spruce. The 4-L was carefnl during ell i. · s history not to

identify itself as a labor union, but admitted botb employers

and ernplnvees to its memb~rship. The 4-L finally was reor-

ganized into the Indnst·"hil Employees Union in 1938, having

finally yielded to a new federal law cutting out the payment

by employers of dnes into anv labor organization (for which

pra~tice thA 4-L wo~ accused, among other reasons, of being a

1926--192? This folder is pa-rtieularly concerned with the shingle

weavers' strike of 1Q27 in the Aberdeen-Grays Harbor area.

There ar0 many letters fron 4-L organizer, J.E. Hellenius

in Aberdeen tr~ing to organize the wort~r~, with stiff com-

peti tinn frorn the I. W.W. and the A. F. ,,f L.

1928--1930 This folder is concerned with the beginnings of the long

lumber depression. There are many descriptinns of neetings

of the une 1 1ryloyed and of thP eri:r::..y Communist groups, the I.L.D.

and the T.u.u.c. (Trade Union Un:i.ty League), particularly

in the Bellingham area.

January--,June 1931 This fold0.r shr«1s that thi Communists were studied very

serio11sly by the 4-L. A letter from "Van", a 4-L organizer,

Febr:H,ry 25', 1931, describes a meeting addressed by- William z. Foster in Tacoma, cminares hin unfavorably to Eugene Debs.

He notes that "the significance of last evening's event to

us, tn me anyhow, :i.s tha.t qniet, deterrn1 ried, intelligent,

self-respecting looking audience, and the hearty applause

that Foster's most radical declarations received."

There are other letters dealing .•.,i th tr'e successive

wage cuts in the industry, rPports of conversations with men

in the mills, meeting progrc:ms, and much economic theorizing.

"not a militant organization". There is also information on

the Longview, Klamath Falls and Everett millworkers, clip·,ings

from the I.w.w. paper, "Industrial Wor'~r" regarding the work-

ers' right to organize at Boulder Dam (see enclosure to

letter of July 15, 1?31), and the stri'e at Clear Lake.

There is also information on the Seattle Cedar Lumber Mfg.

St. Paul & Tacoma Lumber Co., Weyerhaeuser Timber Co., Henry

Mil1 a.nd Timber Co., Ir1r1an-Po11lsen Lumber Co., C.r•n.ig Moun-

There is, in a letter fro~ Ruegnit~ to J.W. Lewis,

manager of the Willa pa Harl1or Lnmber MilJs r,f Raymond, M<irch

29, 1932, a very coMpletf' rundown on the econond.c a.nd labor

conditions of eve'r'y mill in the Grays Harhor arPa.

The 4-L attempts to bloc~ further reduction of the

minimum war,0, is revealed to he n m,-c;tri 1re orgc.nization,

therefore lac'. ine a c,~'r'tajr, firmness of nol:tcy.

1933 Kore 4-L organizational problems, especially the need of

membership. A few coMpanies resign, needing the "relief on

our dues".

Minutes of 4-L local meetings show t~at s~me members

want separate employees' organizatirns and feel that the

employers havn the a<lvantage in the 4-L. Two locals d1·op

01,t becanse of 1 owering of minimum wage scales.

Secretary of Labor Frr,nces Perkins sanctions 4-L as

bargaining agent for the lumber indirn try.

There is op~osition to Ruegnitz as 4-L President from

Brool:s-Sca.nlon 4-L Local #3 on groPnds "he '.1ves not a repre-

sentnt:ivci of labor, but of the ,.i-L ,vhich is a Mill & Lumber

Organization and not a labor organization."

Ther~ is also inforrration on the Klamath Falls and

Grc.ys Harbor strikf'" •' ,., 1"~3, on the National Recovery Act

and on the activiti6s of 4-L field officers.

J'anuary--Hay 1934 More fteld officP:rs•· reports and }1.R.A.

There ar~ also dPscriptions of the bitter contentions

between the 4-L and tr1P. A. F. of L.

Attached to the J.E. Helleniqs reports fro~ San FrPncisco

and Sacramento, January 10, 1934, is a clipping from the

"Sacramento Bee" describing a riot by CWA workers in front of

Sacramento Comrrmnist headqnarters.

Th~re is infor:,c:: tion on the Everett Shingle Weavers.

