Almost 200 people at- tended the conference with many first me aendees joining us. Thanks to so many that came together to make this happen including a fantasc commiee, great speakers, wonderful sponsors, and you, the aendees. This event was held Monday, November 7 th and Tuesday, No- vember 8 th , 2016 at the Arvada Center. The conference featured two full days including a great recepon. Our Keynote Speaker was former Denver Bronco Karl Mecklenburg, who provided an inspira- onal presentaon outlining his Six Keys to Success. Our innovave topic sessions included the mul-modal diverging dia- mond interchange at US 36 and McCaslin Boulevard in the Town of Superior and how the Urban Drainage and Flood Con- trol District found an innovave way to integrate surfing into a drop structure on the South Plae River. The conference provided both general sessions and three track sessions that focused on manage- ment and leadership; technical and maintenance; and financial and funding to provide presentaons on a variety of topics. This is the 3 rd year since we merged the Annual Awards Banquet with the Annual Chapter Conference allowing us to beer posion our chapter to pursue naonal recognion of our individuals and accom- plishments with the Naonal deadlines for applicaons. It has also created op- portunies to network and understand how we are making a difference around the state by including the awards ban- quet with the Annual Conference. See the separate arcle on the awards in this newsleer on page 5. We are in the process of preparing for the 2017 annual conference. APWA ColoradoAnnual Chapter ConferenceThe APWA Colorado Chapter held its 3rd Annual Conference with the theme ‘In-novate’ and it was more successful than we imagined! Almost 200 people at-tended the conference with many first time attendees joining us. Thanks to so many that came together to make this happen including a fantastic committee, great speakers, wonderful sponsors, and you, the attendees. This event was held Monday, November 7th and Tuesday, No-vember 8th, 2016 at the Arvada Center. The conference featured two full days including a great reception. Our Keynote Speaker was former Denver Bronco Karl Mecklenburg, who provided an inspira-tional presentation outlining his Six Keys to Success. Our innovative topic sessions included the multi-modal diverging dia-mond interchange at US 36 and McCaslin Boulevard in the Town of Superior and how the Urban Drainage and Flood Con-trol District found an innovative way to integrate surfing into a drop structure on the South Platte River. This is the 3rd year since we merged the Annual Awards Banquet with the Annual

Chapter Conference allowing us to better position our chapter to pursue national recognition of our individuals and accom-plishments with the National deadlines for applications. It has also created op-portunities to network and understand how we are making a difference around the state by including the awards ban-quet with the Annual Conference. See the separate article on the awards in this newsletter on page 5.

We are in the process of preparing for the 2017 annual conference. The theme is Performance Matters and will be held on Monday, October 23rd and Tuesday, October 24th, 2017 at the Arvada Cen-ter. We have released a Call for Papers to develop our roster of presentations. We will also be sending out surveys periodi-cally to get your opinions on items dur-ing our planning process. Please watch your emails for these opportunities to provide input. There are sponsorship op-portunities available for the conference and reception. Message from the President

I hope this message finds the members of Colorado APWA off to a great 2017. I would like to take this opportunity to say what an exciting time it is for the Colorado Chapter of the American Public Works Association and I am humbled to be your president in 2017. First, a big thank you goes to Michelle Stevens in leading the chapter this past year. She and the fellow board members set a high bar to follow. The Colorado Chapter has a very full agenda that continues to evolve to better serve its members. The Chapter is in great shape as the new Colorado board, West Slope Branch board, and many committee chairs and members are all very dedi-cated and passionate volunteers who focus continually to serve the membership and greater Public Works community in Colorado.

The many chapters around the country have varying degrees of member support, but the Colorado Chapter prides itself on its deliberate focus to bring forth member opportunities that elevate skills and knowledge in the public works industry. This support starts in February and continues all the way to November with multiple conferences, trainings, and networking opportunities as well as having fun along the way. For specific details of all the events the 2017 Calendar of Events is included in this issue of The Practitioner as well as on the Chapter website at http://colorado.apwa.net/PageDetails/7097.

One of the most exciting events is that Colorado will host, as Past President Pete Adler puts it, THE APWA National Snow Roadeo in Loveland this September in association with the APWA Western Snow and Ice Conference. Even though historically, the roadeo was listed as the national snow roadeo. This past year the National APWA Board of Directors approved it as the APWA sanctioned national snow roadeo. Join me in offering a big round of applause to Pete, Larry and the rest of the committee for bringing this to fruition. With the winter weather, many of our members are already getting significant practice and sharpening their snow roadeo skills.

