Federal Highway Administration (FHWA), the lead federal agency for the proposed project, issued a Finding of No Significant Impact (FONSI) for the project as proposed on August 5, 2014 for purposes of the National Environmental Policy Act (NEPA).

This notice solicits the need for navigation lighting for the proposed project.

The proposed replacement bridge is located within a mapped 100-year Federal Emergency Management Agency (FEMA) floodplain. As proposed, the project requires six bridge piers to be constructed within the Wolf River. Approximately 2,570-feet of the Wolf River riverbed will be impacted as a result of installing cofferdams around the proposed pier footings, excavating river sediments from within the cofferdams, and constructing the pier footings. The applicant applied to the U.S. Aimy Corps of Engineers (USACE) for a Section 404 permit on July 14, 2016.

On November 8, 2016, the Wisconsin Department of Natural Resources (WisDNR) granted a Water Quality Ce1tification (WQC) for the proposed project pursuant to Section 401 of the Federal Clean Water Act.

The proposed project is not located within the State of Wisconsin's Coastal Zone Management (CZM) Plan.

No Federal or State-designated freshwater wetlands exist within the project's Area of Potential Effect (APE).

The Wisconsin State Historic Preservation Office (SHPO) made the dete1mination on June 9, 2011, that the project as proposed would constitute No Adverse Affect to resources listed or eligible for listing on the National Register of Historic Places (NRHP).

No parklands are expected to be adversely affected by the proposed project.

The project as proposed will not result in any direct or indirect effects on any known Federally­listed threatened or endangered species or habitat per U.S. Fish and Wildlife Service (USFWS) survey conducted on June 28, 2016. On November 8, 2016, WisDNR determined that no State­listed threatened, endangered, or special concern natural resources are likely to be impacted as a result of the proposed project.

The project is not expected to affect any known Essential Fish Habitats (EFH), as designated by National Marine Fisheries Service (NMFS). A Coast Guard review ofNMFS' EFH Mapper revealed no habitat areas of paiiicular concern or areas protected from fishing located in the proposed project's APE.

Winnebago County, WI, is designated as an attainment area by the Environmental Protection Agency (EPA) for the six criteria air pollutants listed in the National Ambient Air Quality Standards (NAAQS). As the proposed project is not increasing roadway capacity or traffic volume it will not contribute to any violation of the NAAQS. The East Central Wisconsin Regional Planning Commission (ECWRPC), the Metropolitan Planning Organization for the area, has incorporated the proposed project in the area's 2016-17 Transp01iation Improvement Plan (TIP). ECWRPC's TIP has been incorporated into WisDOT's Statewide Transp01iation Improvement Program (STIP).

As proposed, the replacement bridge will not be adding roadway capacity or increasing traffic volume. Present and future noise levels are not expected to approach the noise abatement criteria at any noise monitoring receptor within the APE. Per 23 CFR 722, a Noise Impact Analysis predicting future noise levels and abatement was not required.

Relocation of residences and businesses will not be required.

In reference to the provisions of Executive Order 12898, Environmental Justice, we are soliciting information concerning possible impacts of the proposed project on minority and low-income populations.

SOLICITATION OF COMMENTS:

This Public Notice requests comments from Federal, State and Local agencies to identify potential permit requirements or environmental impacts. This Public Notice also requests comments from waterway users and marine facilities regarding the proposed navigation clearances. Interested parties are requested to express their views, in writing, on the proposed bridge project giving sufficient detail to establish a clear understanding of their reasons for supp011 of or opposition to the proposed work.

Comments will be received for the record at the Office of Commander ( dpb ), Ninth Coast Guard District, 1240 East Ninth Street, Cleveland, Ohio 44199, through January 12, 2017. These comments will be made pat1 of the case record.
