On behalf of the Board of Directors of the Virginia School Boards Association (VSBA), I am honored to welcome you to the VSBA’s Annual Convention here in Williamsburg. This year’s convention offers an amazing lineup of top-notch speakers and experts focusing on the key issues that are impacting school boards across the state. Additionally, the convention is a great opportunity to share experiences and best practices with colleagues from around the Commonwealth to gain new insights, more efficient strategies, and build networking relationships. While serving as your President of VSBA for the past two years, I am amazed by the hard work and dedication embodied in our school board members from around the state. As school board members, we must work hard to enable students in our communities to have bright and successful futures. Without strong school board leadership, our children don’t have a chance. We must create an environment that will mold, shape, and develop the minds of our students of the future. His primary goal is to help educators and their allies remove the obstacles to progress and create schools that unfold the full potential of every child. He is the proud recipient of the 2010

Learning and Liberty award, presented by the National School Public Relations Association in recognition of his outstanding efforts to strengthen school/community partnerships. Vollmer will be available immediately after the opening session to sell and sign his book Schools Cannot Do It Alone.

Taking action now can save lives, prevent injury, and minimize property damage during a crisis. This training will provide step-by-step advice on how to create and maintain a comprehensive emergency management program. Best Practices to Reduce Legal Challenges to Adverse Personnel Actions Tidewater Rooms CD, Upper Level Public school divisions face a growing number of legal obstacles to the identification, evaluation, discipline and dismissal/nonrenewal of teachers and administrators who fail to meet performance standards. This presentation will identify best practices and economical methods to avert or withstand such legal challenges and to reduce attorneys fees relating to: policies and regulations, effective documentation and communication, training administrators to navigate legal minefields, linking personnel action to clearly articulated performance standards, and the school board's role in employee personnel matters. Thursday, November 17, 2011 10:30-11:30 Teacher and Principal Evaluation – An Update from the Virginia Department of Education Colony Rooms A-C, Upper Level In April 2011, the Virginia Department of Education ap-proved new Uniform Performance Standards and Evaluation Criteria for Teachers that become effective July 1, 2012. A statewide workgroup is in the process of developing new performance standards and evaluation criteria for principals as well. This presentation led by the Department of Educa-tion will provide an overview of the new teacher standards and provide updates on pilot programs using the new stan-dards and performance pay across the Commonwealth. An update on the work on principal standards will also be provided. Finally, information concerning new reporting requirements regarding teacher and principal evaluation will be reviewed. 2:15-3:15 Teacher and Principal Evaluation – An Update from the Virginia Department of Education Alleghany Rooms, Upper Level In April 2011, the Virginia Department of Education approved new Uniform Performance Standards and Evalua-tion Criteria for Teachers that become effective July 1, 2012. A statewide workgroup is in the process of developing new performance standards and evaluation criteria for principals as well. Teachers and other educators can participate in short (4-8 weeks) courses that focus on technology integration, project-based learning, 20th century skills development, and high-level assessment. Jean Weller, Instructional Technology Specialist Virginia Department of Education 3:30-4:30 Instructional Leadership for English Language Learners in Virginia Tidewater Rooms AB, Upper Level A representative from the Virginia Department of Education will provide an overview of the Title III Program in Virginia to include limited English proficiency (LEP) demographics, definitions of LEP and Immigrant and Youth (IY), provisions of services to LEP students, and percent passing Virginia’s Standards of Learning assessments and English Language Proficiency (ELP) assessments. Thursday, November 17, 2011 3:30-4:30 Equitable Distribution of Highly Qualified Teachers in Virginia Tidewater Rooms CD, Upper Level A key element of the No Child Left Behind Act of 2001 (NCLB) and the state’s receipt of State Fiscal Stabilization Funds (SFSF) is the requirement that states and school divisions assure that students in high poverty and/or high minority schools are not taught by non-highly qualified, inexperienced, or out-of-field teachers at a greater rate than students in other schools. Presenters from the Department of Education will share recent data findings related to distribu-tion of teachers by highly qualified status, experience levels, content area, and regional distribution patterns. This program helps address the need for training in our schools. Moderator: R.