On the national level, the Colorado Chapter was very interested in submitting a bid for hosting the 2020 PWX in Denver, but was unable to pursue due to scheduling conflicts at the Colorado Convention Center. The chapter plans to aggressively pursue host-ing the event in 2022. Although five years off, to successfully plan for such a big undertaking takes time and preparation from all members, so please stay tuned.

These highlights are just some of the agenda items the board will work on this year. The best efforts however, come from the work the Chapter takes on every year with the Construction Inspection Conference, Spring Street Conference, Snow and Ice Confer-ences, supporting the CARMA winter workshop, the YP program and the Public Works Institute. These opportunities confirm the Chapter’s commitment to provide invaluable training to our members. So get ready to jump in and take advantage of all the offer-ings that the Colorado Chapter provides for its membership and enjoy the benefits of APWA!

2016 APWA Colorado Awards

The American Public Works Association Colorado Chapter Awards Program was established in 1985 to recognize out-standing programs, projects, and individuals representing the best in the public works profession.

The awards program and luncheon became part of the Colo-rado Annual Chapter Conference in 2014. This year the lun-cheon was held on Monday, November 7th at the Arvada Cen-ter.

The awards committee was made up of APWA members, John McCarty, Michelle Stevens and Greg Hall, who had the tough task of selecting the awarded projects this year. Nomi-nations were submitted and judged using established criteria:• Innovation: Has the individual, program, or project found new methods to provide better service to the public or to in-ternal customers?• Achievement: Did the completed project or program achieve all set goals? Were the desired results achieved and were they consistent?

• Transferable: Is the resulting improvement and innovation transferable to other communities and situations?• Cooperation: Was there special cooperation between indi-viduals, agencies, citizens, businesses and the general public?

The Chapter was also pleased to honor several Colorado recipients of certifications, credentials and accreditation programs as well as the third graduating class of the Rocky Mountain Public Works Institute and APWA Lifetime mem-bership recipients.

The awards luncheon and ceremony was attended by over 350 people who came to celebrate these outstanding pro-grams, projects and individuals. The Colorado Chapter would like to thank all the communities who submitted nominations and the outstanding public works professionals who work tirelessly to plan, build, maintain, and improve our communi-ties.

Baptist Road WestEl Paso County

The Baptist Road West project constructed a new grade separated crossing over the Union Pacific railroad tracks and Monu-ment Creek to address safety, access, and mobility concerns associated with an at-grade crossing. It improved traffic flow in the area with improvements to the local roadway network including the design and construction of the County’s first round-about and, enhanced public recreational facilities while being sensitive to the natural environment in the area. This $13 mil-lion PPRTA project demonstrates the benefits and cooperation that can be achieved between numerous entities to provide a true public benefit.

2016 William E. Korbitz Award

The William E. Korbitz Award is awarded annually to the individual who displays the character, integrity and leadership of Mr. Korbitz, the first President of the Colorado Chapter of APWA. The first award was given in 1995. The following evaluation criterion is used for evaluating the recipient.

•General accomplishments during his/her career•Leadership characteristics that have positively impacted their agency, department, staff and community•Contributions to the APWA Colorado Chapter•Other contributions to the American Public Works Association•Community involvement that has impacted and influenced the community•Additional involvement and contributions not stated previously

For 2016, the 21st recipient of this award is Pete Adler. Pete is a very active and passionate member of APWA, at the national level and at the local level.

Pete has been involved with the local Colorado chapter for more than 16 years. He has served as the President, Past President, Alternate Delegate, Board Member and Treasurer.

As part of his commitment to the profession, he has also been very involved at the national level as well by serv-ing on several committees over the years. Pete served on the Association’s National Project of the Year Commit-tee for three years; during that time he was the Committee’s co-chair in 2009. He also chaired the APWA Awards Committee in 2013. Pete is also involved in the APWA National Equipment and Roadeo Task Force, the APWA PWX program review committee and has served as an evaluator for the APWA Accreditation Program assisting other agencies in their accreditation or re-accreditation process. In 2015 Pete played an instrumental part of the City of Arvada becoming accredited as the Accreditation Manager for the Utilities Department. He is also a mentor to other public work professionals through the Public Works Leadership Fellows program.

His dedication and passion for the profession doesn’t stop there.

Pete has been a Board Member and former Board Chairman for the Metro Wastewater Reclamation District for more than 15 years. They service over 1.7 million people in a 715 square mile service area, treating 130 million gallons of wastewater per day. He also has been a part of the City of Arvada Retirement Plan Board for more than 17 years and was recently re-elected for the fifteenth consecutive year as Chair of the Board.

