monee will be retained as is unless additional space for a new cold storage building is made available, and the Crest Hill site in the northwestern part of the county will be retained with additional cold storage space added. The River Valley Juvenile Facility will continue to serve as the core of juvenile justice operations and shows need of additional agency offi ce space expansion over time. The building was originally designed with the ability to add juvenile housing as needed, but this need has been low in recent time. Due to its important location in the geographic center of the County, the Laraway Road site is intended for expanded use by some additional ancillary county functions. These additional uses include a future Animal Control facility to replace current leased space. The EMA Field Operations & Radio functions will continue to be housed at Laraway with a proposal to expand building area to replace some leased space and account for growth in space needs. The Coroner Facility is proposed at Laraway Road to accommodate a consolidation of the morgue currently at the Crest Hill Highway Department site and the offi ce functions currently in the EMCO building. The current Sunny Hill Nursing Home and Records Management Buildings are proposed to be retained with no new expansion planned.

The Northern County Satellite site is proposed as a primary building to house four satellite courtrooms and the associated supportive offi ce functions along with a satellite adult probation offi ce. Included in the building will be a county government service offi ce space to provide direct service to the public including such things as County Clerk, Assessor, and Treasurer functions. It is also intended to have some fl exible use community service space. A second facility on the site will be a new Health Department Satellite location to replace the current leased facility in Bolingbrook. Similarly, the Eastern County Satellite site will support a primary courts and county government services building with one courtroom, and a Health Department Satellite in a separate building to replace current leased space in University Park.

Master Plan Process

In the previously completed space needs analysis project, interviews were conducted with all department heads and elected offi cials to determine the needs as well as preferred operational and service adjacencies. The conclusion of that effort provided the direction necessary to develop a comprehensive county-wide plan to address the projected needs, proper operational adjacencies and facility placement for best possible service to the residents of Will County. The development of the long-term master plan was completed through a series of user group, leadership and committee workshops where concepts were presented and ideas discussed to fi nd the best plan to address future facility needs. During the process the County clarifi ed four goals of this master plan.

Background

Will County is currently one of the fastest growing counties in Illinois. Since 1990, the population has grown from 357,383 to 677,560 at the time of the 2010 census. In the last ten years alone this is a 34.9 percent increase in population. The growth has produced many advantages in the growth of the economy but has also posed signifi cant challenges to the County’s facility infrastructure. The judicial system as well as the county government is under consistent pressure to deliver high quality services to the growing population. While the County has worked hard to utilize technology advances to provide service effi ciently and manage staffi ng increases, the county population growth still requires modifi cation and expansion of staff and facilities to address the growing and changing demands.

Many of the staffi ng and associated space needs of the various departments within the County have a direct relation to population increases. In the previous development of these projection, the accepted CMAP population projects were used. For purposes of determining the potential number of Judges in Will County court system, a high range projection was used. This high-range scenario takes a population number that is very close to the current CMAP 2040 population projection and uses it for 2030 to build a larger growth model. Considering the 2010 Census number was documented at 677,560, which is lower than originally projected, the future projections for staffi ng and space needs will be safe for future planning purposes.

Space Needs Analysis Completion

In May of 2010, Wight & Company completed the Facility Needs Analysis which was then accepted by the Will County Board in June of 2010. The Facility Needs Analysis provided the county with a systematic evaluation of all County facilities and departmental operations. The fi nal needs analysis report outlines staffi ng projections and associated building square footage needs for the future at 5, 10 and 20 year intervals. The study addressed both short term and long term needs for all County departments and operations in the Non-Judicial / County Government and the Judicial / Law Enforcement areas.

As part of the Facility Needs Analysis process, a building Physical Conditions Assessment of all County buildings was completed. The assessment identifi es the overall physical quality of the existing building assets to aid in a determination of those assets which can continue to serve the needs of the County long-term and those which have exceeded their useful life and need replacement.

These two documents serve as the technical building blocks for developing a long-term master plan for County facilities that can address the projected needs of the County and provision of services to the constituents well into the future. The following pages summarize the staffi ng and space needs data developed in the needs assessment report.

