Fellow Lions, Lionesses and Leos,
With Labor Day in the rear view mirror, Clubs will be gearing up to start
meeting on a regular schedule and I will begin visiting everyone. Please check
my visitation schedule when I will be coming to your club.
At the June cabinet meeting the District adopted a district project for 2016-17.
We will be asking all the clubs to make a donation to the district for “Operation
Safety Net”. You may have heard of it on local news casts, it is a group of
doctors that go out and provide needed medical services and medicine for the
homeless. These doctors get no funding from any government agencies or
hospitals. They volunteer their time. They pay for their medical supplies
including medicine out of their pocket or donations from the public. Look for the
letter Lion Mary Ann Belles sends for more details.
Also, at this year’s State Convention at Seven Springs Resort, the Past District
Governors Association is organizing a service activity for all Lions to take part
in. We will be working with “Stop Hunger Now” to assemble high calorie food
pouches for 30,000 individuals. The cost of the project is $10,600.00 and the
Past District Governors across the State are asking each club to donate $15. That
is per club not per member. Please see the letter from PDG Tom Gregg in this
newsletter. Please send your donation to District 14-B Treasurer John Brown so
we can send one check in for the project.
The Fall Rally and Passing the Banner will be held on Thursday September 29 at
the Comfort Inn and Conference Center Pittsburgh East on Rodi Rd. 15235. The
Guest speakers for the night will be PID Cindy Gregg and PDG Tom Gregg.
Please try to attend a great evening of Lionism and Fellowship as we start the
new Lions year.
Remember as Lions if we work together, we will achieve together, and we will
celebrate together.

Fellow Lions, Lionesses, and Leos of District 14B,
In order for any organization to function there must be members willing to take
leadership positions. Therefore my message for this month is leadership matters.
I have heard many different reasons why someone might be reluctant to commit to
taking on a leadership position in our organization. After all the reason you
became a Lion was to help make your community and the world a better place. It
is a fact, however, that in order for an organization to achieve success leaders
must emerge.
There is no doubt in my mind the most important level of leadership takes place at
the individual clubs. The clubs are the heart and soul of Lionism. The clubs are
where the rubber meets the road as far as performing service projects and raising
money to help support our numerous projects and causes. Therefore, willing and
able leadership is needed for clubs to carry out their important mission, which of
course, is to serve. So if you are asked to take on a leadership position in your
club give it a try, you will in all probability find it to be an enjoyable and
rewarding experience. Besides you will be bringing much needed new ideas and
thoughts to the table.
In Lions, leaders exist at the District, State, and International levels. They are
there primarily to provide the necessary tools and guidance in order for clubs to be
the best that they can be. The leaders for these levels are club members first. Even
the International President is a member of a Lions Club in Tennessee. We are
experiencing difficulty with Lions filling leadership positions at the District level
especially those willing to become Vice District Governors and eventually District
Governor. Assuming that I am your District Governor next year, our District will
have had four DGs in a row which have held the position at least once before. The
recycling of Past District Governors should be the exception rather that the rule.
On a personal note I can say I enjoyed being your DG and I am looking forward to
next year. I got to meet many wonderful people and had many amazing
experiences. I also want thank those members of this year District 14B cabinet
that have agreed to serve the next two years. Your willingness to serve as a leader
is much appreciated. All our Lions have exceptional talents which are needed for
the success of our District. Please consider volunteering to become a leader at the
District level.
In conclusion, I would like to end with a quote by Jim Rohn who was an
entrepreneur, author and motivational speaker "The challenge of leadership is to
be strong but not rude; be kind, but not weak; be bold, but not a bully; be humble,
but not timid; be proud, but not arrogant; have humor, but without folly."