Pete’s contributions to the committees and boards that he serves on is admirable and respectful. Over the past couple of decades, Pete continuously shows his love and passion for the profession. He embraces every oppor-tunity to assist and enhance when called upon and is more than willing to help out in any way possible.

2015-2016Public Works Institute Class

The Rocky Mountain Public Works Institute is proud to graduate the third class. PWI 3 was made up of 29 outstanding individuals, representing 7 Western Slope and 14 Front Range Public Works agencies. The Southeast Metro Stormwater Authority graciously hosted the 5, 2-day sessions. Thank you to John McCarty and the SEMSWA staff!

We had a combination again this year of professional speakers as well as our own public works professionals leading class discussions. Thank you to Dan Hartman, Keith Reester, Larry Schneider, Doug Groves, Dave Skuodas, John Burke, Vince Auriemma, Bryan Weimer, John Harris, Steve Glammeyer, Brian Pettet, Paul Hindman, Amelia Deleon and Steve Mater-kowski for sharing your experience and commitment to elevating public works.

PWI focuses on teaching eleven core competencies desired by public works agencies as well as provide an opportunity to build an incredible and personal network to assist public works professionals on a trajectory of growth and success. 2016 APWA-CARMAWinter Workshop a Success!

The Colorado Association for Roadway MAintenance (CARMA) is a sub-committee of APWA that continues its tradition of delivering great opportunities for training and networking with their annual Winter Workshop. The Winter Workshop is designed to offer topics to help local agencies prepare for winter and keep staff on the cutting edge of methods, materials, and operations. The 2016 workshop was a success and occurred on October 13, 2016 in Loveland. The staff at the City of Loveland’s new Public Works Facility were gracious hosts sharing many of their new resources.

Facility HighlightsThe Public Works Department provides planning, design, construction and main-tenance services for the City of Loveland. Originally, the City of Loveland’s Pub-lic Works operations, including Solid Waste, Storm Water Maintenance, and Street Maintenance, were operating from multiple sites throughout the City. Their new consolidated facility, located at the City’s Service Center site, has heated bays to pro-tect equipment from freezing temperatures and enables the snow plow fleet to be ready quickly in a snow storm event. Their new wash rack has the dual use of clean-ing debris from vehicles after a storm event and staging plow trucks in preparation of a winter storm. The street repair shop also includes a crane for lifting heavy com-ponents. Designed for sustainability, and LEED certified, the City of Loveland Public Works now has a more energy efficient building with insulated precast concrete wall panels, radiant heating, and modular workstations. Their consolidated Service Cen-ter allows for shared resources within closer proximity, and the departments are able to better communicate and meet when needed.

The Winter Workshop presentations addressed several engaging topics this year. The Keynote Speaker was Peter Coughlan, the Director of the Maine Local Roads Center (LTAP). Peter’s session was very well received and covered content from the new Manual on Environmental Best Management Practices for Snow & Ice Control. He addressed environmental and infrastructure impacts and concerns; Anti-icing vs Deicing; Levels of Service; Pre-Season Preparation; Calibration; Treatment Products: Solids vs Liquids; Prewetting vs Pretreating; Before & During the Storm; and Park-ing Lots. Other sessions included Winter Maintenance Apps for Mobile Devices, Roundabout Winter Maintenance, Changing Your Attack for Weather Conditions, and a panel discussion on Snow & Ice Control Equipment, Techniques, and Materi-als: A Local Agency Perspective. This year, we also had a surprise visit from “Wil-bah”, a seasoned small town road foreman who came to class to learn about Winter Maintenance, but enlightened the crowd with his antics and advice as a plow guy. The City’s Public Works staff completed the program by taking the group on a tour of their new winter operations facility. The 65 attendees, representing 25 different agencies, added to the variety of discussion and networking.

CARMA would like to thank the following agencies for their participation and in-sightful presentations: Maine LTAP, FHWA Resource Center, GMCO Corporation, City-Works, Lucity; Colorado LTAP, Town of Breckenridge, City & County of Broomfield, City of Longmont, and City of Loveland.

Most of all, we are thankful for the hospitality and help with the meeting accommo-dations of our hosts at the City of Loveland. Let us know if YOU would like to host this event in the fall of 2017!

CALL FOR CONFERENCE PRESENTATIONS The Colorado Chapter of the American Public Works Association (APWA) is requesting abstracts for presentation at the 4th Annual Chapter Confer-ence to be held October 23 & 24, 2017. Presentations are typically 50 minutes in length, although there are opportunities for longer presentations or workshops. You are invited to speak and share your public works experiences.