Existing Facilities

Presently Will County has multiple facilities distributed throughout the County that are providing various services functions. The majority of the facilities are owned by the County, but several are leased space including the Regional Offi ce of Education, Animal Control, the Executive Center and the Workforce Group in Downtown Joliet. This master plan proposes an approach to consolidation of facilities that will allow the County to have all functions housed within owned buildings long-term. There are two exceptions to this. The Veterans Assistance Commission currently in leased space at the Executive Center is planned to continue operating in space independent of other County government and administrative functions. Also, the Workforce Services Division and Investment Board which is currently in leased space at 214 North Ottawa Street in Joliet will continue to operate independent of other County government and administrative functions. They have strong connections with Joliet Junior College and other independent workforce groups and retaining that adjacency was deemed to be preferred over consolidation with other unrelated County functions.

Additionally, during the space needs planning process completed previously, it was determined that several buildings that the County owns are not desirable for long-term retention. The Sheriff’s eagle building is in poor condition and the Sheriff’s functions in the building need to be consolidated with other functions outside of downtown Joliet. This building is recommended for divestiture or demolition. The 121 North Chicago building which currently houses a portion of the State’s Attorney offi ce is in poor condition and is also slated for divestiture as it is a property desired by the City of Joliet as part of their City master plan for the Rialto Square Plaza. Finally, the Sheriff’s facilities at Laraway Road are also in poor condition and are slated for demolition in favor of new purpose built facilities that will allow for consolidation of the Sheriff’s Law Enforcement functions.

Overview:

This plan supports the County’s goal of consolidating the entire County administrative & government functions into a single primary location for ease of use by the public. This consolidation includes the Land Use Department and Recorder of Deeds who are currently housed in leased space at the Executive Center in Joliet. It also proposes relocation of the Regional Offi ce of Education which is currently housed in leased space in New Lenox. Finally, the building is proposed to house the administrative and engineering functions of the Highway Department which currently reside at their main facility site on Laraway Road.

Concept plans have been developed on the following pages to show two options for how the expanded and consolidated County Offi ce Building can be organized on the existing site in downtown Joliet. This option would require acquisition of the balance of the property and consideration should also be given to options for shared parking with neighbors (i.e. Joliet Junior College and & City of Joliet). Alternatively, these building confi guration concepts could be used as a tool to identify property area needed if an alternative site location with good access to public transportation was deemed preferable.

The space needs identifi ed here represent the projections developed as part of the space needs planning process and show existing space, current needs and 2030 projected need all in Department Gross Square Footage (DGSF). In some cases, the future projected space needs are shown to be less than the current space. This doesn’t necessarily mean there is a projected reduction in staffi ng of a group, but more likely means that the current space is not properly optimized for use of the group and when confi gured for the operation can be done more effi ciently with less space. An example of this is the Recorder of Deeds space.

Both the County Executive’s Offi ce and the County Board are identifi ed for more sizable space increases. The primary driver for this is the required addition for more conferencing and meeting spaces. In the case of the Executive’s offi ce a model of centralized and shared meeting rooms is proposed for all offi ces under the County Executive and the space for those shared meeting rooms is allocated to the County Executive which yields a larger growth projection. Much of the County Board space increase is to accommodate a larger boardroom and additional properly sized committee meeting rooms

County Offi ce Building: Expansion Option

One option considered for the overall consolidation of the County government and administrative functions is to build an addition to the current County Offi ce Building and then make signifi cant renovations to the existing building to address long-term needs. The current building has a gross building area of approximately 92,000 square feet and the long-term program calls for 183,600 gross square feet which would require doubling the current building size. This option proposes a three story addition and the creation of a new public entry and lobby space to tie the new addition to the existing building. Once the addition is built a second phase would include the complete renovation of the existing building.

The site area would be reconfi gured to maintain approximately 170 surface parking spaces for use by visitors and those having business with the County. This concept proposes the acquisition of the balance of the property at the northwest corner to allow for the development of a public plaza to anchor the site at the north end. Additionally, there will be a need for more parking than can be accommodated on the site itself. The County should explore options for a shared parking scenario with the City of Joliet and other public entities. This concept shows an optional location for a parking deck east of the County Offi ce Building site which will require some property acquisition and property swaps. An approximate 300-car deck is shown diagrammatically, with a potential for additional expansion to the north and south. This location provides a buffer for the offi ce building site from the rail line.

