The Policy and Planning Committee, on recommendation of the Superintendent of Schools, presents the following:

1. That the Board of Education adopt the attached resolution expressing appreciation to the Presidents’ Council of Woodbridge Township for their contributions and support of the students and staff of the school district.

2. That the Board of Education approve the following four After Care sites for the 2010-2011 school year: Mawbey Street School #1; Ross Street School #11; Claremont Avenue School #20; and Robert Mascenik School #26.

3. That the Board of Education rescind the following job description:

4. That the Board of Education adopt the following revised job description:

Resolution

WHEREAS, the Presidents’ Council of Woodbridge Township is an organization that promotes interest and understanding within the school district through the informed participation of parents; and WHEREAS, the Presidents’ Council of Woodbridge Township has portrayed the best vestiges of community support for a local school district by informing parents about the school budget, school board candidates, new curriculum, and new programs being developed within the district; and WHEREAS, the Presidents’ Council of Woodbridge Township has provided considerable support for the Woodbridge Township School District by offering scholarships for students as well as mini-grants for teachers; and WHEREAS, it is the desire of the members of the Board of Education of the Township of Woodbridge to express their appreciation to the Presidents’ Council of Woodbridge Township for its many contributions made to the school district. NOW, THEREFORE, BE IT RESOLVED, that the Board of Education of the Township of Woodbridge hereby expresses its deep gratitude and heartfelt thanks to the Presidents’ Council of Woodbridge Township for its support of the school district; and BE IT FURTHER RESOLVED, that a copy of this resolution be spread on the minutes of the Board of Education and a copy forwarded to the Presidents’ Council of Woodbridge Township.

Job Description Board of Education Woodbridge Township

Title: Staff Director of Special Services Function: To develop, manage, maintain, and lead, on a district-wide basis, all activities

related to identifying students with special needs and providing appropriate special education and related services.

Reports to: Superintendent of Schools Supervises: Child Study Teams Special Education Teachers Speech/Language Specialists Supervisors of Special Education Attendance Counselors Special Education Paraprofessionals Home Instructors Assigned Clerical Staff Duties, responsibilities, and authorities:

A. Curriculum and instruction:

1. Plan and develop Child Study Team assignments and activities to meet district and department goals and legal mandates.

2. Supervise the development of individualized educational plans.

3. Monitor implementation of special education curriculum and instruction.

4. Evaluate the district's progress toward achievement of the State Performance Plan Indicators.

5. Assist in the coordination of the Extended School Year Program.

6. Assist in developing and implementing inservice education.

7. Facilitate the placement of students in appropriate educational programs.

8. Develop district procedures for collection and management of data for utilization in decision making regarding special education and related services.

9. Participate in development of evaluation designs for new programs.

10. Disseminate information on new educational research and new State Department rules and regulations in the area of Special Services functions.

11. Coordinate the delivery of all home instruction services.

B. Supervision:

1. Interview applicants and recommend appropriate action.

2. Observe and evaluate assigned staff Child Study Team members, counselors and Supervisor of Special Education Programs, and make recommendations for staff development.

3. Recommend the transfer, termination, discipline, or promotion of staff.

4. Facilitate meetings and initiate communication with staff.

5. Supervise Special Services and all assigned programs.

6. Evaluate program supervisor.

7. Direct, schedule, supervise, and evaluate assigned staff.

8. Conduct observations of staff members in relation to assigned duties.

9. Supervise the work of the Supervisors of Special Education in the development, implementation, operation, and evaluation of the Special Education Programs in accordance with law, policies, and regulations.

10. Monitor all funded projects to insure compliance with applicable regulations.

C. Communication:

1. Work with parent and committee groups in fostering understanding and support for the schools and programs.

2. Work with the other administrators to interpret and coordinate programs.

3. Establish and maintain contact with community agencies, professional organizations, county, and state governments.

4. Submit reports as necessary.

5. Maintain contact with county child study team administrators.

6. Interpret assigned programs to the Board of Education, other administrators, and the public.

7. Meet with parents when necessary to discuss Child Study Team recommendations.

8. Respond to inquiries from parents and staff members.

9. Advise the Superintendent in matters dealing with the general administration of the school district.

D. Use of financial and material resources and assets:

1. Assist in the development of the district budget.

2. Identify staff needs for assigned programs.

3. Approve requisitions as consistent with the educational program and plan.

4. Assist in developing long-range plans for facility use.

5. Prepare budget based on department requirements.

6. Oversee the district’s participation in the Special Education Medicaid Initiative (SEMI).

7. Review and approve budget development and expenditures for all departments under his/her jurisdiction.

8. Coordinate transportation needs for special services.

E. Community relations:

Develop and improve school-community relations with such groups as PTA/PTO, and the Special Education Parent Advisory Committee.