The theme for the 2017 Conference is PERFORMANCE MATTERS Whether it’s innovative infrastructure design or an exciting new business idea…performance matters. In this fast-paced world, we are always trying to meet users’ expectations with quick fixes for improving services, or providing a faster delivery speed. We all know, “Time equals Mon-ey”, but safe and reliable performance are what matters most. We are looking for dynamic presentations, case studies and real points of view about how focusing on performance has made a difference with your operations or project implementation. We invite you to submit summaries of how performance has mattered when it comes to issues of reliability, consistency, sustainability, and continued success in Colorado. We want to hear about how performance in public works has mattered to you!

Past President SpotlightDave Chambers

Dave Chambers has had a calling for engineering from a young age when he used to build and construct all manner of things with Legos® and erector sets. That calling sent him to engineering school and he never looked back!

Chambers grew up mostly in Missouri in St. Louis and Kansas City, but decided to come to Colorado in the early 1980’s because “why not?”

Dave is currently the Public Works Director for the City of Aurora but has held many interesting jobs along the way; moving furniture to pay his way through college, student in-tern, laborer, inspector, engineer and manager. Being the Public Works Director is probably his favorite position but managing the street department is a close second. “I am fortunate to serve as the director and I took the job to help employees who work in public works have their best life possible.” He also states that serving as project manager for the construction of the Aurora Municipal Center from 2000 thru 2003, was a career highlight. “It was great construct-ing the signature building for the City that will represent its municipal government for years to come.”

Chambers got involved in APWA through the Western Snow & Ice Conference. In 1988 the conference was being held in Aurora and they needed some help. Dave remarks “I was lucky to serve on the conference started by the ‘Great One – Larry Schneider’ for many years and it was one of the high-lights of my career.” In 1999 he served as Chapter President. That year was highlighted by the Colorado Chapter stepping up to host the 1999 Congress after the host city had backed out. “It took a lot of work on the part of everyone involved in APWA but it was a great conference. One of the best parts was Ken Black taking the National Conference Committee on a helicopter tour of Denver!”

Being involved in the public works field for many years has given him a unique perspective. “The Public Works field is ever changing as always. Public Works has become a much more demanding profession requiring dedication and per-severance.” He notes that the skill level required to man-age multiple stakeholders, the general public and elected officials to accomplish goals is very high. When asked how the Chapter has changed since he was president, he remarks “the Chapter now has many more young people, minorities and women. It is great to see that the profession will be in good hands going into the future.”

Dave is an active outdoorsman in his time away from the office. He enjoys traveling in his RV, camping, fishing, hik-ing, kayaking, archery, stand up paddling, cycling, swim-ming, Nordic skiing, snowshoeing – all things outdoors and Colorado! Some of his favorite places to visit have included South Padre Island National Seashore, Gulf Islands National Seashore and Canyonlands in and around Utah.

Dave and his wife, Connie, have been married 36 years and have three children, Marissa, Cassidy and Kirk that includes two engineers in the bunch. They are eagerly awaiting their grandchild due in March. “How exciting is that?!!”

When asked about his future and retirement Dave says he still has a lot to accomplish. “Serving in the public sector is a calling that demands patience and perseverance. I think APWA is a great way to connect with others in the profession and would encourage everyone working in Public Works to become involved at some level. Public Works people are the best!” Dave is also one of the best and the Colorado Chap-ter is lucky to have him as a member and leader.

Colorado Chapter Community Service ProjectThe Colorado Chapter held a community service project in conjunction with the 2016 Annual Chapter Conference. We were pleased to offer conference attend-ees an opportunity to give back to the community that hosted us. We held a food drive benefitting the Arvada Community Food Bank. The Chapter collected several boxes of food that were donated to the organization.

The Chapter would like to thank everyone who contributed and helped to make this project such a success!

2016 APWA Colorado AwardsPresentations at Local AgenciesEach year the Colorado Chapter Board offers the awarded agencies and individuals the opportunity to have their award presented to them by a Board member at a city/town council, county commissioner or board meeting.

John McCarty presented Arapahoe County’s awards for the Fairgrounds Ground Source Heating and Cooling Sys-tem, Mike Comstock for the Outstand-ing Public Works Employee and Allen Peterson was recognized for Profession-al Manager of the Year-Administrative Management award.

David Bries was recognized as Professional Manager of the Year-Water Resources and Dustin Fisher for his completion of the Public Works Institute.

The City of Montrose received an award for Recycling Program Administration.