County Offi ce Building: New Facility Option

This alternative option to consolidate the County government and administrative functions is to build a new purpose built building and then demolish the existing County offi ce building. In committee reviews this options was deemed preferable as it can be designed specifi cally to support the operational needs of the various departments to be housed in the building. One of the primary organizational approaches being considered is to locate all primary service providing departments on the lower level near the entry to allow for clearly visible and convenient access to services by the public. Such functions as the Supervisor of Assessments, County Clerk and Treasurer have greater public service visitation and would be best served by having an adjacent service face at the main entry. The balance of the “back offi ce” spaces and certain other departments that are less frequently visited can be housed deeper into the plan or on upper levels of the building.

Similar to the building expansion option this site layout proposes acquisition of the balance of the property to complete the block and locates the building on the corner with a pedestrian entry off the street and establishes a civic presence on the site as a gateway piece into the downtown area. Directly south of the building is a new public plaza and drop-off area to allow for convenient drop-off right near the building entry. The balance of the site would be rebuilt as surface parking after the existing building is demolished. This option also shows the potential for structure parking east of the site to meet the additional parking needs for the building.

Justice Complex

Overview:

For effi cient judicial operations, a core justice complex is proposed. With the location of the Adult Detention Facility (Jail) in Downtown Joliet, keeping the criminal courts in close proximity will result in streamlined operations for inmate transfer when necessary. Currently, the courts and the associated agency offi ces are distributed in the existing courthouse, the EMCO / Court Annex building and two other buildings in downtown Joliet; the 121 N. Chicago building and the 58 E. Clinton building. The core Justice Complex is proposed to house all criminal courts as well as civil and family courts as the primary courthouse for the 12th Judicial Circuit Court in Will County. The overall master plan anticipates juvenile courts to remain at River Valley and proposes use of two satellite court facilities which will be documented separately in this report.

To accommodate projected courts expansion, the First Midwest Bank property to the west of the existing courthouse has been identifi ed for acquisition. Additionally, a second potential acquisition has been identifi ed south of the tracks as a placeholder for future Adult Detention Facility expansion or for parking expansion / staging space during plan implementation. In addition to the plan concepts illustrated here for County development, the City of Joliet is implanting the development of a new Multi-modal facility to the east which requires close coordination between the City and County. The City is proposing to acquire some existing surface parking lots from the County to accommodate development which will include structured parking to assist in meeting the projected long-term parking needs for this portion of the City.

Needs & Benefi ts:

The current Courthouse was not originally planned for modern security screening or separations of public, private, and secure internal circulation. �

The current organization of functions is fractured and inhibits operational effi ciency. �

The new Justice Complex will allow for all downtown Joliet courts and agency offi ce functions to be housed together. �

Modern design planning will allow for enhanced visitor screening and movement within the building(s). �

Consolidation of functions will make the court system easier to navigate for the public. �

The plan allows County to move State’s Attorney out of poor quality space at 121 N. Chicago which makes property available for planned City of Joliet �

development. The plan also allows vacation of public defender rental space at the Executive Center - 58 E. Clinton

In exploring the organization of a new core justice complex, 3 options were developed which represent varying levels of new construction and renovation of existing facilities. All of the organizational concepts illustrated here accommodate the 2030 projected space needs for a core justice complex, and anticipate acquisition of additional property for expansion.

Existing Organization

Currently, the existing courthouse houses most of the courtroom, Judge’s chambers and jury space along with the central holding for inmates and is the primary offi ce space for Circuit Court Clerk. The EMCO / Court Annex houses additional courtrooms, court administration and arbitration, adult probation and a large portion of the State’s Attorney offi ce space. The proposed expansion site is West of the existing courthouse.

