The New Year brings with it the hope of great beginnings, fresh starts to projects and ideas and a new issue of the fishing regulations. Some of the changes in the new synopsis are pretty substantial and should be given a closer look.Paulina Lake is one that caught my attention early on, and the change that they have imposed on that waterway could catch some of us ‘Old-Timers’ by surprise! Beginning this year, you can no longer keep any Rainbow Trout that are natives, or rather have not been hatchery raised and still have the adipose fin. The adipose fin is the little fin just in front of the tail, on the dorsal area of the fish between the top fin and the tail. Just a little almost inconsequential little fin, except if you are caught this year with a Rainbow that has this little guy intact, you will now be in violation of the new regulations.This is such a subtle change, and if you have not taken the time to actually review the regulations, you would not be aware of this change. There are several of these this year, so be updated and get the new regulations and read them before you head out on the water this spring.East Lake has the same change as Paulina Lake, so if you are heading to Newberry for a season of good fishing and easy access once the snow is off the water, be very aware of the change.As always, read, read, read, and remember that as you are educating yourself, read to a youth and remind them that rules are there, and need to be followed to prevent a great day of fishing going south at the boat launch. Simple steps to prevent a whole lot of problems.I may not always agree with the changes, but we know they are there, and in order to prevent a big ordeal at the launch or if they set up check points, which I have seen before, then it is always smart to be up to speed on the changes and what they are for the water you are fishing that specific day.Be water safe. Be water smart. Most of all being well read on the changes they are making this year and every year. Just as we were excited to see the 2 pole rule, the changes that are being made this year may not be as popular, but they are there. become severe, we will not put people or property at risk. Our trucks may be able to travel the main roads, but due

to the size and weight, may not be able to navigate your street or driveway.

It is the discretion of the route driver whether to drive down a street or

driveway. If our truck cannot pick up your garbage, we will pick up double

your service amount the following week.

ARVID GUSTAV JOHNSON, JR.February 5, 1936 - December 31, 2012

OBITUARY

Arvid Gustav Johnson, Jr., better known and loved as “Goose”, died on Monday, December 31, 2012, in Bend, Oregon from complications of COPD. He was 76.

A Celebration of Life was held on Saturday, January 5, 2013, at Baird Memorial Chapel in La Pine, Oregon. A Memorial Service will also be held at Willamette National Cemetery in Portland on January 11, 2013, at 11:00 am.

Goose was born February 5, 1936, in Newton, Massachusetts, the son of Arvid and Mary (Bresnahan) Johnson.

Goose proudly served his country in the United States Marines. He joined the Marine Corps on December 15, 1953, and was honorably discharged in November of 1956. He served in the First Marine Division at Camp Pendleton, California, and then Korea. He was awarded the National Defense Service Medal and the Good Conduct Medal.

After leaving the Marines, he began a lifelong career at the phone company, first in California, and then in Oregon, starting in 1970. He retired from U.S. West Communications in 1989 after 32 years of service. He moved to La Pine in 1995.

Goose was a family man, an avid fisherman, and he also enjoyed camping and fishing. He was a man who loved and enjoyed life to the fullest.

Survivors include Lori, his wife of 18 years; daughter Marci; sons Bruce and Dale; step-sons Jason and Dan; 14 grandchildren and four great-grandchildren.

He is preceded in death by his first wife Noel, and two grandchildren, Desiree and Ryan.

OBITUARY

Donna Yvonne Northcutt of La Pine, Oregon, passed away at the Hospice House in Bend, Oregon, on December 21, 2012, after a long fight with bone marrow cancer. She was 53 years old.

A private Scattering at Sea in Brookings, Oregon, will occur at a later date.

Donna was born in Springfield, Oregon, on September 12, 1959, to James Donald and Patty June (Lashot) Yow. She was the eldest of three children, including Randy Yow and Desi Lambert.

Donna married her high school sweetheart, Kenneth M. Northcutt, on January 7, 1977. She was 17 and he was 20. At the age of 21, Donna gave birth to their first daughter, Misty Dawn, and three years later to their second daughter, Tawndy Lynn. More devoted and loving parents have never been known. They would have celebrated 36 wonderful years of marriage this January.

Donna graduated from Central Oregon Phagans’ Beauty College, and then went on to work for the Bend-La Pine School District for almost ten years.

She enjoyed hunting with her loving husband, watching the ocean, being a grandma of two beautiful boys, and most of all spending time with her family. The world will never know a more positive or beautiful woman such as Donna.