Past President Steve Glammeyer pre-sented the award to the City of Mon-trose for the Wastewater Treatment Plant Bank Stabilization Project.

The Colorado Asphalt Pavement Association (CAPA) created a partnership with the APWA Colorado Chapter to estab-lish a scholarship in 2001 to afford people the opportunity to attend the National Center for Asphalt Technology (NCAT) Asphalt Technology training course at Auburn University. Since the inception of this partnership, 115 people have been awarded scholarships and attended the course. In 2017, six have been selected to be attendees at the NCAT Technol-ogy Course in February 2017. The persons traveling to Auburn, Alabama February 20-24, 2017 are Ben Reiter (City of Boulder), Frank Costillo (Town of Castle Rock), James Carstens (City of Commerce City), Kaleb Tesfamariam (RockSol Consulting Group), Breanna Stout (WesTest), and Mustapha Aichiouene (Yeh and Associates). Congratulations!Not only does our partnership with the Colorado Chapter of the APWA work to send people to the technology course, but we partner in other educational opportunities. CAPA and the Rocky Mountain Asphalt Education Center (RMAEC) hold webinars many times each year and each of those is open to ALL APWA members at no cost simply by register-ing and logging into the scheduled sessions. Many of the sessions have been recorded and are available on the CAPA website for on demand playback. In 2017 we have 15 webinars scheduled and will add more as needed.The Colorado Chapter and the RMAEC partner during the APWA Inspector Conference to offer Inspector Certification for chapter members at a reduced rate. This session is typically held one day before the APWA Inspectors conference. CAPA typically holds one or more technology forums each year highlighting one of the most talked about asphalt related subjects affecting agencies and industry. These are either in the spring or fall as the construction season is beginning or ending. CAPA also typically presents at the APWA-CARMA Spring Street Conference in Grand Junction presenting on one of the current issues with road maintenance. We partner with APWA members on open houses and product showcases. To raise funds, CAPA holds a golf tournament each year. In 2017 the tournament will be on Friday, September 15, at Fox Hollow Golf Course in Lakewood. If you are interested in being considered for the 2018 trip to Auburn, look for the announcement on the CAPA website later this spring

That excitement is fu-eled by the dedication and commitment displayed by the entire Branch Board. Each Officer and Director volunteers countless hours throughout the year to develop and administer programs that enhance professional development and support Public Works agencies. The Branch serves individuals and agencies within Alamosa, Archuleta, Chaffee, Conejos, Costilla, Delta, Dolores, Eagle, Garfield, Grand, Gunnison, Hinsdale, Jackson, LaPlata, Lake, Mesa, Mineral, Moffat, Montezuma, Montrose, Ouray, Park, Pitkin, Rio Blanco, Rio Grande, Routt, Saguache, San Juan, San Miguel, and Summit Counties. Whether you drive a snow plow or a desk, the Spring Street Conference is the premier source for Public Works professional development. Mark your calendars to join us in Grand Junction April 19-21.In the first quarter of 2017, the West Slope Branch will accept applications for two financial assistance programs. The West Slope Branch Internship Assistance Program provides agencies with financial assistance to hire and train Public Works interns, with the goal of generating interest in our profession. Through its first two years, this program provided funding to five West Slope agencies. Feedback has been overwhelmingly positive and intern development programs have trained fleet mechanics, engineering technicians, utility system operators, pavement management technicians, and more. The West Slope Branch Scholarship Program provides funding assistance to individuals enrolled or enrolling in more formal education programs in a specific Public Works discipline. The program distributes thousands of dollars to numerous students each year. Past recipients have studied engineering, landscape architecture, public administra-tion, environmental science, electrical lineman operation, and many other Public Works related disciplines. Each has expressed a sincere interest in a career as a Public Works professional. Please contact any West Slope Board member for additional information about either of these programs.Public Works agencies provide the fundamental services necessary for communities to thrive. Public Works WeekSince 1960, APWA has sponsored National Public Works Week. This annual observance, which takes place May 21-27, 2017 is designed to educate communities and their leaders on the importance of our nation’s public infrastructure and public works services. This year’s theme is “Public Works Connects Us”. National Public Works Week also serves as a time to recognize the contributions of public works professionals who design, build, plan, operate, and maintain the transportation, water supply, water treatment and solid waste dis-posal systems, public buildings, and other structures and facilities essential to our nation’s economy and way of life. APWA encourages public works agencies and professionals to take the opportunity to make their stories known in their communities. The National Public Works Week How-To Guide is one of several resources APWA makes available to agencies to assist them in the development and implementation of their own individual celebrations.