Organization Option 1

In Option 1, a new courthouse is proposed which would consolidate courtrooms from EMCO and the existing courthouse as well as house all direct support function such as jury assembly, law library, central holding, etc. South of the courthouse, adjacent to the train tracks, a parking deck is proposed to aid in meeting parking demand. The existing courthouse would be renovated to allow expansion of the Circuit Clerk space and new offi ces to consolidate the State’s Attorney. The EMCO building renovation would allow expansion of Adult Probation and relocation of the Public Defender to the site.

Organization Option 2

Similar to Option 1, a new courthouse is proposed with courtrooms and direct support function. The existing courthouse would be renovated to allow expansion of the Circuit Clerk space and new offi ces to consolidate the State’s Attorney. This option also proposes a parking deck south of the new courthouse, and illustrates a small agency offi ce building above the deck to accommodate the Public Defender and Adult Probation. This allows EMCO to be vacated and sold or offered for alternative development in downtown Joliet.

Organization Option 3

This option seeks to consolidate all justice function on one site location. It includes the primary courthouse on the northern portion of the site with a parking deck base at the southern portion. Building up from the parking deck is a proposed consolidated court agency offi ce building with Adult Probation, Public Defender, Circuit Clerk, and State’s Attorney. This option allows for both the EMCO and existing courthouse to be sold or offered for alternative development and allows for all new purpose-built space. If this option is preferred, it could be a fi nal phase of a phased implementation

plan.

This justice complex planning option includes a new primary courthouse on the proposed property for acquisition along with renovations of the existing courthouse and the EMCO / Court Annex to consolidate and reorganize agency offi ces. This option seeks to reuse existing assets as much as ispractical.

The main courthouse is proposed to be a consolidation of all criminal, civil and family division courts into one central location in downtown Joliet. The long-term planning for this building is to accommodate the projected need of 47 courtrooms. The only other courts in the system will be the juvenile courts at River Valley and traffi c and branch civil courts in the northern and eastern proposed satellite locations. This main courthouse will also house all of the direct court support functions as illustrated in the graphic to the right. For better public interaction and convenience, we are also proposing that the primary customer service and transaction functions of the Circuit Court Clerk be housed in the building.

To the south of the new courthouse is a proposed parking deck that could be used for staff, secure parking, jury or even public parking. It could be multiple fl oors as needed. It is still envisioned that most of the public visitor parking will be addressed through City of Joliet parking facilities, but this parking deck provides options for the County

The old courthouse is proposed for renovation to allow consolidation and space for expansion for the Circuit Clerk and State’s Attorney functions. The basement space will be renovated for the clerk’s bulk fi le rooms, and fi rst fl oor space will be converted for additional expansion space for the Circuit Clerk to add to space that they will retain on the 2nd fl oor. The State’s Attorney will consolidate operations into the 3rd and 4th fl oor from current spaces at the EMCO and 121 N. Chicago building. This consolidation will allow for enhanced operational effi ciency for these offi ces and allow the County to vacate the old State’s Attorney building which the City of Joliet is interested in acquiring for redevelopment.

The EMCO building will be renovated to allow expansion of the Adult Probation department adding to current space on the 3rd and 4th fl oor. The 5th, 6th and 7th fl oors are proposed as the new home for the Public Defender who currently resides in leased space at 58 E. Clinton. These two offi ces do not require the full square footage of the building, which allows the 1st and 2nd fl oor to be retained as courtroom space in the short-term and made available for other compatible functions long-term. With the short-term retention of some courtroom space in this building, there is the potential to build the new courthouse with “shelled” space for future courtroom build-out as the court needs grow in the future.

To the south of the new courthouse is a proposed parking deck that could be used for staff, secure parking, jury or even public parking. This parking deck option is envisioned as two to three levels to accommodate offi ce building above the deck levels.

This building will be purpose built rather than continuing to renovate the EMCO building. While this option proposes more new construction, it reduces the number of security screening points and staffi ng required with the elimination of the EMCO building. Any visitors to probation and the Public Defender will be screened through the main courthouse. There may also be potential to sell the EMCO building at an appropriate time in the future in order to support the new construction projects.