Also, appended to a letter of February 1~, 1934, from F.s. Ford to J .w. Lewis is an 1'1teresting 11st of "stc;;.ndard

objections" to 4-L on part of employees. There is information

on the National Lumber Wor1,,ers' Union strike at Raymond.

This folder shows that 4-L is critical of the National

Labor Board and other adm:tnistra.tion efforts to solve the

labor distresR, a~ being too favorable to "labor complaints

and labor dj_spntes," nnt enough to "mri.tual tmderstanding,

confidence and cooperation" between employers and employees.

Inforrriation on the 4-L Wage Boards; the Longview strike

of longshoremen and seamen of June 1934 for a closed shop,

watched closely by lnmhermen; the new Lumber Code.

There are letters from thP Lumber Code Authority office,

and a lege.l document, a petition to the SeFittle Regional Labor

Board by the Loggers and Sawmill Workers Union #1P260.

193; A letter from G11y Northr 11p to Rnegnitz from Dearbo!"n,

Michigan, January 27, 1935, gives a thoro11gh description of

Henry Ford's far··, Greenfield Village, with its historical

objects (i.e. the chair in which Lincoln wac; shot). It is

described as a nnon-profit making outfitlf, e7ploying men

even thro•1gh the winter according to NRA rules.

There are official reports, such as that of the Joint

Committee on Labor, 193~. Lumber employment i.s shown to be

one third of normal. According to Ruegnitz, the 4-L has

12,5'00 employed, "other tho·1sands --- unemployed".

Conflict het::veen A. F. of L. and 4-L; the National Lahor

Board shows. more favor to A. F. of L. Companies leave 4-L

Tacoma is stormed tv,ro days running by a mob shontj ng, among

other things, "Sea bs l" (letter from J .A. Ziemer to W .c .R.,

June 2c:-, 1935).

A letter from the Morrison Mill Co., Inc., Bellingham,

June 4, 1935, gives, succinctly, some of the probable reasons

for 4-L's evnntual failure:

"We have cor1e to the decl'"inn, owing to a majority of our men joining the Lumber and Sawmill Workers' Union, tt.nt lt 3.s useless for us to try to maintain two organ1za.t:i ons at our plant.

The way eonditjons have developed within the last two months of the strike, it is very evident that 4-L men will not be allower, to work with out running a picket line, and ~rou knc"' what that means although we furnish protection going and corn-ing from work.

*******' -~~**************~*************** We hav~ not made any agreement with the union

as yet and ~ill stay out_of it as long as we possi-bly can, but we do not believe the mills arP going to go to work under any other conditions without a lot of grief."

1936 There is information in this folder on many Clatsop

County, Orrron, mills. Also a note from Ruegnitz insists

that 4-L is no strike-breaking organization and should make

no move "to furnish men to an:v except our member opc-,rators."

1937 A legal opinion April ?2, 1937, on the 4-L wjth relation

to the National Lahor Relations Act says 4-L must cut out

paying of dues by employers and beco··,e a real collPctive

bargaining agPnt, no "company union".

* * * * • * * * • • • The rtma~ning folders, 1939-1944, are different in that

Ruegnitz has c~~~10toly abandoned his long attempt to wcr~

with labor and works through employers' organizations against

labor. Follow~ng is a brief informational summary of these

lest folders.

Ruegnitz, on the Lum'br·· r,, 's Industrial Relations

Committee, works for l')regon's anti-pieketi11g law, tt"!te:rprets

rulings cf the Orcgn~ Committees on Unemployment Compensation,

and Workmen's Compensation, for employers.

1940 Ruegnitz 1s a member of Columbia Basin Sawmills and of

tre 0rcgon Advisor~r CoEr,cil~ "made np 0f Wester .. , Pj_r~e--

Willamette Valley--and Columbia Bas:1 n forest :products indus-

try gronns." These gro•1.ps deal with governrmntal a.nd legis-

1& ti ve problems and look upon the new labor and social

legislation only as the cause of "troublesome problems".

These letters also reflect emplo~rer opposition to the

movement for the closed shop in the sawmills.

There are also letters tn this and the fellowing folders,

from Fred w. Packwood, a well-versed legislat1ve lobhyist

for Columbia Basin Loggers.

1941 Ruegnitz is shown to be working in the employers• group,

the ColuMbia Basin Logrers.

Information on the War Lbbor Board and the lumber com-

panies' relationship to it.

1943--1944 This last folder contai~s labor questions from employers,

discussions of the War Manpower Commission rulings and of the