F. Record keeping:

1. Collect and organize district-wide data necessary for the completion of internal and external reports.

2. Submit reports as necessary., including the Annual Data Report and the End of the Year Report.

3. Revise pupil record policies and procedures in accordance with legislation and keep school staffs informed.

4. Determine the need and coordinate procedures for collecting school data for appropriate reports.

5. Complete appropriate research and development of statistical information required by the Superintendent and/or his/her designee.

6. Complete the applications required for state and federal projects., including the IDEIA Consolidated Grant Application, Extraordinary Aid Applications and the special education portion of the Application for School State Aid (ASSA).

G. Pupil Discipline

1. Coordinate appropriate processing and disposition of pupil discipline matters involving potential expulsion and/or administrative hearings.

2. Consult with administrators on student discipline issues.

H. General professional behavior:

1. Participate and cooperate with other staff and community members to reach district goals.

2. Remain abreast of current developments, new trends, research, and contemporary interpretation of content and methodology related to this position.

3. Establish and maintain professional contacts on local, state, and national levels.

4. Behave in accordance with the law and exhibit high standards of professional ethical behavior.

5. Adheres to district and school policies, regulations, and procedures.

6. Perform all other duties assigned by the Superintendent or his/her designee consistent with law, contract, policies, and regulations.

I. Professional preparation:

1. A Master's degree is required.

2. The applicant must hold the Principal's and/or Supervisor’s certificate issued by the New Jersey State Department of Education.

J. Experience/Background:

1. Must have completed at least five years successful teaching experience in the public schools.

2. Must have completed at least three years of successful administrative or supervisory experience in the public schools. Administrative or supervisory experience should include responsibility for some areas related to assignments.

K. Personal qualifications:

1. Must be able to perform assigned tasks.

2. Must possess integrity.

3. Must possess vigorous leadership qualities.

Title: Supervisor of Special Education Programs Function: To supervise and coordinate the development, implementation, operation, and

evaluation of the Special Education Program in accordance with law, policies, and regulations.

Reports to: Staff Director of Special Services Supervises: Teachers or other professional staff assigned to Special Education Program, or

who have multiple building assignments. Special education teachers, speech/language specialists, adaptive physical education teachers and OT/PT staff.

Aides, clerks, and other non-professional staff assigned to program. Duties, responsibilities, and authorities:

A. Curriculum and instruction:

1. Assess the implementation of the Special Education Program plan and recommend action when necessary.

2. Identify needs and, where necessary, recommend changes in the Special Education Program.

3. Plan and conduct the evaluation of the Special Education Program or any of its parts.

4. Utilize test score results for Special Education Program improvements.

5. Make recommendations concerning the implication(s) of applicable legislation.

6. Establish and maintain contacts with agencies and organizations that could serve program goals and utilize them where appropriate.

7. Be aware of sources and prepare applications for outside funding.

8. Register, assign, or schedule students where appropriate.

B. Supervision:

1. Assist in the interviewing and recommending of candidates as requested.

2. Observe, evaluate and report on staff performance as it relates to Special Education Program requirements.

3. Provide professional development training of personnel.

4. Consult with appropriate administrators in the scheduling of staff with multiple building assignments and, when requested, in the scheduling of any personnel connected with the Special Education Program.

5. Schedule and hold meetings with Special Education Program staff members special education teachers, speech/language specialists, adaptive physical education teachers and OT/PT staff.

6. Perform all duties assigned by the superintendent or her/his designee consistent with law, policies, and regulations.

F. Professional preparation:

1. A Master's degree plus 32 credits is desired, but a Master's degree is required.

2. The applicant must hold or be eligible to quality for the Supervisor's certificate issued by the New Jersey State Department of Education.