Veritical and horizontal circulation is intuitive, yet carefully designed to maintain security between the public, judicial staff, and incarcerated persons. The Probation and Public Defender’s Offi ce are located in the offi ce space above the parking deck south of the New Courthouse. Judge’s chambers are organized on an upper fl oor in a collegial arrangement.

Will County Master Plan

This justice complex planning option proposes all new purpose-built space for the justice system. It includes a new primary courthouse on the proposed property for acquisition along with a new agency offi ce building to the south of the new courthouse. This allows for the old courthouse and EMCO / Court Annex to be sold or offered for redevelopment.

Consistent with planning Option 1, the main courthouse is proposed to be a consolidation of all criminal, civil and family division courts into one central location here in downtown Joliet. The building will accommodate 47 courtrooms with juvenile courts at River Valley and traffi c and branch civil courts in the northern and eastern proposed satellite locations. To the south of the new courthouse is a proposed parking deck that could be used for staff, secure parking, jury or even public parking. This parking deck option is envisioned as two to three levels to accommodate offi ce building above the deck levels.

Justice Complex | Organization Option 3

New Primary Courthouse &New Agency Offi ce Building

Rather than renovate the old courthouse or EMCO building, a new agency offi ce building is proposed to be built above the parking deck behind the new courthouse. The new agency offi ce building is planned at 6 fl oors and will accommodate a complete consolidation of Adult Probation, State’s Attorney, Public Defender and Circuit Court Clerk. The building will be physically separated from the new Courthouse, but maintain both public and private bridge connections for ease of passage without exiting the building. This option still contemplates retaining a primary customer service and transaction functions space in the new courthouse for the Circuit Clerk, but there is a potential to house all Clerk’s function in the adjacent agency offi ce building. This will have to be evaluated based additional phasing and operations assessments.

This option allows for complete consolidation of all court functions with a security screening point at the entry to the new courthouse which will lessen operating costs of maintaining security screening locations in multiple buildings. The EMCO building could be sold at some future date as offi ce space in downtown Joliet, and the old courthouse site could be a future private, transit-oriented development to expand on the City of Joliet’s master plan and the multi-modal transportation center. This planning scenario might be a fi nal development goal for the County, which is developed over time and utilizes the existing building assets for several years as the plan unfolds.

Sheriff’s Law Enforcement Facility

Overview:

Currently, the Sheriff has multiple facility location for the operation. The primary Sheriff’s offi ce along with Court Security and the Civil Process division will continue to be located with the main courthouse as they are today, and are not included here. The other law enforcement functions such as patrol, investigations, records, evidence and other supportive functions are proposed for consolidation into a single location. Currently, the bulk of the Sheriff’s functions are housed at the Eagle building at 20 W. Washington Street in downtown Joliet, and in multiple buildings at the Laraway Road site. All of the buildings at these two site locations are in poor physical condition and have outlived their useful life.

The plan concept presented includes a complete consolidation of all of the law enforcement functions at one primary location. The plan was developed based on a specifi c property which has since been determined not to be desirable, but this plan concept can be used as a test fi t for identifying alternative property locations. The overall property size identifi ed was 16.5 acres, but had options to go somewhat smaller depending on the specifi c site characteristics. There is a primary offi ce and operations building planned along with a secondary physical training and support building to house long-term evidence storage and specialty operations vehicle parking. The site is organized to accommodate a public access visitor and training parking area and a secured staff and operations vehicle parking area. The Sheriff also has requirements for seized vehicle storage and vehicle maintenance functions which are proposed to stay at the Laraway Road site.

This planning concept assumes that all contract policing personnel are housed off-site at non-County owned facilities. Additionally, the Sheriff’s vehicle maintenance functions would be located outside of the two buildings proposed here with possible connections to other county facility maintenance operations. Finally, this building concept includes the Sheriff’s dispatching operation in the primary Law Enforcement Facility.