GOVERNOR’S MESSAGE... Lion Kirby Marchand
Fellow Lions, Lionesses and Leos,
I’d like to introduce myself to the Lions of District 14-B who may not know who their 2nd
Vice District Governor for 2016-17 is, and to reintroduce myself to the District 14-B Lions
who may know me but haven’t seen me in a while. I’m 61 years old and have been a Lion
for over 31 years, which means that I have been a Lion longer than I was not a Lion. When
I joined the Monroeville Lions in 1985, I became very active, first at the club level rising
through the various Vice President positions and becoming President two times. I was also
active in the District, serving as Zone chairman three times, Region Chairman four times
and Tour Chairman for the PA Lions State Convention held in Pittsburgh in 1996.
I got married to my wife, Lion Barb, in 2000. My job required a nearly two hour commute
every day, so while still a Lion, I became less involved. I started doing things more in the
background, like getting all of the brooms, mops and garbage bags for sale at our Farmers
Market and also all of its scheduling. Then, I badly broke my ankle at the end of 2008 and
became even less involved.
PDG (now DG) Rich Keller asked me to again serve on the District’s Convention
Committee as the Tour Chairman, for the PA Lions State Convention that was held in
Pittsburgh in 2014. As a member of the Convention Committee, I became more acquainted
with many of the Lions who are active as District 14-B’s leaders, many of whom I knew
from my earlier Cabinet days. About that time, I transferred to the White Oak Lions Club,
and got to know many Lions and also got to know several PDGs even better. PDG Joe
Donkin asked me to serve as the District’s Convention Chairman in 2015-16, and I again
started attending Cabinet Meetings and District caucuses at State Conventions, where I
became painfully aware that District 14-B had a BIG problem, actually two BIG problems.
One problem is membership. We all know about it and have some ideas as to its causes.
One reason is the age of our members (at 61 years old, I am one of our “younger”
members), and another is our failure to recruit new members, start new clubs, revitalize
existing clubs and even restart some clubs that are no longer around. As our older Lions
move away, resign or pass away, we are not replacing them. This problem is solvable, but
it will take some time, some planning, and a lot of work.
The second problem is the District’s failure to recruit new leadership and to recruit
potential new District Governors. I now feel that I was a part of that problem. Over the
years, many PDGs had told me that I had the necessary qualifications to be a District
Governor and asked me to step up, but I just kept saying “No”. When I again became
active in the District, I started feeling that I was being selfish; thinking that my time was
too valuable. Now that I’m retired, I find that I do have the time and I think I have the
abilities. Most importantly, I have my wife Barb’s support. We both decided that if I was
ever going to do it, the time was now.
I hope I’m worthy of the support that the White Oak Lions put in me when they nominated
me, and that the District 14-B Cabinet put in me when they elected me and put my name
through to the PA Lions State Council and Lions International to be the 2nd
Vice District
Governor of District 14-B. I certainly hope that over the next couple of years I can learn all
that I need to know to be a good District Governor and I hope that I am worthy of and get
the support of all of the Lions in District 14-B. And, I hope that by seeing me step up, more
District 14-B Lions will be encouraged to do the same.
Being a Lion and doing what Lions do are wonderful and fulfilling things. You should be
proud that you are a Lion.