Donna’s fight with bone marrow cancer lasted nearly 16 years, but you would never hear her utter a negative word about her situation. All who were blessed to know Donna saw a strong and determined woman bursting with love. It is a bittersweet goodbye as we grieve in her absence, but we are comforted to know that she is no longer in pain and is resting in peace. For though she has been our greatest treasure, she now has returned to the Lord. In our hearts she will always be too loved to ever be forgotten.

The “uncertainty” of the impact of these changes is a challenge for the healthcare industry. We anticipate a clearer direction following the presidential election. The biggest challenge we face as a private non-subsidized clinic is striking the balance between meeting as many patient needs as possible within budgetary constraints. Practically, this means limiting Medicare and Medicaid activity to an economically sustainable percentage of our patient base.”

What is the biggest highlight of your career? “In October we celebrated ten (10) years of practicing in La Pine as well as six (6) years of our electronic medical records system! Joannie says: ‘The biggest highlight of providing healthcare in La Pine is the privilege of interacting with my patients. Any time I can make a positive difference in someone’s physical, emotional, or spiritual well-being it brings me a great sense of satisfaction’.”

What do you do to relax? “Walking, hiking, fishing, snowmobiling, and cruising town in our all electric MG Midget convertible.”

Tell us something about yourself that few people know about: Joannie says: “I was born #6 in a family of 9 children and grew up on a pig farm in Pennsylvania. It just shows that you should never let your circumstances limit your dreams.”

In terms of volunteering in the community, what is your personal contribution to the community? “We enjoy contributing to local charities such as the Community Kitchen and appreciate the role they and their volunteers play in providing food to deserving persons in the La Pine area. We also enjoy volunteering and giving through our church.”

What are your plans for the future? “Our future plans are to continue to expand Paulina Peak Family Healthcare’s clinical and administrative capabilities to best meet the healthcare needs of our patients. Both of us are nearing completion of “Doctorate in Christian Counseling” degrees. We anticipate helping meet counseling needs in the La Pine area as part of a church ministry.”

What advice would you give to community leaders? “Continue to work together to promote the quality of life that La Pine has to offer. I believe Harry Truman gets the credit for saying: ‘It’s amazing what we can accomplish if we don’t care who gets the credit’.”

Treatment For Inadequate EyelashesEyelash hypotrichosis is the medical term for inadequate eyelashes. The condition can be caused by genetics, aging, chemotherapy, physical trauma, eyelid inflammation (blepharitis), thyroid problems, pulling lashes out due to strong urges (trichotillomania), poor diet, or stress. Wearing and the abrasive removal of harsh waterproof or long-wearing mascaras can also be a cause of hypotrichosis. The lashes become dry and easily broken. Despite the cosmetic value of long, thick eyelashes, their primary function is to serve as a protective barrier from light, sweat, and debris getting into the eye. A few treatment options can help improve eyelash quality; however a physician should be consulted for any sudden change in the eyelashes prior to treatment. Bimatoprost (Latisse) is a prescription solution that is applied nightly to the base of the upper eyelashes. It works by extending the growth phase of lashes. It was originally used to lower eye pressure in glaucoma, but received approval for use on eyelashes after studies and users showed that it also increased the length, darkening, and amount of eyelashes. As an alternative to prescription therapy, numerous eyelash conditioners are available over-the-counter that contain vitamins A and B as well as proteins to provide moisture and strength.

BSNP Takes A Spaycation!In January three staff members and one Board member will be joining forces with locally based international NGO Animal Balance on a trip to the Bahamas to undertake an ambitious campaign to spay and neuter 2,000 dogs in just 10 days. In the Bahamas, feral and stray dogs roam everywhere. Locals refer to them as “potcakes” because they often eat the burnt rice “cakes” that locals throw out when they are cooking daily meals. Animal Balance will be training local veterinarians to continue to perform high volume surgeries after we leave and hope to see a significant decrease in the number of dogs over a five year period.Representatives from local groups Oregon Outback Humane Society and Bend Veterinary Clinic will also be joining the trip. Animal Balance is an international organization that provides high volume, high quality spay and neuter on various islands around the world in order to control populations of feral dogs and cats. They have done major campaigns on the Galapagos, American Samoa and in the Dominican Republic to name a few. BSNP is thrilled to have the opportunity not only to bring our skills to an area in need, but to learn new and innovative skills from world wide experts in high volume, high quality spay and neuter.