Health Department | Central Facility

Overview:

The County has a well-established “health campus” just south of downtown Joliet at Ella Avenue and Neal Avenue which includes the main Health Depart-ment facility, Sunny Hill Nursing Home and the federally qualifi ed Community Health Center (CHC). The Sunny Hill Nursing Home and the CHC are not planned for additional expansion in the master plan, but the Health Department needs new space. The existing main Health Department building on the site was originally building in the 1920s and added on to over the years. It was originally built for a different use altogether and is not confi gured in an effi cient manner to support the current operations of the Health Department. The building is also in poor condition overall with some structural problems causing differential movement in the building and a mechanical electrical and plumbing infrastructure that is in poor condition overall. Because of the improper confi guration and poor condition of the existing building, this plan recommends that a new building be constructed on this site to serve as the main facility of the Health Department.

During the space needs analysis phase of planning projections were made for the Health Department that included future projections in staffi ng and space for the Community Health Center function along with the primary Health Department Functions. During the master planning process it was clarifi ed that the role of the Health Department would be that of assisting, consulting or collaborating with other entities that may be looking to develop new com-munity health centers rather than developing then directly. Consequently the projection numbers were revised to subtract the community health center from future space projections. Additionally, due to the fl uctuations in funding sources and greater diffi culty in predicting for the future, it was decided to develop a range of staffi ng and space needs projections. The original projections and low/high ranges of space needs are depicted below. The master plan concept for the building gives consideration to this potential for variance and is envisioned as a building that could be built at an initial size and then expanded if and when needs arise in the future.

Health Department | Central Facility

Design Concept:

To continue the concept of the “health campus” the new main health department building is proposed to be built on the site where the current facility resides. The new building is proposed to be built northeast of the Community Health Center building on land that is not currently occupied by buildings or parking. This allows the new building to be constructed while minimizing the impact tot eh ongoing operations. Once the building is built the existing building can be demolished. This site area can then be used for ad-ditional parking and due to its proximity to the Sunny Hill Nursing Homecould be shared parking between both functions on the site. There is also another con-sideration for this available land area to be used as an outdoor garden space for employees or the residents of the nursing home. Additional parking expansion is proposed extending east from the existing building as well.

Due to the topography of the site there is some potential to provide a main public access to the new building from the west at an entry level with a staff entrance from the west at a lower level. The building is planned to have a primary core with pods extend-ing off the core that will allow for differentiation of the various functions within the Health Department. This organization also allows for a potential phasing of the building construction and allow room for further expansion if needs increase more over the long-term.

River Valley Juvenile Facility

Overview:

The River Valley Juvenile Facility is located at 3200 W. McDonough Street, just west of downtown Joliet. It is the current and proposed continued home for all juvenile justice functions. The facility currently has 102 beds in two housing pods for juvenile holding and through an intergovernmental agreement Kankakee County owns 26 of the beds. The building was originally designed to allow for the addition of three more housing pods if necessary in the future. The building also has two courtrooms on the second fl oor. One is used for juvenile cases and the other for probate. The building also has support space for the juvenile detention functions, and support offi ces for Juvenile Probation, State’s Attorney, Public Defender and Circuit Clerk.

As the need for additional juvenile court functions grows in the future, the plan is to move the probate court out and utilize the second courtroom in the building for juvenile court cases. This will address the long-term needs for juenile courtroom space. The offi ce space for State’s Attorney and Public Defender were sized for expansion and will meet projected spaces needs through 2030. The offi ce spaces for Juvenile Probation and the Circuit Clerk show space defi ciencies long-term and will require additional expansion. Due to their location in the building, the proposed expansion will be to the north for additional offi ce space. Expansion for detention housing is planned to the south. The space needs analysis and the master plan did not include projections on the timing of the juvenile detention expansion and therefore square footages of space are not listed here. The building was originally designed to allow for future detention housing expansion so this building and site location have long-term viability to serve as the campus of juvenile justice operations.

Highway Department

Overview:

The highway department is well served by geographically located operations facilities near the service areas for effi ciency. Three facilities are being maintained and expanded and a fourth site is proposed for development. One of the primary existing space defi ciencies at the site is in the area of administrative offi ce space. The long-term plan is to relocate the highway department administrative and engineering functions into the consolidated County Offi ce Building to allow for better operational collaboration. The operations oversight and administrative personnel would continue to reside with the geographic facility locations. The existing buildings of the Highway Department were determined to be in a high enough quality condition to allow for continued usage to meet the long-term space needs of the County

The long-term facility space needs are outlined below in the priority order in which the Highway Department feels they should be implemented. The southern satellite site is located in Wilmington near the Will County landfi ll and is being used in the interim by staging equipment in old arsenal buildings.