I am the Host Committee Chairperson for the 2017 Pennsylvania Lions State Convention in May of 2017. In addition, I am treasurer of the Pennsylvania Counsellors Association, the Multiple District’s Past District Governors. As part of the Centennial Convention we are planning several service projects, based on the four pillars of service from Lions International, on Saturday afternoon. The main service project will be assembling high calorie food pouches for 30,000 individuals. The group we are working with is called Stop Hunger Now (www.stophungernow.org). This will make a huge impact on feeding many people worldwide. This project will be a joint project of the Pennsylvania Counsellors Association and the Host Committee. It is the intention, of the PA Counsellors Association (Pennsylvania) to continue this project, perhaps not at this scale, at a Council Meeting each year. The Past District Governor’s chairperson and liaison to our Host Committee is District Governor Larry Edwards of District 14-L. The total cost of the project $10,600. In order to hold this service project, we are asking for a donation of $15 US dollars from each of your clubs. That is per club and not per member. As this is a service project Activities funds may and should be used. If possible, we would appreciate it if the clubs would send the donation to your district and the district issue 1 check made out to Pennsylvania Counsellors Association. If a club wishes to make a larger donation, all excess funds over and above what is needed for the Convention Service Project, will be used to fund the ongoing project sponsored by the Past District Governors Association. Checks may be sent to me at the above address or you could give me the check at the August or November Council Meetings. A list of the clubs or individuals and the amounts they donated would be greatly appreciated. They will be recognized in the Convention Book. Where There’s A Need, There’s A Lion. We will be Celebrating Our Centennial By Making A Difference Everyday. Please help to feed the needy by encouraging your clubs to donate to this project. Steven E. Farmer, the new CEO of the Western Pennsylvania School
for the Deaf, spent most of his early childhood in deaf schools, but
when he transferred to a public school in ninth grade, the experience
gave him a new appreciation for the benefits of deaf students
attending deaf schools.
“When I reached high school, I could only speak to others through an
interpreter,” he said. “I had very few friends. While the opportunities
were vast, if I could do it over, I would have explored staying in a
deaf school. At a school for the deaf, there is open communication
among students and staff.”
He said his parents moved him to the public school in ninth grade so that he could be with his siblings.
One of the things that appealed to Mr. Farmer about taking the helm at WPSD is that every student can communicate with
any administrator or faculty member without requiring the assistance of an interpreter and that no student will have to
suffer the frustration or isolation he endured every day of his high school experience.
Mr. Farmer took over WPSD on July 1, when former CEO Donald Rhoten retired from his position after 23 years. Mr.
Farmer, who was picked after an eight-month search process, holds a doctorate of education in education leadership and
policy studies, which he earned from the University of Tennessee in Knoxville.
“My vision for the school is to create lifelong learners out of all of our students,” he said through an interpreter. “I want to
get to know folks here. I’ll be visiting every classroom and every department. I will get to know the people here and get to
know the students here. This is a wonderful school already. And I will try to find areas that need improvement. There is
always room for improvement, but it is already an excellent school.”
A native of Frederick, Md., Mr. Farmer and his wife Heather have four children. Their oldest child attends college in
Tennessee; one is a senior in high school; one is a high school sophomore; and their youngest child is in the sixth grade
and will be attending WPSD due to a hearing impairment. The family will live on the school campus in Edgewood.
WPSD operates two campuses in the state. The main campus in Edgewood is K-12 and has a student body of 185. The
Scranton School for Deaf and Hard-of-Hearing Children goes to eighth grade and has a student body of 60. Students from
the Scranton campus can transfer to the Pittsburgh campus when they reach ninth grade.
Mr. Farmer said the two schools are not limited to using sign language.
The schools provide speech therapy and auditory therapy. About 30 percent of students have cochlear implants, which are
devices that are surgically implanted behind the ear to provide auditory assistance. They are different from a normal
hearing aid. About 60 percent of the students use regular hearing aids and 10 percent are unaided.
Prior to accepting his new position, Mr. Farmer worked for 17 years at Tennessee School for the Deaf as director of
student life, where he supervised a staff of 85 and managed the independent living curriculum. After earning his doctorate,
he was ready for the challenge of leading a school and he sees this as an exciting opportunity.
“The transition from a state-run school to a private school will be my biggest challenge,” he said. “Private schools are
different. The fact that WPSD is a private school and Tennessee School for the Deaf is state-run, I have a lot to learn
coming from a state-run school to a private school.”

Lions International Essay Contest District 14B Lions Clubs are encouraged to sponsor students in the Lions International Essay Contest. This essay contest was
created to offer an opportunity to visually impaired young people to express their feelings of peace. The theme for 2016 – 2017
is “A Celebration of Peace.” Students who are visually impaired and who are ages 11, 12 or 13 on November 15 are eligible to
participate.
Work with your fellow Lions, local schools and area families to identify young people who are interested in participating and
who could benefit from this program. One grand prize winner will receive an award and US$5000.00.
Essay Contest Guidelines:
Each essay must be submitted with a completed entry form. Essays must be no longer than 500 words in length, submitted in
English, type-written in black ink and double-spaced. Read the complete essay contest rules and entry form.
Deadlines for District 14B:
November 1: Deadline for a club to send one winning essay to the District Governor or notify the Essay Contest Chairperson
of an essay to be submitted for judging at the November 5, 2016 14B Cabinet Meeting.

The Lions in Wisconsin may have to wait until October 1st to greet International President Chancellor Bob Corlew while
we, the Lions here in District 14B, only have to wait until Thursday, September 22nd
to greet him! The “bus” will be
arriving at 9:30 AM at the Blind & Vision Rehabilitation Services of Pittsburgh located at 1816 Locust Street, Pittsburgh,
PA 15219. An invitation has been extended to the other District Governors throughout the state to attend and his visit is
open to any and all Lions here in the District. IP Bob will only be here for a short stopover leaving the area at 11:00 AM –
only an hour and a half visit to the City of Champions!
From February 18 to 27, 2016, the Lions Centennial Bus drove through 9 states in 9 days in the southern U.S. to help
promote the Lions Centennial Celebration. During that tour, then First Vice President Bob Corlew inducted new members,
chartered new clubs and participated in service projects. You can see more by going to