3. A standard New Jersey Certificate for Teacher of Special Education.

G. Experience/Background:

1. At least five years successful teaching in the public schools or five years of experience in a field related to this position is required.

2. Successful administrative or supervisory experience is desired.

Curriculum

June 10, 2010 The Curriculum Committee, on the recommendation of the Superintendent of Schools and the Assistant Superintendent for Curriculum and Instruction, presents the following: 1. That the Board of Education approve a partnership between the Woodbridge Township School

District and Princeton Review, Inc. to provide an SAT preparation course on-site at a reduced cost for district students. They also will provide, at no cost, Princeton Review materials for our Guidance Departments and students.

2. That the Board of Education approve the submission of the Carl D. Perkins Vocational and

Technical Education Act of 2006 grant for the purposes described in the application, in the amount of $82,922.00 starting July 1, 2010 and ending on June 30, 2011.

3. That the Board of Education approve the Professional Development Academy Agreement

between the Middlesex Regional Educational Services Commission and the Woodbridge Township School District for a 100 seat subscription for the 2010-2011 school year in the amount of $7,000.00. (Payment will be from funded account)

4. In compliance with N.J.S.A. 18A:6-112, the Board of Education approve payment at a cost of

$500.00 to the Professional Development Academy to provide a Suicide Prevention Workshop during the 2010-2011 school year. This contract is awarded without competitive bidding as a “Professional Service” under the provisions of the Public School Contract Law (N.J.S.A. 18A:18A-5). All services will be provided by a professional development services specialist. (Payment will be upon voucher submitted from funded account)

5. That the Board of Education approve a pilot program at John F. Kennedy High School and

Woodbridge High School entitled, “Financial, Economic, Business and Entrepreneurial Literacy” during the 2010-2011 school year.

6. That the Board of Education approve the submission of an amendment to the 2010 Individuals

with Disabilities Education Act – American Recovery and Reinvestment Act (IDEA ARRA) to the New Jersey Department of Education. The purpose of the amendment is to restore four Child Study Team positions for the 2010-2011 school year.

Finance and Insurance

June 10, 2010

The Finance and Insurance Committee, on recommendation of the Superintendent of Schools and the Business Administrator/Board Secretary, presents the following:

1. That the Board of Education approves payment of the bills in the amount of $10,935,985.98 and the Food Service Department bills in the amount of $331,466.43.

2. That the amount of district taxes needed to meet the obligations of this Board for the next thirty-one day period, beginning July 1, 2010 is:

Requisition for Taxes for the General Fund in the amount of $12,771,513.00 and for the Debt Service in the amount of $313,789.00; totaling $13,085,302.00,

and that the Township Council is hereby requested to place in the hands of the Treasurer of School Monies that amount by July 10, 2010.

3. That the Board of Education accept the attached Business Administrator/Board Secretary's Monthly Interest and Investment Report for the month of May 2010.

4. That the bookkeeping transfers pertaining to the 2009-10 budgetary accounts be approved as per the attached list.

5. That a note be made in the minutes that the Report of the Treasurer for the Month of May 2010 has not been received.

6. That the members of the Board of Education certify that to the best of their knowledge no major account or fund has been overexpended in violation of N.J.A.C. 6A:23A-16.10(b) and that sufficient funds are available to meet the district's financial obligations for the remainder of the fiscal year.

7. That the Board of Education readopt the 2009-10 School Year Budget changing the total from $192,755,492.53 to 192,755,992.53 to reflect the following:

June 10, 2010 The Athletics and Extracurricular Committee, on the recommendation of the Superintendent of Schools and the Assistant Superintendent for Curriculum and Instruction, presents the following recommendations: 1. That the Board of Education approve membership in the New Jersey State Interscholastic Athletic

Association for Colonia High School, John F. Kennedy Memorial High School and Woodbridge High School for the 2010-2011 school year at a fee of $2,150.00 per school.

2. That the Board of Education approve membership in the Greater Middlesex Conference for Colonia

High School, John F. Kennedy Memorial High School and Woodbridge High School for the 2010-2011 school year at a fee of $1,350.00 per school, which includes dues and entry fees for all tournaments.