Laraway Road Property: Animal Control, Coroner & EMA Field Operations Facilities

Overview:

Since the Laraway Road site is located close to the geographic center of the County, it is a good location for centralized operations and support functions. It will continue to serve as the primary Highway Department site, and can serve as home to other ancillary functions. The continued expansion of facility space is predicated on the understanding that public sanitary sewer and water service will be brought to the site to replace current wells and septic fi elds.Future development on this site will also have to address existing defi ciencies in storm water management and the existing fi ring range on the property.

The site currently supports several Sheriff’s offi ce buildings and all with the exception of the Sheriff’s fl eet maintenance facility have outlived their useful life and need to be replaced. South of the County owned property is a multi-building development for the Will County Forest Preserve serving operations and law enforcement functions. Many of the County and Forest Preserve operations are similar in their service type and could potentially gain effi ciency by an analysis of sharing built assets in future planning for the entire site development.

This site has also been identifi ed as the future location for a consolidated Coroner’s offi ce and morgue, expansion and consolidation of the Emergency Management Agency (EMA) Filed Operations, and the Animal Control group. Currently, the Coroner has offi ce space in the EMCO / Court Annex building in downtown Joliet and the morgue occupies space in the Crest Hill Highway department building. This site would be utilized for a consolidation of those two functions into a single location. The EMA group currently shares a building with the Highway Department on the site which houses some of their fi eld operations vehicles and a small training and offi ce space. The plan is to add additional square footage and preferably combine all functions into a single EMA fi eld operations building to allow consolidation of the leased space nearby and projected long-term expansion space for this group. The Animal Control department currently resides in leased space in New Lenox and this site has been identifi ed for a possible new facility location in the future. It would keep the animal control centrally located in the county and while there is no current desire to house animals, this site would also be viable for animal housing if that becomes necessary in the future.

The Sunny Hill Nursing Home is a licensed long-term care facility located at the Northern end of the County’s “health campus” southeast of downtown Joliet in proximity to the main Health Department facility and the Community Health Center. The facility is currently undergoing a phased upgrade renovation process of the six “housing avenues.” The facility capacity was capped by the County Board at 238 beds and is not intended to change long-term. There are some opportunities to gain additional parking spaces or other outdoor spaces which are noted as part of the project description for the Health Department Central Facility.

There is no additional work planned for this facility as part of the master plan.

Record Management Facility

The Records Management Facility is located just northwest of downtown Joliet and serves as the centralized printing, imaging, shredding and archival storage facility for the County. Its proximity to the core county offi ce and justice functions in Joliet is very convenient. The building also houses a sizeable component of the Circuit Clerk’s court records. The space projections showed growth needs for additional storage space long-term, but the facility doesn’t have the ability to expand on the site. Long-term trends toward imaging and options for more density fi ling solutions are proposed to address projected needs.

There is no work planned for this facility as part of the master

Overview:

The creation of northern and eastern satellite sites with Judicial functions as well as County Government and Health Department services is in response to a major planning goal of bringing services to County constituents where they live. The exact site locations have to be determined, but will be geographically located in response to current and projected population growth. The northern part of the County has a signifi cant amount of the overall population and the 2030 CMAP projections call for continued growth making this the primary location for a satellite facility. The Eastern portion of the County when considering projected population growth and the distance from the central facilities in downtown Joliet makes it the second priority location for a satellite facility. Both regions already have Health Department sites in leased space that would ultimately be consolidated into these multifunction, service-oriented, satellite campuses. Property will need to be acquired for both proposed sites and priority should be given to site with good visibility, convenient vehicular and public transportation access and that are of adequate size to accommodate the proposed development and potential additional expansion. Due to the courts components and anticipated traffi c court usage, the sites will need a signifi cant amount of parking.

