Interested persons are invited to share their comments at a public hearing or in writing. The MDOT MTA will accept written comments through Wednesday, December 20, 2017. Comments may be mailed to MDOT MTA, Office of Customer and Community Relations, 6 St. Paul Street, Baltimore, MD 21202. Alternatively, you may email your comments to [email protected] with “Written Testimony” as the subject heading. Your name and postal address must be included with your comments to become part of the public hearing record. Locations are accessible for people with disabilities. New Service LocalLink 63 LocalLink 63 will be introduced to serve the growing job center at Sparrows Point. Two alternatives are being presented to get public feedback and comment.

Justification Sparrows Point is undergoing redevelopment and several large employers are moving to the Tradepoint Atlantic development, including a FedEx Distribution Center and new Under Armour facility.

Alternative 1 Alternative 1 for the proposed LocalLink 63 includes service from Sparrows Point to Hopkins Bayview with select trips continuing to Downtown. In this alternative, the LocalLink 63 from Sparrows Point would use MD-157 to Dunmanway to Center Place to Dundalk Avenue to Eastern Avenue to Bayview Boulevard to East Lombard Street to Ponca Street (terminus of Hopkins Bayview pattern) back to Eastern Avenue to Caroline Street to Lombard Street to Light Street to Conway Street to Charles Street (terminus of Downtown Pattern). In the reverse, the same alignment would be used with the exception of Charles Street to Pratt Street to Caroline Street.

Alternative 2 In this alternative, the LocalLink 63 from Sparrows Point would use the same alignment as Alternative 1 for trips terminating at Hopkins Bayview. Route Alignment Changes CityLink Green CityLink Green will be terminated downtown at the Inner Harbor instead of West Baltimore MARC. No changes to the levels of service are proposed at this time. This will be done in combination with the changes to the LocalLink 78.

Justification CityLink Green will be truncated from its current terminus at West Baltimore MARC to the Inner Harbor. Instead, the LocalLink 78 will provide a direct connection to Downtown from the Edmondson Village and west Edmondson Avenue rather than forcing transfers to the CityLink Green. This will help alleviate overcrowding on the CityLink Blue between Edmondson Village and downtown; it will also improve the reliability of the CityLink Green by shortening the route.

LocalLink 78 LocalLink 78 will be extended to City Hall via Baltimore Street and Fayette Street. This will be done in combination with the changes to the CityLink Green. No changes to the levels of service are proposed at this time.

Justification This will help alleviate overcrowding on the CityLink Blue between Edmondson Village and downtown.

CityLink Yellow CityLink Yellow will be re-routed to McCulloh Street and Druid Hill Avenue and will no longer serve Lakeview Towers. This will be done in combination with the changes to the LocalLink 82 and the LocalLink 85. No changes to the levels of service are proposed at this time.

Justification LocalLink 82 will be extended to Lakeview Towers and will provide a connection between Lakeview Towers and Mondawmin. This will eliminate a major deviation on the CityLink Yellow and will improve the route’s reliability.

LocalLink 82 LocalLink 82 will be extended to serve Lakeview Towers and the North Avenue Light RailLink Station, and will no longer serve the Monte Verde Apartments. This will be done in combination with the changes to the CityLink Yellow and the LocalLink 85. No changes to the levels of service are proposed at this time.

Justification The CityLink Yellow will no longer serve Lakeview Towers in order to shorten the route and improve its overall reliability. LocalLink 85 will serve the Monte Verde Apartments. LocalLink 82 will also now provide a connection between the Metro SubwayLink, Lakeview Towers, and Light RailLink.

LocalLink 85 LocalLink 85 will be re-routed to serve the Monte Verde Apartments. This will be done in combination with the changes to the CityLink Yellow and the LocalLink 85. No changes to the levels of service are proposed at this time.