White Oak Lions annual family picnic was a huge success! It was held on August 7th at the Dewey Wivagg Pavilion at
Renzie Park in McKeesport. There was plenty of food to feed the hungry Lions and games were played. Wine cooler
bottles were door prizes for a special game for all the seniors attending. After the picnic, members stayed to listen to
Beatlemania being performed at the McKeesport Lions Club’s Band shell. Approximately 33 Lions and guests from
Stewartsville Lions Club and the Pittsburgh DeafBlind Lions Club were in attendance. A special thanks to King Lion
Dorothy Kuharski and Lion Ted Kuharski for taking care of all the arrangements! Lion Dorothy stated that a suggestion
was made to ask all the clubs in District 14-B if they would like to participate in next year’s event! More to follow
concerning this!

was quite a temptation avoiding the other vendors’ tents
like the bakery, fudge, berry farm from Mt. Pleasant and
the ice cream truck. Lion Dorothy said, “It’s such a great
experience meeting new friends and supporting the
Pleasant Hills Lions Club. Incidentally, we enjoyed the
corn from Trax Farm – it was super!” PS: Lion Ted was

The Bethel Park Lions Club will donate all net profits from the Golf Outing toward one college scholarship, for a Bethel
Park High School Senior, to honor the memory of George Meyer, former high school educator and Lion.

The following page contains an application form for the MD14 Regional Lions Leadership Institute being held on
November 11-13, 2016. Please make all lions in your district aware of the opportunity. Each district is limited to two
participants. This program is designed for new potential leaders, not for the individual who is already in line to be a 2nd
Vice Governor or a seasoned Zone Chairperson. Best candidates are future club or current club presidents, club
membership chairpersons, and any club members who would like to grow and be a leader. It is our hope that your district

Purpose: Regional Lions Leadership Institute focuses on building the skills of Lions members for leadership
opportunities at the club and district level, including club president, zone chairperson, as well as other
positions. Thanks to partial funding through Lions Clubs International and the Lions of Pennsylvania we have
been able to keep the fee at $150.00 per participant. Your own district may also have leadership training
monies available in their budget that you can apply for to supplement this as well. Please contact your District
Governor or District Global Leadership Coordinator. Your fee includes training, accommodations and meals.
As space is limited to 34 lions, each district can have only two participants, so get your applications in early.

On Saturday, September 24, the family, friends and Lions Clubs of District 14-B Allegheny County will join in the Third
Annual J. Terrence Farrell Bike Ride on the Mon Yough Bike Trail beginning at 8:30 a.m. The bike ride will begin on the
Youghiogheny River Bike Trail with a 7.5-mile stop at the Dravo Cemetery in Buena Vista. For our experienced bikers,
the ride will continue for12.5 miles out and back to Smithton Beach. All bikers will return at 12 Noon to the Kenneth Frew
Pavilion at Dravo Cemetery for lunch and a ceremony in honor of J. Terrence (Terry) Farrell.
As a long-time member of the McKeesport Lions and local attorney, each year Mr. Farrell’s “Bike for Sight” annual event
raised thousands of dollars for local charities. The McKeesport Hospital Foundation is honored to host this year’s bike ride
where the proceeds will be used to establish an endowment for future distributions in Mr. Farrell’s name. The funds from
last year’s event were distributed locally to the McKeesport Regional History and Heritage Center, the Carnegie Library of
McKeesport, the Mon Yough Trail, and Friends of the Riverfront.
Sponsors donating $100 or more will be listed on the event shirts. Mark your calendar now! Contact the McKeesport

Back in 1983, I had requested copies of the clubs that with their charter dates and the individual in District Operations at
Lions International was kind enough to send me copies of the index cards that were used when clubs were being formed. I
received 10 legal sized pages (printed on front and back), with each page containing copies of six clubs. Out of the sixty
clubs I have “cards” for, only 27 of those clubs are still in existence today. I had the opportunity to visit all 60 of those
clubs and how heart-breaking it is to reflect back on all those clubs that are no longer around. I’m passing some of them
on to you in this and future issues. I hope you enjoy looking at these cards over the next several months. PDG Harold Fletcher