The Northern County Satellite site is proposed as a primary building to house four satellite courtrooms and the associated supportive offi ce functions along with adult probation offi ces. Included in the building will be a county government service offi ce space to provide direct service to the public including such things as County Clerk, Supervisor of Assessments, and Treasurer functions. It is also intended to have some fl exible use community service space. A second facility on the site will be a new Health Department Satellite location to replace the current leased facility in Bolingbrook.Similarly, the Eastern County Satellite site will support a primary courts and county government services building with one courtroom, and a Health Department Satellite in a separate building to replace current leased space in University Park.

Future Implementation Stratgey

The Will County Master Plan has been developed to refl ect a long-range solution to the space needs of the non-judicial / County government and judicial / law enforcement functions of Will County. Each project represented in this document has as series of steps that need to be taken in order to achieve the long-range plan. Additionally, in some of the larger project endeavors such as the Justice Complex, there is a potential to phase the implementation which might include staged construction, or construction of a full facility that has unfi nished or “shell space” that allows for continued expansion through interior build-out as the space needs continue to grow through the years.

Preliminary assessments of what projects are County priority projects resulted in higher priority rankings for 5 of the master plan projects listed alphabetically below:

These projects have varied drivers for their higher priority ranking. Some are needed due to the poor physical condition of the existing facilities. Some based on desires to consolidate and provide better service to the County residents and better operational effi ciencies for the departments in the facility. Finally, some are prioritized higher based on more urgent space needs or a combination of several of these factors.

Ultimately, there are many factors that will have to be considered in order to make the decision on which projects should be pursued fi rst as part of the implementation phase of the master plan process. Certainly one of the larger considerations will be the costs to develop the projects. Just as the buildings themselves have to be planned, the money to fund the construction should also be part of the planning process so that funds are available when the time comes to move forward. This section summarizes the overall project sizes in terms of overall building square footage and presents an assessment of project budgets in current cost factors.

It is important to note that many of the projects will have lengthy implementation timeframes due to their complexity and other outside items such as the need for property acquisition. With this in mind, the County would be well served to begin taking initial steps on some of the larger projects to keep moving closer to the end goal even if there aren’t funds available today to proceed with the full project. Needs will continue to increase, but with thoughtful planning the County will be well positioned to meet those needs without having to execute projects on an accelerated timeframe. Budget Cost Assessment

The following cost projections are presented in 2011 dollars due to the uncertain timing of the execution of the various contemplated projects and the uncertainty of future market conditions and are not intended to be a projection of the actual cost at the time of construction. The costs are intended to give general guidance for future budgeting purposes, but prior to establishing a formal project budget these cost ranges should be escalated to current year dollars and further verifi cation of the facility size should be conducted

At this early planning stage, costs are presented as a range of project cost per square foot. In future design phases, further refi nement of the scope and quality of the projects will yield a more fi nite cost projection. In determining total project costs, values have been included for building hard construction costs, site development costs, soft costs, and furniture, fi xtures and equipment (FF&E), and contingency allowance. Costs for computers, phone and other rapidly depreciating user equipment are not included. Land Acquisition costs have not been included in this estimation of project costs as many projects require no acquisition and those that do, have not identifi ed an exact site location yet.

Building Hard Costs: Material and labor costs of all trade contract work for the construction of the building including general conditions expense and labor for fi eld supervision personnel in construction.

Site Development Costs: Material and labor costs of all trade contract work for the construction of the site improvements including surface parking, site utilities, mass grading, stormwater detention, landscaping, and hardscaping.

Soft Costs: Professional services fees of design and construction management, insurance, bonds, survey, geotechnical, testing, legal and other supportive consulting costs.

Land Acquisition Costs: Costs of securing land for project development. These costs are not included in the project cost estimations here.

Furniture Fixtures and Equipment Costs: Cost allowance for building furniture, moveable fi xtures and equipment (excluding computers and other rapidly depreciating equipment).

Contingency: Project cost allowance for items unknown at this early stage of project planning and unforeseeable costs that occur on projects.Contingencies used in these values have been estimated at 10% at this time.