Justification LocalLink 82 will no longer serve the Monte Verde Apartments, and will serve Lakeview Towers and the North Avenue Light RailLink Station. Adding the Monte Verde Apartments to the LocalLink 85 will maintain transit connections for residents with minimal disruption to the existing LocalLink 85 alignment.

LocalLink 53 LocalLink 53 will be re-routed to State Center Metro SubwayLink via Guilford Avenue, Preston Street, and Biddle Street. No changes to the levels of service are proposed at this time.

Justification This will eliminate a gap on Guilford Avenue between North Avenue and Preston Street, and will allow for a direct transfer between LocalLink 53 and CityLink Yellow, both of which serve portions of the pre-BaltimoreLink Route 36.

LocalLink 75 LocalLink 75 will be re-routed to serve Charwood Road, Candlewood Road, Aviation Boulevard, Mathison Way to serve the Midfield Cargo Complex. No changes to the levels of service are proposed at this time.

Justification This will provide service on Charwood Road and Candlewood Road as well as establish new service to the Midfield Cargo Complex.

LocalLink 95 LocalLink 95 will be re-routed to serve the Rotunda Shopping Center via 40th Street. No changes to the levels of service are proposed at this time.

Justification This will provide a connection to a number of senior apartment buildings and a large shopping center.

Express BusLink 104 Express BusLink 104 will be extended from its current terminus at Johns Hopkins Hospital to Harbor East. No changes to the levels of service are proposed at this time.

Justification This will provide a connection to the growing employment center at Harbor East and Harbor Point.

Pilot to Permanent Changes CityLink Yellow Justification In September 2017, all trips on the CityLink Yellow Riverview branch were extended to Patapsco Light RailLink Station from its previous terminus in Riverview. The pilot of the extension is proposed for permanent implementation due to positive public feedback and increased ridership along the extension.

LocalLink 34 Justification In September 2017, select trips on the LocalLink 34 were extended to Greenspring Station from its previous terminus at the Falls Road Light RailLink Station. The pilot of the extension is proposed for permanent implementation due to positive public feedback and increased ridership along the extension.

Route Eliminations Express BusLink 102 Justification Express BusLink 102 has very low ridership and is not cost effective. Out of 67 MDOT MTA core bus routes, the Express BusLink 102 is ranked 64th based on a system that combines transit performance measures for efficiency and effectiveness, including passengers per trip and cost per passenger.

Eliminating this route will allow resources to be used in higher ridership areas. Service between White Marsh and Towson will still be accessible via several routes, but will now require a transfer. Options include:

• From White Marsh to Towson: • CityLink Brown to the LocalLink 36 • LocalLink 56 to the LocalLink 36

• From Perry Hall to Towson: • CityLink Brown to the LocalLink 36

• From Parkville/Carney to Towson: • LocalLink 54 to the LocalLink 36

• From Loch Raven to Towson: • LocalLink 54

Express BusLink 106 Justification Express BusLink 106 has very low ridership and is not cost effective. Out of 67 MDOT MTA core bus routes, the Express BusLink 106 is ranked 66th based on a system that combines transit performance measures for efficiency and effectiveness, including passengers per trip and cost per passenger.

Eliminating this route will allow resources to be used in higher ridership areas. Service between Owings Mills and Towson will still be accessible via several routes and the Metro SubwayLink, but will now require a transfer. Options include:

• From Owings Mills to Towson: • Metro SubwayLink to the CityLink Red (transfer in Downtown) • LocalLink 56 to the LocalLink 36

• From Reisterstown Road /Pikesville to Towson: • LocalLink 89 to the LocalLink 30 to the CityLink Red

Express BusLink 107 Justification Express BusLink 107 has very low ridership and is not cost effective. Out of 67 MDOT MTA core bus routes, the Express BusLink 107 is ranked 67th based on a system that combines transit performance measures for efficiency and effectiveness, including passengers per trip and cost per passenger.

Eliminating this route will allow resources to be used in higher ridership areas. Service between Old Court, Security Square, Catonsville, and UMBC will still be available on LocalLink 37.
